Board Meetings & Minutes Drafts Draft minutes from the February 26, 2013 regular meeting are attached. Please provide necessary changes to Kathy Mahan by the close of business on Wednesday, March 6. The special board meetings scheduled for March 5 and March 19, 2013 have been removed from the calendar, as discussed at Tuesday's board meeting. Special meeting dates have been held for April 22 and May 8. An updated annual meeting plan and calendar display have been posted to the BoardDocs Library. Attachment: Board Meeting Minutes Regular 20130226.pdf (40 KB) Board Agenda Items Approval of Agreement with Durham School Services: An incidental use agreement between the district and Durham School Services will be presented for approval at the March 12 regular board meeting. The district and Durham School Services are currently parties to a transportation agreement which provides certain pupil transportation services to the district. As part of this agreement, Durham uses a portion of the district's central bus facility. In addition to Durham's use of this facility for services to the district, Durham desires to use it from time to time for non-school purposes that are outside the scope of the services contemplated under the transportation agreement with the district. This new agreement between the district and Durham School Services would grant permission to Durham for limited, incidental, non-school use of school district property, in exchange for rent payments of $634 per month plus applicable leasehold excise tax. The Real Property Use Matrix is driven by the districts framework for property management planning. Implementation of the property management plan will begin in spring 2013. The Real Property Use Matrix has been reviewed by various groups including the board, district staff, and the districts Capital Facilities Advisory Council (CFAC). The community was also invited to provide input on the Real Property Use Matrix at open house input sessions on December 12, 2012 at Jackson High School, and December 13, 2012 at Evergreen Middle School. Attachment: Final Property Matrix 20130228.pdf (216 KB) Attachment: Modifications to Property Matrix 20130228.pdf (218 KB) Approval of Resolution 1054 to Engage for 403(b) Administration Services: CPI Qualified Plan Consultants, Inc., has been the district's third party administrator for the 403(b) program for several years. Based on the final published IRS regulations for 403(b) programs, the board is now required to authorize the execution of the plan agreement. The cost for these services is paid by employees participating in a 403(b) plan, and aside from an initial set-up fee when our relationship with CPI Qualified Plan Consultants commenced, there is no cost to the district at present for this service. Resolution 1054 will come to the board for consideration at the March 12 board meeting. Policy & Procedure Series Re-Alignment: Major work is underway to align the district's policy numbering system with the policy structure of the Washington State School Directors' Association (WSSDA). Work on the 6000 series is nearing completion. Attached for directors' review is a chart showing the proposed actions for the remaining policies and procedures in the 6000 series. Work on the 7000 series will begin soon and should be completed by the end of March.

Scoliosis screening in schools is no longer required by state law. The legislature found that schools are not the ideal setting for these screenings, nor are they the best use of school health personnel resources. The legislature determined scoliosis screening is more appropriately provided as part of preventative care by a students primary care provider, and the removal of scoliosis screening as a responsibility of school districts will result in more reliable diagnoses allowing school health personnel to focus their efforts on improving the health of their unique student populations. Proposed deletion of Policy 3412, Scoliosis, is tentatively planned for first reading at the March 12 board meeting. Today's Friday Report includes the proposed school board meeting calendar for 2014-15. Also attached is next year's board-superintendent conference schedule. Both will be on the March 26 board meeting agenda for directors' consideration. The first is a thank you note from a parent for the middle school band program. The second and third are responses to two of the most recent emails from Jeff Heckathorn (others have received an acknowledgement). The fourth is a letter from a citizen who has contacted the district previously. Staff have responded to these contacts, and consulted with local law enforcement and mental health authorities to make them aware of the contacts and trigger human services responses if necessary. The versions available at the time this edition of the Friday Report was released are the Feb. 25, 2013 and Feb. 28, 2013 editions of WSSDA's Legislative Update and the Mar. 1, 2013 edition of WASA's This Week In Olympia. Directors are encouraged to review both of these publications. Due to the number of district staff meeting with legislators and legislative staff this season, it is likely that the PDC four-contact filing threshold will be reached this quarter, and possibly next quarter. District Success Coordinator (Strategic Target: 1.1.a) The district success coordinator reviews drop -out reports and calls students listed on the reports each week. In addition to these phone calls, monthly letters, emails, and a two-page resource guide describing pathways to graduation are now being sent to students identified as drop-outs. The response to these efforts has led to increased calls from students and families to learn more about options for returning to school. The outreach to students and families is another opportunity for the coordinator to