The European Network of Living Labs is not only a network, it is also a community and movement that has a global reach.

A word from the Chair of the European Network of Living Labs

Year 2012 was a very special year for ENoLL, for many reasons, firstly the network has grown both in terms of new members and in terms of its global reach. In May after the closing of the 6th Wave of Membership Applications, ENoLL had more than 300 ENoLL labeled Living Labs from 46 different countries. During the year ENoLL has concluded cooperation agreements with organisations such as the World Bank and European Business Incubators Network (EBN) and moreover ENoLL has taken part in several EU-funded initiatives, all of strategic importance to its members in fields such as smart cities, social innovation, active and healthy aging and future internet among others. ENoLL and its active members have hosted events and workshops outside of Europe in places such as Latin America and South Africa, and finally once again come together to hold the yearly main event on Living Labs, the 4th Living Lab Summer School in Helsinki, and event, which gathered together several experts and ehnthusiastics from more than 30 countries. The year 2012 marked also a watershed for ENoLL as the General Assembly agreed on the future strategic directions for ENoLL, including identied the future challenges for Living Labs, nally calling for new ways to better evaluate and recognize expertise in the network as well as regonized the need for more joint and harmonized activities among Living Labs. All this work would not have been possible without the support of our members. ENoLL is now more mature and in a unique position as a network, due to the enthusiastic engagement if its members in the development of the user-driven open innovation practices, tools and methodologies and sharing of best practice to promote the Living Lab-concept on local, regional, national and global level. Therefore it is now time to look back at the ENoLL activities throughout the year as presented in this Activity Report, highlighting the main achievements during the year 2012.

The European Network of Living Labs (ENoLL) is a community of Living Labs with a sustainable strategy for enhancing innovation on a systematic basis. The overall objective is to contribute to the creation of a dynamic European innovation system, with a global reach. ENoLL aims to support co-creative, human-centric and user-driven research, development and innovation in order to better cater for peoples needs.

What is a Living Lab?

A Living Lab is a real-life test and experimentation environment where users and producers co-create innovations. Living Labs have been characterized by the European Commission as Public-Private-People Partnerships (PPPP) for user-driven open innovation.

Introducing the European Network of Living Labs

The European Network of Living Labs (ENoLL) is the international, independent non-profit association of benchmarked Living Labs in Europe and beyond, founded in November 2006 by 19 Living Labs, today grown to an extensive network of over 300 accredited Living Lab members. ENoLL opens up for new members through yearly Waves i.e Calls for Membership of which latest one closed with 46 new accepted Living Lab members. Each Living Lab brings a set of different groups of local and regional stakeholders into its partnership involving often a variety of different private sector actors, especially small- and medium sized business in its activities. Living Labs are open innovation platforms which provide research, development, innovation and market validation in real-life environments. ENoLL Living Labs are willing to share knowledge and services among each other as well as with external partners, and this exchange of know-how and promotion of services is supported by the ENoLL association.

Furthermore, ENoLL aims to inspire, support and advocate for open, cocreative, human-centric and user-driven research, development and innovation policies at local, regional and EU-level. The legal representative entity of the network is the ENoLL Office in Brussels, hosted by the ENoLL secretariat, iMinds at the campus of Vrije Universiteit Brussels. 1. Highlights from the year 2012

During the year 2012, ENoLL has worked both to continue its stable record of policy inuencing, organizing events and creating networking opportunities, promoting Living Labs and explored new initiatives into ground breaking new areas of creativity, open data and in the mean time reinforcing already established linkages to areas such as health, active aging, social innovation and future internet. ENoLL has also enhanced web-based community building, and driven further national and international collaboration and joined into several new EU-funded project initiatives bringing benets to its members. Much of the work of ENoLL, has had an impact in the EU debate and the report in your hands highlights just a few of these occasions when an event, policy paper or other initiative or activity has been a catalyst for further public debate or acted to support a new policy or funding initiative, all this in order to offer new opportunities to European Living Labs, SMEs and not forgetting the impact that Living Labs can have on the wider European research, development and innovation community. How to deal with IPR in a cloud-service based environment? How to protect SMEs and large industries sufciently to collaborate together? How to deal with the results? As experts, ENoLL had the pleasure to invite Ms. Catarina D'Araujo, who has extensive experience in IP in the framework of EU funded projects (e.g. FP7 and CIP) from the IPR Helpdesk. and Mr. Hans Bracquen, with extensive knowledge on the negotiation and drafting of R&D agreements, license agreements, creation of spin-offs, with a special emphasis on the rules applicable to international and national government funding of innovation (EU Framework Program, ESA, Eureka). Networking Support
ENoLL Ofce supports its members by organizing networking events, thematic workshops to exchange information and best practice. The ofce also engages in different activities that promote ENoLL network members to external partners.

