Ormoc mayor says Lucys ouster validated their claim

TACLOBAN CITY- The ouster of Rep. Lucy Torres Gomez by the Supreme Court as the congressional representative of Leytes fourth congressional district only validated their claims. Thus said Eric Codilla, outgoing city mayor of Ormoc who is running against the unseated Torres Gomez in this years midterm elections. But while Codilla said that it was a victory for their camp, he clarified that it was not them who file the protest before the Supreme Court that resulted for Torres Gomez ouster. The petition was filed by Severino Taguilino, who also ran against Torres Gomez during the May,2010 elections. Torres Gomez close rival at that time was Codillas brother, Eufrocino Jr. This only validated our claim that she was sitting as our congressional representative illegally..to the detriment of our people in the district, Codilla, in a phone

tisan Unit (SPARU) of the New Peoples Army (NPA), the police official said. Police Regional Director Chief Superintendent Elmer Soria immediately sent directives to the Samar PNP to conduct a thorough investigation on the incident. According to Nacar, police investigators are looking on several angles to find the motive behind this latest killing in Samar that victimized a retired police officer. He (Solis) has neutralized several private goons and illegal drugs pushers in Samar during his time as intelligence officer. Some of those groups may still be holding grudges against him, Nacar said. The police are also looking at the motive of business competition, as it was learned that Solis has entered into the contracting business when he retired in 2009. (RACHEL V.

CAMP KANGLEON, Palo, Leyte The Police Regional Office 8 (PRO8) warned the public of unscrupulous individuals posing as policemen as the Regional Special Operations Group (RSOG) nabbed a former town councilor for introducing himself as an RSOG team leader and extorting money from businessmen in Samar province recently. Police Regional Director Chief Superintendent Elmer Soria made the public pronouncement following the recent arrest of a 51-year old former Sangguniang Bayan member for using the name of RSOG in committing criminal acts. The RSOG was acti-

vated to conduct police operations against all forms of criminal activities and not to extort money from the people, Soria said. Demetrio Bariquit, married, of Brgy. Mancol, San Jorge, Samar faces charges of extortion and usurpation of authority after he was caught extorting money from three businessmen in Catbalogan City. Bariquit is a former town councilor in San Jorge, also in Samar and is running for the same position in the May 2013 elections. The victims claimed that the suspect introduced himself as Inspector Nick and a team leader of the elite RSOG, asked money from them and threatened to arrest them for unknown charges. The three victims reported the extortion activities of the suspect to the real RSOG which conducted an entrapment operation against Bariquit. On Wednesday afternoon, the victims agreed to meet Bariquit at Petron Gasoline station in Brgy. 3, in Catbalogan and handed money to the suspect, wherein RSOG under Police Inspector Constantino Jabonete, Jr., immediately arrested him. Recovered from the possession of the suspect were three expired mission orders (MO) from the Military Intelligence Group 8 (MIG8), identification cards of CIDG and Police Hotline Movement, Inc.,

CIDG coordination form, an arrest warrant for rape, a Suzuki motorcycle and the P1,000 cash which he took from the victims. Bariquit, with the marked money, was immediately brought to Samar Provincial Crime Laboratory Office in Camp Lukban, Catbalogan City for ultraviolet examination and is currently detained at Catbalogan police station lockup cell. Soria disclosed that this tactic of impersonating people with authority for evil purposes is not new as he called on the public to be watchful and report suspicious people introducing themselves as RSOG members or policemen to the nearest police station. She was clothed with legal authority. Meaning, she is entitled to all the salaries, benefits, emoluments, he said. (JOEY A.