help students and families navigate the school system and paths to graduation, answering questions and setting up connections with school administrators, counselors, registrars, and school success coordinators. STEM Next Generation Science Standards (Strategic Target: 1.2.b) Teachers in 8th and 9th grade science classes are enhancing the current curriculum by incorporating the Next Generation Science Standards (NGSS) in upcoming units. Teachers in 8th grade science are planning a mouse trap car design lesson that challenges students to work in groups to design an effective vehicle. Teachers in 9th grade science are conducting a similar design project around clean energy and wind turbine blades. Both projects are engaging STEM experiences that incorporate 21st century skills with science and math content. Science Formative Assessments (Strategic Target: 1.2.b) Earlier this week chemistry teachers met and designed a common summative unit assessment that will be administered through the Learning Management System (LMS). Jo Anne Buiteweg and Tavis Miller, specialists with LMS, assisted with

the process. Teachers clarified instructional outcomes for the thermodynamics unit by first scaling performance expectations by cognitive level (describing, explaining, analyzing, applying) and then matching questions to these expectations. The outcome was an assessment that matches instruction and gives clear feedback by standard. Interventions will be modeled after the 8-step process. Early Learning and Everetts Strategic Priorities (Strategic Targets: 1.2.c, 5.3.a) On February 7, the Superintendent's Leadership Team meeting focused on the connection of early learning investments and the districts 100-20-0 goals. District and state 3rd grade reading and math test results show a flat trend over the past six years. Student success by 3rd grade is critical to improving graduation rates and pass rates in higher grades, as well as cutting remediation costs. This was reinforced by information from Nobel Prize winning economist Dr. James Heckman on the positive long-term impacts of early interventions. The categorical programs and the early learning staff shared an overview of the early learning/PreK-3 focus areas in Everett: full day kindergarten, P-3 literacy alignment, implementation of WaKIDS, and development of strategic partnerships to support quality early learning opportunities. Dr. Kristie Kauerz, national expert on the PreK-3 approach and a research assistant professor in the College of Education at the University of Washington, shared why the P-3 approach is so powerful. She reviewed the supporting research, provided a conceptual framework for P-3, outlined practical implementation strategies, and suggested new directions. Dr. Kaurez's PreK-3 framework focuses on intermediate outcomes: improving quality of learning opportunities, increasing instructional coherence, honoring of teacher collaboration, and building bridges between schools, communities and families. The ultimate outcomes for a successful PreK-3 approach are to: develop strong foundational cognitive skills (literacy/communication and math), develop social and emotional competence, and establish patterns of engagement in school and learning. These outcomes are critical in a "value chain" approach to the PreK-12 continuum. Attachment: Kauerz (SLT P-3 presentation) 20130207.pdf (5,421 KB) Common Core State Standards Math (Strategic Target: 1.5.a) The purpose of last weeks Instructional Leadership Team meeting was developing background knowledge about Common Core State Standards (CCSS), including the habits of mind, and the instructional shifts implied in the CCSS and Smarter Balanced Assessments. Mathematics presentations were given for all grades by district math facilitators and the math curriculum specialist. These new state standards for mathematics and English language arts, which specify K-12 expectations for college and career readiness, originated in 2010, and were officially adopted by Washington State in July, 2011. The OSPI timeline targets full implementation in the 2014-15 school year, with appropriate transition during the present school year. The Smarter Balanced Assessment Consortium is developing a set of assessment tools aligned to these standards which will be implemented in spring, 2015. This includes teacher resources for formative assessment practices to be used throughout the year, interim assessments, and end-of-year summative assessments. The mathematics standards are comprised of two components, content standards and standards for mathematical practice (SMP). The eight SMP standards define mathematical proficiency and encompass 21st century skills and habits of mind. These standards describe expertise that teachers at all levels seek to develop in their students: Make sense of problems and persevere in solving them Reason abstractly and quantitatively Construct viable arguments and critique the reasoning of others Model with mathematics Use appropriate tools strategically Attend to precision Look for and make use of structure Look for and express regularity in repeated reasoning At all grade levels the Smarter Balanced Assessment for mathematics will assess students in four "claims," which describe the types of questions students will be responsible to know and understand. These claims are concepts and procedures, problem solving, communicating reasoning, and modeling and data analysis. This important added component of mathematical proficiency and reasoning will impact instructional focus in the classroom and characterizes a central focus of teacher professional development in mathematics. Common Core State Standards and the Reading Cadre (Strategic Target: 1.5.a) The elementary reading cadre, which consists of building-based reading facilitators, will analyze the