Improved Offer Summary February 5, 2013 The University tabled an offer at 3pm today, which made significant changes to its previous offer of January 28, 2013. The offer given to the AUT today includes increased economic adjustments and numerous additional offers which are focused specifically on areas the AUT identified as of critical importance, especially with respect to more attention for groups such as Lab Instructors, Part-Time instructors, and Writing Centre Instructors. For Lab Instructors, the initial offer was for a minimum contract of 37 weeks. There is now guarantee of minimum contracts of 38 weeks in year two, 38 weeks in year three, and 39 weeks in year four. This represents a significant positive change for the Lab Instructors. Lab Instructors who were feeling constricted by the ceiling of the rank may now apply for promotion to Senior Lab Instructor. There is also a $500 increase to the salaries of all Lab Instructors before the economic adjustments are applied. This will enhance the net effect of the economic adjustments to the grid. Part-Time Instructors will acquire significant increases in stipends, through $500 increases per 6-credit course. Currently, 6-credit course stipend is $9,500. By the end of the agreement, the stipend will increase to $11,500. Also, there will be a 10% increase to stipends to those who have taught more than 48-credit hours, and a 20% supplement for those who have taught more than 84-credit hours. Perhaps most important to the members, P-T Academic Instructors will acquire a health care spending account to a maximum $500 per year, starting in year two of the agreement. All non-faculty non-librarian groups will now be eligible for a leave of absence with a Deferred Salary Option which will enable spouses and partners to co- ordinate leaves in most cases, as we heard that numerous members wished. Writing Centre Instructors, who joined the AUT in June of 2012, have new language that places them in alignment with other member groups, and salary grids that will offer them substantial raises in pay. The minimum increase for this

group is 16.9% over current salary over the life of the agreement. They also benefit from the same minimum contract length commitments offered to Lab Instructors. All full-time members will also now benefit from a Professional Development Allowance of $200 per year beginning in year 3 of the agreement. For Faculty Members, there are clarifications in process, which enhance transparency of Rank and Tenure. There is newly defined workload for Adult Education Faculty Members, and for Librarians, a process ensuring Librarian representation on UCR for the adjudication of their sabbaticals. There are three retirement options for Faculty Members and Librarians: 1) Phased-in Retirement Arrangement at 50% salary for 9 credits teaching per year for 5 years. 2) A continuing retirement allowance replacing current language in Collective Agreement. 3) A one-time retirement incentive program. The economic adjustment to all Members was 1.5%, 1.5%, 1.75% and 2% over the four-year life of the proposed contract. For all member units, including Faculty and Librarians, the University has now increased its financial offer to 1.5%, 1.5%, 2% and 2.25%, for a total compounded of 7.45% over the life of the agreement. This responds to the concerns over increments keeping pace with or exceeding cost of living. Attached please find the letter, which was given by the University's Chief Negotiator to the AUT's Chief Negotiator today, as well as the relevant grids.