EDC partly to blame in landslide incident in Leyte that claimed 14 lives: MGB-8
The Mines and Geosciences Bureau find that Lopez-owned Energy Development Corp. (EDC) partly to be blame in a landslide incident in its geothermal power facility in Kananga, Leyte that left 14 dead and eight workers injured last March 1, 2013. In his report to Environment Secretary Ramon J. Paje Jr., MGB Regional Office 8 Regional Director Alilo Ensomo Jr. , said that EDC seems to overlook the mandatory need to identify and periodically monitor the potential geohazards being manifested in the grounds as evidenced by the weak materials along the very steep slope surrounding the mountain where steam pipeline is laid with high probability it may be hit by an inevitable landslide. The recent landslide incident in EDC operational area has caused lives and several losses in the power supply to Luzon and Cebu households. This may serve as an eye opener to EDC officials that vegetation cover is not enough to be complacent to ensure a landslide-free environment. Ensomo added. Ensomo recommends that EDC must establish/ conduct a strict and serious monthly monitoring of ground degradation relative to landslide occurrence. He said that the influx of people coming to the geothermal area needs to be contained before it gets worst for the power facilities. Ensomo confirmed that an MGB 8 geohazard assessment team sent to the landslide incident, on the same day of occurrence, was not allowed to proceed to EDC area purportedly for safety reason, and instead were billeted in Pongos Hotel in nearby Ormoc City. The team moved out of the hotel and reached EDC area at 8:45 a.m. the following day. After waiting for several hours, the MGB team was finally allowed to view the landslide area five meters away. Earlier, Department of

Labor Regional Director Exequiel Sarcauga said he has issued the order to the management of EDC, as well as First Balfour Inc. and JE Arradaza Construction, following the landslide in Sitio Upper Mahiao, Barangay Lim-ao, Kananga, Leyte last March1. Findings of the investigation show there are sufficient grounds for the immediate temporary stoppage of operation at PAD 403 Upper Mahiao, where the landslide actually happened. A notice has also been served to the parties to present their respective evidences that may warrant the lifting of stoppage order, Sarcauga said. The investigation team found that the condition itself of the worksite posed imminent danger to the life and safety of workers. (MARVIN T.

CAMP KANGLEON, Palo, Leyte The Police Regional Office 8 (PRO8) had mapped out extra patrol operations and police assistance desks to deal with an expected exodus of people to the region and traditional visits to churches and other places of convergence even as it reminded vacationers to plan their trip ahead for the observance of Holy Week. We will set up police assistance desks at bus terminals, seaports and along major traffic routes aside from police visibility in churches to assist motorists, vacationers, and pilgrims, said Police Chief Superintendent Elmer Ragadio Soria, PRO8 regional director. He added that extra patrols are being mapped out to residential and commercial areas and increased police presence at churches where the faithful will take part in the traditional Bisita Iglesia and Siete Palabras. The top police official also advised the public to ensure that the doors and windows of their houses are locked to prevent burglary, and to see to it that all electrical appliances are unplugged to prevent fires. One foolproof scheme against criminals is not to show signs that you have

completely abandoned your residence and pretend that someone is left inside the house, he said. Meanwhile, motorists were reminded to plan their trip ahead to prevent untoward incidents such as accidents on the road and other forms of inconveniences and to follow the BLOWBAG rule, which stands for Battery, Lights, Oil, Water, Brakes, Air and Gas. The police regional director further reminded motorists to ensure that their vehicles are in good condition by checking if their engines are tuned up; their radiators watered and running properly; gas tanks filled up; head lamps, tail lights, electrical wirings and battery are in good condition; and their tires, including the spare, are properly inflated. They must also bring

with them important documents like insurance certificate, drivers license and vehicle registration and flashlights for emergency purposes, Soria said, further reminding them be security conscious during this time as criminals are waiting to victimize them. Do not bring jewelry or valuables since these are attractive to thieves. Holy Week also is a solemn occasion, not an outing, or outdoor party so drinking alcoholic beverages is discouraged, Soria added. Catholic faithful are expected to take part in various traditions during the Holy Week, most of them in churches, while vacationers from other places may head to the provinces to spend the occasion with their families.