reading Common Core Standards to "unpack" standard #1; they will observe a lesson on close reading where students carefully reread a portion of text to analyze, synthesize and obtain key details for comprehending a passage. Upon completion of that professional development time, the teacher leaders will identify key skills necessary for obtaining standard #1 in both literary and informational texts, and understand how the instructional practice of close reading applies to the new standards. Imagine Learning English Upgrade (Strategic Targets: 1.5.a, 1.3.b, 2.3.c) The information systems and English Language Learner staff have completed a major upgrade of Imagine Learning English (ILE). ILE is the adaptive software program that is used in all elementary schools with English Language Learner (ELL) students at level 1 (beginning) and level 2 (advanced beginning) as assessed on the Washington English Language Proficiency Assessment (WELPA). (Two elementary schools were recognized during the regular board meeting this past Tuesday, February 26, 2013). Over 500 district students in preschool classes and grades K-5 using the program to

accelerate their learning of English and literacy. The upgrade to version 11 offers an enhanced experience for our students, with 30 percent more content, more non-fiction, and alignment with the Common Core. Native language support is now available in 14 languages, including the top six languages in Everett Public Schools: Spanish, Russian, Vietnamese, Arabic, Marshallese, and Korean. The upgrade is also an improvement technologically. The content has moved from the student computer to a district server, freeing up space on the students' computers, allowing access on all computers, and facilitating the management of student licenses. Student Leadership Competition (Strategic Targets: 5.4.a, 1.2.b, 2.1.a) Recently, twelve members of the Career Technical Student Organization (CTSO) for Family, Career and Community Leaders of America (FCCLA) at Jackson High School competed against ten other regional schools in student leadership events at Lake Stevens High School. Districts competing in these events were: Lynnwood, Marysville Pilchuck, Monroe, Mount Vernon, Lake Stevens, Stanwood, Marysville, Mountain View, Mountlake Terrace, and Lakewood. Jackson High students won nine gold medals in the following categories: Promotion, Interior Design, Food Innovations, Life Event Planning, and Job Interviews. One student won silver in Hospitality, Tourism, and Recreation and two earned bronze in Entrepreneurship. Jackson High School had the largest showing in the region and all students are headed to the state competition in April. Annual State Audit Concluding The Washington State Auditor's Office is nearing the conclusion of the on-site audit work for the district, estimating a completion date in the first week of March. The results of the annual accountability, financial statement, and federal single audit covering the period of September 1, 2011 through August 31, 2012 will be shared with the district at an upcoming exit conference. Gateway Students Selected to Participate in Regional Science Bowl Sixth- and seventh-grade Gateway Middle School students have been selected to participate in the Regional Science Bowl to be held at Whitworth University, Spokane, Washington on March 2, 2013. The Department of Energy (DOE) created the National Science Bowl in 1991 to encourage students to excel in mathematics and science and to pursue careers in these fields. More than 225,000 students have participated in the National Science Bowl throughout its 22 year history, and it is one of the nations largest science competitions. Over the next several months, more than 9,500 high school students and 4,500 middle school students will compete in 70 high school and 50 middle school regional Science Bowl tournaments. The National Science Bowl for Middle School Students was started in 2002 and includes two types of competitions an academic math and science competition and a model car race. In the academic competition, students are quizzed in a fast paced question-and-answer format similar to Jeopardy. Competing teams from diverse backgrounds include four students and one alternate. The car race gives students a "hands-on" science and engineering experience in which teams design, build, and race their model cars. School Start and Dismissal Times Changes for 2013-14 Beginning in September 2013, district staff are planning to revise the start and dismissal times for all elementary schools and all middle schools except Evergreen Middle School. These changes will provide more time between bus runs during the day, which will improve efficiencies in student transportation by enabling busses to run on schedule more often and reduce the number of busses needed. The annual anticipated savings are estimated to be over $165,000. With these changes, start and dismissal times will be 10 minutes later than currently scheduled for middle schools and early start elementary schools, and 20 minutes later for late start elementary schools. Kindergarten and preschool times will be adjusted to align with these revised times. Student/teacher contact time will not be increased or decreased by these changes. As there is the potential for third party notification related to this request we have notified Mr. Hansen that we need additional time to fulfill his request. We expect to be responsive on or before April 26, 2013. Rodman Reynolds: Mr. Reynolds requested and received the February 8 edition of the Friday Report including the executive content and contacts areas. In a subsequent inquiry, Mr. Reynolds has requested the February 15 and 22 editions of the Friday Report, including the executive content and contacts. We expect to be responsive to his new request shortly.
