A spokesman said here Friday that the chief justice has issued directions to all the dis- trict and sessions judges in Punjab, Hary- ana and Chandigarh, to fast-track proceed- ings in all cases of heinous crimes against women. Sikri has also ordered designating eight courts in Punjab and 11 in Haryana as fast- track courts for the trial of cases of heinous crimes against women. All the district and sessions judges in the states of Punjab, Haryana and Chandigarh have further been directed to monitor the completion of commitment proceedings (challan) within 10 days of the receipt of fnal report and they have also been in- structed to hold meeting with all the stake- holders i.e. judicial offcers, public prosecu- tors, police and representatives of the bar to sensitize them about the seriousness of the issue, the spokesman said. He added that even before the Dec 16 Del- hi gang-rape, the high court had put such cases on fast-track through instructions is- sued Oct 15 last year. In compliance thereof, as many as 204 out of total 1,830 cases pending in the states of Punjab, Haryana and Chandigarh have already been disposed of, he added. The chief justice has taken up the matter with the concerned state governments for sanction of 20 posts in Punjab and 21 in Haryana of superior judicial service for set- ting up exclusive/special courts, preferably one in each district, to fast-track the trial of cases involving heinous crimes against women. Page 3 2 CHANDIGARH SUNDAY 13 Jan 2013 OPINION Mani Shankar Aiyar, the venerable doy- en of peace politics in Indian Subconti- nent is a supporter of uninterrupted and uninterruptible dialogue with Pakistan. He echoes the sentiments of a narrow spectrum of the ruling elite much used to urbane and suave settings of diplomatic circles far removed from the gory world of realpolitik. Arnab Goswami from Times Now has dubbed this spectrum of elite as the Peace Industry, their only aim being to perpetuate endless talks and discus- sions in the name of a mythical Peace Dividend. The problem with an uninterrupted and uninterruptible dialogue is that it creates a principal agent problem whereby a nation like Pakistan with army in the deep state is assured of no retaliation to its provoca- tions. The analog of such a policy move is found in the fnance sector whereby cer- tain corporations are found to be too big to fail. The results of such a policy regime have brought much grief globally. No en- tity or nation should be allowed a carte blanche to indulge its fantasies. Short- term pain or systemic upheaval is prefer- able to a systemic rot that can blow up in the face of the system. In the interest of the nation and other enti- ties involved our policy makers should not abandon the basic principle of reward and punishments for like acts. Creating a false support level for a nation state that active- ly use deniability and irregular actors to do its dirty work will only serve to incubate the problem. Therefore the answer to Mr. Aiyars assertion should be, not quite. A Trendsetting Court Indian legal procedures have earned a de- served reputation for being time consuming and lengthy. To the point that often justice or the fnal judgment if and when it is delivered becomes academic in nature. Particularly in cases involving heinous crimes justice de- layed assumes the form of justice denied. It is in this context that Hoshiarpur Additional Sessions Judge JS Bhinder has set a record of sorts. He disposed of a rape case in re- cord time of eight days since the fling of fnal challan by the investigative agencies. The case involving one Pawan Dubey per- tained to abduction, kidnapping and rape of a minor girl. The victim was not only raped but was also being readied for traffcking before she managed to escape the clutches of her tormentors. Acting swiftly on the girls complaint and with full cooperation of the family the police was able to piece together a case in three months. The pace of investi- gation and the diligence with which the case was fled are highly unusual for a police set- up in a rural area. The court asserted that rape cases in rural areas are reported and pursued vigorously only in some rare cases. Hence the court found the testimony of vic- tim and the circumstantial evidence grounds enough to dispose of the proceedings. The media has a duty to report and encour- age such effcient performances by the of- fcers of the law and the state. What the country has been witnessing and seized with in the last fortnight after the rape and brutal injury of a Delhi girl has shamed one and all. May her soul rest in peace. Why did this happen? An analysis re- veals that Indian society, especially many males, have not been able to manage change and transformation that has taken place as regards Indian women. Our cul- ture, traditions, ethics and values have taught us to respect women and treat them equally at our respective homes and amongst relatives. The moment we see a woman in public and who is not re- lated our attitude changes and we tend to pass sexist and snide comments. Wrong thoughts also build up in the mind. In earlier times women were tasked to look after homes and rear children. They were treated with respect and were nearly but not exactly equal. They were looked upon as the weaker sex. Over the years women have transformed and are now taking on and executing all tasks that had been earlier done only by males. They have become equal and this is a huge change. This change requires to be un- derstood by all Indians. Today, women, apart from doing many other jobs, are commanding space sta- tions, fying passenger as well as military aircraft, captaining ships, participating in all