SAMRUDDHA ODISHA Bye-Laws (Revised on 09.10.

2007)

Preamble: Odisha is a land of plenty and penury. The abundant natural resources of the state are being cornered by a few individuals/companies while about half of the population lives in destitution. The successive governments have miserably failed to ameliorate the pitiable condition of the common man. Hence there is a need to form a regional political party with people of absolute integrity, of unflinching commitment to serve the people of Odisha and of wide exposure and experience. Thus is the birth of the new regional party. The party after gaining power shall make Odisha a prosperous state within 10 years time. The following are the Bye-Laws of the party: Bye-Law 1 - Name of the Party: The name of the party shall be Samruddha Odisha Bye-Law 2 Ideals and Objectives: The primary objective of the party is to build a developed Odisha, which is free of poverty and hunger and is financially sound. The party shall eradicate poverty from the state in a short timeframe. This will be achieved by increasing the efficiency of the system and by effectively implementing welfare and developmental programs with assured provision of basic requirements of life to everybody such as food, clothing, housing, water and sanitation, education and healthcare. The common man shall be empowered to take decision for himself/herself. The party and the Government machinery (when the party forms the Government) shall be the catalyst and facilitator in this process. Bye-Law 3 Policies: a) The under-privileged people such as the Dalits, the Adibasis, the Minorities, the Poor and the Backward classes will be made significant partners in the progress of the society. Focused action plans shall be made and executed for their upliftment. b) The party shall give utmost respect to sisters and mothers of Odisha by empowering them politically, socially and economically. The party shall endeavor to provide 50% reservation to women in elections at all levels.

c) Farmers shall be given the pride of place in the society. Innovative measures shall be introduced to help them in all aspects. Samruddha Odisha shall honour those farmers who are pursuing agriculture for quite long time.
d) Handicrafts, handlooms and other fine arts have made Odisha internationally famous. The party shall help the artisans of all sectors to have a decent earning and encourage them to excel in their respective fields.

Samruddha Odisha shall encourage odia language and culture by providing adequate funds and utilizing it in every nook and corner of the state. f) The party shall ensure justice to the common man by delivering services in a timely and efficient manner.

g) The party shall uphold the dignity and pride of Odia people and shall initiate appropriate action for that.
h) Regional imbalances shall be removed within an agreed timeframe.

i) Primary emphasis will be laid on development of agriculture and allied sectors like horticulture, animal husbandry, fisheries and forest. Productivity level shall be achieved above national level in five years time. j) Simultaneously development of agro and forest based industries with priority on cottage, tiny and small sector will be taken up. k) The party shall formulate an industrial policy that makes the workers partners in the management of the industry, that increases the productivity and efficiency taking care of environmental concerns, and that reduces the recession in the industrial sector so that everybody progresses. l) The party shall fight to get its rightful due from the mining and mineral industry. It shall desist from taking up mining activities in areas which has serious consequences on development of tourism and environmental degradation. m) The party will utilize the potential of the state to maximum extent in the field of Tourism, Information Technology and other service sectors. n) All the development shall be planned and implemented in an environmentally safe manner. o) The party will build a society that is free of caste, religion, color and class by reducing the differences in the society and eradicating the tyranny of a few. p) New education policy will be introduced with modern, scientific and vocational concepts, which will remove illiteracy and help in creating self employment. Quest for excellence, good communication skills and moral education will be the backbone for a highly respected workforce. q) The party shall also ensure that the people of Odisha enjoy a healthy and spiritually rich life.

r) Samruddha Odisha believes that strong regional parties can enrich their languages, cultures, and traditions and can better satisfy the aspirations of the local people. Thereby the entire country shall flourish. All the policies of the party shall be directed towards that.
Bye-Law 4 Allegiance to the Constitution of India:

Samruddha Odisha shall bear true faith and allegiance to the constitution of India as by law established, and to the principles of socialism, secularism and democracy and would uphold the sovereignty, unity and integrity of India. Bye-Law 5 - Party Flag: The symbol in official flag of Samruddha Odisha shall have green paddy indicating flourishing agriculture, a wheel representing prosperous industry, a pucca house connoting a decent standard of living and a dish antenna speaking of modernity. The colour of the flag shall be yellow indicating sunrise i.e. a bright future for the poverty-stricken Odisha. Bye-Law 6 - Membership in the party: A) Primary membership: a) Any person can join Samruddha Odisha provided he/she: Belongs to the state of Orissa; Is 18 or more years of age; Agrees to the ideology of Samruddha Odisha and abides by its rules and regulation; Adheres to the Samruddha Odishas discipline; Is not a member of any other political party and of any other society, whose ideologies are conflicting with that of Samruddha Odisha; and Pays Re 1 as the membership fee. b) Duration of Party membership: The membership of the party is valid for 3 years. B) Working membership: The people with the following qualifications shall be the Working members: Those, who will work dedicatedly for the party at least 2 hours a day or 14 hours a week and are certified by the partys divisions to that effect, and who pay Rs 10/- towards the membership fee shall be the working members. They should also be recognized by the State Office as the partys working members. C) Qualification for party posts: Only the working members are eligible to hold posts in partys various committees starting from Village level to State level. They shall be elected to posts by democratic means as prescribed by the State General Body/State Executive Committee of the party. D) Memberships in Affiliate bodies/Divisions:

