The Moorestown Democratic
Club hosted a public forum with
Assemblyman Troy Singleton on
March 13. Singleton openly ad-
dressed questions and concerns
from the public regarding the
state budget, gun control, post-
Sandy recovery, and a host of
other topics. We were truly hon-
ored to host Singleton at our first
meeting of the year.
At the next meeting, the
Moorestown Democratic Club
will host newly elected Burling-
ton County Freeholder Aimee
Belgard on Tuesday, April 16, at
7:30 p.m. in the D'Olier Room of
the Moorestown Monthly Meet-
ing.
Belgard and running mate,
Joanne Schwartz, were elected to
the Burlington County Board of
Chosen Freeholders in November
2012, integrating a previously all-
Republican five-member board.
From 2010 to 2013, she served as
Township Committeewoman in
Edgewater Park. Additionally,
Belgard is the president-elect of
the American Cancer Society
Board, Eastern Division. The
New Jersey General Assembly
recognized Belgard in 2012 as an
Outstanding Woman for her vol-
unteerism and community serv-
ice.
Come join us to personally con-
gratulate Belgard and hear her
speak on Burlington County
goals, initiatives and challenges
in her first term as Burlington
County freeholder. This event is
free and open to the public.

For more than 30 years, the
Perkins Center for the Arts has
brought not only cultural arts to
the Moorestown community, but
also Moorestown history. To help
preserve the history of Perkins
and to continue to deliver a
unique artistic experience,
Perkins recently received a
$34,500 grant to develop a historic
preservation plan.
We feel that as proper stew-
ards of these historic buildings,
where we present all of these pro-
grams to the community, its our
responsibility to make sure that
we move forward in the right di-
rection and to make sure that the
history is honored, Perkins As-
sociate Director Diane Felcyn
said.

H
eres something that should
shock absolutely no one: New
Jersey is one of the most
taxed, restricted and regulated states
in the nation.
Stop the presses, as they say.
An annual study published by the
Mercatus Center at George Mason Uni-
versity ranked New Jersey 48th out of
50 in terms of freedoms for residents.
Dragging the Garden State down in the
rankings are its ultra-tight gun control
laws, its restrictive marijuana laws
and abysmal property rights protec-
tions, in addition to the obvious high
taxes, the report says.
Discouraging is the fact that the re-
port says that the states significant
debt, and not government spending, is
what fuels the high taxes.
New Jersey is average in govern-
ment spending, while it has among the
highest taxes in the country, said
Jason Sorens, a co-author of the re-
port.
The question, of course, is whether
any of this really matters. Certainly,
any person would want to reside in a
state that doesnt over-impose on his or
her basic freedoms, and only the in-
sane enjoy paying high taxes.
But while it might sound negative,
there are positives to ranking 48th on
this list.
Is it bad that New Jersey has tight
gun control laws?
Is it bad that New Jersey is conser-
vative when it comes to marijuana
laws?
Is it bad that New Jersey limits what
the report calls travel freedoms,
through restrictive seat belt laws, mo-
torcycle and bicycle helmet require-
ments, and sobriety checkpoints?
We dont think so.
The Mercatus Center report suggest-
ed that New Jersey could improve its
ranking by slashing property taxes,
ending rent control and cutting spend-
ing on libraries, sanitation, sewage
and employee retirement benefits.
Some of those suggestions are well
worth following, especially the proper-
ty tax catastrophe.
But liberalizing seat belt and cell
phone-while-driving laws? We just
dont agree.
If we dont climb higher on this list,
and either lose current residents or
dont gain new ones because of it, so be
it. It isnt worth compromising safety
to look better to others.
in our opinion
Freedom isnt free, especially in N.J.

