QUESTION NUMBER 1

The graph showed that motor vehicle theft is high and rising. In 1980, motor vehicle theft comprised only 22% of the total crime cases. But this has increased to 49% in 2004 and estimated would make up about 74% of the total crime cases in 2009. Motorcycle theft is a huge percentage of the type of total motor vehicles stolen. In 2004, motorcycles comprised 68% of the total motor vehicle theft, whereas private cars were 27%. The proportion of motorcycle theft shows an increasing trend. In the 2005-2009 periods, motorcycles are estimated to make up 80% of all the motor vehicles stolen, and private cars 15%. What concerns more is the statistics on stolen private cars. Surprisingly, the number of private cars stolen generally fell every year from 1980 to 1995, after which this trend reversed. Especially after 2000, the number of stolen private cars increased sharply. In 1980-1995, the average number of stolen private cars is 5,958 a year, but in 2005-2009, this figure increased by more than 3.5 times to 21,501 private cars stolen a year. There are some tips that we as an owner can use to avoid being the victim of an auto thief. First, you must have an anti-theft device or alarm system on the car. This is an easy step for you to do at the dealership and it is only the beginning of prevention. Also get an aftermarket anti-theft device. To have an extra protection you can go to an auto parts stores and buy an anti-theft device that you can use yourself in your automobile. For these types of devices you do not need professional installations. The most popular is the device that locks around your steering wheel. Secondly, always lock the car doors. Lock the doors even if you are entering your residence to grab that one item that you forgot to take on your way out the door. Theft can happen in matters of seconds. Do not leave the car keys in the ignition! Sometimes when we are in a hurry we might forget and leave the keys in the ignition. If you do this you are making it way too easy for the thief to steal your vehicle.

Thirdly, always park in high-traffic, well-lighted areas, when possible. Park in places where your car can be easily seen by the public. The more eyes on it will be more difficult for a thief to do anything to it. A car is more likely to get stolen if it is parked in a dark area where a thief can slink up to the car than if in a well-lit area in which a thief's every move could be seen. In conclusion, the goal in preventing auto theft is to establish multiple layers of protection for you vehicle. Thieves are looking for the least path of resistance. Although no method is foolproof, consider where you park, theft prevention devices, and etching. Spending money on anti-theft devices does not help if drivers don't follow the basic precaution of locking their cars, taking the key, and activating the anti-theft device.

QUESTION NUMBER 2 A factory is coming to our small village?! Weve been living in this very pleasant village that thickly bounded by trees and streams, and located ten miles from the busy city for decades. Should we sacrifice our peaceful heavenly environment for the sake of industries? No! I dont think we should. I strongly oppose the idea of building a factory close to our village because it may destroy natures life, peoples privacy and create multiple pollutions. Firstly, factory buildings never supported the natures life. In our village, we have lots of natural gifts such as trees, rivers, birds and wild animals. Factory needs big chunk of empty land; therefore they may cut all the trees to make it spacious. The animals will lose their habitat and difficult for them to find foods. This leads to migration because they need to find new habitat and food sources to survive. Secondly, factory will destroy our privacy. We have our own rituals, traditions, and cultural values. Factory management may appoint lot of new employees and provide house units to their employees in our village. Their children may attend our community school and silently will change our childrens attitude and behavior. The noise of night hours work in the factory, and the siren blowers may disturb our valuable night sleep. Many strangers will come to our village and this will cause some crime. Besides, our children may not be able to play safely on the street like before because more vehicles such as trucks and factory buses share the same street. Finally, factory will contaminate our environment by various kinds of pollutions such as air pollution, thermal pollution, chemical pollution and noise pollution. Issues about factories that did not dispose their chemical wastes in the correct way are very common in these days. Unused chemical substances were disposed into the river illegally; this will eventually endangered the water species in the river and destroy our drinking water sources. The non-stop industrial machinery produces loud noises and studies show that one who lives in a noisy condition for a long period has greater chance of developing health problems and suffer from psychological disorder. Thermal pollution happens when hot water is dumped from factory into cool water in our river. The 5