Policy Influencing ENoLL signs an MoU with the World Bank

On July 10, the ENoLL signed a Memorandum of Understanding with the World Bank. The agreement was signed by Jose Luis Irigoyen, World Bank Director for Transport, Water, and Information and Communication Technologies, and lvaro Oliveira, representing the ENoLL President, Jarmo Eskelinen. The agreement between the World Bank and ENoLL will bring unprecedented global expertise in the area of ICT to help the World Bank and its clients improve public services, increase civic participation, advance public administrative capacity, and drive green growth. And it will help the two institutions further in their shared goal of finding new approaches to improving the public services that affect the everyday lives of millions of people in developing countries. IPR for Living Labs

Intellectual Property Rights (IPR) issues are of growing importance to Living Lab environment, and therefore it was timely to organise an open workshop dedicate to these issues on January 27th. The workshop was organized jointly between ENoLL and the Apollon -project, which involves many ENoLL members. Some of the most pressing questions on IPR were identied as follows: How do you deal with user-generated applications based on open data for smart cities? How can you guarantee the sustainably? How to facilitate idea ownership in a bottom up approach?

EU-funding for Innovation

ENoLL Ofce supports to inuence EUpolicies and engages in debate with EU institutions and takes part in EU Consultations. Ofce also acts as a partner in EUfunded projects of strategic importance and benet to the whole network.

Living Labs help SMEs to expand the business

During the conference on User-Driven Open Innovation Ecosystems organised together jointly with ENoLL, in Mechelen (BE) in May, the Apollon project presented its key outcomes to the wider Living Lab community. The project focused on leveraging the local knowledge and ecosystems of Living Labs in helping SMEs to expand their business beyond their regional markets. Today, SMEs make up for 99% of the European companies, while only 8% of those are generating business abroad, which is why the European Commission is searching for ways to aid these SMEs in generating and capitalising on business opportunities on the international level. However, in order to achieve this, the European Commission is searching for local brokerage organisations that can ease the way for SMEs abroad. The Apollon project set out to tackle this challenge by leveraging Living Labs as doorways to the European Marketplace. The project showed that Living Labs are successful in opening up European markets to SMEs: Before Apollon (2008), 64% of Apollon SMEs had 0-5% international turnover, while the top-20% had 45-60% of international turnover. By the end of the project in 2012, the number of SMEs generating just 0-5% international turnover had fallen to 27%, while the top 20% showed 55-70% international turnover. These results show that Living Lab projects are not just tools to innovate on products and services, but can act as efficient gateways to foreign markets as well. Next to these results, the knowledge gained during the project is still available at the Knowledge Centre of the European Network of Living Labs, while the project will also launch an on-line Marketplace, in which

SMEs and Living Labs can share their products and services. Apollon was a CIP ICT PSP Pilot, a project co-funded by the European Commission, in which IBBT-iLab.o coordinated a consortium of 30 partners, of which 11 were SMEs. In a living lab, a large number of users interact with new products and services in their daily professional and private life. This allows for researchers to assemble user feedback and to systematically observe, monitor and analyse user behavior in a natural environment.