sporting activities, driving cars, buses and trains. They are heading gov- ernments, business houses, industrial in- stitutions and are holding senior offces in the police, bureaucracy, military, medi- cine, judiciary, scientifc, educational in- stitutions and any post of responsibility that can be thought of. Not only are they holding top posts but are more effective and effcient than their male counterparts. It is this change that needs to be under- stood by many men. The new mantra that needs to be followed and understood is to treat women equally and with respect not only in their respective homes but in the streets outside all day and especially between sunset and sunrise. Why is rape on the rise? Of the many reasons why rape occurs, one of them is because men cannot understand the change taking place as regards wom- en. They still think of them as inferior. As women take on responsibilities they rightly feel that they are equal to men and would like to be given the space and free- dom to do what they want to do and what men normally do. They venture out of the safe sanctuaries of their homes only to be sniggered, teased and treated with indignity by some men outside. When some men see women out in the street, they feel that they can take advantage and sometimes overstep the Lakshman Rekha. They lose sight of the mantra, equality and respect. The time is ripe now to understand wom- en, as they move about day and night doing their jobs and take on new respon- sibilities. They need to be treated with respect and equality. As regards rapists, they need to be punished severely and justice needs to be delivered quickly so that it acts as a deterrent. Stricter laws need to be enacted. By disappearing during the widespread popular protests in Delhi against the gang- rape and death of a 23-year-old paramedi- cal student, Rahul Gandhi hasnt done his prime ministerial chances any good. The upheaval posed a major challenge to the government and the party, forcing them to appoint a committee to stiffen the penal provisions on rape, and another to probe the lapses into the police response to the barbaric incident. Prime Minister Manmo- han Singh and Congress president Sonia Gandhi also broke with protocol to go to the airport to receive the girls body when it was fown in from Singapore. But, even as the country was exercised not only over the brutal incident but also over the rising cases of violence against women, the heir apparent, who has been widely touted as the person to replace Manmohan Singh in 2014, was nowhere to be seen. He only issued a brief message of condolence from behind the scenes before falling silent even as the turmoil continued with the trag- ic incident being discussed night after night on television and the ruling party fending off the opposition Bharatiya Janata Partys (BJP) demand for a special session of par- liament. Rahuls absence was felt all the more be- cause it was the younger generation which played a leading role in expressing outrage over the tragedy and the seemingly tardy offcial and political response as well as the earlier callousness of the establishment to- wards the deteriorating social scene. As boys and girls, usually in their mid- twenties, cried we want justice and held candlelight vigils braving the intense cold, it was felt that the young among the Con- gress politicians would have been better placed to reach out to the protesters un- like the 80-year-old prime minister, whose somewhat wooden television address was marred by a faux pas at the end when he asked the camera persons whether every- thing went off well - theek hai? he asked. What Rahuls absence showed at a time when the entire central vista of the nation- al capital was sealed to keep out the pro- testers was his lack of interest in playing a key role in politics and administration. A few months ago, a union minister had rue- fully said that the young general secretary had been playing only a few cameo roles instead of being more proactive. But, this time, he did not enter the stage at all. When Rahul had earlier failed to respond to the prime ministers call to join the union cabinet, it was suspected that he did not want to be a minister among ministers when he was not only seen as a natural succes- sor to Manmohan Singh but had even said in 2007 that he could have become prime minister himself if he had wanted to. But, now, it appears that Rahul has lost interest even in his chosen profession. There may be two reasons for such indif- ference. One is that having risen to a No.2 position in the party by virtue of his lineage and, therefore, without having to strike for it, his political instincts have been dulled. The other is that he may have been disheart- ened by some of the failures in his political forays, notably in Uttar Pradesh, and ear- lier in Bihar, and more recently in Gujarat, which shows that he lacks the Nehru-Gan- dhi familys match-winning charisma. There may be a third reason, which is that Rahul is not a political animal. Politics is not his natural arena, which explains why he does not attend parliament regularly. He has been pushed into the feld by his mother for the sake of continuing the fami- lys traditional occupation. But he remains a debutant who shows no signs of becoming a mature player. As much is evident from his desultory efforts to carve out a path of his own, but with no clear idea of what he wants to achieve. Hence his exercises in slumming, as it were, when he spent a night or two in Dalit homes with a bottle of mineral water and then lost interest in whatever he had in mind. Or his endeavours to democratize the party by fa- vouring internal elections, which can seem strange for