At the time of joining the party, if a member wants to work, at his/her will, in any of the following Affiliate Bodies/Cells he/she must indicate it. Then they will be regarded as the members of these respective Affiliate Bodies/Cells. Samruddha Odisha Yuva Samaj (Youth Division) Samruddha Odisha Mahila Mandal (Womens Division) Samruddha Odisha Krushijibi Sangathan (Farmers Division) Samruddha Odisha Sankhyalaghu Samiti (Minorities Division) Samruddha Odisha Shramik Manch (Workers Division) Samruddha Odisha Banika Mahasangha (Business Division) Samruddha Odisha Shilpi Parishad (Artisans Division) Samruddha Odisha Pachhuabarga Morcha (Backward classes Division) Samruddha Odisha Balmiki Parishad (Scheduled Caste Division) Samruddha Odisha Adibasi Sena (Scheduled Tribe Division) Samruddha Odisha Ainjibi Mahasabha (Legal division) Samruddha Odisha Samskrutik Sangathan (Cultural Division)

The party may create other Divisions/Cells as and when necessary. The President is authorized to do that and change the nomenclature of Affiliated Bodies and Cells as and when necessary. Bye-Law 8 Structure, Duties and Responsibilities of Bodies/Committees: A) Primary Divisions: a) Booth Divisions: i) Structure:

1) For booth Division the party members elect one working member for each of the 50 voters in the voter list as the booth committee member.
2) The booth Committee members shall elect one of them as the Convener.

ii) Duties and Responsibilities: 1) The Booth committee members have to often meet, presided by the Convener. The Booth committee meeting shall be conducted at least once in 3 months.

2) The Convener has to read the Samruddha Odisha news letter and information sent by the State office to the members and make them aware of the different features therein.
3) The booth committee members, who are representing 100 voters each in that booth, shall continuously canvass with those 100 voters about the Partys/ Governments (when the party is in power) programs. 4) The booth committee shall assess opinion of the voters and shall convert them as party members by removing any apprehensions they have about the party. 5) The booth committee shall also make themselves conversant with the developmental and welfare activities being implemented in the area of their booth. 6) They shall make efforts to solve the problems relating to peoples well being within the Booths area. They should be the watch dog of all governmental schemes/programs. 7) The responsibility lies on the Convener and the members to associate themselves with people as friend, well-wisher and member in their family and to create a positive opinion about the Party and the Government (when the party is in power). They have to inform the State office in the prescribed format, the opinions of the Party Members on the Samruddha Odisha Fortnightly news letter and other publicity materials, the opinions of the peoples representatives and people on the Governments

programs. They should also provide feedback from people about the working style of Party Leaders.

b) Gram Panchayat/MunicipalityNAC/City Wards Divisions:


i) Structure: 1) All the party members in the limit of the Gram Panchayat/Municipality/NAC/City Ward form Gram Panchayat/Municipal or NAC or City Ward General Body. 2) All the members in the limit of the Gram Panchayat/Municipality/NAC/City Ward area General Body meet and elect One President, one Vice-President, One Secretary, One Treasurer, 5 committee members from them. These members and Conveners of Village/Municipality/NAC/City Booth Committees constitute the Executive Committee of that Division. While doing this, care shall be taken to give due representation to different groups. ii) Duties and responsibilities: 1) To open the party office and host the flag.

2) To enter the minutes of discussions of meetings in the minutes book with authorization of the President. 3) Arrange to write in the Visitors book, the messages of the prominent people who visit the Primary Division. 4) To open the office at least one hour in the morning and two hours in the evening, and to organize meetings relating to Party policies, and to organize literary and cultural activities. 5) To canvass and publicize the ideals and programs of the Party and to implement the directives received from their upper Divisions. 6) To work for i) eradication of poverty, ii) progress of Dalits, Adibasis, Backward classes, Minorities and Women, and for iii) building a society that is free of Caste, Religion, Color, and sub-sect feelings. 7) To arrange the General Body meeting at least once in 6 months and to often organize public meetings. To have Executive Committee meeting at least once in 3 months. 8) To send review report on the programs of their Division to the Block/ Municipality/NAC/City Division every month. 9) To propose names of members as candidates for the local bodies and other representatives bodies election.

10) To prepare Income and Expenditure statements in a systematic way and report to the Block/ Municipality/NAC/City Committees.

