This document provides the 2007 program performance report for the Fund for the Improvement of Postsecondary Education (FIPSE), which received $12.61 million that year. It details two objectives - promoting reforms to improve teaching/learning and institutionalizing FIPSE programs on campuses. For the first objective, annual targets were mostly met or exceeded for the percentage of grantees reporting project dissemination. For the second objective, targets were also mostly met or exceeded for the percentage of projects reporting institutionalization on home campuses. Data is collected annually and targets have been adjusted based on a new online collection system adopted in 2005.

In 2005 FIPSE changed the way that it collects data through a new on-line data collection and scoring system, and has reset its targets for institutionalization, beginning with 2006, accordingly. Assessment of projects is based on onsite visits, evaluation of projects, and review of final reports sent within 90 days after the completion of projects.