3rd ENoLL Summer School - Catwalk for Innovation and all things Living Lab!
The 3rd the European Network of Living Lab (ENoLL) International Living Lab Summer School organized together by Laurea University of Applied Sciences, Forum Virium Helsinki and Aalto University gathered together several experts from more than 30 countries during three and a 1/2 of intensive and inspiring days in August. The most remote participants arrived from South Africa, Brazil, Mexico, Taiwan and New Zealand. During the event a diverse mix of participants coming from universities, private and public sector, had the change to share and gain expertise on user-driven open innovation, open data, design, regional development, creativity and culture as well as smart cities. In addition to 30 expert speakers, the event included a welcoming word from Deputy Mayor of Helsinki, Pekka Sauri and the European Commission greeting by Olavi Luotonen. Insight on to the Human Dimension of Technology

Living Labs often represent regional innovation environments focusing on user communities embedded within real life. Besides technological aspects Living Labs allow insight on to the human dimension of technology, which is of paramount importance for a successful societal deployment of new technologies.

Living Labs bridging the gap between RDI and Market Entrance
European Commission has supported ENoLL growth from the outset, recognising that user-driven open innovation is an efcient way to deal with market fragmentation and obstacles, making the innovation process more efcient by bridging the gap between RDI and market entrance and supporting better and faster take-up of RDI results.

Involve the users earlier
Growth of testing is valuable, but there is a common need to involve users earlier, before testing starts, in order to support the early phase of innovation. This will ultimately decrease innovation costs and increase income. That happens because of higher hit ratio and spending less on developing bad ideas, and earning more because of getting better idea.

examples of user-driven open innovation and smart, sustainable and inclusive cases, aiming at the improvement of entrepreneurship, competitiveness and wellbeing of the citizens. The participants had the change to visit Arabianranta area (one of the oldest Living Labs in Europe), Nokia House and Living Lab libraries in greater Helsinki area. Lastly Finnish TEKES presented the latest news on the preparations for the Horizon 2020, research, development and innovation funding instrument of the European Union. The Helsinki World Design Capital 2012 and the Helsinki Juhlaviikko Festival provided an interesting opportunity for the international community to network and get to know Finnish know-how and culture. Use of Social Media & living labs methodology in Policy Making

The event 'Use of ICT and Social Media in politics and policy-making: For better of for worse?', co-organised by GALLUP Europe, Gallup Institute for Advanced Behavioural Studies (IFABS) and ENoLL took place in March at the GALLUP Europe head quarters. The event was opened by Mr. Robert Machin, Managing Director of The Gallup Organisation Europe, who introduced the topic and the need for this debate about the usage of big data and opinion mining for policy making. In his keynote, Mr. Jarmo Eskelinen, CEO of Forum Virium Helsinki and Vice-

President of ENoLL, brought to the scene the case study of the City and the importance of utilising the creativity of communities to design new services and concepts experimenting in real-life settings. Linking this with a world that is witnessing a fast migration into cities, reaching 4 billion people living in urban areas in the upcoming years, Mr. Eskelinen stated there is a need to do things smartly enough to survive. City as an organism and city as on-going change are the two key features to consider when thinking about future cities according to his view. Ubiquitous services, location (mark, tag, purchase) and being always on are the essential elements of the smart technologies already used by urban citizens as part of their normal daily activities. Living Lab activities are based on a Scientific Research Methodology

Heavy user involvement distinguishes a living lab from traditional market and user research. Its important to ensure that these kinds of living lab activities are based on a scientic research methodology while leaving room to innovate and develop further.

Each Living Lab brings different groups and sectorial associations into its partnership, involving often hundreds of SMEs in its activities and leading to the estimated 25,000 organisations affected by ENoLL activities overall.

ENoLL 6th Wave of New Members

On May 23rd, 2012 European Network of Living Labs will announce its sixth Wave results in Mechelen, Belgium.The call for new members was announced in October 2011 in Poznan, Poland in conjunction with the FutureInternet Week. All together 72 applications were received.

