BAC MINUTES No. 03, SERIES OF 2012 MINUTES OF THE BAC MEETING HELD AT THE MUNICIPAL HEALTH OFFICE (CAMALIGAN PASTORAL CENTER) LAST 25 JANUARY 2012 AT 10:35 OCLOCK IN THE MORNING. Abina BAC Secretariat Head The meeting started with a call to order by the BAC Chairman, there being a quorum. The reading of the journal of the 16 January 2012 meeting was made and the minutes was approved in toto without any comments. The order of the agenda for this meeting as stated in the convocation letter dated 24 January 2012 was followed, to wit: 1. Purchase Requests submitted for the week: a. Mayors Office for the purchase of 34 units Shallow Tube wells of the Mayors Office, amounting to PhP 200,000.00 (labor and materials; b. Municipal Health Office for purchase of medicines and office supplies; c. Municipal Planning and Development Office for office supplies and equipment; d. Municipal Agricultural Extension Services Office for office equipment; 2. Other matters. A member of the BAC noted that other members were not present despite the communication letter notifying them about this meeting that was sent and duly received by them the previous day. He reminded about the jury duty for the BAC members to attend all scheduled meetings of the BAC and suggested that the members concerned should be reminded repeatedly about this duty in the next succeeding BAC meetings. A member also noted that the members already chose the officers of the BAC for this year, despite the provision of RA 9184 that the officers of the BAC shall be elected by all the members present in a meeting specifically called for the purpose. But the members already chose the officers during the first two meetings conducted at the beginning of this year. Next, the first agenda for this meeting, the purchase requests submitted for the week, was discussed, which were: a. Mayors Office for the purchase of 34 units Shallow Tube wells amounting to PhP 200,000.00 (labor and materials); b. Municipal Health Office for purchase of medicines and office supplies; c. Municipal Planning and Development Office for office supplies and equipment; d. Municipal Agricultural Extension Services Office for office equipment; For the purchase request from the Mayors Office of 34 units Shallow Tube wells amounting to PhP 200,000.00 (labor and materials), this was recommended for rebidding after PhilGEPS posting;

Regarding the MHOs purchase requests for medicines in the amount of Php 199,999.13 from local funds and the amount of Php 500,000.00 from the trust funds, they were recommended for bidding, the schedule of which shall be made after PhilGEPS posting. The second MHO purchase request for office supplies in the total amount of PhP 30,000.00 was recommended for shopping, using Sec 57,1.b., but the said amount was reduced to Php 15,000.00 only as per authorization from the Municipal Budget Office. These purchase requests from the MHO shall now be submitted for PhilGEPS posting. Regarding the MPDO purchase request for office supplies and equipment in the amount of Php 7,929.00, it was recommended for shopping, using Sec. 57, 1.b. of the revised RA 9184. It shall also be submitted for PhilGEPS posting right away. The purchase request from the MAESO for office equipment in the amount of Php 9,500.00, it was likewise recommended for shopping, using Sec. 57, 1.b. of the revised RA 9184. For the other matters, there was a mention by the BAC Chairman about pending purchase requests for the year, such as the following: a. Request from the Mayors Office for the settlement of the La Suerte accounts payables in the amount of, more or less, PhP 180,000.00. This item was not accepted by the BAC since the account was still incurred in the year 2010. There being no other matters to discuss, the BAC adjourned at 11:25 A.M.