someone who is the prime ben- efciary of a feudal culture to try to do. Lately we have seen some gifted beings using their long salivary ducts to blurt out illogical theories . Many of these people are gifted with huge fan followings and it is astonishing to see how such large number of poor god-fearing Indians are betrayed. They are made to believe that these so called messengers have divine pow- ers and they can bless them . While they themselves need to be educated to behave like civilized beings. They should be taught to weigh their words before they speak. The authorities should keep an eye on the proliferation of these institutions . Many of them have grown out of proportion and bigger than they deserve to be. There is a need to educate people that they are being misguided due to their blind faith and fear of the unknown. The civil society that is getting organized and speaking out needs to take these blow-horns by their neck and shut them up. The media has also been bit and hence they should be careful in future. Our neighbor nations such as Nepal, Bangladesh, Bhutan, Myanmar, Sri Lanka and Maldives are being actively wooed by China-Pakistan entente, this has resulted in disruption of legacy power matrix and security archi- tecture. A pertinent case being the recent dispute around Airport in Male (Maldives) where our homegrown consortium GMR group was unceremoniously kicked out while the nation watched in angst. India needs enhanced power projection capa- bilities in near neighborhood to protect its economic and security interests. Our Pakistan policy has remained in Dol- drums for the past half decade. India needs to be on its toes to avoid tar- geting of its civilians on the scale of Mumbai 26/11. Any repeat of such a large-scale attack on Indian cities would dent the image of the economy and security situation irrevocably in the short term. Trade, growth and progress are a function of secure borders. An insecure nation cannot hope or aspire to achieve development. The evolving security scenario and our current circumstances indicate towards a more serious and robust stance on defence. India cannot let another 1962 precipitate out of a false sense of security and misplaced emphasis on goodwill of other nations. In the jungle of realpolitik only the fttest and meanest survive, we should hope for the best but also keep the powder dry. Indian strategic community should use this opportunity to create a domestic military industry complex to tilt the strategic balance in Indian favour. However this move will require budgetary support as is wont for capital intensive felds of research and de- velopment plus precision manufacturing. Finally defence spending of China is on a sharp convergence path with the US one, some studies predicting equalization in 2035 between US and China defence budgets. Jaipur After the khaps in Haryana and Uttar Pradesh, a Muslim community panchayat in Rajasthan Thursday banned girls from us- ing cell-phones and also from dancing and singing at weddings, ostensibly in an effort to prevent incidents like Delhi gang-rape. Boys and girls have also been prohibited from marrying someone against the wishes of their families or someone from a different community, panchayat members said Thurs- day. The restrictions have been imposed on the Muslim community members at Salumbar town in Udaipur district, some 400 km from Jaipur, by the Anjuman Muslim Panchayat, a minority community council. The community panchayats called khaps in Haryanas Rohtak and Jind districts and western Uttar Pradeshs Baghpat and Mu- zaffarnagar districts had imposed similar re- strictions on young girls and married women last year. We have decided to ban the girls from car- rying and using cell phones. The decision was taken with a view that cell phones are spoiling girls, panchayat secretary Habibur Rahman told reporters. He said that a slew of measures has been taken to ensure safety of girls belonging to the community in the area. The girls would not be allowed to dance and sing during wedding functions. A couple can- not get married against the wishes of their family members, said the panchayat secre- tary. He added that punitive action will be taken against girls who are found ignoring the pan- chayat edicts. If a couple runs away from house to get married, they will be ostracised and a cash fne of Rs.51,000 will be imposed on them. Fine of Rs.51,000 has also been decided for those who marry someone from a different community, said the secretary. He added that panchayat decisions have been communicated to all members of the community in the town. The consultative meeting between the two countries agreed on an eleven-point resolu- tion that laid stress on the joint monitoring of tigers dwelling in the Terai Arc Landscape (TAL) which stretches over 950 km across the borders of India and Nepal. It also focused on strengthening trans- boundary efforts in curbing poaching, illegal trade of wildlife and forest products, and other similar preventive measures. At present, there are an estimated 500 tigers in the TAL, which also has one of the high- est densities of tigers in the world. But the opposition termed the move as unacceptable and atrocious. The new fares take effect from Jan 21 midnight. Bansal said he would focus on im- proving services and safety from the Rs.6,000 crore expected to be earned from the fare hike. But he added that fares would not be touched during the annual rail- way budget to be tabled in Febru- ary. There has been no revision of basic fares for 10 years, and this has had a telling effect on railway fnances, Bansal told reporters. It is imperative to go for a moderate fare hike immediately. The