The evaluation process, as carried out in previous waves,resulted in 46 accepted new members to the global network of living labs. 2. Putting Living Labs on Horizon 2020

Horizon 2020 is the new, integrated funding for system that will cover all research and innovation funding currently provided through the Framework Programme for Research and Technical Development (FP7), the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT) of the European Union. Great deal of efforts has been made by ENoLL in form of policy inuencing by in order to ensure the continuing support and funding of user-driven open innovation initiatives: In March ENoLL responded to the Committee of the Regions (CoR) working document and consultation on the Commission Proposal on Establishing Horizon 2020 the Framework of Research and Innovation (2014-2020) for which a workshop was organized in order to gather best practice examples and input from ENoLL effective members. Open Call for SMEs as Users

ENoLL informed its members in October of an Open Call for SMEs as Users in the framework of the project Fusepool, where ENoLL is a project partner. The call was addressed to SMEs - or organisations working closely with SMEs - and interested in data tools for patents, tenders, partner matching or customer feedback. The aim of the call was to engage SMEs to deliver usable and effective applications in the Fusepool platform as close as possible to their user needs, and to receive up to 7.000 in order to co-create and test the agship applications developed in one of Europes leading data-pool platforms! A second call for Developers to support new applications based on the Fusepool platform will be launched in Spring 2013. In conjunction with the call ENoLL together with Fusepool organised a workshop the focused on the upcoming open calls for SMEs that do product/service development and also open innovation ecosystems that work with complexity and that could benet of having intelligent matching tools.

ENoLL Governance
ENoLL Council provides strategic guidance to the network. It monitors and directs the activities of the Brussels ENoLL ofce and the activities. ENoLL Council with the lead of the Chair, prepares the ENoLL workplan and budget, and presents these to the ENoLL General Assembly for discussion and approval. The ENoLL Council is responsible for the implementation of ENoLL activities and initiatives, in line with the budget. ENoLL project working group under the ENoLL Council, comprising with the three elected positions of the Chair, Secretary and Treasurer, assisted by ENoLL project manager decides on the project participation aligned with the project involvement guidelines.

ENoLL specically endorsed in the CoR working document the following proposals: Regional innovation platforms to be developed that would act as demandbased service centers and promote the use of international knowledge to implement the Europe 2020 strategy, smart specialisation and European cooperation to meet the interests of a given region. Joint ownership: a region's activity is reected in social innovations that achieve systemic changes to social structures and practices, and which are jointly produced and accepted by civil society, government and businesses. Regions to move towards open innovation, within a human-centred vision of partnerships between public and private sector actors, with universities and other knowledge institutions playing a crucial role, i.e. to modernise the Triple Helix concept. In April, ENoLL made a public commitment to the European Innovation Partnership on Active and Healthy Ageing (EIP AHA) as announced in the Europe 2020 Strategy. The commitment to EIP AHA is dened as a coordination of a panEuropean community of Living Labs in the domain of Health and AAL that will contribute to the availability of interoperable independent living solutions with special focus on application, organizational and service interoperability, and that will support cross-border development and testing of solutions, considering contextual factors, business models and strong involvement of user communities.

Predecessor of this commitment is the Apollon-project, carried out by many ENoLL members, and that has taken an important role in networking and harmonising Living Lab approaches throughout Europe. Results from the Apollon-project have been ofcially transferred to ENoLL for open exploitation towards the wider community of Living Labs, including the Health and Independent Living Thematic Living Labs network. The commitment has been made public on the European Commission portal for EIP AHA. In June, ENoLL coordinated a common response to the European Commission Public Consultation on Entrepreneurship Action Plan 2020, and in September ENoLL President Jarmo Eskelinen and ENoLL Council member Artur Serra and Ana Garcia (ENoLL Ofce) attended the FIRE in Horizon 2020 Stakeholder Workshop organised by the European Commission, where a report was drafted on the role of the Living Labs and Smart Cities in FIRE. The document is published on the European Commission web portal. In the report of the session, ENoLL specically highlighted the following points: Need for cooperations between different stakeholders & communities Grassrots up and market driven approaches for more effective market creation and user involvement Fast involvement of user and developers communities Lateral innovation models (user communities, crowdsourcing) Engaging the city and the citizens boosting innovation not only at a idustry level but also at the city and citizen level.

The Living Labs model benets citizens, industry and research Living Labs empower citizens, as end-users, to inuence the development of innovative services & products that eventually will benet the whole society. Living Labs allow industry to develop, validate and integrate new ideas, to partner with other companies and to increase their chances of success during product and/or service launches. Living Labs facilitate the integration of technological innovation in society and increase return on investments in ICT research.

