Submitted by: United States of America Co-submitted by: The Peoples Republic of China Signatories: Switzerland, Georgia, Sweden, Israel The General Assembly: Social, Humanitarian and Cultural Committee, Noting the alarming rise in number of refugees in the world to 43.7 million, Considering the three durable solutions outlined by the office of the UNHCR, Concerned by the lack of permanent legislation regarding refugee integration, Considering the distressing lack of distinction between refugees and illegal immigrants 1. Advises the creation of a monitoring agency within the UN to ensure successful integration of refugees; 2. Suggests member nations enact economic policies that make it beneficial for employers to hire refugees, such as but not limited to: a. Low interest loan schemes, b. Ease of home ownership, c. Primary, secondary, and higher education continuums 3. Recommends the amendment of the UN definition of refugee to avoid illegal immigration under false pretenses 4. Encourages the development of individual committees to: a. identify indicators of integration b. identify which services appear to facilitate integration c. discuss the development of ethnic enclaves d. create language educational services for immigrant adults 5. Urges the development of a universal judiciary to provide with definite absolution of the following issues a. explicit actions against illegal immigrants b. the conditions which determine citizenry c. any rights of the refugee before citizenship is determined 6. Hopes that the World Bank would create a subsidiary agency in which to closely examine individual nations economic policies concerning refugee resettlement

7. Expects the UNHRC to establish and/or maintain offices in Pakistan, Syria Arab Republic, Afghanistan, Iran, Somalia 8. Promotes the priority of admission for political prisoners 9. Decides to remain seized upon this matter