difference in temperatures can promote algae growth, kill the native fish or wildlife. The toxic particles present in the emitted smoke out the vehicles and machineries may blend with the air causing air pollution, and could create lung and skin diseases. Some toxins, like mercury settle onto plants and into water sources that are then consumed by animals. The health effects of these poisons are then magnified up the food chain. In summary, I urged our villager to vote against the set-up of the factory. We should protect our virgin environment from the eyes of the predator. Our village is ours to preserve. I am determined to oppose the idea of building a factory near our community because it could change our village landscape appearance, our peoples lifestyles and our peoples heath condition. QUESTION NUMBER 5 We welcome you and your children to our Galaxy Home Nursery. It is the goal of our program to provide a safe, comfortable and nurturing environment to your children. We also want you to feel secure about your childrens well-being while you attend services here. We feel that in order to accomplish this goal, we need to provide you, the parent, with the information you need to know about our nursery program. Galaxy Home Nursery is a home-based nursery that operates within a large single-storey house in Matang Jaya. Our nursery comprises a main central play area with smaller play rooms available. Children may also use enclosed side and back garden areas for outdoors activities. The nursery is available for children age 6 months to age 5. It is divided into 3 base rooms, caring for specific age groups, Baby Room: 6 months - 2 years, Toddler Room: 2 years - 3 years and Pre-school Room: 3 years - 5 years. It is open Monday to Friday from 7.30 am to 6.30 pm. To ensure the safety of your children, only you and your designate(s) may pick your children. Parents are also required to sign in and sign out when dropping off and picking up their children. At the moment we have five staffs and our main nursery caretaker is CPR certified and 1St Aid trained. All our staff attends the standard trust induction course when first joining our nursery. Our nursery has a dedicated and well qualified staff team, with a highly consistent awareness of individual childrens care and welfare needs. We ensure all staff interacts positively with the children to promote mutual respect, positive attitudes and also have a caring and consisting handling at all time. We teach the children creativity, problem solving, and pride in their skills. Sometimes these values get messy. Some days we will be painting, so please send your child in appropriate clothing. Please dress your child for real success. Their work here is play! As for toys, we provide a wide variety of playthings. So you dont have to bring your childrens toys to the childcare. We also do our best to maintain strict cleanliness and hygiene standards. Childrens hands are washed before and after meals, coming in from outside and after toileting. If these skills are stressed at home also, your child may remain a good hand7

washer when he/she gets older. We will provide a nutritious lunch and snack as well as milk and fruit juice, 3 meals a day (breakfast, lunch and snack hour). Minor bumps and scrapes are inevitable, but we make every effort to keep your children safe through supervision and childproofing. Minor injuries will receive appropriate first aid, and if an emergency injury or illness occurs, you will be contacted immediately. QUESTION NUMBER 6 To the Mayor of Padawan Municipal Council, BIKE LANE PROPOSAL FOR TAMAN BOWOOD, JALAN MATANG. It has long being recognized that urban planning and transport policies in our country encourage car use and discourage cycling and walking. But what has been less well-recognized is that our road safety policies and practices are also car-oriented. This is arguably a more serious bias, because it results in unacceptably high levels of death and serious injury among unprotected road users such as cyclist. Here, I would like to propose to have bicycle lanes in our housing area so that those who want to cycle can do so without any harm. For your information, our housing area, Taman Bowood at Jalan Matang, Kuching is a big community. A lot of residents especially children enjoy their afternoon by cycling on the main road. This has worried all the parents because their children have to compete with other motorcyclist and drivers. They need to monitor their children whereabouts to make sure they are safe every second. The main reason of this proposal is for the safety of the cyclist. With designated bike lanes which are separated from the main road, itll be safer for children to cycle to schools and residents to cycle to town. As a parent, it will be a relieve knowing that our children spending their leisure time cycling on the bicycle lanes with no worries of other vehicles. Secondly, the bike lanes are not only for cyclist but also for others to walk. For non-drivers pedestrians, including children and elderly, they can have their evening walk and jog on the bike lanes. Exercises can lead to good health and well-being of the neighborhood. This also wills increases more livable community interaction, which can result in safer streets. Cycling for recreation and transportation enables interactions