3. New Leadership for ENoLL

The European Network of Living Labs (ENoLL) elected a new Council and new President at the annual general assembly of the association held in Brussels on May 21st, 2012. The new President and Chair of the Council was elected as Mr. Jarmo Eskelinen, CEO, Forum Virium Helsinki (Finland). His term is for a period of one year, commenced on May 21st, 2012. Jarmo Eskelinen leads Forum Virium Helsinki, an innovation company building digital bridges between people and services, and representing in ENoLL the Helsinki Living Lab. Originally trained as an architect, he is an expert in the areas of smart cities, user driven design and digital content. Mr. Eskelinen has previously held positions as the director of Media Centre Lume in the University of Art & Design Helsinki, as the program director of the Helsinki 2000 European City of Culture, and as an entrepreneur in media and event production company PopZoo Promotions, which he founded in 1993, after a career in architecture in the 80 s and early 90s. As Chair of the ENoLL Council and President of the association, Mr Eskelinens focus continues on enhancing and stimulating the dialogue and collaboration between ENoLL members including its interlocutors such as the European Commission, continuing to foster the relationships with the formal cooperation partners such as the European BIC Network (EBN) and resume the discussions on future collaboration in order to create strategic alliances with partners such as the World Bank, the International Association of Science Parks (IASP), Ambient Assisted Living Open Association (AALOA) among others. This is an absolutely critical period for ENoLL, in order to strengthen the role of living labs in developing the priorities of "smart, sustainable, inclusive growth, highlighted in the Europe 2020 strategy of the European Union said Mr. Eskelinen. Living Labs vision for engagement with local communities is founded on the evidence that providing grass roots communities and enterprises with tools to engage people in the creative design of solutions to the problems that they face often inspires their thinking and results in outcomes that better match the needs of the community. It is also more fun!

Prof. Pieter Ballon was re-elected as Secretary of the Association and Mr. Esa Ala-Uotila as Treasurer. Additionally, as the important community initiatives such as the Fireball- and Apollonprojects have come to an end, the latter transferring its assets to ENoLL and to the wider community of living labs, this new era will mark the newly elected leadership. As we embark on a new era of the network, I will build on the previous achievements of outgoing President Alvaro de Oliveira as well as the acting President during the founding of the association, Mr. Roberto Santoro, but committed to bringing new elements in the network by strengthening the actions, initiatives and talents of the individual members, at the same time respecting the overall diversity found in our community. Mr. Eskelinen further commented on his appointment. The general assembly held in conjunction with an event on Smart and Sustainable Cities, organized jointly with Coventry City Lab, EBN and ENoLL, featuring a signing ceremony of the Memorandum of Understanding (MoU) between the two networks, thus laying the grounds to what resulted in series of inspiring discussions and sessions at the 2-day International Conference on User-Driven Open Ecosystems go Local, supported by the European Commission in Mechelen (Belgium).

Living Labs and Ambient Assisted Living

Living labs are becoming more prominent innovation-instruments for addressing the societal challenges and improving the quality of life of elderly, optimizing the quality and productivity of caregiving and strengthen the industrial base throughout Europe. Living labs allow people and industries to test and validate tomorrows best innovations in AAL product and service development and they enable companies , especially SMEs to create lead markets by overcoming existing barriers in local and regional markets in Europe.

This initiative aims to map, understand, and supporting to design and develop a bottom up network of Living Labs in Latin-American Countries. Including an enhanced cooperation agreement in the works between ENoLL and the French Network of Living Labs and EIT ICT Labs.

