RE: Case 12-F-0410 The PSS statement that BP recently submitted for the development of a Wind Farm in Cape Vincent is a well researched document. They have addressed the potential impact of the project and detailed preventative measures to lessen that impact. The benefits to our community including being able to maintain our rural environment while still providing economic gain far outweigh the visual impact. The PSS depicts that BP and Cape Vincent can successfully assist in the production of clean energy effectively and with minimal negative impact.

Jeffrey c. Cohen: My name is James Mason and I was born and raised in the town of Cape Vincent. I have lived here all my life except for the 4 years I served in the U. S. Navy as a SEABEE with a tour in Vietnam. This community is made up of 90% farm land. The farms are operated by 4th , 5th & 6th generation farmers and small community businesses. The people selected by the town board to represent Cape Vincent on the Siting Board do not represent farmers or business owners of the community. The 4 people selected as nominees for the Siting Board are: 1) Thomas E. Brown Staunch anti-wind advocate. (Retired) Here are two excerpts taken from comments which were submitted by Mr. Brown to the Public Service Commission's website on the public documents section that were posted on November 28th and 29th of last year. Here is an excerpt to his comments posted on November 28th "To let this happen would be a sad day for New York State and its hard fought legacy of environmental protection." This excerpt was taken from his comments posted on November 29 th "Please don't allow this to happen to this coastline of such environmental importance and truly one of New York State's very special and beautiful places." I fail to see the impartiality in these comments. 2) Donna Essegian -Resident of Cape Vincent for about 5 years and staunch anti-wind advocate. (Retired) Here again go to the Public Service Commission's website on the public documents section and read for yourselves the three comments she submitted which were submitted on September 28th -October 12th and November 25th of last year. One of her submissions was approximately 20 pages long which is why I urge you to go the PSC's web site and read her comments. They clearly define her anti-wind sentiment. 3) John Richardson -Seasonal resident of Cape Vincent for about 5 years and staunch anti-wind advocate. (Businessman)

A qualification to be an ad hoc committee member is that the nominee must be a resident of New York State and a resident of the municipality in which the proposed facility is to be located. School tax and Jefferson County tax records indicate that Mr. Richardson's permanent address is in Robesonia, Pennsylvania. 4) Deanne Scanlon -Resident of the Town of Lyme and a staunch anti-wind advocate. The Thousand Islands School system encompasses the towns of Clayton and Cape Vincent. As a result of reductions in school aid from New York State, education programs have been discontinued and teachers let go. The new retired people in this community could care less about our schools because they have no one attending them. We need the revenues that a wind project would bring to the area in order to keep our community and its schools viable and strong. Thank you for your consideration,

