THE STATE OF PSYCHIATRIC CARE SYSTEM IN RUSSIA: CURRENT


CHALLENGES AGAINST BACKGROUND SHRINKING OF THE IN-PATIENT CARE

The author analyses the situation with psychiatric care system in Russia using the official
statistics (20062011). The deinstitutionalization in recent decades has resulted in significant
reduction of the number of beds, i.e. by more than 50 thousand (1/4 of the total number of beds),
which was not followed by parallel development of the care forms replacing in-patient ones.
Besides, the out-patient care system has deteriorated on a number of aspects that has influenced
negatively some important parameters of the functioning of the system. These developments
contradict the general trends in psychiatry like using biopsychosocial approach, multidisciplinary
team work, psychosocial treatment and rehabilitation, development of new and more effective
forms of care). The new regulations concerning provision of psychiatric care (recently approved
by the Ministry of Health) envisage further growth and strengthening of the outpatient sector of
the psychiatric care, also including rehabilitation units, which is aimed at better perspectives of
the psychiatric care system.