fare hike ranged from two paise per kilometre on second class sub- urban trains, six paise per kilometre on sleeper class to three, six and 10 paise per kilometre on air-con- ditioned III, II and I classes respec- tively. Bansal said the hike was needed to maintain and improve safety measures as well as cleanliness of trains, and to better the condition of railway stations. But opposition parties condemned the hike. The government goes on increasing the price but it does not increase ame- nities and safety of railways. It is ab- solutely unacceptable and atrocious, said BJP spokesperson Prakash Ja- vadekar. The committee would be headed by the principal or head of the institution and would have senior women lecturers, girl students, parents and eminent persons from society as members, Ravi said. The committee should meet at least once a week and lodge a police complaint immediately on any kind of harassment, he said. Seeking a response from the ministry and the poll panel within two weeks, the court said it will go through their responses before calling upon the two parties - the Congress and the Bharatiya Janata Party (BJP) - to respond. The PIL, fled by NGO Association for Dem- ocratic Reforms and E.A.S. Sarma, a former secretary in the central government, through advocate Prashant Bhushan, alleged that various Indian laws have been violated by the Congress and the BJP by allegedly re- ceiving funding from Vedanta Resources. The two political parties have violated the Representation of People Act, 1951, and the Foreign Contribution (Regulation) Act (FCRA), the PIL alleged. The Representation of the People Act pro- hibits political parties from taking donations from government companies and from for- eign sources, the PIL said, adding that FCRA prohibits any fnancial contribution from any foreign source or company to a political par- ty registered in India. The PIL said that Britain-based Vedanta Re- sources and its subsidiary companies in In- dia -- including Sterlite Industries, Sesa Goa and Malco -- have donated several crores of rupees to major political parties like the Congress and the BJP. It has also asked the central government to confscate the illegal donations under the supervision of the high court. According to Vedantas 2012 annual report, it made political donations to the tune of $2.01 million in 2011-12, the PIL said. Sterlites annual report of 2011-2012 also states that during the year the group made political donations in India of Rs.5 crore ei- ther through a trust or directly. The PIL alleged that since Finance Minister P. Chidambaram was a director in Vedanta till May 2004, the government might not take any action against the group on its own. Till recently he (Chidambaram) was the home minister in charge of ensuring the implementation of FCRA. He did not take any action against Vedanta or the Congress with whom he is associated. He is now the f- nance minister under whose charge income tax exemptions are being given to Vedanta and the Congress for the illegal donations, said the PIL. Therefore, a court-monitored investigation is required as the Union of India is unlikely to proceed against major political parties or corporate groups like Vedanta on its own, it said. The PIL asked the central government to cancel the income tax exemption given to political parties and corporate groups for do- nations made in violation of the law of the land. The Indian and Pakistani armies shelled each others positions in Jammu and Kash- mirs Mendhar sector in Poonch district. Pakistan said one of its soldiers, Hawaldar Mohyuddin, was killed in the unprovoked fring by Indian troops Thursday. The army said an Indian post in Battal area in Poonch, about 230 km north of Jammu, came under Pakistani shelling. The fring lasted an hour. Pakistan lodged a protest and sought a fag meeting with India. Tensions have escalated along the wind- ing LoC, which divides Kashmir between India and Pakistan, ever since Islamabad accused the Indian troops of breaching the border and killing one of its soldiers Jan 6. Two days later, Pakistani soldiers sneaked into Jammu and Kashmir and retreated af- ter killing and beheading two Indian soldiers near the LoC in Poonch, Indian offcials said. The raiders took away one of the heads. The brutal killings have evoked widespread anger with India, with the Vishwa Hindu Parishad Thursday urging the government to snap diplomatic as well as trade links with Pakistan. Speaking after a cabinet meeting, Finance Minister P. Chidambaram rejected a Paki- stani demand to let the UN probe the border clashes. But he gave no sign of how the gov- ernment would respond to the beheading. We will not internationalise the issue nor go to the UN, he said. But in Islamabad, Foreign Minister Hina Rabbani Khar reiterated the demand for a third party enquiry into the violations on the LoC ceasefre that has largely held on since 2003. National Security Advisor Shivshankar Me- non said ceasefre violations by Pakistan on the LoC had shot up last year. The Indian military says that Pakistani forces resort to fring along the LoC to help infltrate militants into Jammu and Kashmir. Sushma Swaraj said her Bharatiya Janata Party would support the Congress-led gov- ernment if it took tough decisions against Pakistan. Shiv Sena chief Uddhav Thackeray asked India to take revenge. Bahujan Samaj Par- ty leader Mayawati also called for strong action. Soldier-turned-activist Anna Hazare said India must teach Pakistan a lesson like in 1965 -- the war in which he took part. What they (Pakistanis) have done is simply unacceptable. How can they mutilate and take away the head of our soldier? This cant be tolerated by any person, Hazare