VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES COMMITTEE MEETING February 28, 2011 Mayor Kitching called the meeting to order at 7:30 p.m. Clerk Venhuizen called the roll with the following in attendance: Trustees Shapiro, Godfrey, McGreal, Michaels, Daddona and Quinn. Mayor Kitching and Clerk Venhuizen. MAYORS REPORT: Mayor Kitching reported on the passing of Willis Norman, former Trustee of the Village of Alsip, 1936-1937 and 1948-1959, former Commissioner on the Fire and Police Commission and former Board member of Alsip School District 126. Mayor Kitching reported all light poles are now standing on 115th Street from Central to Ridgeland and waiting for the wiring. CLERKS REPORT: Clerk Venhuizen reported: a) Early Voting for the April Consolidated Election will be held at the Village Hall from Monday, March 14th to Saturday, March 31st, 9am to 5pm. b) Relating to minutes - Roberts Rules of Order Newly Revised, 10th Edition, p. 451, 1.25-28 states In an ordinary society, unless the minutes are to be published, they should contain mainly a record of what was done at the meeting, not what was said by the members. Further clarification on how to handle corrections, personal reports, etc. will come from the attorney. PUBLIC FORUM: Mayor Kitching requested public input on any item on the agenda; there was none. FINANCE REPORT: Trustee Godfrey presented: a) A list of bills. FIRE DEPARTMENT REPORT: Trustee Michaels reported: a) The Illinois Fire Service Institute conducted this state certified course at the Alsip Village Hall on February 26 and 27, 2011. A total of 28 students from various communities including seven students from the Alsip Fire Department attended this free grant funded 16 hour course. POLICE DEPARTMENT: No report. PUBLIC WORKS DEPARTMENT REPORT: Trustee McGreal presented: a) Update given by the Mayor on street light poles between Central Avenue and Ridgeland Avenue. BUILDING DEPARTMENT REPORT: Trustee Shapiro presented: a) Blue Cap (Blue Island Citizens for Persons with Developmental Disabilities) is requesting permission to hold a tag day on September 30th and October 1, 2011 at various stores throughout the Village. HEALTH & POLLUTION: Trustee Daddona reported: a) The Health Inspector attended a Crime Free Seminar on the 23rd of February. SEWER & WATER: No report. LICENSE REPORT: Trustee Quinn presented: a) List of licenses dated February 28, 2011. PLANNING/ZONING REPORT: Trustee Michaels presented: a) Request for approval to refer to the Planning and Zoning Commission for a hearing, a text amendment to Article 14 (Industrial Medium District: 1-2), Section 103 (Special Uses) of the Village of Alsip Zoning Ordinance to add crematoriums as a special use in the I-2 District. REPORTS OF SPECIAL COMMITTEES VILLAGE PROPERTY: Trustee Michaels presented: a) Request from Rodger Early for approval to contract with Diamond Pool for 22 weeks of service at both Heritage I and II to clean and maintain both pools. Heritage I cost $5,268.00, plus chemicals and Heritage II cost $7,303.00, plus chemicals. Diamond Pool serviced both pools in the past and did a nice job. Additionally, Diamond Pool will do the certification on each Safety Vacuum Release System and main drain covers per state code at a cost of $275.00 each. In response to a question from Trustee Quinn, Mr. Early reported there is a $103.00 increase for Heritage I and $189 increase for Heritage II over last years contract. -1-

Board of Trustees Committee meeting February 28, 2011 INSURANCE COMMITTEE: No report. ORDINANCE & LEGISLATION: No report. LOCAL IMPROVEMENT REPORT: No report. BOAT LAUNCH: No report. PRESENTATIONS, PETITIONS, COMMUNICATIONS: None. UNFINISHED BUSINESS: Trustee McGreal requested a closed session be placed on the March 7, 2011 Board meeting agenda to discuss the Finance Directors Employment Agreement pursuant to Section 6, of that Agreement. NEW BUSINESS: Trustee Michaels reported Moraine Valley to host Spring Job and Internship Fair. Students, alumni and community members who are looking for hourly or salary jobs or paid or non-paid internships can network with quality employers that have job openings at Moraine Valley Community Colleges Job and Internship Fair on Thursday, March 24, from 2pm to 5pm. The free fair will be in the Moraine Business and Conference Center on campus, 9000 W. College Parkway, Palos Hills. Professional business attire and resumes are required for entry. Registration is not required. A complete list of companies that will be at the fair will be available on line closer to the date. More information can be found at morainevalley.edu/jrc or by calling the Job Resource Center at 974-5737. Mayor Kitching reported on the need to have a minimum of 30 persons registered in order to have the Citizen Utility Board come to Alsip on March 26, 2011. Trustee Michaels reported on attendance at a seminar on how municipalities can confront vacant property challenges held at Tinley Park Village Hall. All Trustees received a copy of the brochure and if interested in implementing any part of the program, contact Trustee Michaels.
