a concrete shelter to protect steam pipes of the EDC from the cascading rocks from the mountain last March 1. About 20,000 cubic meters of debris cascaded from the mountain entombed the 14 workers with a length of 60 meters and an elevation of about 2 meters. Kananga Mayor Elmer Codilla said that aside from Salcedo, the other last dead body recovered by the rescue group was that of Salvador Yabana. His body was recovered last Wednesday at 5:45 p.m. He was a resident of Brgy. Rizal, Kananga. Codilla said that with the recovery of the two dead bodies of Yabana and Salcedo, the retrieval operation was officially ended. Yesterday morning, a Mass was held at the site and at their office in Makati, EDC spokesperson Dave Devilles said. We are (relieved) that all of the workers earlier declared as missing are now accounted for and been retrieved, Codilla said. Codilla said that clearing operation of landslide debris is now ongoing to facilitate repair of damaged structures in pad 403, Sitio Upper Mahiao, Barangay Lim-ao. It took one week to complete the retrieval operation due to bad weather, fear of another landslide, and rescuers have to be extra careful
in searching for buried corpses, he said. The remains of Salcedo and Yabana were brought to the Kananga Hospital where their relatives were able to identify them. The two are expected to be buried immediately considering that they were in the state of decomposition already when recovered by the rescue groups composed of the EDC, city government of Ormoc rescue groups as well by members of the 19th Infantry Battalion led by Colonel Alejandro Nacnac and local police. Devilles said they are also relieved now that all the missing persons have been recovered. Now we can give them proper burial, Devilles said. Also killed during the landslide incident were Joel Mi-
lay, Bonifacio Polinio, Billy Abella, Edgardo Cabarsi, Sr., Etchield de la Austria, Abelardo Permangel, Marlon Taburanza, Romeo Yasar, Danilo Mabute, Salvador Lascaas, Uldarico Taburanza and Alfred Arabis. The EDC had shouldered the burial expenses of the 14 workers who perished during the landslide as they promised to provide assistance to the families of the victims as well as possible work opportunity. The workers were hired by the JE Arradaza, which was subcontracted by the First Balfour of the EDC.

not suicidal move of asserting a claim that he derived from his forebears. The journey to the territory may be viewed as a misadventure by Philippine ofcials who begun with admonitions to the sultan and his followers to return home. Such admonition may have sent the wrong signal that our government considers the sultan and his group to be unlawful occupants of the territory. It is one careless pronouncement that may cause adverse implications on our claim over the territory. Urgency in resolving the dispute is the call of the moment. We cannot afford any delay as Malaysia had unduly used force and killed our citizens. Government is duty bound to protect our citizens amid the crisis that is now going out of hand. We cannot afford more loss of lives of our countrymen by further neglect.
rises escalating in Sabah now appear as rooted on neglect by concerned authorities who utterly failed, purposely or conveniently, to show concern on the claim over the territory. The acts of a sultan who claims ownership of Sabah was borne out of disgust that the concerns he raised to the President of the republic fell neglected and did not merit the needed concern from the authorities. The occupation of the territory by the sultan and his followers had caused a standoff with Malaysian forces. Initial reports portrayed the Filipinos are invaders of the place who went into the territory with arms in order to assert the claim they have raised to the national leadership but remained idle until the standoff attracted national if not international attention to the raging issues affecting the territory. I have just spent the last five days reflecting what happened during the semester. With one more meeting left, I am wondering if my students have benefitted more learnings inside the classroom than on-line and pay so much for university education and all free from a massive open education on line. Shuffling from and between two universities is no easy task. Adjusting to organizational cultures can be daunting. And not all professors, at least on part time basis will develop a global following, I mean having students from two state universities. While the semester ends, I am laboring and growing pains with my
synthesis - is here and is real. These are my key takeaways from the two universities. Institutions of higher learning must move to a more competency-based world where there will be less interest in how you acquired the competency in an online course, at a four-year-college and more demand to prove that you mastered the competency. Our K-12 programme can partly address this challenge. I learned from the university president that there are only two countries, one in Africa and the Philippines where the educational system lacks the two year pre-university norm. Maybe, we have to go beyond the professors
either by radio or television, a good intelligence officer could start to sift for tips on enemy movement. A good intelligence officer could easily find locations by careful scrutiny of photos or films. The shots of the cameraman often give leads as to where the interview was held. At the onset, the Malaysian government should have allowed the media people to interview Datu Rajah Muda Agbimuddin Kiram who leads the Royal Army in Lahad Datu. The demand of the people of the Sultanate of Sulu could be resolved in front of the television camera with the two parties far apart. The media could serve as conduit for an open discussion. While the Malaysian government has the right not to talk with Kiram, but, by talking is the best way to solve the impasse. By talking will give way to halt animosity. Talking is better than bullets. No one will die, except it the negotiator has a weak heart. Media practitioners should be given access privilege or advantage over the others. Christ himself warned his disciples about this. He said: You know that the princes of the Gentiles lord it over them, and they that are greater exercise power upon them. It shall not be so among you. But whoever will be the greater among you, let him be your minister, and he that will be first among you, shall be your servant, even as the Son of Man has not come to be served but to serve... (Mt 20,25-27) In the context of the family, the parental authority can be done well if it is exercised to give the children the basic equipment to become better persons and ultimately, better children of God. This can happen if the parents can show by consistent example to their children that they are happy with their own lives that are dedicated in pursuit of the love of God in all aspects of their lives. Besides that, they should exercise their authority with due respect and an unconditional love for their children, treating
already at the point of no return. They may sacrifice their lives because of their belief. How about the Malaysian police and military, are they ready to sacrifice their lives for their country? It does not need to be brave or coward in this situation. What the opposing parties need is to throw out their prides. Set aside pride for the sake of the families of innocent people that may be caught in the crossfire. Indeed, it is only the pride that makes human being to cruel to each other. Without it there will be peace for us to enjoy this beautiful earth. (Feedback welcome, g_duna@yahoo.

