INTRODUCTION

In the early stage of Malaysias independence in 31st of August 1957, the government of Malaysia find themselves in a difficult situation. At that time, our economy is really in bad shape because of the continuous war with the communist. The unemployment rate is also very high especially in the administrative sector due to lack of professional labour force. The gap between urban people who are mostly Chinese and rural people who are mostly Malay are also high. This has somewhat became some of the factors that lead to the famous May 13 Tragedy. Since then, the government has given their priority to greatly improve the standard living of the people. Hence, many reports has been submitted to the government. The careful study on those reports then lead to the formation of Malaysian Administrative Modernisation And Management Planning Unit in short MAMPU.

Historical Background

MAMPU formed as a result of the report Administrative Development in Malaysia by Prof John D. Montgomery and Milton J Esman certifying professional development through educational programs and training for all levels of personnel in the Civil Service. At the suggestion of the same report, then in 1966, the Development Administration Unit (DAU) was established which is responsible for the development of reform efforts to repair government. DAU was later developed into ICDAU that works to coordinate development projects and human resource planning in line with the rapid development of public administration more dynamic, ICDAU subsequently reorganized in 1977. In 1986, the manpower planning function was transferred to other agencies to allow MAMPU to focus on governance and modernization of public sector

management consultancy. Then MAMPU known as Administrative Modernisation and Management Planning Unit of Malaysia.

ORGANIZATIONAL CHART OF MAMPU

OBJECTIVES

1. Provide appreciation and recognition to organizations on innovative initiatives that have been implemented and to take advantage of ICT. 2. Profiling the implementation of innovative ICT to promote information sharing through benchmarking 3. To create competitive advantage in the chart position (ranking) among organizations in the use of ICT towards efficient service delivery excellence and quality.

Leader of Excellence Modernization of Public Services Administration Distinction by 2015.

MISSION

Transform the public sector to improve the welfare of the people and support increased competitiveness through strengthening organizational management and ICT in an innovative and strategic.

FUNCTION

1. Mover and agent of change management and administration of the Public Service. 2. Introduce and promote the reform programs of the administrative machinery as well as evaluate and recognize the level of performance in the management of government agencies and service delivery to ensure that the Public Service that is efficient, effective and responsive. 3. Planning and leader in the development of information and communication technology (ICT) of the Public Sector. 4. Plan, formulate, coordinate and evaluate the implementation of public sector ICT development to strengthen the delivery of public services. 5. Consultant in organizational management and information and communications technology (ICT) of the Public Sector. 6. To provide advice and consultation to strengthen the structure, systems, procedures and implementation of ICT development work to improve the level of delivery services. 7. Facilitator for the implementation of modernization and transformation of public service delivery system. 8. Bring together the knowledge, expertise and resources of the various parties (public, private and non-governmental organizations) to strengthen the administrative modernization and service delivery.