Cohen Acting Secretary, NYS Board on Electric Generation Siting and Environment 3 Empire Plaza Albany, N.Y. 12223-1350 RE: BP CAPE VINCENT WIND POWER PROJECT (CASE NO.-U-F-0410) Cape Vincent is a beautiful Scenic town, but it Is also an Agricultural town. There is no reason it can not be both. The present Town Board and Planning Board members of Cape Vincent are all anti-wind and do not represent the feelings of the whole town. Their selection of the four Ad Hoc members were chosen Because of also being anti-wind. They wiU not represent the whole town fairly. They do not support the town's functions, the Fire Department, the lions Club, the American Legion, or any activities and benefits for the needy citizens of Cape Vincent. They have all outwardly supported their anti-wind actions by public statements at town meetings, written l etters in newspapers and served on committees to defeat wind. Two of them are on1y seasonal. John Richardson states on his resume "Employment 2009-Present" as Chief Operating Officer of Thingworx and resides at 56 Focht Rd., Robesonia, PA.. He is only a seasonal resident of Cape Vincent. Mr. Richardson is a very verbal Anti-Wind Citizen who has publicly stated as such. Donna Essegian is also a seasonal Cape Vincent Resident who besides being very anti-wind and verbal at Town Board Meetings, has written several critical letters to the NYS Board of Electric Siting & Environment Board strongly proclaiming her anti-wind feelings. Tom Brown's PSC comments from 11/28/12 and 11/29/12 clearly reveal his anti-wind impartiality. Deanne Scanlon resides in the Town of Lyme and has served on the Lyme Wind Committee as another Anti-Wind member. I ask you to thoroughly investigate the four chosen Ad Hoc members before you select them as truly representing the town of Cape Vincent fairly. Thank you for your consideration. Sincerely. Brilling Secretary, New York State Public Service Commission The Empire State Plaza Albany, New York 12223-1350 Re: BP Cape Vincent Wind Power Project (Case No. 12-F-0410) It is rather striking to see that a vast majority of the public comments submitted to the PSCs website regarding the proposed Cape Vincent wind farm project are against the siting of commercial wind power electric generating facility in our community. There is an explanation as to why the comments submitted against the project far exceed those in favor. It is a well-established fact in our community that anyone who submits comments to the PSCs website expressing their support for the project is immediately subjected to character assassination and personal attacks which are posted on two local anti-wind blog spots in our community. I strongly urge the members of the Siting Board to take time t o see for yourselves that these claims do in fact have merit. There are many individuals and businesses in this community who are supportive of the project but will not publicly acknowledge that support for fear they too will be subjected to ridicule and attacks upon their character and personal integrity. Businesses in this community who have voiced their support of the project have seen their sales decline as a direct result of being boycotted by those in opposition. One business has already closed its doors. I ask that each of you visit the websites of the two anti-wind blog spots I have listed below, that have effectively suppressed support for the wind farm project which many of us strongly believe is desperately needed in Cape Vincent. The majority of the comments supporting the project come from residents of Cape Vincent whereas comments in opposition come not only from within the community but also from many other areas of New York State. Two of the nominees selected as potential candidates to represent our community on the Siting Board, have themselves posted comments on the PSCs website opposing development of a wind farm in Cape Vincent.

The nominees to whom I am referring are Mr. Thomas E. Brown and Ms. Donna Essegian. Neither of these individuals should be considered qualified nominees to participate in the review process. Their undeniable opposition to the proposed wind farm project clearly indicates that they cannot make the assertion that they would be able to impartially represent the entire community on this issue. It is known by all that the Cape Vincent Town Board which was elected by the anti-wind faction, is opposed to the project and is attempting to stack the deck in their favor by submitting the names of individuals whom they are well aware adamantly oppose the development of BPs wind farm project. Brilling Secretary, New York State Public Service Commission The Empire State Plaza Albany, New York 12223-1350 Re: BP Cape Vincent Wind Power Project (Case No. 12-F-0410) I strongly believe as do many residents of this community, that nominees submitted by the Town of Cape Vincent as Ad hoc committee members to participate in the review process of the British Petroleum application case referenced above should be looked at very carefully in order to ascertain the "impartiality" of the nominees. This review process must not be tainted by misrepresentations submitted to the Public Service Commission by the elected officials of our community whose agenda is preventing the Bp project from becoming a reality. In the words of one of our officials -"it ain't gonna happen." One of the Ad hoc nominees submitted by the Town of Cape Vincent is Thomas E. Brown of this community. by Mr. Brown and posted on November 28 and November 29 of 2012, are far from being comments of an impartial nominee. His anti-wind sentiment is quite obvious. Here are two excerpts taken from Mr. Brown's comments posted on November 28, 2012 and November 29, 2012 respectively: #1 -"To let this happen would be a sad day for New York State and its hard fought legacy of environmental protection." #2 -"Please don't allow this to happen to this coastline of such environmental importance and truly one of New York State's very special and beautiful places." On November 25, 2012 the Public Service Commission posted comments they received from Mr. Brown's wife Patricia. An excerpt from her comments is as follows: "ALL OF THIS WILL BE DESTROYED -IF -bp is allowed to build this wind farm." The comments of Mr. Brown clearly reveal that he is against the siting of a wind farm project in our community. Therefore, his name should be removed from the list of nominees to serve as an Ad hoc committee member. In contrast to what others would have you believe, there are "many" residents in this community who do support British Petroleum's wind farm project. We do not support however the all-out assault on this project by each and every elected and appointed official in our community_ Those of us who support the development of a wind project in Cape

Vincent are left to fend for ourselves as our local officials have a Uno wind" agenda for those opposed to the project and IIno time" agenda for proponents of the project. Respectfully; Margaret Jolliff