Armed beggars

n todays rush to get things better, beggars are in no way left behind. They also upgrade their operations to achieve better results that translate to cash. They devise ways and means for this end, even if it means fooling people, including themselves. And so, they had developed a technique that could break ones heart. They do not approach a person with a stretched arm and open palm, in short, with bare hands; they do it with a piece of paper in hand, which is a doctors prescription for certain medicines that the bearer is supposed to buy. Armed with this piece of paper, they would approach people and beg for nancial help in the buying of those drugs, unable as they are accordingly due to poverty. If the people they approach are soft-hearted enough to extend the

needed help on account of the urgent medical need, they would get their desired money. It turns out though that this prescription is merely props. They just got it from somewhere and are not truly theirs, their patients being merely imaginary. They must have gotten the idea that people easily give money when the proceeds are meant for the saving of ones life. And so they invent a story about their loved one badly needing medical help amid their nancial difculties. This proves to be effective than pure begging. Its begging for a cause. Problem with this is that, when the genuine people in need would roam around for help, nobody would listen to them anymore. Generous people no longer know who is in need and who is just fooling them. How pathetic.

Part II A Glimpse at Nanay by this Writer Notwithstanding financial restraints as fledgling parents, mother dreamed high for her sons education and later translate Manna from Heaven received in the form of services to almighty, humanity and community. Mother had wished me, eldest of three, to pursue a medical profession, instead, unperturbed by the logistics needed. However, my dream of becoming a man in uniform was overwhelming, wanting to realize my fathers stalled dream of entering then Philippine Constabulary Academy (the present Philippines Military Academy). In fact, I was always happy and proud to wear a Cub Scout, PMT, and ROTC spic-and-span Khaki uniform, the latter as cadet officer. He went ahead to join the Summer Camp Training (SCT) at Fort Magsaysay, Nueva rience since elementary days! It was not difficult convincing Nanay in taking Biological Science-related college degrees, instead of medical science she wished for me! This association to plants led to taking Bachelor of Science in Botany/ Plant Science, and onwards to pursuing to Marine Biology for Masters and Doctorate Degrees, including Post-Doctoral Studies the graduate/post-graduate degrees obtained under the auspices of the Japanese Government Ministry of Education Scholarship Program. I surprised my parents, but were just very happy to know that I became, then (1968), the first Eastern Visayan to be awarded the Japanese

Prior to becoming an ROTC Officer, he underwent the Cadet Officers Candidate Course (COCC), placed 3rd in his batch, and in the SCT placed 4th among 422 Advanced ROTC graduates from all over the Philippines. These accomplishments, sort of justified my desire to embrace a military career by trying to make a

difference in the process. Did I Offend Nanay for Her Failed Dream? Barely 19 years old at the time of my commissionship, I could not qualify to be drafted into the AFP. In the interim, I was haunted with the experience had with my father who introduced me to do backyard gardening and taking care of animals. as history put it, there were already female chiefs of offices. Women holding top positions in business was all right since the days of the Chinese when Chinas men were seen to be worthy only when they could unleash arrows, spears, and swords as warriors. But when radicalism swept across the globe, women wanted to be on top even of generals. Many years ago, it was all right that queens rose to might and power. It seemed to have translated to reality an old essay at fictitious womans influence that said, behind the success of man is a woman. That was in fact one of the earliest shades of corruption, only romantically stated. Now, make no mistake about this. QN is just unearthing facts lest they may be relegated to oblivion. Women should and must not forget that. In this world, women only have one role to play: make the mans home and not rule it. Women should always be subservient to mens God-inspired authority. When women stop growing long hair, and instead cut them short and shorter or even until there is no more hair to find on their head, you can be sure, they want their own way done their own way, and hence stake up the signal that they

