Today we are all faced with widespread evidence of a deepening moral crisis. Intoleranceracial and ethnic hate crimes, including genocide, are rampant, with religious, ethnic or cultural differences fueling most conflicts. Greedcorporate theft and employee and consumer fraud total hundreds of billions of dollars, with U.S. businesses losing some 7 percent, or $994 billion, to fraud annually. Immoralitypornography accounts for one-third of all web pages, with child pornography one of the fastest-growing businesses online. For every two dollars of software purchased legitimately, one dollars worth is obtained illegally. Some 70 percent of American high school students have cheated on exams. Criminalityfrom $600 billion to $1.6 trillion is laundered each year by drug dealers, arms traffickers and other criminals. Drug abuseover 210 million people consume illegal drugs. Self-respecteach year, 10-20 million individuals attempt suicide and 1 million die. Environmental irresponsibilitythe 400 percent increase in natural disasters since the 1980s has been attributed to weather-related incidents resulting from rising greenhouse gases. Half the worlds hospital beds are occupied by people suffering from illnesses linked to contaminated water. With no apparent solutions, many are taking to the streets in open revolt against their governments. Yet riot and revolt are not the answer. At the root of this crisis is a lack of basic morals and values. The Way to Happiness is helping to reverse this decline and restore integrity and trust to humankind. L. The Way to Happiness Foundation International headquarters in glendale, california was established in 2003an acquisition made possible through the support of Scientologists. The Foundations headquarters provides a venue where educators, corporate executives, legislators and dignitaries plan the implementation of Way to Happiness programs. As the central coordinating hub of all Way to Happiness activity, the Foundation operates a growing network of continental and regional offices. These, in turn, assist thousands of individuals and groups to

distribute the booklets in their own geographical zones. To meet ever-increasing demand, the Way to Happiness Foundation operates state-of-the-art graphic design and print-on-demand facilities at its international headquarters. Booklets with custom-designed covers are produced in any of 109 languages, enabling individuals, families, groups, corporations and agencies to distribute The Way to Happiness with their own name and logo. The Foundation also grants reprint rights to corporations, sports teams, law enforcement agencies and other organizations and individuals to print large quantities for mass distribution to schools, communities or across whole countries. The 21 precepts of The Way to Happiness foster kindness, honesty and the basic skills of living, help prevent drug abuse and preserve the family unit. Its a message that has changed millions of lives not by preaching, but through a common sense appeal to the basic goodness within every individual. The Way to Happiness public service announcements produced by the church of Scientology, one PSA for each of the 21 precepts of the book, reach millions on a globalscale. The videos capture the essence of each precept, dramatically illustrating them so they can be understood by anyone. By raising awareness of why these precepts are essential to happiness and a better life, the PSAs help to shift attitudes and change viewpoints. Although specifically created for an audience spanning preteen to early 20s, the PSAs have universal appeal and are appropriate for all ages. The series regularly plays in shopping malls, airports, train stations, city buses, sports stadiums, concert halls, schools, community centers and cinemas. They are broadcast on hundreds of television stations, reaching more than 20 million viewers yearly. A sampling of their use reflects their universal appeal: The Culture Palace in Ekaterinburg in Russia shows The Way to Happiness PSAs in their entrance hall and mezzanine. In Guatemala, the PSAs have screened daily on national television to half a million people each airing. In Venezuela, 28 Caracas movie theaters screened the PSAs for four months. The Caracas Airport has played them in passenger waiting areas for two years. In Costa Rica, a Way to Happiness lecture series featuring the PSAs was delivered to hundreds of medical professionals and surgeons. The Way to Happiness Educators Package contains all the materials needed to implement the program. Three versions of the Educators Package are availableone for elementary and high school teachers and youth groups (above center); another for corporate trainers and human resources executives; and a third for use in correctional institutions and by those working in the field of criminal rehabilitation.