EXERCISING authority is always both a delicate and rewarding duty. This is especially so when done toward growing children. Thats where ones integrity and the authenticity of his love, with its usual demand for sacrifice, can be shown, as well as developed. Thats because its in the home, living with the children 24/7, where the battlefront of this exercise is located. In other aspects of our life, as in our profession, social or political life, the exercise of authority can be intermittent and can easily be delegated to others. Not quite so in the family, with children still growing up.
We, of course, know that the power and authority we may have over the others is always a participation of the authority of God. And such authority should be exercised with Gods will always in mind. Thats what St. Paul clarified. In his letter to the Romans, he said, There is no power but from God, and those that are, are ordained of God. (13,1) We need to be clear about this, because many times we can feel that the authority we wield is simply ours. Or that our authority comes from us individually or personally, or from among ourselves through some consensus, and that it can be used to

Senator Loren Legarda, senatorial candidate of the Nationalist Peoples Coalition (NPC), discussed her priorities should she win another term in the Senate. Healthcare is number one. I will finish the Universal Healthcare Bill. I will make sure it is enacted into law and that it will be implemented for the 25 million poorest Filipinos, said Legarda, principal author of the bill. We will make sure that the more than three million families that are beneficiaries of the Pantawid Pamilyang Pilipino Program will have at least one college graduate educated through a scholarship program, she added. The reelectionist senator under Team Pnoy also said she will continue to look after the welfare of senior citizens by ensuring the full implementation of the Expanded Senior Citizen Act. first launch in 1997. Puguon said that the training which is a 31/2-day activity is necessary considering that living in an archipelagic country, most Filipinos find fishing as a means to earn a living and a way of life. Sailing the vast open seas using traditional fishing methods and navigational practices could pose danger to the life of fishermen and the crew onboard fishing boats and smaller vessels. Apart from the perils of the sea, preservation of
the marine eco-system is another concern that should be addressed to ensure continuous supply of abundant marine life and resources. He disclosed that the training module includes the Personal Survival Techniques; Rules of the Road; Fire Prevention and Fire fighting; Elementary First Aid; Marine Pollution Prevention and Protection; Sexually Transmitted Disease/ HIV/AIDS Prevention in the Maritime Sector SHAPIMS/Prevention of Alcohol and Drug abuse in the Maritime Sector (PADAMS); and Marine Safety Regulations. them as they are but slowly molding them to be good persons and children of God. This is how the parents can gain their childrens trust and confidence in an increasingly meaningful way. Children are usually observant of their parents and tend to imitate them even automatically. If they see their parents praying and how that prayer is helping their parents, making them happy and at the same time able to cope with all the challenges of life, then the children will just develop a love for prayer and the a love for cultivating a life of faith and hope. How parents react to the different events
and circumstances of life, both good and bad, happy and sad, is also how the children will learn to react in similar events and circumstances. Thats why parents really have to spend time with the children. They should see to it that they organize their life, especially in the aspect of their profession and other social obligations, such that the quality time with the children is not compromised. They have to cultivate healthy family practices and traditions to foster family life, and to exercise parental authority effectively, and even with the children not noticing it.

The four towns that previously failed to comply the submission of the LPRAP but have now submitted said document were Abuyog and MacArthur, both in Leyte and the towns of Catubig and Pambujan, both in Northern Samar. Based on our data here, it was found out that the municipality of Hilongos is the only municipality who failed to submit the LPRAP out of 115 municipalities in the region, he said. Colasito said that of the 115 municipalities in the region which complied with the DILG required document, 18 were from Samar, 5 in Biliran, 39 in Leyte, 21 in Northern Samar, 22 in Eastern Samar, and 10 in Southern Leyte.
