By February 15, 2013, NYCDOE must submit a plan, timeline and budget to accomplish the following, consistent with

collective bargaining to the extent applicable, by March 1, 2013


Actions Required in Commissioners Letter Select a state-approved teacher practice rubric to provide feedback on instruction and effectiveness Minimum Requirements for Plan, Timeline and Budget State-approved rubric selected (or evidence of variance) by March 1, 2013 Key Questions to be Addressed in Plan, Timeline and Budget - Will any other instruments (observations, surveys, etc.) be used for the other measures of teacher and principal effectiveness subcomponent? Who are the evaluators? How many evaluators? What is the timeline for training? When will training be complete? Description of content and outcome for each planned training session?

Develop a plan for training teachers and principals in the use of teacher practice rubrics

APPR training requirements for evaluators/lead evaluators: - Process for certification, and periodic recertification of lead evaluators - Nature of training - Duration of training - Process for ensuring that lead evaluators maintain inter-rater reliability - Training for lead evaluators must include 9 elements described in 302.9 of the Rules of the Board of Regents Training for teachers and principals on selected teacher practice rubric

Select a State-approved principal practice rubric to provide feedback on instruction and effectiveness

State-approved rubric selected (or evidence of variance) by March 1, 2013

Other such actions as may be required to prepare for effective implementation of Education Law 3012-c and Commissioners regulations

Plan for selecting locally-selected measures Plan for developing SLOs in non-tested subjects - plan must include selection of assessments and district expectations for targets and HEDI criteria

Training on locally-selected measures? Training on SLOs? Training on selected teacher and principal practice rubrics? Process for assigning points in each of the subcomponents (plan for setting process)? Development of process and form for TIPs and PIPs? Deadlines by which these actions will occur? Evidence that rubric(s) have been selected Evidence that locallyselected measures have been selected Evidence of completion of training sessions (including content and outcomes for each session conducted) Sample SLOs that demonstrate district established expectations for targets and HEDI Example of certification language: The district and its bargaining agents hereby certify that all parties have agreed to use the XYZ rubric for [specify school year(s) during which rubric will be used].

Other: Reporting

Reports to be made on progress toward benchmarks on the following dates: April 30, June 30, and August 31, 2013 to ensure that full APPR implementation can begin no later than September 1, 2013

Other: Union Certification and/or Consultation

Signed certification from school district and collective bargaining units that rubrics have been selected by March 1, 2013 Evidence of consultation with bargaining units, where applicable

Budget

Submit detailed budget for how activities in plan will be funded Revise Title I, Title IIA and DCIP plans and budget for 2012-2013 to show how these actions will be accomplished Demonstrate, by funding source (e.g., federal, state, local, grant), how each of the required activities are being funded
