I. INVESTASI DAN PENDAPATAN NEGARA
INVESTMENT AND STATE INCOME
I.1. Pengembangan Investasi
Investasi di sektor energi dan
mineral pada tahun 2010
menunjukkan peningkatan
dibanding tahun sebelumnya, hal
ini terjadinya kenaikan investasi
sektor minyak dan gas dan
ketenagalistrikan pada tahun
2010 sekitar 7,4%.
Investasi sub-sektor mineral,
batubara dan panas bumi
meningkat dari 1.853 juta US$
pada tahun 2009 menjadi 3.500
juta US$ pada tahun 2010.
I.1. Investment Development
Investment in the energy and
mineral sector shows a significant
increase in comparison with last
year, because of an increase in the
oil and gas sector in 2010 which
was about 7.4%.
The mineral, coal and geothermal
sub-sector investment in 2009
increased from 1,853 million US$
to 3,500 million US$ in 2010.

Pada sub sektor listrik, investasi
mengalami penurunan sebesar
6% dari 5.300 juta US$ pada
tahun 2009 menjadi 4.970 juta
US$ pada tahun 2010.

Pendapatan negara dari sektor
energi sebagian besar berasal dari
sub-sektor minyak dan gas. Sektor
ESDM memberikan kontribusi
sekitar 30% dari total penerimaan
negara.
Penerimaan negara dipengaruhi
antara lain oleh produksi dan ekspor
minyak mentah dan kondensat,
harga minyak dan nilai tukar.

I.2. State Income
State income from energy sector
mainly comes from oil and gas
sub-sector. The energy sector has
been contributing about 30% of
the total state income.
Foreign trade is determined by the
production and export of crude oil
and condensate, oil price and the
exchange rate.

Subsidi BBM dan listrik, masih
diperlukan karena daya beli rakyat
yang relatif rendah dan untuk
mempercepat pembangunan
ekonomi. Subsidi akan terus

minyak mentah dunia, semakin
tinggi harga minyak mentah,
semakin besar subsidi. Pemerintah
akan melanjutkan penurunan
besaran subsidi untuk BBM yang
kemudian digantikan dengan
sumber energi lainnya, seperti
LPG, gas dan briket batubara.
Subsidi BBM dan LPG pada
tahun 2010 mencapai 92,5 miliar,
continuously decreased and
diverted from price subsidy to
direct subsidy in order to provide
subsidy to the attended target.
Subsidy allocation is determined by
the volume of subsidized fuel and
world crude oil prices; the higher
the crude oil price is, the bigger
the subsidy. The government will
continue to decrease subsidized
fuel which is then substituted
with other sources of energy, such
as LPG and coal briquettes.
Fuel subsidy in 2010 was 92.5
billion Rupiah, a sharp increase

listrik turun 30% menjadi 40,7
miliar rupiah, adanya kenaikan
harga tarif listrik di sektor industri
pada pertengahan tahun 2010,
program efisiensi oleh PT PLN
(Persero) berhasil menurunkan
biaya produksi, sehingga subsidi
berkurang.
