ITMS/BTMS Collection Development Policy Created 4/02 Updated 8/12

I. Introduction It is the policy of the Flagler County Middle School Media Centers to provide a wide range of instructional materials (print and non-print) which enrich and support the educational program of the school, with diversity of appeal, the presentation of different points of view, and to allow the review of allegedly inappropriate instructional materials through established procedures. II. Vision and Goals The philosophy of the Flagler County Middle School Media Centers is to provide for the total potential of each student. To Provide: 1. A media center, which is an integral part of the total instruction program, serving students and faculty as needed in all curricular areas. 2. Varied enrichment opportunities in an environment that encourages students to pursue individual interests and to develop their potential as lifelong learners. 3. Support materials, equipment, facilities and professional cooperation necessary for the instructional program to meet each students individual needs. 4. A library-skills program integrated and correlated within the curriculum at all levels. 5. Support for classroom reading programs. Analysis of Institutional Objectives A. Clientele to be served include grades 7-8; recognizing that children learn at varying degrees of difficulty. Students with special needs are also to be served. B. Materials in the collection will support the curriculum and expand to serve subjects of interest. C. Materials will serve the instructional, informational and recreational needs of all students. D. Priorities and limitations 1. Funds will be provided by local school budget and state funds 2. Formats will include print and non-print, including computer software, apps and internet subscriptions. Textbooks are to be excluded. 3. Duplicate materials may be purchased for special programs or needs (i.e. Sunshine State) IV. Analysis of Subject Area and Format collecting and Criteria A. The collection will be developed at the basic level for all curriculum areas. Special interest areas will be developed at the minimal level.

B. The responsibility for selection of materials for the media center rests with certified media personnel in consultation with the literacy committee, technology committee and with final approval by the principal. C. Criteria 1. The media specialist evaluates the existing collection and consults with teachers, administrators, community representatives and students for recommendations. 2. The media specialist is aided in selection by reputable, unbiased, professionally prepared selection tools. 3. Materials selected shall: a. Be relevant to todays world b. Represent artistic, historic and literary qualities c. Reflect problems, aspirations, attitudes and ideals of society d. Contribute to the objectives of the instructional program e. Be appropriate to the level of the user f. Represent differing viewpoints on controversial subjects g. Provide a stimulus to creativity D. Teacher recommendations will attempt to be procured when a favorable professional review cannot be found. NOTE: Gift materials shall be judged by the criteria listed above and should be accepted or rejected on the basis of those criteria. V. Policies for Acquisition All materials will be obtained from the most cost efficient source. Preference will be given to using a jobber that can supply at least 80% of an order within sixty days. When materials are needed sooner than possible from a jobber, the media specialist may use funds to make a purchase of appropriate book titles at a local bookstore. Periodicals will be procured through the services of a subscription agency, except for those titles obtained through institutional memberships in professional organizations or titles that can only be obtained directly from the publisher. Subscription to online periodical subscriptions may replace hard copy subscriptions when instructional needs are met in a cost efficient manner. VI. Selection Selection is an ongoing process which includes the removal of materials no longer appropriate and the replacement of lost and worn materials still of educational value. Reevaluation of library collection shall be accomplished in an ongoing process by the media specialist, with special emphasis on removing inaccurate or outdated materials. VII. Reconsideration of Challenged Materials

Occasional objections to materials may be made, despite the quality of the selection process. If a complaint is made, the following procedures should be followed: Every attempt is made to resolve complaint at initial objection. Inform the complainant of the selection procedures and make no commitments.