11) To read Samruddha Odisha news letter and information about the Party/Government sent by the State Office to the members and make them aware of different features therein. 12) They have to inform the State Office in the prescribed format the opinions of the Party Members on the Samruddha Odisha news letter and other publicity materials, the opinions of the peoples representatives and people on the Governments programs. They should also provide feedback from people on working style of Party Leaders.
B) Block/ Municipality/NAC/City Divisions: i) Structure: 1) Conveners of Booth Committees, President and Secretaries of Gram Panchayat/Municipality/NAC/City Ward Divisions, elected representatives of the party, members and office bearers of all bodies of the party in the Block/ Municipality/NAC/City Division area shall constitute the General Body. 2) The General Body of the Block/ Municipality/NAC/City Division shall meet and co-opt five members from different communities which are not represented. The co-opted members are also the members of the General Body. 3) All the members of General Body shall meet and elect one President, one VicePresident, one Secretary, one Publicity Secretary, two Joint Secretaries, One Treasurer, 5 committee members from among them, which will be the Executive Committee at Block/ Municipality/NAC/City Level. ii) Responsibilities: The duties and responsibilities of Block/ Municipality/NAC/City Division will be the same as that of Gram Panchayat/Municipality/NAC/City Ward Division. iii) Block/ Municipality/NAC/City Affiliate Bodies: a) Structure: The Block/ Municipality/NAC/City Division Executive committee and the concerned MLA will propose names of President, Vice-President, Secretary, Publicity Secretary, two Joint Secretaries, one Treasurer, and 5 members for the Executive Committees of different Affiliate Bodies/Cells of Block/ Municipality/NAC/City, and the State President of the party will appoint them. b) Duties: 1) The Affiliate Bodies/Cells shall maintain good relations with the people whom they are representing. They have to inform the people about welfare and developmental programs

being implemented by the party/government (when the party is in power) to that class of People. 2) The Affiliate Bodies/Cells shall work for solving the problems related to their respective class of people. They shall canvas the ideals and activities of the Party. They shall work towards making the party closer to their respective class of people. 3) They shall obey the directives received from their District and State Cells and report to their upper divisions as and when required and send a copy of the report to their Block/ Municipality/NAC/City Party Office. 4) The Presidents of the Affiliate Bodies/Cells are members in the General Body and the Executive Committee of the Partys Block/ Municipality/NAC/City Division by virtue of their position. They keep informing the activities of their Division/Cells to the Partys Block/ Municipality/NAC/City President, and conduct their programs successfully with his/her help and guidance. 5) The Presidents of the Affiliate Bodies/Cells enter the discussions and the decisions of their meetings in the Minutes book, and secure safe custody of the documents relating their Division/Cells. 6) They prepare Income and the Expenditure statements of their Divisions/Cells and handover them to the Partys District office. 7) The Executive Committee meeting of the Block/ Municipality/NAC/City Level Affiliate Bodies/Cells shall be conducted at least once in three months and the General Body meeting shall be conducted at least once in 6 months. C) Constituency Divisions: i) Structure

1) The Constituency Coordination Committee is formed with the approval of the State Party President with not more than 25 members from Block/ Municipality/NAC/Cityl/ Constituency level leaders, who have good influence on the public.
2) The MLA of the Constituency/probable MLA candidate shall act as the Convener of the Constituency Coordination Committee. 3) One of the members of the Constituency Coordination Committee shall act as the Publicity Secretary. ii) Duties 1) To start a Party office in the constituency.

2) To ensure that the meetings of all General Bodies and Executive Committees are conducted systematically within their jurisdiction.

3) To take necessary actions to solve the problems reported in the meetings of the Gram Panchayat/Ward and Block/ Municipality/NAC/City Divisions. 4) To conduct Constituency Coordination Committee meetings as frequently as possible. 5) The Constituency Coordination Committee Convener shall report to the District and the State Executive Committees the way the meetings were conducted, attendance in the meetings and the resolutions passed. 6) To take any other activities as decided by the District and State Executive Committees. D) District Divisions: i) Structure of General Body: 1) The Presidents and Secretaries of the Block/ Municipality/NAC/City Divisions, all the Party Members in the Zilla Parishad, Mayors of the Cities, Chairpersons of the Municipalities/NACs, the Nominated/Elected Presidents of the District level Organizations, Presidents and Secretaries of District Affiliate Bodies/Cells, all the State Committee members of the party and Executive Committee members of the state Affiliate Bodies/Cells belonging to that District shall constitute the General Body. 2) The General Body shall co-opt members from the SC/ST/Minority/Women/Backward Classes as to be decided by the Partys State Executive Committee from time to time. ii) Structure of District Executive Committee: The General Body shall meet and elect from among them one President, one or two Vice Presidents, one General Secretary, three or four Joint Secretaries in charge of Publicity, Program Implementation, Technology and Human resources, one Office Secretary, one Treasurer, and 7 Executive Committee members. Apart from this, the Presidents of the District Affiliate Bodies/Cells are also members in the Executive Committee by virtue of their positions. iii) Duties of the District Committee: a) Duties of the President: He/she: shall dedicate all his/her time to the District party Office; shall preside and conduct the General Body/Special meetings of the District Division; shall guide the Party at district level and get the directives, programs and decisions of the State Party office implemented in the District. b) Duties of the Vice Presidents: 1) To discharge the duties of the President in his/her absence. To review and advice on the programs of the District Affiliate Bodies/Cells. To assimilate information for the party/Government related elections and pass it on to the concerned people.