said in his village in Maharashtra. The US asked India and Pakistan to talk to each other. Were urging both sides to take steps to end the violence, State Depart- ments Victoria Nuland said in Washington. Amid the tensions, Home Minister Sushilku- mar Shinde said there was no rethink on the liberalized visa agreement between India and Pakistan. Pakistani offcials added that they too had no rethink on the MFN status to be accorded to India. Islamabad, Pakistani Foreign Minister Hina Rabbani Khar Thursday hoped that the recent in- cident near the Line of Control (LoC) in Jammu and Kashmir would not affect on the Pakistan-India dialogue process. Address- ing a news conference, Khar said Pakistan has contacted the UN Military Observer Group for India and Pakistan (UNMOGIP) to conduct an inquiry into the alleged LoC ceasefre violations, Geo News reported. Pakistan has accused Indian troops of kill- ing one of its soldiers while Indian offcials charged Pakistani troops with sneaking into Jammu and Kashmirs Mendhar sector, kill- ing two Indian soldiers, and mutilating their bodies. Reacting to the contradictory statements emanating from India Khar said Pakistan made responsible statements and followed the ceasefre mechanism to defuse the situation, state-run Radio Pakistan reported. New Delhi, Home Minister Sushilkumar Shinde Thurs- day said Lashkar-e-Toiba founder Hafz Saeed had visited Pakistan-administered Kashmir before the killing of two Indian soldiers by Pakistani troops in Jammu and Kashmir. He, however, told reporters that there was no rethinking on the new visa agreement op- erationalised by the two countries last month and it would be implemented by the govern- ment. Shinde indicated that information about the movement of Saeed in Pakistan-adminis- tered Kashmir was received by intelligence agencies and the government was trying to get details of his visit. (There) has been information that Saeed entered PoK (Pakistan-occupied Kashmir) and talked to some people, Shinde told a press conference here. Asked if militants were involved in carrying out the raid on Indian soldiers, Shinde said: I do not have that information. But we are very keen to get such information. We are on the line. There have been reports that Saeed, wanted by India in connection with the 2008 Mumbai terror attacks, was in the region a few days before Pakistani troops ambushed and killed two Indian soldiers. Asked when a judicial commission from Pak- istan would visit India for cross-examination in connection with the Mumbai attack trial, Shinde said no date had been fnalised but the government wanted these should be decided soon. Shinde indicated that the govern- ment was willing to go ahead with the new visa agreement despite the sudden dip in equations fol- lowing the brutal killing of two sol- diers. In 1986, the hospital performed surgery eight times for patients with thyroid cancer. An average of 7,300 people die from cancer on the mainland each day, the report said. Islamabad At least 90 people were killed and over 260 injured Thursday in four blasts - three of them in Quetta - in Pakistans Balochistan and Khyber-Pakhtunkhwa provinces Thurs- day. At least 56 people, including a journalist and a senior police offcial, were killed and over 160 injured as two back-to-back bomb blasts hit Quetta in Balochistan province Thursday evening, Geo News reported. Twelve peo- ple were killed in the same city in an earlier blast. Islamabad Authorities in Pakistan have contacted the Interpol to arrest a suspect who escaped to Germany after killing a Canadian Sikh wom- an, a court was told. The Lahore High Court heard that Rajvindar Kaur Gill, daughter of Sikandar Singh Gill, arrived in Lahore Aug 25, 2012, to attend a diamond exhibition. Since then her where- abouts are unknown, the Dawn reported. A Lahore police offcial earlier said that Gill was murdered and one of the accused, Hafz Shahzad, confessed to the crime. He said the killers later threw Gills body in a canal on Sheikhupura Road. A police offcial told the court that a laptop belonging to Gill had been recovered from one of the accused involved in the murder. He said Gills family identifed the laptop which was sent to laboratory for data recov- ery. The offcer said the Interpol has been con- tacted for the arrest of prime suspect Shahid Ghazanfar, who escaped to Germany after killing the Sikh woman. The petitioners counsel asked the court to freeze the bank accounts of Gill in Switzer- land and Canada. Mexico City A gold-plated AK-47 assault rife studded with diamonds was seized during a raid on a ranch reportedly owned by drug traffckers in Honduras. Police said the rife has an exclusive design and a fne carving, and could be worth at least $50,000. An engraving on the weapon links it to a lo- cal drug gang that is allegedly connected to Mexicos Zetas cartel, they said. Police also found over 30 other weapons, bullet-proof vests and 11 cars at the ranch, about 300 km from the capital Tegucigalpa. Honduras, which has one of the highest per capita murder rates in the world, is a major conduit of cocaine-smuggling from South America to the US. Lima The 2013 Dakar Rally crossed the border from Peru into Chile, where motorbikes and quads will cover 411 km, while cars and trucks would go 509 km. The race began Wednesday in Perus south- ern city of Arequipa, passing through Mo- quegua and Tacna, and will end in Chiles northern region of Arica, reports Xinhua. On the frst day of the rally, motorcycles and quads travelled 136 km, while cars and trucks 172 km. The travel was full of stony lands, bottoms of rivers and a descent that goes from an altitude of more than 2,000 metres to almost