If we are going to be serious about saving future generations from a massive climate change genocide we must start now. I'm scared for the future, and we need to stop using fossil fuels now, we need to stop consuming now, and we need to stop the idea of "trash". Fundamentally as humans we need water, food, shelter, energy, and companionship to survive. So when the oil industry collapses, how will we find the energy to support our excessive existence? People are afraid of change. In the permafrost regions of the globe there is 1.94x10^14 kg of methane gas hydrates frozen in the ground. If the permafrost melts, all of the methane will be released into the atmosphere which will have unprecedented effects on the world as we see today. A very dark age in humanity is approaching and we must do everything possible to protect the future generations. Worrying about the 'nice view' is very short sighted. As heaps of organic material that will rot into th e ground when we die (for me it will be 60 years from now), we need to worry about the legacy we leave behind, our selfish needs of the present do not matter. Use recycled materials for the turbines, reduce waste, stop buy stuff. Plastic is killing the oceans. I am currently studying industrial engineering, I am not a crazy emailing you. I am a realist, and I am worried about how 'oil production' over time appears to be normally distributed, while the human population is currently exponentially exploding. Life needs energy to exist, so build the wind turbines. It is already too late, let's just apologize to future generations by being the change NOW. The township of Cape Vincent consists of 90 square miles of rural agricultural land bounded on two sides by water. The demographics of Cape Vincent also yield to the development of the wind farm. Except for the expensive homes of wealthy retirees near or along the water's edges of the St. Lawrence River and Lake Ontario, working class families inhabit the rest of the township. The agricultural community and the business community strongly support the wind farm since both would benefit significantly. Despite the very vociferous objections to a wind farm by the anti-wind faction (read wealthy retirees), the majority of the residents of Cape Vincent strongly support BP's Cape Vincent Wind Farm Sincerely Karen L. 12/21/12 John M. Morse As a concerned N.Y.State citizen regarding our environment, I firmly support the building of the Cape Vincent Wind Farm Project. We all know, or should know, that developing clean alternate sources of power to replace fossil fuel burning is in the best interest in preserving our environment. This wind farm and others like it should be the leading focus of alternate power sources for New York State and beyond due to its minimum health effects on people and its maximum effect toward reducing green house gases. 12/20/12 Jan Tighe We have all witnessed the damage of Hurricane Sandy. This storm will be the first of many if the sea water rises because of climate change. The prevention and reconstruction projects that will be needed for the coastal areas of our state will be very expensive. Producing as much power as possible with wind is extremely important to fight climate change and make NY State as free as possible from fossil fuels.

12/6/12 Ellen King Wind power in Cape Vincent will bring many new and much needed opportunities for economic growth at a time we need it the most. I have been to most of the public events that BP holds to educate this community and can't understand how anyone can say BP is not trying to involve the public. In fact, during the November open house I attended, I realized I was already informed about most of the information about wind power. The Article 10 law is new information and BP has been helping our community learn about it now. I plan on attending the BP workshop to help the public understand the Article 10 process.

12/6/12 Harvey White To the Board Members, I hope to explain to you the problems of our elected town board members. They are trying to use their positions to influence you about how many people in Cape Vincent don't want wind power to be in this area. They are all elected by a some what suspect electorate made up of voters who live here in Cape Vincent anywhere from a few weekends a year to a couple months in the summer. One of the current board members who has only been an elected offical for less than a year tries to tell you the election results are indisputable when he knows some of his own supporters don't even live in Cape Vincent. As for some of the writers of comments on this website that mostly complain about the loss of their view. Excuse me, nobody owns the view. Beauty is in the eye of the beholder. There are several comments on this site from people who not only dont live in Cape Vincent but in fact dont even live in NY State. A couple dont even live in this country. You have one person John Grattan who states there are wind turbines already located in Cape Vincent. He must think Wolfe Island, Ont. Canada is part of Cape Vincent. That tells you how much he knows about the area. Thank you for your time. Harvey White

