OF THE SANGGUNIANG PANLALAWIGAN HELD AT THE SANGGUNIANG PANLALAWIGAN SESSION HALL ON FEBRUARY 28, 2006 AT 9:00 A.M. RESOLUTION NO. 2006 026 (Sponsored by Hon. Moises G. Dimas) AUTORIZING THE ENACTMENT OF AN ORDINANCE INSTITUTIONALIZING THE PROVINCIAL SEARCH FOR HEALTHY BARANGAY AND APPROPRIATING FUNDS THEREOF. WHEREAS, health is both a fundamental right and a sound social investment and government needs to invest resources in order to raise the health status of the people to be productive citizens; WHEREAS, one of the components of the Integrated Community Health Projects is health promotion which initiated the search for healthy barangay to align with the implementation of A.O. no. 341 on the implementation of the Philippine Health Promotion Program through healthy places; WHEREAS, a healthy barangay is one that is continually creating and improving the physical and social environment which enable people to mutually support each other in performing all the functions of life for the development of their maximum potentials; WHEREAS, it has been observed that power impact have not been sustained due to lack of sustainability mechanism on the part of the local government units in which the province cannot even move on its rank from the Club 20 in the country; NOW THEREFORE: Be it RESOLVED, as it is hereby done, as it is hereby done, to authorize the enactment of an ordinance institutionalizing the provincial search for healthy barangay in the Province of Kalinga and providing funds therefor in the provincial annual budget in the amount of Two Hundred Thousand Pesos (P200,000.00) annually; PROVINCIAL ORDINANCE NO. 2006 001 AN ORDINANCE INSTITUTIONALIZING THE PROVINCIAL SEARCH FOR HEALTHY BARANGAY AND APPROPRIATING FUND THEREOF IN THE AMOUNT OF TWO HUNDRED THOUSAND PESOS (P200,000.00). Be it ENACTED by the Sangguniang Panlalawigan of the Province of Kalinga in session assembled that: Section 1. institutionalized. The provincial search for a healthy barangay is hereby

Section 2. The Provincial Information, Education Campaign and Advocacy (PIECA) Team are hereby tasked to implementation the program by organizing a Technical Working Group to undertake the annual search. -more-

The amount of Two Hundred Thousand P200,000.00) shall be appropriated annually for the following purposes, to wit: a. P100,000.00 b. P 50,000.00 c. P 30, 000.00 d. P 20,000.00 First prize Second Prize Third Prize Mobilization

Section 4. The award of the winning barangay shall be given as one of the highlights during the celebration of the Kalinga Day in February each year. Section 5. Separability Clause If for any reason, any section or provision of this ordinance is declared unconstitutional or invalid, other sections or provisions hereof which are not affected thereby shall continue to be in full force and effect. Section 6. Effectivity The provisions of this Ordinance shall take effect upon approval. Adopted this 28th day of February 2006 on motion of Honorable Moises G.
