VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES COMMITTEE MEETING September 13, 2010 Mayor Kitching called the meeting to order at 7:30 p.m. Clerk Venhuizen called the roll with the following in attendance: Trustees Shapiro, Godfrey, McGreal, Michaels, Daddona and Quinn, Mayor Kitching and Clerk Venhuizen. SWEARING IN: Terry Vrshek of the Police & Fire Commission performed the swearing-in of Michael McNellis as Fire Lieutenant. MAYORS REPORT: No report. CLERKS REPORT: Clerk Venhuizen reported a bid opening for replacement of the roof and gutters at Heritage II is scheduled for September 15, 2010. FINANCE REPORT: Trustee Godfrey presented: a) A list of bills. b) An Ordinance Establishing Procedures for Change Orders With Respect to Previously Procured Goods and Services. c) Class 6b Incentive Application for Ardco North, LLC located at 12324 S. Laramie. d) Correspondence from the Village Attorney recommending the Villages participation in the cost of an appraisal on a pro rata basis with District 130 to prevent a refund liability for a property tax assessment appeal by Revolutionary, LLC. The cost of the appraisal is $6,500 with the Villages share is $1,600. e) Report that next Monday, September 20, 2010 at 7:00 p.m. a Public Hearing is scheduled for the proposed Pulaski TIF. Trustee Quinn asked if change orders with respect to previously procured goods and services would have to come before the Board for approval. Trustee Godfrey will get an answer. FIRE DEPARTMENT REPORT: Trustee Michaels presented: a) Request to purchase a new department vehicle totaling $23,600 that was approved for purchase by the Foreign Fire Tax Insurance Fund on September 2, 2010. The 1998 Ford Explorer was scheduled for replacement over two years ago as part of the capital plan, but due to budgetary constraints the vehicle was never replaced. A new Ford Explorer will be purchased in accordance with the vehicle state purchase program. Chief Geraci thanked the Foreign Fire Insurance Tax Fund members for their ongoing financial support of the fire department during this current economic crisis. b) Letter of thanks from George and Suzanne Zaher. Mayor Kitching also thanked the Foreign Fire Insurance Tax Fund members for their continued support. POLICE DEPARTMENT: Trustee Shapiro presented: a) August, 2010 Police Department Monthly Report. PUBLIC WORKS DEPARTMENT REPORT: No report. BUILDING DEPARTMENT REPORT: Trustee Shapiro presented: a) August, 2010 Building Department Monthly Report. b) Request from the Alsip Chamber of Commerce for permission to place plastic ground signs on wire stakes throughout the Village and a portable sign in front of the Auction and Chamber Office from October 5th through October 12th promoting their 24th Annual Auction scheduled for Tuesday, October 12, 2010 at Manheim Metro Chicago Auction at 121st &Central. The Alsip Chamber of Commerce also requests permission to place similar signs throughout the Village advertising their Holiday Craft Fair on October 23rd., which would go up when the auction signs are taken down. The Alsip Chamber of Commerce requests any associated fees for the signs be waived. HEALTH & POLLUTION: Trustee Daddona reported inspections are ongoing. SEWER & WATER: Trustee Godfrey presented: a) August, 2010 Sewer & Water monthly report. b) Request for authorization to advertise for bid for replacement of a section of water main that serves 123rd to 122nd Street on Pulaski, and 123rd from Pulaski to Springfield. This project has been on the books for years and will be funded through a bond program. c) Report from Mr. Behrens on the current water department projects. LICENSE REPORT: Trustee Quinn presented: a) List of licenses dated September 13, 2010.

September 13, 2010 PLANNING/ZONING REPORT: Trustee Michaels reported there is nothing current before the Planning & Zoning Board at this time. REPORTS OF SPECIAL COMMITTEES VILLAGE PROPERTY: Trustee Michaels presented: a) Reminder from Rodger Early that a bid opening is scheduled for September 15, 2010 at 3:30 p.m. for roof and gutter replacement for Heritage II. Bid results will be presented on Monday, September 20,2010 at the regular Board meeting. INSURANCE COMMITTEE: Trustee McGreal presented: a) Report on the Insurance Committee meeting held this evening will be presented next week. ORDINANCE & LEGISLATION: Trustee Godfrey presented: a) Resolution Authorizing the Release of Certain Closed Session Minutes. LOCAL IMPROVEMENT REPORT: No report. BOAT LAUNCH: Trustee Daddona presented: a) Board Launch will be closed on October 1, 2010 for the season. PRESENTATIONS, PETITIONS, COMMUNICATIONS: None. UNFINISHED BUSINESS: None. NEW BUSINESS: Trustee Godfrey extended an invitation on behalf of the Alsip Falcons Youth Football Association to the Mayor and Board of Trustees to attend the annual homecoming next Saturday. Further details will be emailed to the Board. OPEN TO PUBLIC: Mayor Kitching asked for input from the public; there was none.