Individuals and organizations as diverse as national police forces, international relief organizations, human rights and faithbased groups, government leaders, teachers, parents and business and community leaders utilize The Way to Happiness curriculum. To enable educators to bring these tools to students, the Way to Happiness Foundation provides Educators Packages free of charge, with everything a teacher, guidance counselor or community instructor requires to help students adopt constructive attitudes and behaviors in their education and in their lives. The lesson plans incorporate the 21 precepts of The Way to Happiness

and are designed for teens and young adults. The curriculum provides a nonjudgmental introduction to concepts of right and wrong, resulting in youth who are empowered to make positive and productive choices. SPREADING THE WAY TO HAPPINESS

Global message

The international network of volunteers and supporters of TheWay to Happiness now spans 186nations. In many cities, Way to Happiness volunteers have implemented the precept Safeguard and Improve Your Environment by undertaking cleanup efforts to remove bottles, cans and trash from their neighborhoods. Thousands of schools have participated in Set a Good Example contests, in which youth take an active role in building responsibility, competence and trust. An independent review of the Way to Happiness programs in schools found that 90 percent of participating teachers noticed a positive change in their students attitudes. The Way to Happiness is also used on sports fields and in gymnasiums as a tool for promoting good sportsmanship and fair play. Through character education programs, student athletes develop common-sense values that can help them achieve high levels of performance as individuals and team members. Professionals and business owners have spread The Way to Happiness in their communities by sponsoring contests and campaigns aimed at making schools safe and drug free.

The precepts of The Way to Happiness are utilized in countless other ways. As conveyed by a community advocate in Los Angeles, the booklet is effective in resolving day-to-day conflicts: Weve had a very good response from people in our community since distributing The Way to Happiness. At our local building project there were a lot of problems between

tenants: disputes, lack of respect and a lot of crime. The building manager gave books out at the monthly tenant meeting. As a result she noticed a significant change and the crime rate was going down too. This was from the book. Way to Happiness volunteers have also used the booklets in crisis zones to bring calm and help quell violence. To reduce gang activity, Way to Happiness volunteers in Los Angeles removed graffiti from 130 buildings while passing out thousands of copies of the booklet. In Iraq, two volunteers

delivered seminars to more than 2,500 people and distributed 30,000 copies of the booklet. In Israel, 15,000 Way to Happiness lectures and workshops have been attended by 350,000 people of all ages. The Way to Happiness is also a provenly effective tool in crime prevention and criminal rehabilitation. It has been used effectively in penal institutions, juvenile facilities and community crime prevention programs. It is also the core element of the Criminon Program, a nonprofit organization dedicated to the rehabilitation of penal offenders. The program is at work in more than 1,500 prisons worldwide and has serviced some 150,000 inmates in 38 nations. The Criminon Program directly addresses the cause of criminality by restoring selfrespect and by equipping offenders with life skills, returning them to society as positive and contributive members.

The Criminon Program is offered through two delivery modes: on-site courses and correspondence courses. A Restoring Self-Respect Resource Kit is available for education program directors in prisons and juvenile correctional centers. The materials, available free of charge, provide the tools necessary to help offenders regain their self-respect and turn away from a life of crime. It is available from both Criminon and the Way to Happiness Foundation. Prisons using reform programs based on The Way to Happiness have reported dramatic drops in recidivism rates, even among the most hardened offenders. CALMING vIOLENCE IN

Colombia

For decades, colombia has suffered continual social conflict and violenceguerrilla warfare, civil strife, warring drug cartels and cocaine wars with hundreds if not thousands of kidnappings andmurders. In 2004, the United Nations described the Colombian conflicts as the worst humanitarian crisis in the Western Hemisphere. A well-known Colombian actor and comedian decided to take effective action to halt his countrys decline, using The Way to Happiness to intervene in this national crisis. He created a unique showcase for the 21 precepts that he has now performed to 150,000 civilians and military personnel. For his achievement, the Minister of Defense designated the performer a Soldier of Happiness. A colonel in the Colombian National Police learned of The Way to Happiness when the booklet was introduced into Cartagena, a port whose prosperity depended on tourism. This vital income source was severely threatened by escalating crime, with armed robberies doubling yearly. After training on the use of The Way to Happiness, the colonel and his officers began distribution of the booklet in Plaza Santo Domingo, the hub of Cartagena nightlife. They also distributed the booklet in the suburb of Terranova and to bullfight fans at Plaza de Toros. Intensive distribution was

carried out in schools, with seminars to thousands of students. In all, tens of thousands of Cartegena citizens came to know the 21 precepts. The result was a 27 percent drop in crime, and Cartagena declared the safest city in Colombia. The colonel subsequently launched a national program, training police in the Bogot districts of Engativ and Salitre who, in turn, distributed the booklet to concert crowds and university students, at open-air markets in the city of Santa Marta and in the colonial settlement of Villa de Leyva. Ultimately, ten thousand police officers handed out the booklet in 21 cities. When Colombia hosted athletes from 24 nations for the Junior Soccer World Cup, the police force likewise handed out 300,000 booklets in 10 days. Colombias World Cup finished without a single report of violence. In all, Colombian police have delivered Way to Happiness seminars to 3 million citizens and booklets to 20 percent of the population. Crime rates have dropped by 50 percent and Colombian tourism has increased to a level beyond any other Latin American nation. According to senior Colombian police officials, much of the credit for this change goes to The Way to Happiness.

