Associated Student Government University of Arkansas ASG Senate Bill No. 23 Authors: Senator Mark Cameron, Senator Holden Warren Sponsors: Senator Joe Kieklak, Senator Morgan Farmer, Senator Wil Cheatham, Senator Hayley Noga A Bill to Allocate Funds for the Development of a Safe Ride and Blue Light App Whereas, The University of Arkansas and this body are dedicated to providing the means for students to live in a safe environment while attending this university; and The Safe Ride program and emergency poles function as such; and The accessibility of each of these resources should be made as efficient and easy as possible; and The current system does not fully achieve this, allowing a greater chance of miscommunication and, ultimately, an inefficient service; and Providing students with the ability to utilize these resources from their smart phones via web based or native apps would prove to be the most efficient and easily accessible to students; and Given the expertise to develop such apps cannot be provided by the university due to state contracts, it is necessary to recruit a student and pay them a competitive wage to develop the applications; then The Associated Student Government Senate shall allocate $3,000 from the Legislative Appropriations budget to fund the development of a web-based app that will allow students to electronically transfer their student information, location, and desired destination directly to Safe Ride drivers; and These funds shall also be used to fund the development of a University of Arkansas Blue Light app that will allow students phones to act as a one touch emergency alert system; and

Be it further enacted:

That any unused funds shall be returned to the Legislative Appropriations budget; and That a future line item programming expense shall be funded equally from the Legislative and Executive budgets each year for maintenance on these apps.
