Program Goal: Increase access to and improve programs at the high school, and
community and technical college levels that raise academic
achievement, strengthen workforce preparation, and promote
economic development and lifelong learning.
Objective 1 of 2: The use of rigorous research findings to inform program direction and
improve state and local practices, through the identification of research-
based education practices and communicating what works to practitioners,
parents and policy-makers, will increase.
Measure 1.1 of 4: The percentage of research studies conducted by the National Center for
Research in Career and Technical education with rigorous designs as defined by the
Department's definition of evidence-based research. (Desired direction: increase)

Explanation.

The program did not meet its FY 2005 target. The Web site provides viewers with access to research-
based information in many forms, including the webcasts. Viewers frequently download documents or
webcasts for use in a variety of professional development and leadership activities. The actual data
reported is a composite of downloaded documents and printed materials.

increased, while the number of requests for print documents decreased.

Explanation. The FY 2005 performance target was not met. This is due to a number of States having
difficulties locally. OVAE is providing technical assistance to States to increase their capacity and
performance. Two regional Data Quality Institutes (DQI) were held to provide States with guidance and
assistance and to encourage supportive partnerships between States. Through these institutes, States
were also provided resource materials, websites and contact persons to assist with their data collection
needs.