(I was then a fresh graduate and recruited as Laboratory Instructor in Botany at FEU when I vied for the Mombusho Scholarship announced by the Japanese Embassy). want to have a share of the rule that belongs to men. And thats evil. Unless women nail that up in their heads, there will be more that they want that they would want, and die for to be, done. Men especially the legislators among them, should always be on the alert. Whod know, the mark 666 of the antichrist may after all be a womans if not the woman herself. Yet, these are only parts of varied and contending thoughts on the relevance of women on Gods world, not in mans society. The argumentation and debate will continue for longer and longer periods of time. And we can only welcome every conclusive parity then follow the laws that give primacy to that. Thus, calls on what womens role and rights should be continue to be in order. Senator Loren Legarda lately urged women to take on a more active role as leaders in the society as they continue to perform the role of serving their communities. Very correctly said, Loren. For women are servants of communities and are leaders of womens societies. (QN pointed out above: make the mans home and not rule it.) Legarda, says a press release from her Senate office, has pointed out that this years theme for the Womens Month celebration Kababaihan: Gabay sa Pagtahak sa Tuwid na Daan underscores the need for women to be at the forefront of efforts to improve Filipino communities and take initiatives that would contribute to the nations progress In celebrating Womens Month, we aim to empower women so that they will have the confidence to lead and still have the compassion to serve. We must always assert what we believe is right and good for

The remaining days of March this year should still be devoted to the observance of the month of women (not men!, therefore only women must define for themselves whats it still that they want for themselves, without disturbing men, thats the meaning). Actually, nationwide, the observance is not palpably and visibly felt. Not every woman in every home does in fact know the worth of the long period reserved for them alone. Blame it to the women themselves. They asked for a month-long celebration as if to tell all men, that they can do their way which they must lead and which men must follow. Yes, whether for their own happiness, satisfaction, or whatever they can contrive. What makes the Womens Month ebullient in me-

tonymy, in the Philippine Archipelago (including Sabah, which history tells us belongs to the Philippines by territorial integrity and domain) that is, is the playful fact that it comes when at the same time Filipinos and their bureaucratic government are also observing the Fire Prevention Month, which falls on every month of March of each passing year. First, there was fire. Next, women. Fire, women. Some tricky yarns of old warned women against playing with fire. The mode changed in the 1800s when women themselves levelled the accusation of playing with fire at men. Huh! Then women, in America, began clamouring for womens right of suffrage. After World War II, women covetously eyed at top, influential and juicy positions in governments in many countries. Soon,

JESUS AND ABRAHAM

Jesus said to the Jews, Amen, amen, I say to you, whoever keeps my word will never see death. (So) the Jews said to him, Now we are sure that you are possessed. Abraham died, as did the prophets, yet you say, Whoever keeps my word will never taste death. Are you greater than our father Abraham, who died? Or the prophets, who died? Who do you make yourself out to be? Jesus answered, If I glorify myself, my glory is worth nothing; but it is my Father who glorifies me, of whom you say, He is our God. You do not know him, but I know him. And if I should say that I do not know him, I would be like you a liar. But I do know him and I keep his word. Abraham your father rejoiced to see my day; he saw it and was glad. So the Jews said to him, You are not yet fifty years old and you have seen Abraham? Jesus said to them, Amen, amen, I say to you, before Abraham came to be, I AM. So they picked up stones to throw at him; but Jesus hid and went out of the temple area.

Fallacious superiority
Looking at the above requirements and procedures, one could infer that a Ph.D. is in no way different from other forms of doctorates in the Philippines. They are all basically the same in terms of requirements; they only differ in contents and perhaps length of time. But as regards organization and protocol, they share many things in common. How, then, could Ph.D. boast of superiority when, as a matter of fact, it is devoid of peculiarity and edge? The notion that elevates Ph.D. to the highest level is baseless andforgive the wordembarrassing. Why, it is tantamount to being ignorant. Some thinkinggreat-of-themselves holders of it must have invented the idea in an attempt to likewise lift their egos. But the truth is, they are wrong, though they may

