PETRONAS CARIGALI (Pakistan) Ltd. (PCPL) is undertaking the development of Mehar Gas Field in Mehar Block (Block 2767-1) located in Sindh and Balochistan Provinces of Pakistan. PCPL intends to develop the Mehar Field by installing a Gathering System, Gas Processing Facility (GPF) and Product Storage & Loading Facilities. The field facilities will be developed in two phases, Phase-I and Phase-2. Phase-1 development will cater to 55 MMSCFD of gas productions and Phase-2 will cater to 80 MMSCFD of gas productions. The expected condensate production rate is 6600 BPD for Phase-I and 7000 BPD for Phase-2. From GPF, treated sales gas will be exported through a new pipeline to existing SSGCL/SNGPL gas pipeline. Stabilized condensate and produced LPG will be exported by road tankers. Mehar Block is located in the Kirthar Fold belt area, in the Middle Indus Basin. Mehar field is located about 190 km west of Sukkur and 400 km north of Karachi in Sindh province. The environment is arid and the terrain is mountainous. Mazarani gas field, operated by PPL is situated about 25 km to the north, while Zamzama gas field operated by BHP is situated about 70 km to the north of Mehar Field. Mehar field consists of Pab and Ranikot formations. The wells will be connected to the new GPF through a Gathering System. There will be a total of 8 wells (4 in Pab & 4 in Ranikot) in Phase-1 and 3 additional wells (2 in Pab & 1 in Ranikot), totaling 11, in Phase-2 of the Mehar field development. 1.2 Scope This specification covers the basic minimum requirements for the General Instruments for the MEHAR Gas Development Project. The installation requirements (including the minimum straight length requirements) of pressure differential devices such as orifice plates and venturi tubes shall be in accordance with ISO 5167. For other types of flow measurement the VENDORs guidelines with regard to installation, commissioning and maintenance requirements shall be followed carefully. The straight length shall be free of protrusions from gaskets, welds etc. Eccentric pipe reducers have proven to severely disrupt the velocity profile and shall therefore not be used in the vicinity of velocity profile dependent flow meters. To avoid extremely long upstream straight lengths, control valves should be located downstream of the velocity profile dependent measuring elements wherever possible. Where isolating valves are located upstream of the measuring element, they should be located outside the required straight length, of the straight-through type (e.g. gate valves or ball valves) and fully open under normal plant operation. Flow metering devices should preferably be installed in vertical lines, with the flow in the upward direction. Exceptions for steam and wet gas applications or for gas containing particles, the flow direction shall be downwards. Liquid meters in horizontal lines shall not be installed at the highest piping point where gases are likely to collect and hard to remove. For liquid services, the horizontal or vertical flow line must remain full under all operating conditions. Gas meters in horizontal lines shall not be installed at the lowest piping point where liquids are likely to collect and hard to remove. Choose a location with minimum pipe vibration. If necessary, support the pipe at either end of the meter to prevent excessive movement. The inner diameter of the gasket shall exceed the inner diameter of the meter/meter run. Select a gasket type that is centered by its outer ring. An inner ring should prevent soft material from protruding into the pipe, causing flow pattern disturbance; If pressure and/or temperature measurements are required for density compensation, the pressure tapping and thermowell should be located at one pipe diameter upstream and five pipe diameters downstream of the uni-directional meter respectively. Vendors recommendations shall be complied with for installation of meter electronics. The use of Ultrasonic flow meter shall be on COMPANY approval.

Differential Pressure Type Flow Meters Selection of Flow Scale Reading For the scale reading, a round figure should be selected that is 1-5% above the maximum flow to be measured under normal or abnormal operating conditions and 1520% above the normal design flow. The scale reading is usually expressed in mass flow units. One differential pressure transmitter is adequate, if the following criteria are met: The accuracy requirements are met; The minimum design flow is above 67% of the maximum flow reading. This corresponds with a differential pressure/ transmitter output signal of 45% and 30%, respectively; Two or ultimately three differential pressure transmitters with overlapping ranges should be considered, if the above criteria are not met; The minimum pressure rating shall be 140 kg/cm2 or 150% of the static operating pressure, which ever is greater; Transmitter shall have external zero and range adjustment switch; All wetted parts of transmitters shall be SS 316 as minimum and also comply with ISO 15156-1 / NACE MR-175 in sour service.

4.2.2

Selection of Bore and dP Range Flow elements shall be based on transmitter differentials ranges specified in ISO-5167 and orifice beta ratios shall be in between 0.2 to 0.6.

4.2.3

Flow Meter Orifice Plates Square edge orifice plates with flange tapping, shall be used wherever possible. Only for special applications, e.g. due to low pipe Reynolds Number, should a quarter circle or a conical entrance plate be used. Square edge concentric orifice plates shall be specified except where unsatisfactory for the application. Plate dimensions shall conform to ISO 5167, latest edition. Weep holes shall be provided in steam and gas flow installations where liquid entrainment is possible and retaining of fluid is not recommended. Material shall be ANSI Type 316 stainless steel unless special materials are required for a particular service. Orifice flanges shall be as per ANSI B16.36. Orifice material shall comply with ISO 15156-1 / NACE MR-175 in sour service. Eccentric or segmental orifice plates shall be used where horizontal meter runs shall be free draining or where entrained solids may otherwise impair the operation.

Gas phase metering for the non-accounting metering applications shall utilize one square edge orifice plate located in a single chamber type orifice fitting. Orifice metering for process flow indication or control shall utilize flange tapped weld neck orifice flanges on line sizes 2" to 14" unless process conditions warrant another type of flowmeter. "Between-the-flange" orifice plates shall have jackscrews installed on the flanges to assist removal of the orifice plate. Orifice flange taps shall be oriented 45 below the horizontal centerline and 90 apart for liquid flow measurement and 45 above the horizontal centerline and 90 apart for gas flow measurement. Orifice metering less than 2" pipe size shall be accomplished by the use of an integral orifice type instrument or by swaging the line up to 2" and then using an orifice meter tube. Annubars or pitot tube may be used when favorable for the application, where only short up and downstream straight lengths are available, large diameter pipe or fluid velocity excludes orifice plate. 4.2.4 Restriction Orifice Plates Stainless steel restriction orifice plates shall also made in accordance with ISO 5167 except bevel on the outlet. The specification of restriction orifice plates shall take into account: The nominal size (normally equal to line size); The pressure rating of the flanges; The material (which shall be stainless steel to AISI 316 unless other materials are specified for the intended application); orifice material shall comply with ISO 15156-1 / NACE MR-175 in sour service. For high pressure drops, consideration should be given to hard-facing the orifice or to selecting of a material which can be hardened throughout; The orifice diameter resulting from the sizing. The required dimension shall be the calculated dimension rounded off to the nearest 0.1mm; Bleed or vent holes shall only be specified for plates in horizontal piping of 2 or larger.

Restriction orifice plates do not normally require straight lengths in upstream and downstream piping, but where the fluid flow has to be accurately set, the straight lengths shall be in accordance with the bracketed values given in ISO 5167.