The impact of The Way to Happiness can be illustrated in the ripple effect from just one preceptin this case, Safeguard and Improve your environment. In the southeastern Slovakian town of Jasov, half the population is Romany, also known as Gypsies. Historically the subject of widespread discrimination, they still comprise an underclass in Slovak society. Additionally, their neighborhoods have reflected the neglect and poverty that come from being marginalized in society. In coordination with community officials, the Slovakian Way to Happiness team addressed the situation. First they presented a full briefing on The Way to Happiness booklet, book-on-film and program to the Jasov Police Specialists, so named because they specialize in Romany issues. The police gave their approval for a project in the community and agreed to supply materials. The Way to Happiness team then distributed copies of the booklet throughout the Romany neighborhoods, encouraging residents to read and

learn the precepts. From this came a new perception that the Romany could improve their relationships with the community as a whole by first and foremost upgrading their immediate environment. Early on a spring morning, the Way to Happiness team and a crew of Romany residents went to work. The city supplied rakes, gloves, trash bags, trucks and wheelbarrows. The heavy lifting and literal dirty work was carried out by the Romany community and the Way to Happiness team. In just four hours, the first 12 tons of garbage were collected and hauled away. Within three days, the combined Way to Happiness-Romany team had removed more than 150 tons of refuse from the neighborhoods, with no outside assistance. The change was considered remarkable by the team, the Romany community and observers. Indeed, so unprecedented and dramatic was the transformation of the neighborhood that the story played widely and favorably on Slovakian television. Soon thereafter, the Police Specialists reported a 40 percent reduction in crime at Jasov, attributed directly to implementation of The Way to Happiness.

The Way to Happiness team in Slovakia presented the program to police officials and then launched a cleanup project that transformed the Romany community.

Thailands last decade is a tale of conflict and warring political factions, including the Red october State of Siege between leftist and rightwing groups. Having observed the calming effect of The Way to Happiness, members of the Thai Way to Happiness team determined to help defuse the hostilities between the parties. They started in Bangkok, handing out thousands of The Way to Happiness booklets to a nighttime rally of the leftist group at the Grand Palace parade grounds and to the rightist groups rally at another location. By the end of the first hour, demonstrators were stopping to read the precepts. When placed in the hands of party leaders, The Way to Happiness became the single point of agreement between the two opposing groups. The Way to Happiness team also distributed the booklet directly to the Bangkok civilian population: at the Khlong Toei produce markets where Thailands working people have congregated for generations, on Bangkok metro trains, to taxi drivers making stops along the Chao Phraya River and to Buddhists at the Wat Tham Mangkon Thong monastery.

They redoubled their efforts with Way to Happiness presentations in schools, engaging thousands of students in interactive instruction on the precepts. After being introduced to the program, the top official of the Bangkok Royal Thai Police ordered immediate distribution of the The Way to Happiness to the entire force. The team also delivered seminars for 600 metro police and a special unit of the Kings Royal Army responsible for preserving the Thai constitution. Way to Happiness training then spread across all branches of the military: the communication center at the Armys Strategic Command Post, the Black Hawk chopper teams of the Royal Thai Air Force, the Royal Thai ceremonial marching troops, the Royal Signal Corps and the Kings Guard. In total, 10,000 people attended Way to Happiness lectures, 150,000 received booklets and hundreds of thousands viewed the Way to Happiness message on television. In just one year, the Way to Happiness message reached 13 million citizens of Thailand. And with the booklet in the hands of more than 22,000 troops, an officer in the Royal Thai Army proclaimed Today there is hope for our future, thanks to The Way to Happiness.

The Way to Happiness Educators Packages have been made available to more than 8,000 educators, human resource officers and correctional officers for use in schools, universities, correctional facilities and corporations throughout the world. More than 12,000 schools have used the Way to Happiness materials. Prison programs utilizing The Way to Happiness have delivered an education program in 1,500 correctional facilities in 38 countries to some 150,000 prisoners. Through the support of the Church of Scientology, the Way to Happiness program has become a global grass-roots movement that is bringing trust, sanity and calm to a troubled world.