PREPARATION FOR DEATH

Death of the body is certain for each one of us. We do not know when our own death will come. That will be the end of our earthly career. Evaluation of our life will take place after that. Will we be embarrassed before God and before our fellowmen (women)? Or will we be among those who will say, Lord when did we see you hungry and feed you or see you thirsty and give you drink? Will we be happy on that day? (The Daily Gospel Now by Robert E. Sullivan, O.M.I. Published by Paulines. Visit us at www.paulines.ph or at Paulines Media Center, Real St., Tacloban City, Tel. # 321-31-95) Sowers Thought: All graces come to us from the Holy Sacrifice. Therefore, more devoutly attended Masses, days that are a continuous preparation and thanksgiving for the greatest act of piety. Blessed James Alberione, Founder of the Pauline Family

According to some academicians in the country today, Ph.D. is the most superior form of doctorate, enjoying the highest popularity and respect, and rendering the rest of doctorates inferior. This is a notion that has been spreading in some colleges and universities, causing the Ph.D. holders to be extra proud while discriminating albeit in mind the lesser doctorate degrees. What does a Ph.D. require? Basically, it requires that a taker has satisfactorily finished a Masters De-

gree in ones chosen field of study. Then it prescribes a list of subjects for one to take up and pass. After finishing these academic requirements, one has to take and pass a comprehensive examination. After this, one should then embark on an original research commonly known as dissertation and be able to successfully defend it in a series of hearings before a panel of experts in ones academic field. Only after one successfully hurdles all this that one becomes a rightful holder of a Ph.D.

TA NAUA N , L e y t e More than six hundred women leaders, representing the 54 barangays of this town have attended a simple yet meaningful gathering yesterday at Barangay Magay, of said town. Pelagio Pel Tecson Jr., a mayoralty candidate here, in an interview with Leyte Samar Daily Express said that the gathering, which he described to be simple yet meaningful, is in relation to the monthlong Womens Month celebration. We are here to give importance on women representation in the community. As we all know that the entire country celebrates Women Months, every month of March yearly, he said. As noted, the womens month celebration this year encompasses with a theme Kababaihan: Gabay sa Pagtahak sa Tuwid na Daan.

Womens Month celebration held in Tanauan village

Women empowerment is an important part of our advocacy. This celebration is initiated to let all women of the town get close to each other. This is a bonding moment for them. Tecson added. We do not expect the number of participants to join this event. And we are happy that they participated this activity, he said. Tecson revealed that intermission number and group presentation are being staged by the participants, to make the event enjoyable to everyone. Meanwhile, Cathy Kapunan, incumbent vice mayor and running mate of Tecson, in a separate interview, said that she is thankful that said gathering was con-

ducted in their town. As a woman, I am so happy that our representation in the community is being acknowledged. We are so happy that there is already gender equality now, Kapunan said. According to her, the women nowadays are no longer described to be a simple housekeeper. Women this time had also been observed in the working community as well as local leaders. The Express learned that the whole day gathering yesterday was attended by the regional director of the Philippine Information Agency regional office 8, Mrs. Olivia P. Tiu. (REY GERILLA

have based their belief on the fact that Ph.D. is the first doctorate that became internationally renowned. Being first doesnt necessarily dictate superiority and dominance. Its just an edge relative to time sequence. Come to think of it, our academic structures and all are patterned after the United States, so we cant therefore deviate from the standards that they provide. The International Affairs Office of the U.S. Department of Education lists over 20 frequently awarded re-

search doctorate degree titles accepted by the National Science Foundation (NSF), and these degrees are considered equivalent in research content to the Doctor of Philosophy (Ph.D.) degree. These equivalent degrees are: Doctor of Arts (D.A./D. Arts), Doctor of Business Administration (D.B.A.), Doctor of Church Music (D.C.M.), Doctor of Canon Law (J.C.D./D.C.L.), Doctor of Design (D.Des.), Doctor of Education (Ed.D.), Doctor of Engineering (D.Eng./ D.E.Sc./D.E.S.), Doctor of Fine Arts (D.F.A.), Doctor of Health Science (D.H.Sc.), Doc-