sea level. Meanwhile, Peruvian Foreign Trade and Tourism Minister Jose Luis Silva said that more than one million Peruvians attended the rally. The initial numbers of one million Peruvians that have attended the rally have been sur- passed. We have to wait to see how many more took part before it crosses the border to give the fnal results, said Silva. The Dakar Rally, which has been held in South America for the ffth time, began last Saturday (Jan 5), and will end in Chile, at Santiagos Constitution Square Jan 20, at the end of a total of 14 stages and more than 8,500 km including Peru, Chile and Argen- tina. New Delhi Human Rights Watch criticized Saudi Arabia for executing a Sri Lankan woman worker convicted of killing a baby in her care in 2005 when she was 17. Saudi Arabia is one of just three countries that executes people for crimes they com- mitted as children, said Nisha Varia of the US-based human rights body. Rizana (Nafeek) is yet another victim of the deep faws in Saudi Arabias judicial sys- tem, she said. On Jan 9, the Saudi interior ministry an- nounced the execution of Nafeek, rejecting pleas by Sri Lankan leaders to spare her life. Under the system of qisas (retaliation) that governs murder cases in Saudi Arabia, the dead babys parents could have granted Nafeek a pardon or accepted blood money in compensation. Nafeek had been working in Saudi Arabia for two weeks in 2005 when the employer fam- ilys four-month-old baby died in her care. Nafeek retracted a confession that she said was made under duress, and says the baby died in a choking accident while drinking from a bottle. International law prohibits the death penalty for crimes committed before the age of 18. Islamabad The ruling Pakistan Peoples Party (PPP) was among the poorest political parties in the country based on its assets, the election com- mission has said. The Election Commission Wednesday re- leased details of assets of all political parties for the fnancial year 2010-11, the Dawn re- ported. The PPP, registered under the name of PPP- Parliamentarians, had only Rs.435,397 in its account till June 30, 2010, with no immovable property anywhere in the country. The PPP said it spent only Rs.348 during the entire fnancial year. The Pakistan Muslim League-Quaid (PMl-Q) was among the richest parties. It had assets worth Rs.51.91 million, which included a house worth Rs.23 million in Is- lamabad. The PML-Q spent Rs.11.9 million during the fnancial year. The Dawn said that the PML-Nawaz also mentioned the same property among its as- sets worth Rs.33.5 million. The PML-Ns party offce in Karachi is worth Rs.50 million and it also has Rs.6.3 million in its bank accounts in Islamabad. The Awami National Party said it has a fxed asset of Rs.27.22 million while the Jamaat-i- Islami showed a bank balance of Rs.5.4 mil- lion. Cricketer-turned-politician Imran Khans Pak- istan Tehrik-i-Insaaf said it has immovable assets worth Rs.4 million and Rs.32.62 mil- lion in its bank account. Beijng The Chinese government proposes to boost the biotechnology industry to tackle prob- lems arising out of population growth, food safety, energy conservation and environ- mental protection concerns, the State Coun- cil said. By 2015, the government aims to double from the 2010 level the share of GDP that the sectors value-added output accounts for, according to a biotech industry develop- ment plan unveiled by the State Council, or Chinas cabinet, Shanghai Daily reported. The sector will see its output surge at an av- erage annual rate of more than 20 percent from 2013 to 2015, according to the plan. The government also plans to improve the sectors innovation and technological prow- ess to make it a pillar industry by 2020. New medicines, crops, biofuels and environ- mental technology are needed to protect the health of an ageing population, ensure food safety and save energy, the plan says. The government is targeting an annual pro- duction value of 150 billion yuan (about 24 billion) by 2015 for the biofuel sector. The sector is one of seven emerging indus- tries which the Chinese government aims to promote over the next few years to turn domestic consumption and technological in- novation into driving forces for the economy. But will Bollywood biggies ever take up act- ing in fction series seriously? Hindi flm stars have generally steered clear of the small screen. Quite unlike their Hollywood counterparts, who have taken to the small screen in a pretty big way and happily feature in sitcoms too. Julia Roberts, who will be seen in TV se- ries The Normal Heart, is the most recent case in point. Other popu- lar Hollywood A- listers like Ashton Kutcher and Char- lie Sheen were seen in the sitcom Two-And-A-Half- Men. And Greys Anatomy features Katherine Heigl. But Indian TV screens have mostly been de- void of such partic- ipation from known cine-stars. There have been some exceptions of course. In 1998, Om Puri and Naseeruddin Shah played the lead roles in the successful serials Kakaji Kahin and Mirza Ghalib, re- spectively, for Doordarshan. Bollywoods Dreamgirl Hema Malini did the successful dance-based show Nu- pur in the 1990s. But after that there was a lull. In early 2000, Hema and Karisma Kapoor tried to revive the trend with Kamini Damini (2004) and Karishma - The Miracles of Destiny (2003), which also featured Arshad Warsi and Sanjay Suri, respectively. But their efforts failed to yield the desired results. If the Karisma-starrer went off air after a few months, Hemas show couldnt repli- cate the success story of Nupur. Superstar Shah Rukh Khan, who took a big leap from TV to flms, raised hopes of a turnaround in that trend when he ex- pressed a desire to