2) To coordinate between the elected and the nominated representatives. To coordinate tours of important people of the party and the Government in the District.

3) To remove institutional problems with the help of two more members acting as District Coordination Committee.
c) Duties of the General Secretary: To dedicate all his/her time to the Party. To implement the directives of the President with his cooperation. To take all necessary actions to implement the approved policies, activities of the party through all Block/ Municipality/NAC/City Divisions and Affiliate Bodies/Cells so that the party machinery functions efficiently. To present reports prepared by the Office Secretary on different meetings to the State Executive Committee with the approval of the President. To brief the District President Constituency-wise and Block/ Municipality/NAC/City Division wise analysis of political activities. d) Duties of the Office Secretary: To send the directives of the President of the District to different Divisions and members. To reply to letters received from the State and the Constituency party offices, and to send the circulars. To send the requests received by the District office to different divisions with the approval of the President, to inform actions taken to concerned people and to file records properly. To prepare agenda for the meetings. e) Duties of Joint Secretaries: 1) Publicity:

i. To send news in favor and against the Party and the Government published in all the news papers in the district to the District president. To make proper utilization of the Party publicity materials. To supervise distribution of Samruddha Odisha News Letter to the leaders of polling booth/Gram Panchayat/Block/Municipality/City Divisions. To receive necessary information continuously and to pass those on to the state Party Office through the District Party President.
ii. To inform the people about party programs and to take responsibility of utilizing publicity materials prepared for that purpose. 2) Program Implementation: To follow and react to the instructions of the State Committees.To take necessary actions so that meetings are held as per the calendar of the State Committee. To prepare and implement activities related to the party in the District and the Constituency level. To collect reports of lower Divisions, review programmes implemented and to take necessary action against shortcomings. To review minutes of General Body meetings conducted at the District and Block level, and to initiate corrective actions for the shortcomings of the meetings. 3) Technology and Human resources:

To look after the arrangements of Audio/Video/Computer and Fax. To store and protect the programme analysis reports. To collect and store in the computer constituency-wise developmental programmes in the District and the status of the party. To establish and maintain communications with the different Block/Municipality Division Offices. To prepare plans for the programs to be conducted at the District level. To arrange a reading room in the Party office. To select good Orators and make them available for the party programmes. To have proper interaction with the Conveners of the camps. f) Duties of the Treasurer 1) To form a Finance Sub-committee along with two more Executive Committee members. To prepare the budget estimates for different programmes. To store the accounts related to the Income and the Expenditure. To look after the Bank transactions. 2) To scrutinize the expenses incurred for different programmes conducted by the District Division, and get them approved by the President of the Party. Disburse the approved amounts to the respective people and take receipts. iv) Responsibilities of the District Party Division: 1) To establish the District Party Office and host the Party Flag in the District head quarters. 2) To make necessary arrangements for the District level Affiliate Bodies/Cells to establish their offices within the Party Office. 3) To keep the minutes book and to enter the minutes of the discussions and decisions of the District level meetings. 4) To keep the visitors book in the office and request prominent people to enter their messages in it whenever they visit the Office. 5) To organize and secure correspondences and other documents systematically.

6) To give necessary directives to the lower divisions for canvassing and conducting the Party Ideals and programmes. 7) 8) To work in general for overall development of all people in the District. To pass directives of the State Party Office to the Primary Divisions.

9) To review, co-ordinate and supervise activities of Affiliate Bodies and Party divisions within the District. 10) To review the working style and co-ordinate with the people's representatives of different bodies within the District and to send reports to the State Office on their behavior. 11) To select the programs necessary for total development of the District, work out their importance, decide the order of their preference, and to obtain necessary cooperation from the State Party office and the people representatives in implementing those.

12) To organize the Executive Committee meeting at least once in 3 months and the General Body meeting at least once in 6 months and to react to the social and political scenario of the district. 13) To send attendance details, resolutions passed in the District Executive committee and the general Body meetings to the State Party Office immediately. 14) To organize political understanding meetings, training camps, exhibitions, rallies, and public meetings for canvassing Party ideals and to inspire the cadre. 15) To organize cultural and sports programs at district level, and to increase the creativity of the people. 16) To review political situation, people's opinion, activities of different parties, working style of the administrative system in the district and submit a comprehensive report to the State Party Office every month or at the frequencies to be decide by the State Party President. 17) To submit monthly reports to the State Party Office on activities of different Divisions of the party in the District. 18) To work for raising funds necessary for administration of the party within the frame work of Directives of the State Office. 19) To prepare Income and Expenditure statements and submit to the State Party Office.

