Windsor-Severance Library District: Vision Statement 2009 2014

The vision statement and its three components are: Continue to engage and enhance the library district communities by striving to proactively expand and improve services and delivery methods; therefore, becoming a more integral part of those communities. Increase the visibility of the library and serve an increasing percentage of the district population. Retain and improve a high level of user satisfaction with an emphasis on customer service. Achieve higher material circulation with an increasing virtual share.

Goals & Objectives


Goal 1 - Increase the visibility of the library and serve an increasing percentage of the district population. Objective 1.1 Accommodate the needs of a growing community. Objective 1.2 Increase access for a diverse population of users. Objective 1.3 Develop and implement a public relations and marketing plan. Goal 2 - Retain and improve a high level of user satisfaction with an emphasis on customer service. Objective 2.1 Recruit, develop, and retain high quality personnel. Objective 2.2 Ensure that the building, furnishings, equipment, and grounds are well maintained, safe, and accessible. Goal 3 - Achieve higher material circulation with an increasing virtual share (online and downloadable resources). Objective 3.1 Acquire and maintain an excellent, current, and relevant collection. Objective 3.2 Employ the use of appropriate state-of-the-art library technology.

Windsor-Severance Library District: Reaching Goals & Completing Objectives


The success of the long-range strategic plan will be judged on the ability of the library to meet the objectives set forth. The library board of trustees and library management will dedicate time at the end of each fiscal year to assess progress, refine goals, and evaluate outcomes. During each year, information will be added to the Milestone section of the objectives to reflect the progress of the library in reaching its goals. Objective 1.1 Accommodate the needs of a growing community. Obtain current demographic information of district residents. Identify locations and traits of current users. Seek feedback and input from patrons, businesses, and community organizations by developing and conducting annual surveys. Encourage user comments and suggestions and respond appropriately. Partner with other organizations for programs or educational opportunities. Partner with Foundation and Friends to advocate within the community. Develop programs to reflect community interests and values. Develop and promote mobile service. Objective 1.2 Increase access for a diverse population of users. Improve access for the unserved and underserved. Promote reading as a critical life skill. Create programs that will strengthen the reading skills of early readers. Expand or adjust hours according to use patterns. Promote 24/7 services (website and lockers). Use new mobile unit as primary outreach tool throughout district.

Objective 1.3 Develop and implement a public relations and marketing plan. Hire an outside firm to develop and implement an agreed upon plan. Hire a full time person to handle library communications and marketing. Expand marketing to specifically engage new users. Promote programs, services, and outreach. Promote cultural and artistic programs and endeavors. Use displays to target specific interests of users of all ages and backgrounds. Become an award winning library to increase visibility and prestige in local and library communities.

Objective 2.1 Recruit, develop, and retain high quality personnel. Offer competitive salaries commensurate to hired position, education, experience, and cost of living. Implement a competitive comprehensive benefits package for all staff. Evaluate current staffing levels and hire additional staff as needed. Seek more diversity in staff skills, interests, age, and gender. Review and revise staff and volunteer orientation information. Develop and maintain consistent procedures and service standards. Provide training that enhances the staffs ability to deliver excellent service. Encourage and provide opportunities for continuing education to enhance staff skills. Foster pride in and respect for excellent job performance. Improve communication and cooperation between departments. Undertake board and trustee evaluation and education, aimed at defining roles, responsibilities, goals, and conduct.

Objective 2.2 Ensure that the building, furnishings, equipment and grounds are well maintained, safe, and accessible. Improve signage. Improve building security. Develop updated disaster and emergency plans.

Objective 3.1 Acquire and maintain an excellent, current, and relevant collection. Respond to the growing non-print demand and offerings. Evaluate placement of collections. Refine acquisitions policy and procedures. Evaluate current circulation policies. Utilize statistical reports to identify collections most used by patrons. Implement a collection development policy responsive to public demand and usage trends.

Objective 3.2 Employ the use of appropriate state-of-the-art library technology. Improve technical infrastructure to support library needs. Research and review current trends and new products for possible implementation. Implement Reports Manager to refine and expand reporting capabilities. Review RFID system and possible equipment improvements and upgrades. Assess computer hardware and software and upgrade as needed. Expand and refine website experience. Explore Library Web 2.0 and 3.0 opportunities for implementation.
