Introduction
1.1 Description of the Project
The Tollgate Cottage development is located adjacent to Tollgate Cottage, off A5130 Newport Road and Broughton Ground Lane. It comprises of 74 residential units of one bedroom apartments to four bedroom detached houses. The site is a former stable with grazing land bounded on all four sides by unmanaged hedgerows. The stable has fallen into disrepair and has partially collapsed. The site falls within the Milton Keynes Eastern Expansion Area.

1.2

Project Organisation and Responsibilities 1.2.1 Overall Project Organisation

1.2.2 Responsibilities of the Management


The Operations Manager will Promote a responsible management culture. Provide expert support to the project team . Co-ordinate environmental aspects of the project. Review aspects and impacts, setting objectives and targets.

Identify the environmental competence of contractors working on the project. Liaise with all environmental regulators.

The Contracts Manager will Promote a responsible management culture. Identify environmental training needs. Review and improve method statements. Identify the need for and appropriate persons to deliver tool box talks. Site inspections to audit compliance with the procedures contained within this plan. Issue instructions for corrective measures should failures be identified and ensure actions are taken. Help in any investigations regarding environmental incidents and complaints. Provide recommendations to the Operations Manager for improvement. The Site Manager will Promote a responsible management culture. Ensure full compliance with the requirements of the plan. Inform senior management of any repeated failures. Undertake regular site inspections ensuring compliance with the CEMP. Maintain training register. Manage remedial actions.

1.2.3 Supply Chain


All PNNH suppliers and sub-contractors will be required to comply with all relevant provisions contained within this CEMP. A list of all such suppliers and sub-contractors will be appended to this plan as they are appointed. Our Site Manager will ensure CEMP compliance.

1.3

CEMP Review and Update


The CEMP will be reviewed as an agenda item during the Monthly Site Meeting (chaired by the Contracts Manager) where compliance or otherwise will be discussed by the management team.

Scope and Benefits of the CEMP


2.1 Purpose of the CEMP
The purpose of this document is to address the specific environmental requirements of the Local Planning Authority. Milton Keynes Partnerships (MKP) in order to discharge Condition 20 within 09/01185/MKPC and in compliance with PPS23 Planning and Pollution Control. This plan also identifies the specific requirements of statutory bodies such as the Environment Agency. This Plan sets out to inform site procedures to be adopted during the course of construction so as to cause minimum environmental disturbance and impacts to the site and surrounding areas. In this plan we will identify significant impacts which have the potential to damage the environment and demonstrate how we seek to control and mitigate such impacts where possible. Effective implementation of the plan will ensure environmental issues are fully managed and that legislative requirements are met or indeed exceeded during the construction phase. This CEMP will cover all works undertaken at the development by PNNH who will act as Principle Contractor. PNNH will prepare and include in this plan detailed method statements and plans for all activities which have the potential to cause environmental damage or nuisance.

Communications
3.1 Meetings
As noted in 1.3 above PNNH will hold monthly site meetings during the construction phase at which issues relating to the environmental design, mitigation and implementation of the provisions contained within this plan will be discussed. Minutes of the meetings will be distributed to all relevant parties and senior management. Reported failures will be discussed by PNNH senior management at their monthly Chairmans meetings.

3.2

Sub-contractors and Supply Chain


PNNH Commercial department will include this CEMP in all tender documentation highlighting the requirement for all service providers to fully comply with all relevant method statements, good practices and procedures. Selected service providers will need to demonstrate their commitment to ensure compliance.

As part of all pre-start meetings the relevant method statements, good practices and procedures will be on the agenda and we will again highlight the relevant areas of concerns. Site inductions for individuals will include all relevant method statements, good practices and procedures. A monitoring report will be regularly updated and any signs of regular non conformance will be strictly controlled. Failure by individuals to fully comply with method statements, good practices and procedures will result in their exclusion from site. Where a monitoring report identifies failure a copy of that report will be forwarded to the relevant external management team requesting assurances of future compliance.

3.3

Training
Site inductions will be carried out by the Site Manager including details of all environmental impacts with a potential to occur during the construction process and how each person is expected to respond. Induction records will be kept and maintained on site. Tool box talks will be undertaken as necessary to heighten awareness of environmental protection measures at the discretion of the Site Manager. Attendance logs will be kept and maintained on site.

3.4

Environmental Records
Pre start environmental records (Tender Documents, Pre-start meetings, etc.) will be kept and maintained by PNNH commercial department. The Site Manager will keep the following environmental records on site. Copies of this CEMP Method statements Induction Records Tool box talk records including attendance register Other environmental training records Monthly site meeting minutes Environmental inspection records/Monitoring reports Consents/licenses.