20) To submit a list of candidates of the party for contesting elections to different bodies taking into account the opinions of the lower Divisions of the Party and to work for the success of the candidates as per orders of the State Party. 21) To coordinate activities of different Affiliate Bodies/Cells with in the District and report to the State Office. v) Affiliate Bodies and their Divisions: 1) All the Presidents and Secretaries of the Block/Municipality/City Affiliate Bodies/Cells shall be regarded as the General Body members of the District Affiliate Body/Cell. They will elect one President, one Vice President, one Secretary, two Joint Secretaries, and one Treasurer from among them. 2) The Affiliate Body/Cell Executive Committee shall have the President, Vice President, Secretary, Joint secretaries, Treasurer of the District Level Affiliate Body/Cell and number of members as to be decided by the State Executive Committee from time to time. 3) The District Party President after consulting the District Executive Committee and after getting proposal duly approved by the State Party President appoints the District Affiliate Body/Cells Executive Committee. 4) The Affiliate Bodies/Cells Division shall attract and unite the people belonging to their respective class and try to solve their specific problems.

They shall canvas the partys ideals and programs among the members.

6) They shall abide by the directives of the State Division and implement those. They will convey the party programmes to the Divisions under them, review and supervise implementation and send monthly reports to State Division. 7) The District Presidents of the Affiliate Bodies/Cells shall have the membership in the General Body and the Executive Committee of the District by virtue of their positions; they shall inform their activities to the District Party Executive Committee and organize them successfully with the cooperation of the District Executive Committee. 8) The District Presidents of the Affiliate Bodies/Cells shall write the minutes of discussions in the Minutes book and store the documents properly. 9) They shall prepare Income and Expenditure Statements of their divisions and send them to the District Party office. 10) The General Body Meeting of the affiliate Bodies shall be conducted at least once in 6 months and the Executive Committee meeting shall be held at least once in three months. E) State Division: i) State General Body: a) The following shall constitute the State General Body: 1) The State Party President, Other Office bearers and members of the State Executive Committee and members of the Polity Bureau nominated by the President. 2) 3) All State Executive Committee members of the Affiliate Bodies/Cells. All District General Body members.

b) Duties of State General Body: 1) 2) The State General Body (SGB) meets at least once in a year. Elects the President of the Party once in three years. Elects 29 members to the State Executive Committee once in three years. Defines the basic principles and strategies of the Party. Discusses report submitted by the Partys Secretary General. Reviews and approves Income and Expenditure statement of the Party.

ii) State Executive Committee Constitution and Duties:

1) Apart from 29 members elected by the State General Body, the party President nominates 9 members to the State Executive Committee so as to give proper representation to all regions of the state and all sections of the society. 2) The Party President and the elected and nominated members of the State Executive Committee elect Vice Presidents (not more than five), the General Secretaries (not more than seven) and Treasurer of the party from among them. The Party President nominates one of the General Secretaries as the Secretary General.
The Party President, the Vice Presidents, the Secretary General, the General Secretaries, the Treasurer and other elected and nominated members to the State Executive Committee constitute the State Executive Committee (SEC). The Presidents of the State Level Affiliate Bodies/Cells, the Chairman of the Polity Bureau, the Floor leaders of the both houses of the Parliament, the leader of the Legislative Assembly are special invitees to the committee meetings. 4) The SEC is reconstituted every three years as in case of other organs and office bearers of the party. 5) The State Executive Committee reviews work of the Executive Members of Party's different Divisions, Executive Members of the Affiliate Bodies/Cells and the Peoples Representatives belonging to the Party. 6) It supervises implementation of directives issued by state Divisions of the Party and gives necessary suggestions and supports to the Party President in that regard. 7) Party. The SEC supervises proper implementation of the rules and the regulations of the

8) The SEC reviews and approves draft resolutions to be submitted to the State General Body on political policies and the programs of the party.

9) It reviews and approves the Secretary Generals report to be submitted to the State General Body. 10) The SEC reviews Income and Expenditure statements of the Party.

iii) Duties: a) The Party President:

1) The State Party President is the Chief Executive of the party. He appoints 9 State Executive Committee members. He also nominates Office Secretary and other Secretaries as and when necessary. 2)
He appoints the Polity Bureau with at least 5 members and a Chairman.

3) He nominates the members and office bearers of different Committees/Subcommittees such as Discipline Sub-committee, Program Sub-committee, Human Resources Sub committee, with one Convener and two members in each sub committees from the members of the State Executive Committee. 4) He also nominates Executives Committee for the State Affiliate Bodies/Cells.

