FEDERATED REPUBLIC OF WEST PAPUA After the collapse of Indonesias fiscal system (in 1997), political infrastructure (in

1998) and territorial integrity (in 1999), Papuan political organizations mushroomed in the reform culture imposed on Indonesia. Their activities broadened and deepened the independence movement that had been carried by Nieuw Guinea Raad (1961) Cassowary Battalion (1964) OPM Victoria (1971) OPM-PMK (1976) West Melanesia (1988) and West Papua New Guinea Congress (1997). FORERI (1998) inspired the grass-roots and even leaders of the Christian denominations to voice aspirations long brutalized to silent prayer. Theys Eluays PRESIDIUM (2000) inspired thousands of civil servants to take off their masks and reclaim their dream. DEWAN ADAT PAPUA (2002) galvanized the powerful tribal states to speak with one voice for the first time, specifically through Chairman Yaboisembuts 2005 campaign to send special autonomy back to Jakarta. MAJELIS RAKYAT PAPUA (2005), an assembly of religious, tribal and women leaders, and centre-piece of Special Autonomy, denounced Special Autonomy in 2010 and adopted self-determinationa shift that cost Chairman Alua his life. Six months later, on 26 Jan 2011, the main Protestant churches, including GKI, denounced Indonesian governance, citing tyranny, colonialism, ethnic cleansing and disguised slavery.

Meantime, in 2004, the WEST PAPUA NATIONAL AUTHORITY established a transitional government for the formal carriage of the independence process. In May 2009, it was joined by the Presidium and Dewan Adat within a WEST PAPUA NATIONAL CONSENSUS, wherein the Authority was appointed transitional government, the Presidium was delegated parliamentary duties, and the Dewan Adat Papua judicial matters. When the WEST PAPUA NATIONAL COALITION FOR LIBERATION joined the Consensus seventeen months later, the Consensus was re-named WEST PAPUA NATIONAL LEADERS COLLECTIVE. In 2011, a committee of the national youth and student network chaired by Selfius Bobi, worked in consultation with the National Leaders Collective to organize the 3rd Congress. At the conclusion of the four-day congress on 19 October 2011, President Yaboisembut proclaimed the Federated Republic of West Papua and outlined its objectives.