return to his roots. I had a discussion with late Mukul Anan- dji and since then we have been thinking that all the big stars of Bollywood should come together and make a TV series. It will be interesting if Bollywood people would come together and make a 10- part or 12-part series, just like Buniyaad and Hum Log... I am open to doing it if there is a good story to entertain the au- dience, he told reporters recently. Apart from Shah Rukh, actors who have made a transition from TV soaps to flms include Irrfan, Vidya Balan and R. Mad- havan. Salman Khan feels that television is too much of hard work. Reality shows are about one season, but when you do a serial you are stuck in it for 10 -15 years, Aruna Irani, who is known for her dance numbers and character roles in flms and has also been quite active on the small screen, tries to analyse why Bollywood actors havent taken to fction shows on TV. Silver screen is silver screen. TV se- rials are considered a step down as compared to flms. People have always considered it less than a movie, Aruna, who continues her association with TV through Parichay-Nayee Zindagi Kay Sapno Ka, told IANS. Another hurdle is that money and fame are shortlived on TV, says flm critic Vikas Mohan. There is more money and fame on silver screen. With television, fame is limited till the show is on air. Once the show is over, no one remembers the artists. So, (flm) art- ists prefer to keep themselves con- nected only to the big screen, he said. Time constraint also stops stars from tak- ing up soaps, adds Samir Soni, who has long balanced TV and movie roles. Actors in flms dont want to take that time off. They can do hosting, but for a daily soap you have to make a con- scious commitment. In movies, the ges- tation period is so long... It may take a year to come, he added. It is beginning to change. A big change happened in London because of the (Aug- Sep 2012) Paralympics. People in London embraced the Paralympics more than they did the real Olympics, Dawson, who was in the city to demonstrate his concept, told IANS in an interview. Dawson, 50, who has trained in dance, mime and theatre in London and Paris, as also in the US, has ventured off the beaten path of commercial theatre to sensitise others to the subtle differences of being abled and disabled and has presented over 20 case studies on stage - poignant representations of patients afficted with cerebral palsy in the last fve years. I use my body as a channel to show people, to make them understand what its like to have cerebral palsy and other such diseases and what they go through. Hopefully, people will have a better understanding, Dawson explained. According to Dawson, being abled or disabled depends on how you function in the world. We could probably have a debate on the topic. Since they dont do things that appear to be normal they are labelled as being disabled. Some people with disability function very well, play the piano with their feet because they cant with their hands. That doesnt make them disabled, it means they can play the piano and I cant. The flm begins with Mr. Mandola and his drinking companion, Matru, creating havoc. Matru Ki Bijlee Ka Mandola, belongs to feudal lord, Hukum Singh Mandola aka Harry (Pankaj Kapur) from the frst frame, literally. Harry harbours the dream of selling his agricultural land for industrialisation and development, not sparing a thought to the villagers plight. But that is only when he is sober. But after taking alcohol, he is a changed man, completely transformed. The socialist in him surfaces and incredibly, he challenges his own feudal self, wanting to help his villagers. He is not the only one wanting to help the poor villagers. Matru (Imran Khan), Mandolas driver-cum-assistant and his partner in crime, too is egalitarian and wants to help the villagers save their land. There is Mao, a faceless well-wisher, who manages to offer timely help to the villagers. And there is Mandolas foreign educated daughter Bijlee (Anushka Sharma) too joining in the revolution. On the surface, at the start, it seems like a light-hearted entertainer about an alcoholic feudal lord, his drunken idiosyncrasies and his villagers. Its when Chief Minister Chaudhary Devi (Shabana Azmi) mouths, Maslaa hai desh ka, na power ka na bijli ka, sums up the larger issues that the flm deals with and post her entry it becomes evident that it is a political satire. The flm is not only layered with demons of the society, but also deals with personal demons that haunt Mandola, his people and the place. Pankaj Kapur is the only star of the flm as the flm belongs to him. After Maqbool, this is easily his best. He keeps the audience regaled with his pancho pancho after guzzling a few pegs, hallucinating about a gulabi bhains (pink buffalo) and when he is confronting the scheming Devi (Azmi). Imran as the idealistic, rustic Matru is a refreshing change from his usual suave and debonair avatar. He slips into his role with simplicity. Unfortunately for him, his character is not so well rounded and is on the fringe of the plot. Anushka fails to be thunderous in her performance even though she is Bijlee. She walks through the flm doing what she always does - playing a bold and spunky girl with I-care-a damn attitude. The music, as expected from Bhardwaj, is outstanding. Oye Boy Oye Boy Charlie is well-picturised though reminiscent of Namak ishq ka from Omkara. The title song is energy-packed though not too relevant in the context of the flm. The background score and the lyrics by Gulzar are equally a treat and add to the pace of the flm. The plot is layered and complex, but not without faws. The barbs on the political system and