Jersey more free? Does it even matter

dents? Let us know your thoughts

will allow Perkins to work with a
historical preservation specialist
to create a preservation plan. But
Perkins must raise more money
to hire the specialist.
Felcyn said the grant would
fund two-thirds of the cost. In the
long run, the plans will help
Perkins maintain the building in
an efficient manner.
She said before Perkins could
move forward with any type of
construction or preservation, a
plan must be presented to the
New Jersey Historic Trust, which
she said would help fund future
construction projects.
In 1976, Perkins Center was
listed on the National Register of
Historic Places. Felcyn said since
the building is historic, any type
of construction needs to be done
in a certain way.
Because we are on a historic
register, theres things that you
have to kind of consider before
moving forward with any type of
construction project, she said.
She said the specialist would be
able to determine where handi-
cap accessibility could be placed
or possibly another bathroom, as
well as electrical condition, con-
dition of the floors and more.
Having the plan allows Perkins
to think ahead, but Felcyn said
she hopes more history would be
discovered after the evaluation
process.
I think they will help us iden-
tify historic significance. There is
research that is involved in this.
So, hopefully, we will learn more
about the architecture, she said.
Although a historical preserva-
tion specialist has yet to look at
Perkins, Felcyn said creating this
plan would help the center with
not only maintenance costs, but
eventually it would aid in general
operating costs and possibly
allow Perkins to offer more pro-
grams.
She said a majority of grant
support helps with general oper-
ating costs, while individual do-
nations help Perkins across the
board with operating costs,
scholarships, outreach projects
and keeping tuition low.
As the building gets older, the
cost of upkeep increases. Felcyn
said the preservation plan would
help Perkins determine how
much it would need for future re-
pairs.
[The plan] will open up more
doors for us to find funding to
support some facility improve-
ments so we wouldnt have to tap
into the general operating fund to
support, she said. Just because
something is a historic structure
doesnt mean you cant touch
it.

The Burlington County Sher-
iff s Department will hold a Gun
Buy Back event on Saturday,
April 13, from 9 a.m. to 4 p.m. The
buy back will be held in the Abun-
dant Life Fellowship Church, lo-
cated at 4151 Route 130 South in
Edgewater Park.
Every gun we get off the
street is one less opportunity for a
child to be harmed, an accidental
shooting to occur, or a weapon to
be stolen and used in a crime,
Sheriff Jean Stanfield said.
The Gun Buy Back will allow
Burlington County residents to
voluntarily surrender their
firearms in exchange for up to
$150 per weapon. Each resident
may anonymously turn in up to
three guns, with no questions
asked.
Our hope is that this initiative
will cause people to weigh their
true need to possess a firearm
against the opportunity to use the
money they receive to benefit
themselves or their family,
Burlington County Prosecutor
Robert D. Bernardi said.
This program is sponsored by
Burlington County Sheriff Jean
Stanfield, New Jersey Attorney
General Jeffrey S. Chiesa and
Burlington County Prosecutor
Robert D. Bernardi. Community
groups such as the Abundant Life
Fellowship Church, Stop Drop
Your Gun, Inc., and Servicios
Latinos de Burlington County,
Inc. have assisted in making the
event possible.
We recognize that these buy-
backs arent a singular, one-stop
solution to the gun violence prob-
lem. However, they are important
because, as we all recognize, there
are just too many firearms circu-
lating out there and too many in-
nocent people dying or being crit-
ically wounded as a result, At-
torney General Jeffrey S. Chiesa
said.