12/6/12 Harold Wiley I am a life long resident of Cape Vincent. I served 36 years as a past town board councilman and 23 years on the school board. I have a strong feeling that wind mills are going to come to Cape Vincent through the Article 10 process. 12/6/12 Margaret Joilliff I have been a full time resident of Cape Vincent for 59 years. Due to the poor local and state economy our local school is in jeopardy of closing. The economic benefits that our Town would receive from the wind farm could help save our school. I attened the open house that BP Wind held on November 10th and I found it to be very educational. I wish our town board members will find a way to see the many benefits wind power has to offer our community. BP is doing all it can to educate the public. Thank you for listening, Margaret Joilliff

12/6/12 Sandy Payne I have been living in Cape Vincent for over 50 years and will not recieve any funding from BP Wind. There are many opportunities to get involved with learning more about the wind project. I recently attended an open house at the Cape Vincent Rec Park where I met BP Wind experts. I thought it was very well organized and informational. I go to many of the BP meetings to help our community understand how wind power works and will continue to do so. This allows me to share the information I gather, with other family members who are residents during the summer. As a year round resident, I look forward to attending the meetings outlined in BP's PIP.

12/6/12 Julia Gosier I have no land involved in the BP project but I believe this project is good environmentally and financially for our area. I am excited about our future in Lyme. BP is doing a great job explaining the benefits this wind project can bring to our area. The majority of people in Lyme and Cape Vincent are in favor of this project even though they are too intimidated to voice their opinion publicly. We hope that New York State will give our farmers and other long-standing residents back the property rights and home rule which our local strong-armed governments have taken away. 12/6/12 Dave White I am in favor of wind power, and appreciate all BP is trying to do to reach out to the people. I look forward to the agricultural lands in the Cape remaining open and farmable. I am a life long resident and have attended all the open houses sponsored by BP in the past including the recent meeting on November 10th. The information provided and the opportunity to talk one-on-one with the BP team was very helpful. I will be in full support of any future meetings in reference to the recently submitted PIP. I believe BP will continue to reach out to the community on their progress.

12/6/12 Meg White I have lived in Cape Vincent for over 40 years. I am a business owner and full time resident. I have been attending meetings for over 6 years, and listened to the facts. I believe BP is working hard to meet with the community, to keep them involved and informed. I feel the opportunity to bring wind power to the area is most beneficial to all residents of this town. There are so many people in favor of wind power in this town, (closet supporters) who just can't bring themselves to attend these meetings because of the conflict brought about by those against wind power. The younger generation doesn't understand the objection, wind power is in our future.... but unfortunately, there are no young people and families here anymore. I will continue to support BP and their efforts to educate the community as outlined in the recently submitted PIP.

11/29/12 George Mingle Good evening who ever, I'm emailing in reference to the wind turbines that they want to build here in the Cape and Lyme. I believe that the farmers have every right to do what they want with their land, including signing over their vacant land to BP and make a profit from it. All the have knots are complaining that it's not fair and they are using every excuse to put it down including electing their own people to vote it down and write laws to back up their excuses. They are changing the laws to suit their fancy and criticizing the people that want turbines. Thirty years ago there were about fifteen active farms, today there are only five and it's not getting any better. Soon there will be none, so where do the people think they are going to get their milk from, California, probably. It's a shame that some people have to stick their noises into everyone Else's business with little concern who it hurts. They say they're doing for the people of the Cape, to protect them, well they don't speak for me. I live in the village and dam proud that a company is willing to come here and do something with all this vacant land. So we'll have very tall turbines erected on those vacant farm property someday if they approve article 10 in Albany. If the governor gets his way it'll be a done deal. It'll be better than bringing down the power from Canada on an entirely different grid to NY City. Wind is free and to harness it is a real feat to do. So this is the thousand Islands, big deal. BP is willing to erect solar panels instead, but the technology for solar panels isn't quite perfected yet. They still have a few kinks to work out, but when they solve that problem it'll be a done deal for sure, because the people against turbine would be in favor of solar panels. I say give BP a change to do their thing and keep a sharp eye on them and not let them pull any funny stuff. Keep their noises to the grind stone and keep them on the straight and narrow. I hate to see BP and anybody else including the anti wind people dictate the way people make a living here. Thank you for reading my ramblings.

11/19/12 Virginia Edsall I attended the recent open house held by BP in Cape Vincent. The company had many representatives there. They were very willing to answer questions and interact with the public. People could learn from them.

