WATERBURY SELECT BOARD REPORT 2012 This has been an exciting year for the Select Board. In addition to welcoming two new members to the board we continue to help our community recover from Tropical Storm Irene. Chris Nordle and Chris Viens were elected to the board in March and have hit the ground running. Chris Nordles experience as a lawyer, and Chris Viens as a builder have proven to be invaluable as we continue the rebuilding process. We welcome their contributions. We spent much of the year applying for flood recovery grants and looking for a replacement for the municipal offices. Thanks to our dedicated staff and a host of volunteers we were successful in obtaining a $100,000 Community Development Block Grant for our municipal complex architectural study. With this grant the Select Board, Trustees, and Library Commissioners hired the Montpelier firm Black River Design to aid in the study of Stanley and Wasson Halls in the State Complex. We hope to purchase the land associated with these buildings and either renovate or build anew. The community will be engaged in the design process so please look for more information regarding public meetings. We were able to obtain funding from FEMA for most of the repair and cleanup associated with Irene. In addition ReBuild Waterbury has had a great year matching people in need with funds and volunteers. The board would like to thank Theresa Wood, MK Monley, Mame McKee, David Kerr, and the rest of the ReBuild Waterbury Steering Committee for their incredible efforts. Waterbury is well on its way to recovery thanks to you and all our wonderful volunteers. There are many great organizations in Waterbury that help make our town a great place to live. The Stowe Streets Arts Festival, Farmers Market, Concerts in the Park, Art in Alley, Lantern Parade, and Not Quite Fourth of July Celebration continue to grow and keep Waterbury vibrant. The board is also working to help our local businesses while the state complex is inactive. We are excited to welcome Darren Winham as our economic development director, an 18-month consulting position, to help in this endeavor. In addition our local businesses we have many town projects that were developed as part of the FEMA Long Term Community Recovery (LTCR) process. We welcome Barbara Farr as our economic recovery director, another 18month consulting position, funded in large part by a grant from the U.S. Department of Commerce. Barbara has extensive experience in bringing community projects together and has worked with other flooded communities. Barbara will be managing our municipal complex architectural study. As with most years our town budget has its challenges. We are thankful for Municipal Manager Bill Shepeluks efforts as well as the town staff who work hard to keep the town running efficiently. We started the year with many negative fund balances but with some luck and conservative spending we were able to turn those fund balances positive. The board will continue to look for opportunities to control spending but know that we need to keep up with maintenance on our existing infrastructure and also plan for the future. We look forward to town meeting and are eager to hear you questions regarding the operations of the town. Please join us in honoring Bill Shepeluk for his 25 years of service as Town and Village Manager. Thank you, Bill.

WATERBURY COMMUNITY BAND The Waterbury Community Band is dedicated to providing quality entertainment, carrying on the traditions of town bands across America. It was established in 1992 to provide music for the July 4th parade, and then couldnt be stopped. Our playing season goes from April through December. Besides the parade, its annual schedule includes concerts in Rusty Parker Memorial Park and the Waterbury Center Village Green, a joint concert with the Morrisville Military Band for the Stowe Performing Arts Gazebo series, benefit concerts at the Waterbury Congregational Church for the Waterbury Good Neighbor Fund and the Waterbury Food Shelf, and concerts at the Manor Nursing Home in Morrisville, the Berlin Health and Rehabilitation Center and the Woodridge Nursing Home in Berlin. It plays well known band music by Sousa, Holst, Williams and many others, marches, show tunes, and specialty numbers. It is incorporated in the State of Vermont and registered with the IRS as a 501(c)(3) non-profit Organizations. For these contributions to the Waterbury community, we continue to ask annual support of $800 for the year 2013.