between neighbours that can strengthen relationships and contribute to a healthy sense of identity and place. The bike lanes will also help to save our environment from pollution. A strong campaign to publicize bike lanes will encourage residents and schoolchildren to cycle. This will reduce the number of cars on the road. People will prefer to cycle if they want to go to the nearby store and school. For short-distance travel, cycling is actually better than driving because it saves time, petrol, reduces your carbon footprint and is healthier. Shifting from driving to cycling reduce air pollution and its harmful effects. To your concern, I would like to suggest the route of the bike lanes. It would be better if the lanes stretch from our neighborhood to the nearby shop lots and primary school. We had discussed among our community that the distances will be approximately 2.5 meters. The estimated cost is RM50, 000. To conclude this proposal, I wish that you can consider this idea. Its for the sake of the residents under your surveillance. The safety of the cyclist is our priority to protect. Your consideration will be most appreciated. (494 words)

QUESTION NUMBER 7 Getting a driving lesson in Malaysia sounds easy but its not. Unless you pay for someone to make sure you didnt failed any of the test. But some people may say that it is not as hard as they may seem to be. As the matter of fact, it is quite easy to accomplish the whole thing within two months given before you confident enough to take your test. Before you apply for your driving license make sure that you are 16 to obtain a B2 (motorcycle) or 17 years old for D (car) license and 21 to get an E (lorry) license. The first round to get your driving license is you have to present at Driver Education Course for 5 hours. It is a mandatory for all type of driving license in Malaysia. It is conducted in Malay and the contents are about road safety, introduction to vehicle parts and the basic routine to maintain the vehicle condition, driving ethics and some common traffic offenses. The second part is the theory examination. You will need to score at least 42/50 of the overall questions. These questions are based on the road law and regulation, driving ethics, and vehicle basic knowledge. Dont worry since there are lots of manual and booklet that you can find in the bookstores. This examination will be conducted using computers in driving institutes and divided into three parts, the colour blind test- 3 minutes, the vision test- 2 minutes, and the law and regulation test- 45 minutes. At this stage your photograph will be taken to be inserted into the JPJ database. Having passed the examination leads you to the next step which is to attend a six hours of vehicle theory and practical class. The class also varies depending on which license you apply for. The first three hours, you will be instructed on car maintenances and the safety aspect of the vehicles. The last three hours, you will be exposed to the vehicle hands on just to familiarize with the vehicle components. Upon completion, allowing a few days to process, you will obtain the 'L' license which enable you to learn to operate the vehicle. 11

After that youll be moving on to take driving lessons for 8 hours as minimum and 16 hours at maximum. A course by a good instructor helps in making you a safe and careful driver. The instructor will instruct you on slope climbing, side parking techniques and 3-point turn maneuvers. Eventually, after the above three have been taught to you, the instructor will finally go on to show you the one or maybe two (even three) test routes to be taken during the test by the Jabatan Pengangkutan Jalan (JPJ) instructors. Before you appear before the JPJ testers, you have to undergo a Q.T.I or pre-test conducted internally by the Institutes experienced personnel. Those tests are intended to ascertain that you have indeed achieved a certain standard of proficiencies with the relevant sections (Bahagian I Slope / Parking / 3 Point Turn) and Bahagian II (Route Test). Lastly, here comes the test. Completion of the Q.T.I exam means that you are now prepared to appear for your JPJ test which you have so long prepared for. Youll need to perform exactly 4 tests on the examination day. The uphill parking, side parking, 3 point turn and the road test. These four are easily passable if you do it right without any sudden stop to the engine or hitting on the poles aligns to guide you. Upon passing these tests, you will be awarded with Probationary Driving License (PDL). You are required to display the probationary license plate at the front and back of their vehicle respectively. The PDL may be upgraded to a full Competent Driving License (CDL) after 2 years of probation. Finally, you will get your legal driving license after a string of procedures. In conclusion, you may proceed to the nearest Driving School/ Institute to register for your Driver Education Course if you wish to have your own driving license.