We should treat all academic doctorates as relevant and equal, with due respect, without discrimination, otherwise, we would be spreading mediocrity and stupidity, only in the Philippines.

our citizens and for our nation, Loren stressed. The senator, who is seeking another term in the Philippine Senate, gave two examples of the areas where women should be very much concerned about, namely, environment and climate change. Meanwhile, I was all admiration for that Sulu princess who eloquently expanded on the claim on Sabah by the sultanate of Sulu, saying it is also a claim by the Philippine government. On related concerns, the strife on Sabah also involved, or affected, women who either consciously or unmindfully just stay behind their men leaders who have been in Sabah for certain worthy causes, among them, perhaps, plain survival to live. It is in this Sabah issue where a more stringent concern for womens lives has been expressed by Sen. Chiz Escudero. My concern since the standoff began was for our countrymen residing in Sabah. If the reports of arrests are true, then this is the bigger tragedy that demands an immediate resolution, Escudero said. There are an estimated 800,000 Filipinos residing in Sabah, most of whom are reportedly subjected to frequent exploitation by Malaysian authorities since they are not Malaysian citizens. Escudero had earlier urged the Department of Foreign Affairs (DFA) to immediately set up a representative office in Sabah to document the stateless Filipinos to resolve their status and make available to them basic government services. The welfare of our countrymen who consider Sabah as their homeland should now be the focus of the governments negotiations with Kuala Lumpur, the senator said. Chizs recently urged a probe of reported arrests of Filipinos in Sabah. He

wants an inquiry on reports that some 100 Filipinos residing in Sabah had been rounded up in the aftermath of the standoff between Malaysian forces and armed followers of the Sultan of Sulu, Jamalul Kiram III. Meanwhile, Chinese and Filipino fire volunteer brigades in Tacloban deserve praises from Taclobanons. Once again, as in previous years, they had demonstrated their capability to fight fires and prevent them from razing down more homes. Congratulations! Women should be among the first to recognize this feat of volunteer firefighters. Er, excuse me, a late breaker said that as a small group of women government workers began observing Womens Month in Catbalogan, one short, ugly and elderly woman noted for being cantankerous and haughty (to cover up her own mischiefs), started scandalizing another woman. When the scandalized Catbaloganon howled back at the Pinabacdaoanon oldie, the latter kept mum. The oldie has always been ill-mannered and disrespectful towards peers, seniors, and especially those who simply ignore her. She is the same lady who lousily implemented a peacemaking radical government program in barrios Anibongon and Camayse of Sta. Rita, Samar, and shattered the peace of families there instead. Since here being moved away from Sta. Rita, she had been making monies from her scandalous ways. The latest scandal victim is considering filing appropriate charges against this Pinabacdaoanon ugly old face until the latter will be deprived of her retirement benefits. What a bad Womens Month picture!!! *** Make trouble, fail, make trouble again, fail again . . . till their doom - that is the logic of the imperialists and all reactionaries the world over in dealing with the peoples

cause, and they will never go against this logic. This is a Marxist law. When we say imperialism is ferocious, we mean that its nature will never change, that the imperialists will never lay down their butcher knives, that they will never become Buddhas, till their doom. Fight, fail, fight again, fail again, fight again . . . till their victory; that is the logic of the people, and they too will never go against this logic. This is another Marxist law. The Russian peoples revolution followed this law, and so has the Chinese peoples revolution. Mao Tse Tung, Cast Away Illusions, Prepare for Struggle (August 14, 1949), Selected Works, Vol. IV, p. 428. The question of suppressing counterrevolutionaries is one of a struggle between ourselves and the enemy, a contradiction between ourselves and the enemy. Among the people, there are some who see this question in a somewhat different light. Two kinds of persons hold views different from ours. Those with a Rightist way of thinking make no distinction between ourselves and the enemy and take the enemy for our own people. They regard as friends the very persons whom the broad masses regard as enemies. Those with a Left way of thinking magnify contradictions between ourselves and the enemy to such an extent that they take certain contradictions among the people for contradictions with the enemy and regard as counter-revolutionariei persons who are actually not counter-revolutionaries. Both these views are wrong. Neither can lead to the correct handling of the question of suppressing counter-revolutionaries or to a correct assessment of this work. Ormoc City beauty loves being a volunteer worker

