CHANGING DYNAMICS OF HIGHER EDUCATION

Atta-ur-Rahman, FRS
The rapid transformation of China, Korea and Brazil into robust economies through investments in science, technology and innovation illustrate the new role that universities are playing today as engines for socio-economic development. Pakistan has undergone a dramatic positive change in the higher education sector in the last decade. This is illustrated by an increase in university enrolment from 276,000 in the year 2002 to 803,000 in 2011, increase in universities/degree awarding institution from 71 in 2003 to 137 in 2011, increase in local and foreign scholarships from only 342 during previous 40 years by UGC to about 13,000 scholarships by HEC during 2003-2011, increase in international research publications from about 600 annually in year 2,000 to 6,200 in year 2011. This has been termed as a silent revolution by neutral international authorities. The Chairman of Pakistans Senate Committee on Higher Education, Science & Technology declared it as Pakistans golden period in higher education Pakistan must continue on this path of change to develop a strong knowledge economy and rid itself from poverty, hunger and deprivation.

Javaid R. Laghari, Chairperson, HEC

Universities are the most important producers of knowledge, which is the driving force of prosperity and contributes to upward economic mobility and increasing the standard of living. The modern university, with its mix of teaching, innovation and research, is different from the universities of the yesteryears, which only served as teaching grounds. By introducing innovation, creativity and interdisciplinary research as a vital component of learning, and with knowledge exchange programs, the university contributes more directly to the economy and society than any other institution. With half of our population below the age of 18, and two thirds below the age of 30, it is important to capitalize on our demographic dividend and build up a knowledge economy through education, research, technology and entrepreneurship. All developed countries and emerging economies have done so. Pakistan must learn its lessons and invest in its youth through facilitating education otherwise risk being left behind.

Pirzada Qasim, VC, Ziauddin University

Emergence of Knowledge Society is perhaps the most significant development of the twenty first century. All levels of education, whether global or local are bound to respond to this change, with Higher Education sector being no exception. It rather has additional responsibility of a catalyst for such changing dynamics that result in social transformation through knowledge. