Mcdrano Script Narrator Hello. My name is Fernando Medrano. I am here to talk about an incident that impacted my life and may have impacted the world. My mother, Dr. Estella Medrano, was an internationally-known research scientist at the Baylor College of Medicine. She was working to find the causes of cancer and other agerelated diseases. On August 30,2012, my mother was killed in a motor vehicle accident involving a police officer. According to HPD's investigation, the officer was traveling 84 miles per hour in a 35 zone. It was after dark and the officer was not using his emergency lights or his siren. In addition to losing my mother, my father was seriously injured... ...and the police officer suffered a broken neck. It is my understanding that State law allows officers to drive beyond the posted speed limit. However, officers must do so with appropriate and due regard for the safety of others.

In exercising the discretion to drive beyond the posted speed limit, an officer should consider many factors including: 1. Environmental factors, such as the weather, and if it is daytime or nighttime;

Remember that using good judgment in weighing all these factors may help to prevent a collision. A collision may have catastrophic consequences for you, your family and families like mine. Watch the dash cam video from a police cruiser in Milford, Connecticut. The police car is traveling 70 miles per hour in a 35 mile per hour zone. The officer decided to drive fast without his emergency lights and siren. The oncoming motorist turns left in front of the officer because he can't tell that the officer's vehicle is approaching at twice the speed limit. Two people died as a result and the officer was charged with two counts of manslaughter. In another incident, Las Vegas police officer James Manor was responding to a call. He was driving in excess of 90 miles per hour in a 45 mile per hour zone. He chose not to use his emergency lights or siren. The driver of a pickup made a left hand turn in front of Officer Manor's patrol car. The driver of the pickup did not realize that the oncoming vehicle was an emergency vehicle and did not realize that Officer Manor was driving at twice the posted speed limit. Officer Manor died as a result.

When responding to an emergency call, use good judgment. Consider whether it is safe to exceed the posted speed limit under the circumstances. Consider whether your emergency lights and siren will help to warn motorists that you are approaching at a high rate of speed.

The world lost a leading cancer researcher, my brothers and I lost our loving mother, and my father lost his beloved wife. I believe that my mother would be alive today if the officer had used good judgment and turned on his emergency lights and siren. Our family urges you to use good judgment in deciding whether to exceed the speed limit and in deciding whether to use your emergency lights and siren. We don't want you to be injured or killed and we don't want any other families to suffer the way our family has suffered. Thank you.
