Keith Davis February 5, 2013 Creating Section 508 Compliant Web Pages Executive Summary This multimedia instruction is designed to educate teachers and students in creating web pages that are accessible to persons with disabilities in accordance with Section 508 of the Rehabilitation Act. It will be divided into sections and the lesson modules will cover the background of Section 508, who or what agencies are required to comply, define the standards for 508 compliance. There will also be modules to demonstrate how to create these web pages. This will be accomplished by producing videos using Jing and embedding the video. Breeze Presentation integrating interactive animation, quizzes, and case examples. Background and Rationale Why is it important to design web pages that allow access to people with disabilities? People with disabilities are one of the largest minority groups and unfortunately, are sometimes the ones that are least thought of when designing web pages. This is a large sector of the population that needs to be considered. For instance, how do you design pages on the web that someone with a vision impairment could use, be it color-blindness or completely blind? Section 508 of the Rehabilitation Act and requires that all computers and web pages that are funded with federal money must be made accessible to people with disabilities. Which federal agencies are required to comply with 508? Does this requirement extend to the private sector? If not, is there a benefit to having your web pages 508 compliant anyway? This instructional multimedia project will cover these questions. This training will also teach one how to implement these requirements into their web page design based on the standards of Section 508. Adobe Dreamweaver will be the software used in this instructional multimedia project. Target Audience This multimedia instruction is intended for both teachers and students that design web pages. The target audience is not only the student learning to develop web page, but also the teacher that wants to include Section 508 compliance in their curriculum. Goal and objectives The goal of this multimedia instruction is to provide those developing web pages with an understanding of what accessibility is and what it means to be Section 508 Compliant. It will also teach those individuals how to design a web site that is 508 compliant. Objective 1: The student will understand what Section 508 entails. o The history behind Section 508.

o Who is required to be Section 508 compliant. o What are the standards is 508 . Objective 2: The trainee will learn how to implement the Section 508 standards in web design using Dreamweaver.

Instructional Content The instructional content will contemplate important issues particular to online teaching. Each module will demonstrate all the objectives described above with concrete details. At module 1 (objective 1), the audience will be informed historical and current use of online instruction; benefits of online instruction; and cases that reflect successful online instructions in an interactive way. At the next level, module 2, the audience will take a pre-test to examine their readiness and awareness of teaching online. The pretest will be comprised of 20 questions of characteristics and requirements of an effective online instructor. The test result will not display the correct answer or feedback because the pre-test will be same as post-test. The reason of doing so is to assess what the audience had already known and how much they have learned from this instruction. According to the pre-test results, the audience will be recommended or required to go on to the next module. Module 3 is a major instruction to train the audience on how to make online learning effective. The audience will study the material and watch the presentation by each sub-objective. Some relevant sub- objective will include case examples and pop quizzes. When describing how to employ pedagogical facts to a course management system, Blackboard will be used. After exploring three modules, the audience will take a post-test. According to these results, the audience will know how much they have learned and whether they are ready to teach an online course. The expected time to complete the entire instruction is 5 hours. Delivery Options This multimedia instruction will be delivered on a website. Each module will be displayed in an appropriate format. The website will be created using Adobe Dreamweaver. The videos that will be embedded by screen-capturing the techniques used in Dreamweaver by using Jing Constraints The learners computer must be Internet capable and equipped with Adobe Dreamweaver. Competency determination Once the audience completes this course, the audience can determine their competency.