The Burlington County Free-
holders announced that they
would enter into a shared servic-
es agreement with Westampton
and the state that will save the
Rancocas Nature Center and
Park from closing.
This plan calls for a unique
partnership between the state,
county, Westampton and nonprof-
it organizations to allow the na-
ture center and the 2.7-mile trail
system to remain open for the en-
joyment of the public, said Free-
holder Director Joe Donnelly.
Now the outdoor education pro-
grams and summer camp that
had been run by NJ Audubon will
remain a popular destination for
families.
This past December, NJ
Audubon, which leases and man-
ages 130 acres of land including
the Rancocas Nature Center from
the state on the Westampton side
of Rancocas State Park, an-
nounced that it was closing the
nature center for financial rea-
sons. NJ Audubon projected that
the nature center would run at a
deficit of $55,000 in 2013 but
agreed to keep the nature center
open until March 31st giving
stakeholders the opportunity to
raise funds to cover the projected
deficit and to formulate a long-
term fundraising plan to sustain
the operation. So far, the Friends
of the Rancocas Nature Center, a
newly formed nonprofit organiza-
tion, has received generous
pledges.
The proposed shared service
agreement is an excellent exam-
ple of how, working together, gov-
ernment can partner with a non-
profit organization to benefit the
residents, Freeholder Aimee
Belgard said. This partnership
will enable the Rancocas Nature
Center to continue to operate and
serve as a fantastic place for ex-
ploring nature for families in
Burlington County.
Under the new-shared services
agreement, the county will file for
a special use permit from the
state, which owns the State Park,
to manage the lands and build-
ings. The county will maintain
the buildings and trails and pay
certain operating expenses, but
the state would assume all re-
sponsibility for any capital im-
provements to the buildings.
The plan calls for Westampton
to hire the two full-time employ-
ees, secure all necessary state and
county Health Department ap-
provals needed for running a
camp and provide the necessary
training. Westampton would also
provide insurance to cover all
program activities, including in-
surance for volunteers.
The new Friends group will
continue to raise funds to support
the center.
Shared services agreement will save

The Burlington County Free-
holders approved a $7.1 million
Annual Road Resurfacing Pro-
gram plan for the overlay of 12
county roads in 13 municipalities
for a total of 17.2 miles.
The county is funding the proj-
ect with $4,532,000 from the annu-
al NJ Transportation Trust Fund.
The remaining $2.6 million will
be funded by the county.
We will continue to dedicate
the state funds we receive to the
essential maintenance of our
county roads that are in the most
need of repaving, Burlington
County Freeholder Director Joe
Donnelly said. This repaving
plan has proved to be far less cost-
ly than major reconstruction of
roads if they are left in disrepair.
The county will receive the NJ
Transportation Trust Funding
upfront as it is one of only a few
counties in the state that have
spent previous year funds in the
time required.
Utility companies and the 13
municipalities in which construc-
tion will be scheduled will be no-
tified to avoid conflicting with
any other road construction proj-
ects.
The plan now will be submitted
to state Department of Trans-
portation for its approval.
Roads selected to be resurfaced
are based on the engineers evalu-
ation of conditions and include: 1
mile of Park Street (County Route
662) from Route 206 to Prince
Street in Bordentown City; 0.4
miles of Prince Street (County
Route 662) from Park Street to
West Burlington Avenue in Bor-
dentown City; 0.6 miles of Mott
Avenue/Morris Street (County
Route 632) from County Route 541
to Route 130 in Burlington City;
0.6 miles of Bridgeboro Road
(County Route 613) between Route
130 ramps to Riverside Township
Line in Delran Township; 0.5
miles of Moorestown-Mount Lau-
rel Road (County Route 603) from
Route 38 to Main Street in
Moorestown Township; 2.3 miles
of Church Road (County Route
616) between Mount Laurel Town-
ship Line to Wilkin Station Road
in Medford Township; 0.8 miles of
Main Street (County Route 541)
between Route 70 to Trimble Road
in Medford Township; 2 miles of
Mount Holly By-Pass (County
Route 541) between Route 38 to
County Route 691 in Lumberton,
Mount Holly, Hainesport, and We-
stampton Townships; 3.3 miles of
Burlington-Mount Holly Road
(County Route 541) between
Mount Holly By-Pass to Route 295
in Mount Holly, Westampton, and
Burlington Townships 1.7 miles
of Main Street (County Route

ton Township; 3.6 miles of Pem-
berton-Browns Mills Road (Coun-
ty Route 530) between Pemberton
