Anomalies of Fifth Pay Commission, West Bengal in Scale No: 16,17,18, 22, 24

Officers are Deprived

The pay structure of the most of the scales are well accepted by all except
the Scale No.16, 17, 18, 22, 24. In fifth pay commission initial (starting)of all
the existing scales are increased from 52.69% to 161.54%
But in case of Scale No.16 the increase of stating of scale is @12.5% and in case
of Scale No.17, 18, 22, 24 the stating of scale has been decreased from 10% to 25%
It is a severe anomaly & historical too, that starting pay of a scale has been
decreased from existing scale in a pay commission.

The fifth pay commission of West Bengal is a replica of sixth Central Pay
Commission but following are the violation. In state pay commission, the Scale
No.16,17, 18, 22, 24 has been reduced to lower initials(9000) where as Central pay
commission has revised those equivalent Scales in the pay bands (15600 - 39100)

Not only that in respect of Scale no.16, 17, 18, 22, 24 the initial pay ( grade
pay + pay band) in new scale is less than the initial pay of existing scale
multiplied by 1.86 and following are the detail of anomalies.

1. In Central Pay Commission there are 4 Pay Bands where as in West Bengal
there are 5 Pay Bands.

2. In Central Pay Commission equivalent Scale of 16, 17, 18, 22, 24 has been
revised Rs.15,600 where in West Bengal it is revised as Rs.9,000 which is lower
than existing initials of pay.

Revision of Pay is not a whimsical activity of some members of Pay


Commission. There must be some formula and methods to revise scale in pay
commission. But how scales of 16, 17, 18, 22, 24 are revised to decrease the
initial pay of Pay Band is not understood.

1. In Scale No.12 existing initial basic is Rs.4,800 and in Scale No. 18 basic
is Rs.12,000 and the difference is (Rs.12,000 – 4,800) = Rs.7,200 still they are
in the same pay band ( PB-4) with a Pay Band Scale Rs.9,000 – 40,500

2. The initial of ScaleNo.18 is Rs.12,000 and that of ScaleNo.19 Rs.14,300 and


the difference is (Rs.14,300 – 12,000 )= Rs.2,300. But in revised pay they are
placed in PB- 4 and PB-5 with initial of pay band of Rs.9,000 and Rs.37,400 and
the difference is (Rs.37,400 – Rs,9,000)= Rs.28,400, which formula has applied to
create this huge difference between No.18 and 19 in initial start by Rs.28,400 for
mere difference between those two Scale is Rs.2,300 in existing scale is
questionable .

3. If these anomalies are compensated with the logic of higher initial start,
grade pay, same monetary benefits, placement in the same basic pay, promotional
post & same Group of Service etc, Why the Scale no. 19, 20, 21, 23 are out of this
logic. These scales are also for state cadre and should also be in the same pay
brand.
4. Creation pay band no.5 for existing pay scale 19, 20, 21, 23 raise one
inevitable question whether the members of the pay commission belong or belonged
to this scales.

Naturally there are sufficient anomalies in this new pay and which will
disheartened existing officers and in future, talents will not think for Govt.
service and tail enders will take the place of them.
An in comparison with other state officers and central state officers, the
officers of the West Bengal will have to be feel inferiority complex and will
affect their service.

Hope, our Government will think about these anomalies and will take proper step
for free and fair and justified Scale of Pay for all officers.
