NARRAT Productive absorption of surplus, underemployed labour force in the rural economy has been a major focus of our planning process right from inception. Even then the 55th Round of national Sample Survey (conducted in 1999-2000) shows that unemployement rates are as high as 7.2% for males and 7% for females in the rural labour force. More significantly, the unemployment situation seems to have accentuated when compared to 1987-88 and 1993-94, two previous years in which the NSS had conducted similar survey. The Rural Labour Enquiry also revealed that between 1993-94 and 1999-2000 there was a rise in the number of days when men and women were not employed DUE TO WANT OF WORK from 30 to 36 days for males and from 25 to 32 days for females. Against this scenario the United Progressive Alliance (UPA) Government in their National Common Minimum Programme (NCMP) had given a solemn commitment to enact a legislation to provide legal guarantee to ensure at least one hundred days of employment on asset creating public works every year at minimum wages to every rural, urban poor and lower middle class households. The National Rural Employment Guarantee Bill (NREG Bill) was introduced in the Lok Sabha on December 21, 2004 to fulfill this mandate of the NCMP. The need for a legislation to ensure employment guarantee has been questioned. It is contended that it would be more expedient to launch massive wage employment schemes to achieve this objective. The answer primarily lies in the fact that a legislation creates legally enforceable obligation for the State. Besides SCHEMES can be started or closed through executive fiats, whereas a law cannot be withdrawn or amended without the sanction of the Parliament. The primary objective of the NREG Bill (the Bill) is to enhance the livelihood security of the poor household living in the rural areas by providing at least one hundred days of gauranteed wage employment in unskilled manual work to their adult members. The Act, upon the Bill being passed by Parliament, would come into force in such areas as would be notified by the Central Government from time to time. Thus, the ill envisages introduction of the Employment Guarantee Scheme(EGS) in a phased manner. This is logical since a social security scheme of this type, mandated by law, intended to be implemented on such a massive scale perhaps does not exist anywhere else (except in Maharashtra where such a law has been in force since 1979). Therefore, it would be practicable to first introduce it in the most backward districts of the country, prone to high levels of underemployment and seasonal migration and based on the experience gained, it could then be expanded to other areas. All housseholds below the poverty line residing in the rural areas, where the Act is notified for implementation, would be eligible for guaranteed entitlement of at least 100 days wage employment for their adult members who are willing to perform

unskilled manual work. It may be noted that the Bill proposes a minimum entitlement for the household. Thus, more than 1 adult members of an eligible household can share this entitlement. Adult members of the eligible households would be required to register themselves with the locan Gram Panchats and would be issued with job cards. Registered job-seekers can apply for work under the EGS(which must be for at least 2 weeks of continuous work) either to the Gram Panchayats or the Programme Officers(specially appointed at the block level for the purposes of EGS). They have to be offered work within 15 days of receipt of such application.