ENoLL Strategic Alliances

In order to enable the European Network of Living Labs to implement its objectives and strategies, it has established a range of collaborative linkages with other organisations that have a complementary mandate or mission, through Memorandums of Understandings (MoUs) such as: Food and Agriculture Organisation of the United Nations (FAO) Living Labs in Southern Africa (LLiSA) Asian Smart Living Summer School Beijing City Administration Information System and Equipment Center (CAISEC) Ubiquitous Network Industry and Technology Development Forum (UNITED) During the year 2012, ENoLL concluded two additional cooperation agreements with the World Bank and European BIC Network. EBN and ENoLL formalised their cooperation by signing a Memorandum of Understanding (MoU) on 21st of May 2012. The Signing Ceremony took place at a joint event on Smart Cities and Sustainability organized by EBN, ENoLL, Coventry University and Coventry City Lab, in Brussels, Belgium hosted at the Regional Ofce of Catalonia supported by the European Commission and i2Cat Foundation. On July 10, ENoLL signed a Memorandum of Understanding with the World Bank, a global leader in open innovation. The agreement was signed by Jose Luis Irigoyen, World Bank Director for Transport, Water, and Information and Communication Technologies, and lvaro Oliveira, representing the ENoLL President, Jarmo Eskelinen. During the year 2012 ENoLL has also begun talks of enhanced cooperation

ENoLL uses different social media tools to engage and connect with its members and the wider community. Currently ENoLL twitter (@openlivinglabs) has over 2200 followers, our facebook friends are up to 900 individuals and organisations and we also use continuously other social media tools such as Vimeo, Slideshare, Flickr and Scribd among others. Living Lab Manual for Universities of Applied Sciences

Network of Living Labs of Finnish Universities of Applied Sciences (Neloskierre) has come out with a publication which looks into how Living Labs can operate as an model for bringing together RDI-activities and teaching. In addition it explores the ways in which Universities of Applied Sciences can take part in user-driven RDI. Publication acts as an manual for academic staff as well as students dealing with the role of userdriven RDI-activities in the strategies and teaching of Universities of Applied Sciences. It also gives tips on how to set up and implement Living Labs.

iMinds puts Living Labs on the AAL Map

The AAL Forum (Ambient and Assisted Living Joint Programme) held from 24 to 27 September 2012 in Eindhoven, the Netherlands, provided a great deal of inspiration. Not only did iMinds staff an extensive information stand, which shed light on the various projects and their expertise in the eld of AAL,, but iMinds also organised Session on Living Labs, a user-driven approach to encourage AAL service innovation and accelerate successful market access. Session involved other ENoLL members active in AAL.

Living Lab Methodology Handbook
Based on results from the project SmartIES and the process of using and evaluating the FormIT methodology in a Nordic crossborder pilot. The goal has been to make the Living Lab Key Principles and the application visible and easy to use.

Healthy Borough Programme

The Healthy Borough Programme ran by Forum Virium Helsinki activated citizens to take part in the development of wellbeing services in their own neighborhood. The real-life test environment was Herttoniemi in Helsinki. The Idealinko service was used to collect ideas from the Herttoniemi area residents. As a result, two ideas emerged the best: the City of Helsinki decided to support Roihuvuori village center initiative and organized an info TV for the Herttoniemi health center. Among other successful service pilots in the framework of the Healthy Borough Programme was the launch of the electronic Health Card. It was rewarded by Excellence Finland as the winner of Innovation of the year Award in the public sector category.

Barcelona as a Lab
The Barcelona Laboratori (BCNLab) kicked off on November 30, 2012 with ENoLL participation at the Fabra i Coats Factory, with the aim to turn the entire city into an open Lab for citizens cocreation in order to identify and promote the creative, production and entrepreneurial sectors in the worlds of culture, technology and knowledge that will emerge in the coming decade, and which as yet we cannot even imagine.

Launch of the TEFISplatform

ENoLL member Botnia Living Lab is proud to launch the TEFISplatform, which is a new e-service that gives experimenters easy access to fore-front testbed infrastructures. The portal includes features to plan for and run Future Internet experiments by using services provided by the TEFIS connected testbeds including Living Lab support all available via one single accesspoint individually or in a combination. The services are used today in different experiments in the elds of Mobile media, e-Health, Network performance measurements, elearning, Collaborative content distribution in mobile networks and SDN.

FormIT is a methodology for user involvement, created and tested at CDT. In this guide, specialists in userdriven innovation share their knowledge.

Peoples Voices