5) He presides over the meetings of the State General Body and State Executive Committee. 6) He guides the Party and has the complete authority to take all necessary actions to implement the basic ideologies and decisions of the Party, through various Divisions of the Party and its Affiliate Bodies. He has the authority to appoint special Executives and sub-committees as and when required for the administration of the Party and or the Affiliate Bodies/Cells. He has the authority to constitute Advisory Bodies consisting of party members and intellectuals from outside the party. 8) He has the authority to change, abandon, and temporarily make alternate arrangements to the General Bodies, Executive Committees of the party and its Affiliate Bodies/Cells at all levels of the party as and when necessary in the overall interest of the party. 9) He has necessary authority relating to raising of funds, managing income and expenditure of the party and is completely accountable for it. 10) If any of the constituent systems of the party are not in operation, the President inherits their power and responsibilities.

11) He has all the power to take emergency decisions for the welfare of the party. He amends the Bye-Laws in the interest of the party without changing the core philosophy of the party and gets those ratified in the General Body meeting.

b) The Vice Presidents: 1) One of the Vice Presidents, as authorized by the Party President, presides over the meetings of the State General Body, State Executive Committee meetings when the President is not available. 2) He also performs all the duties of the President as desired by the President when President is not available. 3) The Vice Presidents carry out responsibilities as entrusted by the President.

c) The Secretary General: The Secretary General co-ordinates the activities of the State Party Secretariat, supervises activities of all functionaries and carries out the duties entrusted to him by the Party President. d) The General Secretaries: 1) The General Secretaries carry out the duties as delegated by the President.

2) They take all necessary actions, with the permission of the President, to make the Party machinery efficient. 3) They prepare the policies and get those approved.

4) They oversee implementation of partys policies and programs through all the Divisions of the party and its Affiliate Bodies/Cells. 5) They supervise the programs of various Divisions, Affiliate Bodies/Cells and Sub Committees of the party and ensure proper coordination among them. 6) The Secretary General guides them for smooth functioning of the Party.

e) The Secretaries:

The Party President entrusts duties to each secretary/Office Secretary.

2) The Office Secretary informs the orders of the Party President to different levels of the party; reports information relating to District and State office to the Party President; sorts out mails, requests received in the name of the Party President and arranges to deliver them to the concerned; takes care of communication; delegates duties to the Office Staff; holds accountability of Fax, phone, Xerox and sound system and sends the bills of expenditure to the Finance department of the Party. He also performs all miscellaneous duties as entrusted by the Party President.
f) The Treasurer:

As per the directions of the Party President, the Treasurer carries out his duties and responsibilities in matters relating to income and expenditure of the Party. g) The Polity Bureau: The Polity Bureau consists of the State Party President, the Secretary General, leaders of both the houses of the Parliament, leader of Legislative Assembly, the Chairman and members appointed by the President. 2) The Polity Bureau, after carefully reviewing the political, economic and social scenario, indicates actions required for progress of the party keeping in view the basic principles as approved by the State General Body and the insightful political observations in different meetings. 3) The Polity Bureau appraises the Party President about the strategies the Party should follow after incisive analysis of different views. 4) The Polity Bureau discusses and suggests the party President the line of action to be adopted to counter other political parties. 5) The Polity Bureau also discusses the policies of the government and indicates the new policies and plans required for all round development of the State and for welfare of the people. 6) The Polity Bureau selects Party candidates for elections at all levels after scrutinizing the proposals submitted by different Divisions of the party. 7) The Polity Bureau undertakes any responsibility as directed by the Party President.

8) The Polity Bureau submits its recommendations to the Party President, who takes final decision on those. h) Duties of Party Sub-committees/Committee: 1) Programme Sub-committee: The President appoints one Chairman and two members. Their duties are: 1) They prepare necessary procedures to be followed for implementing the policies of the Party and also prepare a plan indicating which programs will be implemented when and how, at what level, by whom and within what time frame. 2) They observe and review continuously whether the programs are being executed following due process and procedure and suggest remedial action. 3) They take necessary actions for canvassing the Party Programs appropriately, and prepare necessary pamphlets and other publicity materials. 2) Co-ordination Subcommittee:

The Party President appoints a Chairman and two members. Their duties are: 1) To gather information about problems being faced in administration of the party at the State and District levels by maintaining continuous cordial relations with the respective Executives. 2) 3) them. The members will include highly respected personalities from different regions of the state and they need not necessarily be party members. Their duties are: 1. To collect information about the Party and the Government Programs, opinion of the people gathered from the Executives of the Party at different levels and also feed back on programmes directly from the common man, analyze them and report to the Party President about actions to be taken. 2. To know and review implementations of actions taken, response of the people on these actions, analyze and report to the Party President. 3. To collect, review and analyze information regarding efficiency of Party Executives at different levels, People representatives of the Party, the Party leaders nominated for different positions and submit report to the Party President. 4) Human Resources Sub-committee: The Party President appoints a Chairman and two members. Their duties are: To prepare suitable plans for conducting training camps, and understanding meetings (about ideology, policies and programs of the party) for Party Divisions at all levels, Affiliate Bodies/Cells, and representatives of the People belonging to the Party. 5) Technology Sub-committee:

6) To maintain Computers, Scanners, Digital Displays, Websites etc., prepare bills relating to computers and submit those to the Finance sub-committee. 7) 8) To organize Computer training. To introduce e-mail facility in District, Block/Municipality/NAC/City Party Offices.

6) Campaign Sub-committee: The Party President appoints the Official Representative as the Chairman and Press coordinator and two other members to this Sub-Committee: Their duties are: 1) To collect information from the State and the District level Party Divisions relating to developmental programs and report to the Party President continuously. 2) To collect, analyze and review information from the Print Media, News Papers and Electronic media and estimate the impact of those news. 3) To collect necessary information and always be ready for press conferences with that information. To select suitable and related leaders for the Press conference. To organize Press conferences frequently. 4) To maintain good relations with journalists and organize refreshments etc for the Press Conferences. 5) To make arrangements for travel of journalists for special occasions.

6) To exhibit recent Photographs, Boards and Party programs in the meeting hall, reception and important places of the office. 7) To ensure that information in favor of the party reaches all the lower level party executive members. 7) Reception Subcommittee: The Party President appoints a Chairman and two members. Their duties are:

To enter all correspondence in a register.

2) To receive requests, enter letters and requests in the Register and hand over them to the Office Secretary. 3) 4) 5) To arrange interviews with the Party President in the Party office. To look after the security arrangements in the Party Office. To control the traffic of the Party leaders and the visitors in to the Party office.

8) Disciplinary Subcommittee: a) The Party President appoints a Chairman and two members. Their duties are: 1) To collect information whenever any member(s) of the party at all levels, or any Peoples representative of the Party acts against the pride, honor, rules and regulations, directives, principles and policies of the Party. 2) To issue show-cause notices requesting reply from the member(s) concerned within a reasonable time frame following due procedure. If found necessary to conduct preliminary inspections. 3) If the reply for the show-cause notice is not received within stipulated time, discuss actions to be taken and report to the President. b) Policy on Discipline: The primary members, working members, the General Body and the Executive Committee members of the Party of all Divisions, the General Body and the Executive Committee members of the Affiliate Bodies of all Divisions, the candidates elected for different People Representative Bodies on Samruddha Odisha symbol lose their positions whenever they are removed from the Primary Membership because of violating the party discipline. c) Meaning of violating the Discipline is: 1) To act against the directives, guidance of the Party Presidents of the Primary, Block/Municipality/NAC/City, District, or the State Divisions issued as per provisions of Byelaws and in the interest of the party. 2) 3) To violate rules and the regulations of the Party and its Code of Conduct. To oppose and criticize the aims and objectives and policies of the Party in public.

4) To level undue and uncalled for allegations on the leaders of the party and to go to the press. 5) 6) To act against the dignity and honor of the Party. To participate in anti-Party activities.

7) To act against the order given by the Party Whip in different Peoples Representatives Bodies, behave irresponsibly there and vote against the Whip, or abstain from voting without any respect to such orders. Explanation: This rule is not applicable when a member abstains from voting obtaining due permission from his respective President of the Party Division before the voting. d) Authorized Body to take final Disciplinary action: The Party President and the members of Polity Bureau constitute the Authorized Body to take final decision on disciplinary action. e) Powers of the Authorized Body: The Authorized Body shall have the power to remove any member from the party and from the Primary membership under the circumstances described above after following due procedure. The decisions taken by the Authorized Body are treated as the final. In special circumstances the Authorized Body may consider review petition submitted by the affected person. f) Method of taking disciplinary action: 1) If a disciplinary action is to be taken as per the rules described above on any member, a show cause notice shall be issued by the Chairman of the Disciplinary SubCommittee to that member or his authorized person. 2) The notice shall describe clearly the item, method and the context in which the discipline is violated. 3) If the reply for the Show-cause notice is not received within 7 days from the date of issue of the notice (if the member refuses to take the notice) or within 7 days of receipt of the notice, it is assumed that the member does not want to give any reply and action shall be taken based on the available evidential materials. 4) If the reply is received, as per the rules and the regulations of this code of conduct, an investigation shall be conducted through the Disciplinary Sub-Committee. 5) After such investigation the Disciplinary Sub-committee submits its report to the Authorized Body. On studying the evidences and recommendations of the Disciplinary Subcommittee, the Authorized Body takes the final decision on quantum of punishment. If the issue is severe, the Authorized Body can take preliminary disciplinary action like suspension directly without waiting for the report. iv) State Affiliate Bodies/Cells: a) General Body;