society are contemporary and may lose their context in years to come, very reminiscent of Indian Peoples Theatre Association (IPTA) plays. For the last fve years, he has been painstakingly putting together acts incorporating mime movements, hand model techniques and theatre performances after extensive interaction with the patients. Hand model performance uses detailed movements of hands and arms, but I am not just using my hands but all of me through mime and theatre too. Its like a cross between a lecture and a drama. I talk to you, show you a little flm, perform a little something, but all of it represents being half of what we are, Dawson said. His performances, aided by pre-recorded voiceovers from the patients, paint an intricate picture of how they go about their day-to-day activities. I interact with them. Just talk a lot. Observe a lot - how they do regular stuff, eat and drink and then put together that on stage, being very careful that it doesnt end up being a mockery. I make sure they get to see what I have put together in the fnal stage act, Dawson explained. From mainstream theatre to making a difference for the patients, Dawson feels it helps him to know himself better. I do it because I dont really understand myself. It is a realisation of the self, of how extraordinary it is to be anything at all, how extraordinary is it to walk and talk, Dawson elaborated on his second visit to India for a performance at a programme to create awareness on mental ability, an initiative of The Wellcome Trust/DBT India Alliance. Indias GDP growth in 2013-14 will be supported by the revival of the private sector consumption growth aided by higher growth in agriculture, high govern- ment spending and lower interest rates, Roopa Kudva, managing director and chief executive offcer, CRISIL, said in the report. According to the report, core infation is expected to come down to 7 percent in the fnancial year beginning April 1, 2013, as against the projected infation of 7.7 percent in 2012-13. The improved agricultural output, along with a stronger rupee and lower crude oil prices will also help in reducing Whole- sale Price Infation (WPI) to around 7 per- cent from 7.7 percent projected for 2012- 13, it said. CRISIL expects that the Reserve Bank of India (RBI) would cut interest rates by 75-100 basis points this year on the back of easing infationary pressure. This would lower retail lending rates and boost demands in interest rate sensitive seg- ments. Increased welfare expenditure by the government, lower interest rates, moder- ation in infation, and high farm incomes (assuming a normal monsoon) will boost household spending and, thereby, ben- eft sectors such as consumer durables, hotels and restaurants and fnancial ser- vices, the report said. Further, improved external demand, as a result of marginal recovery of global growth, could raise Indias exports, es- pecially in the IT and IT-enabled services sector. We, therefore, expect the services sector to remain healthy at 8 percent in the next fscal, it added. According to the report, the agriculture sector is expected to grow by 3.5 percent in the 2013-14 fnancial year. Eight core industries that have a combined weight of 37.90 percent in the index of indus- trial production (IIP) logged a negative 0.1 percent growth year-on-year in November 2012. In the corresponding month of 2011, these industries had registered a growth of 6 percent. The eight core industries are coal, crude oil, natural gas, petroleum refnery products, fer- tilizers, steel, cement and electricity. These had logged a 8.2 percent growth in October, led by a rebound in manufacturing, power and higher output of capital as well as con- sumer goods. The cumulative growth of the core industries during April-November 2012-13 was 1 per- cent as compared to 3.8 percent growth reg- istered during the corresponding period of the previous fscal, according to data released by the commerce and industry ministry. The contraction in industrial output is expect- ed to have a bearing on the Reserve Bank of India (RBI), which is to decide upon key lend- ing rates later this month. The RBI had kept key policy rates unchanged in its Dec 18, 2012, meeting, but had hinted at cutting rates in January, saying the focus of the monetary policy would now shift to spur- ring growth as infationary pressures are eas- ing. Indias central bank has kept repo rate, the rate at which it lends to commercial banks, unchanged at 8 percent. As per the companys revised guidance Fri- day, revenue is expected to be Rs.40,746 crore (Rs.407 billion) or $7.5 billion as against Rs.39,582 crore (Rs.396 billion) or $7.3 bil- lion projected on Oct 12, 2012. This translate into 2.9 percent year-on-year (YoY) growth in rupee terms and 1.5 percent YoY growth in dollar terms. The revised revenue, however, includes $104 million (Rs.568 crore) from Lodestone Hold- ing AG, a leading Switzerland-based man- agement consulting business the company acquired in September 2012 for $349 million (Rs.1,932 crore/Rs.19 billion). Though the global software major reported a fat YoY growth in net proft for the third quar- ter (October-December) at Rs.2,369 crore (Rs.23.69 billion), its consolidated revenue grew 12 percent YoY and 5.7 percent se- quentially to Rs.10,424 crore (Rs.104 billion) in rupee terms. Under the International Financial Reporting Standards (IFRS), net income for the quar- ter under review (Q3), however, declined 5.2 percent YoY to $434 million from $458 million year ago and marginally less (0.7 percent) sequentially. Consolidated income rose 5.8 percent YoY to $1.9 billion from $1.8 billion year ago and 6.3 percent sequentially from $1.8 billion.