11/17/12 Beth White I am very much in favor of a wind farm in,the town of cape vincent.. I am a long ,time resident, and pay enormous property and school taxes. Not only would the wind farm provide us some needed revenue, it is part of the solution to energy independence .. Cape Vincent is the perfect location for a wind farm.

11/16/12 Janet Radley 11-14-12 To Mr. Chandler, I would like to apologize for the way you were treated at the meeting that was held Oct. 23, 2012 at 6:00 p.m. I have lived in Cape Vincent for 33 years,and I have never been so embarrassed as I was that night of our Town and our Town Board and Planning Board. Weather your for something or not,people who are elected to represent you in public should act professional and not like a lynch mob. I commend you Mr. Chandler on how you handled all the abuse you took for 2 hours. I felt you answered what few question that were asked of you to the best of your ability,even as you were being yelled at and cussed at and signs being held up behind your back. Some questions you were asked,were not relevant to this type of meeting. I do not speak for all,but I feel very confident in speaking for the majority of the land owners and saying we do want this Wind project to succeed and thank you for representing us. I would like to thank all of you for the fine job you did at your open house.I found it very informative, and any question I asked ,you had an answer for. I feel when anytime I talked to one of you,you seemed very happy to talk and it was nice that you took time to explain things when I didnt understand something . What was good to see was a lot of people who are against wind there.They seem to be very inquisitive and they seem to be very interested.I saw one of our councilmen and 3 planning board members asking questions. I saw Mr.Chandler talking to a lot of anti wind people and they seem to be very interested in talking to him and what he was saying . This open house was a very good idea.I wasnt sure at first.But everything went great and everyone behaved like adults, I even think some of the people against wind,really listened and went away with a lot of new information.I know I did.

11/16/12 Willard Stumpf I think it is always helpful to have an open house because it gives attendees a chance to talk to BP Wind Energy personnel without being confrontational. Visitors from all walks of life including public officials from both Cape Vincent and Lyme were observed. Reporters from the media attended who also could take the message to a wider audience, Thank you

Brilling , Secretary NYS Board of Electric Generation Siting and Environment 3 Empire Plaza Albany NY 12223 Re: case 12-F-0410: Application of Cape Vincent Wind Power, LLC for Certificate of Environmental Compatibility and Public Need to Construct an approximately 200-285 MW Wind Electric Generating Facility in the Town of Cape Vincent, NY Dear Honorable Secretary Billing, In regards to the cape Vincent Wind Farm Public Information Plan, I would like you to be aware of the situation of Public Support in our town. Many times we keep hearing about the majority of residents being opposed to the Wind Farm. I would like you to be aware of two public information polls that were taken and a property values study. A poll taken by Jefferson Community College of Jefferson County. Their poll showed 83.6% in favor of Wind Energy and 8.1% Opposed. Another poll taken by Zogby International (hired by Cape Vincent Town Board), shows 47% support Wind Energy and 41% oppose Wind Energy. Another very important part of the Wind Farm project is the Impact on Residential Property Values. Dr. Mark A Thayer, Emeritus Professor and Chair in the Department of Economics at San Diego State University conducted extensive research from 10 study areas surrounding 24 Wind Farms in 19 States. Based on analysis of 7,459 single family home sales before, during, and after Wind Farm development in the U.S., he concluded that there was NO IMPACT from Wind Farms on sale prices of nearby residential properties. This study was funded by the Office of Energy Efficiency and Renewable Energy (Wind and Hydropower Technologies Program) U.S. Department of Energy. Sincerely Darrell Burton

I've been propostioned to put a wind mill in my back yard for the town, and I will do it,remember the conversation?Save the river,wind is a great help!Less poultion.All of the comments so far have been pretty petty,really.Earth needs HELP,and WIND is help.Open your eyes .This is a great opportunity to lead the way,or unplug your fridge,microwave,lights anything electrical,then post a comment worth reading....because gasser and steamers (industrial turbines that produce power) are really nasty...

9/19/2012 David Gmeiner Cape Vincent crushed Stone What a great idea,clean energy.Plus the jobs it will create.This project would certainly help the farm comunity and other small business in the area, the tax base for schools and so many other things it's impossible to list the benifits.