1) The District level Affiliate Body/Cell's Executive Committee members (President, Vice-president, Secretary, Joint Secretary, and the Treasurer) are regarded as the members of the General body of their respective State level Affiliate Body/Cell. 2) The General Body meetings are held at least once in 6 months

b) State Executive Committee The Party President appoints the State Executive committee of State Level Affiliate Body/Cell. The Executive committee will have one President, three Vice Presidents, three Executive Secretaries, one Programs Secretary, One HR Secretary, One Publicity Secretary, One Treasurer and 16 executive members. c) Duties of the Affiliate Bodies/Cells: 1) The Affiliate Bodies/cells establish their offices in the State Party office and organize their programs as directed by the Party President. 2) They coordinate the activities of different Divisions of their Bodies/Cells

3) They get the required funds from the State Party office and submit their Income and Expenditure statements to the State Party Office. 4) While preparing their plans as per the instructions of the Party President, they work for the Party's pride and to increase the reach of the Party to the people. F) Common rules: 1) No member shall have two positions except the State Party President and the members, who are authorized by the State Party President under special circumstances. 2) The concerned General body shall have the power to fill in any party position that becomes vacant as a result of resignation of an elected member or otherwise. Before that the President of the same or upper Division makes temporary arrangements.

3) The duration of all positions, either elected or nominated, shall be three years. Generally, once in every three years, elections shall be held for positions at all levels. If any position is filled due to resignation, the tenure of new incumbent shall end at the originally stipulated time.
4) In case the elections are not held within the stipulated time, all the Committees for which the elections are not held get dissolved. But the State Party President will continue. In special circumstances, the State Party President can extend the period for Committees or nominate a Committee temporarily for which the elections are not held. 5) 2/3 members in a level shall have to vote in favor of no-confidence motion if a members of that level has to be removed from a party position. If such a motion is to be proposed, not less than 1/3 members in that General Body shall give written notice with signatures to the President of the Upper Division Committee.

6) The General Body meeting or the Executive Committee meeting shall be arranged by the Secretary in any Division with the due approval from the Party President of the same level. The members of any Division of the party can request for General Body meeting or the Executive Committee meeting, provided that there is a written notice from of the members for the General Body, or from 1/3 of the members for the Executive Committee, to the President of the party in the upper division. In such circumstances the President of the Upper Division shall necessarily conduct the said meeting with in 21 days after receiving the notice. 7) At any level of the party, all the members either elected, or nominated, or co-opted shall have the same rights and honor in the party. 8) The State Executive Committee has the right to frame new rules, and regulations as and when required. It will be an addendum to these existing Bye-laws. 9) The State Executive Committee will prepare necessary Amendments to these Bylaws whenever required, and the amendments shall be valid only after approval of 2/3 majority in the State General Body. 10) In case member of any committee from the Gram Panchayat Division to the State Division is absent in meetings, without his Presidents prior permission, for three consecutive committee meetings, that member loses his position automatically in that committee. 11) In these Bye-Laws, wherever He or His is mentioned, it will also connote She or Her as the case may be. G) Quorum: Attendance of one fourth of the members is regarded as the quorum for the General Body and Executive Committee meetings at all levels. Bye-Law 9 - The Annual State General Body Meeting: The Annual State General Body Meeting of Samruddha Odisha shall be held on the 9th October every year commemorating with the birth day of Utkal Mani Gopabandhu Das. The members shall review the policies, programs and activities of the party, take stock of the progress and adopt an action plan for the next year. Once in three years, the election process begins as announced by the State Executive Committee and is completed before the Annual State General Body Meeting of that year. Bye-Law 10 Time frame for constituting General Bodies/ Executive Committees/ Sub-committees etc.

General Bodies/ Executive Committees/ Sub-committees etc. at appropriate levels shall be constituted with 3 years from the date of formation of the party. Initially only important Office bearers will be in place. Later full fledged Committees shall be constituted. Since the party is a new one and organizers are necessary to take the party to grass root level quickly, the State Party President shall initially constitute adhoc Executive Committees at all levels in consultation with important members in each level and nominate members wherever necessary without holding any election.

At the end of third year elections shall be held at all levels and committees/bodies shall be constituted as per provisions of the Party Bye-Laws.

Bye-Law 11 - Special matters In case of any dispute or party split, the decision making power lies with the State General Body. A special meeting shall be convened giving 21 days notice and decision shall be taken there. In that meeting the decision of the majority shall be final and be implemented. The same procedure shall be followed for merger of the party with another party. The minority members will not be eligible to get any of partys fixed assets, movable assets, the flag, or the election symbol. The majority decision of the state representatives is treated as the party decision. ****************
