VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES MEETING September 7, 2010 Mayor Kitching called the meeting to order at 7:30

p.m., and called the roll with the following in attendance: Trustees Shapiro, Godfrey, McGreal, Michaels, and Daddona, Village Attorney Sue Glover, Mayor Kitching and Clerk Venhuizen. Absent: Trustee Quinn. MAYORS REPORT: Mayor Kitching presented: a) Letter from the Garden Homes Sanitary District requesting right-of-way use of the streets commonly shared by Alsip in the unincorporated area of Garden Homes. This consent is needed by the township prior to replacement of water main on their side of street but on the Villages right-of-way. The Mayor reported the letter was reviewed by the Village attorney and will be signed if no objection from the Board; there was none. Discussion was held on notifying the residents, Village liability and the need to video the present condition of the road prior to construction. b) Report that an additional $800 in donations was received for the Flag Banner Program. Vince Cullen displayed the new banner that will be placed at major intersections.

ATTORNEY REPORT: Attorney Glover reported the matter discussed in closed session last week has not been finalized.

FINANCE REPORT: Trustee Godfrey presented: a) Request for approval of a list of bills dated September 7, 2010, totaling $1,072,820.48. b) Report that the bonds were sold for the refinancing of the General Obligation 2001 and 2001A bonds, and the savings to the Village totaled $291,000, not the estimated $188,000. The additional savings were the direct result of a favorable market and the Villages bond ratings of AA and AA2.

FIRE DEPARTMENT REPORT: Trustee Michaels presented: a) Request for approval for the Fire Department to promote the next eligible candidate on the Lieutenants list. This promotion was approved by the Fire Committee and the Police and Fire Commission, with swearing in next Monday. b) A thank you letter from Daniel Davis to Chief Geraci for allowing him to be a paramedic rider with the Alsip Fire Department. Mr. Davis learned so much about the everyday duties of a Paramedic/FF and felt it could not be learned in the classroom. c) Letter of appreciation from Kenneth C. Dunn, Fire Chief, Tinley Park Fire Department, for Alsip Fire crews assistance and professionalism during a difficult fire.

POLICE DEPARTMENT REPORT: No report.

PUBLIC WORKS DEPARTMENT REPORT: Trustee McGreal presented: a) Request for approval to purchase materials needed to seal and water proof the roof on the Public Works garage. The request is for authorization to purchase urethane elastomeric coatings from Adurel Company for a total of $12,874.34. Employees of the Public Works Department will apply the material, saving the Village an estimated $12,000 in labor costs. Adurel will provide onsite training for our employees and technical support throughout the application. This repair has been appropriated in the 2010/11 budget. Trustee McGreal commended Vince Cullen and staff for taking this initiative. b) 2010 Road Program Update. Phase #1 Alpha Construction completed 131st Street from Cicero to Pulaski, Engle Road, LaCrosse Avenue from 128th Street north, Alpine Drive and all of Chippewa Subdivision. Phase #2 Crowley Shepard completed paving of Orchard, and McDaniels from 122nd to 123rd, 121st Place from Cicero to James Drive, James Drive from 121st Place to 121st Street and 121st Street from Lavergne Avenue east to the cul-de-sac, Menard Avenue from 127th to Rte 83 and all of Lockwood Area Subdivison from 120th Street to 121st Place Laramie Avenue west to Lockwood Avenue and all of Lockwood Avenue. Phase #3 Gallagher Asphalt is currently working on the reconstruction and resurfacing of Laramie Avenue from 119th Street to 122nd Street. Storm sewer installation should take place the week of September 6th. Completion date of Phase 3 is unknown at this time.

Board of Trustees meeting September 7, 2010 BUILDING DEPARTMENT REPORT: Trustee Shapiro presented: a) Request for approval of an Ordinance Adopting a New Chapter 24 (Fair Housing) to the Municipal Code for the Village of Alsip. b) Request for approval for an anniversary celebration at Southsides Bar & Grill, 11860 S. Cicero, on September 19, 2010 from 3:00 p.m. to 10:00 p.m., with permission to have a band, food and alcohol sale and consumption in the parking lot. c) Request for approval for a car show at Southsides Bar & Grill, 11860 S. Cicero, on September 26, 2010, beginning at 11:00 a.m. and continuing throughout the day, with permission to have a band, food and alcohol sale and consumption in the parking lot, with a rain date of October 3, 2010. d) Request for approval from the H.L. Richards High School Music Department to display lawn signs for the annual train show that will be held Saturday, September 25 and Sunday, September 26, 2010, to raise funds for the music department. e) Request for approval from Stony Creek School to hold an outdoor performance (weather permitting) of a local student musical group on Wednesday, September 16, 2010, from 6:30 p.m. to 8:30 p.m. The performance is to be held on the Stony Creek school grounds. f) Request for approval for Metro South Medical Center to receive a refund of 50% of their building permit fee totaling $1,000 because they are a member of the CAL SAG Enterprise Zone. g) Request for approval for Dahlstrom Display to hang temporary banners for the grand reopening of the Jewel-Osco located at 12001 S. Pulaski, between September 15, 2010 and October 13, 2010.

Motion by Trustee Michaels to establish the Consent Agenda as modified; seconded by Trustee Godfrey. Roll #1: Voting aye: Trustees Shapiro, Godfrey, McGreal, Michaels and Daddona. Motion carried.