TACLOBAN CITY She survived the Ormoc flashflood tragedy in the 1990s and being bullied as a young girl. In her teens, she used to laugh at people joining beauty pageants because she found it shallow. But today she walked with confidence on the stage as one of the 50 candidates of BB. Pilipinas 2013. Christine Paula Love Ramas Bernasor, 25, is candidate #19 in the countrys most prestigious pageant. She said she is happy to represent Ormoc City, her hometown. She graduated at New Ormoc City High School. The Ormoc tragedy made me passionate about the Philippines environment, empowerment of the poor, education and animal rights, said Paula in an interview. A registered nurse by profession, she took her masters in nursing after passing the board. She worked as company nurse for a while but decided to try her luck in Manila. A woman with a big heart of a volunteer, she counts her mom who inspired her to be an independent woman and should be free from what a Filipina should be. She lists her hobbies as running, cooking, travelling, watersports and blogging. Women are getting a lot more of recognition nowadays and I have always been passionate about gender equality, said Paula who is 58 tall with 33- 24- 35 as vital statistics, matched with a Filipina golden brown beauty and welltoned body. I am doing a lot of volunteer work and an active member of couchsurfing organization. One of my most memorable moments was meeting the kids from Operation Smile and from Gawad Kalinga in Tanay, Rizal. I was so touched by the purity of their hearts and it reminded me how I also fought against being bullied and being a victim of the Ormoc tragedy, said this beauty with a big heart. During the phone interview she said that her positivity is always her asset and believed it will be her edge during the pageant. Rodgil Flores, a beauty queen coach, encouraged her to join this years pageant. Aside from my positive outlook in life, my friends said that my height and my Filipina looks, Paula said. Now on its 50th year, BB Pilipinas 2013 will be held on April 14, 2013 at Smart Araneta Coliseum. BETHANY HOSPITAL

The Comelec regional office earlier trained the pool of trainers for BEIs, composed of provincial election supervisors, election officers, and board of certifiers. The training is almost the same in 2010 but we have to make sure that teachers are well-versed on the use of precinct count optical scan (PCOS) machines, he said. The Department of Science and Technology (DOST) will certify BEI members if they are capable of operating the PCOS machines for the automated polls as one PCOS machine is intended for each of the clustered precincts. In 2010, the region posted a 93% passing rate among the 9,704 BEI who took both the written and practical examinations, according to DOST Regional Director Edgardo Esperancilla. The DOST expects a higher passing rate this year with the intensive training and some BEI members are already aware

of the technology. The BEI is composed of a chairman and a poll clerk, who are public school teachers. The board conducts the voting and counting of votes in their respective polling places, acts as deputies of the Commission in the supervision and control of the election in their assigned polling places. Eastern Visayas has 2,576,250 registered voters in 4,390 barangays. The Comelec has identified 17,328 precincts clustered into 5,135. At least 3,773 will be used as voting centers in May 13, 2013 polls. Of the 5,135 clustered precincts, 2,017 are in Leyte province; 1,076 in Samar; 690 in Northern Samar; 605 in Eastern Samar; 578 in Southern Leyte; and 169 in Biliran. Each of the merged pre-

cincts has two BEI members from the Department of Education. They will be augmented by two members, each representing the two accredited political parties. Meanwhile, Petalcorin said they have been regularly meeting with police and military officials to ensure peace and orderly elections on May. We are closely the monitoring the situation in Samar province because it seems that violence is just normal (there) every campaign period and on Election Day, Petalcorin told Leyte Samar Daily Express. Samar has been tagged as election hotspot due to its past electoral history of violence, presence of private armed groups (PAGs), and operations of the rebel group, the New Peoples Army.
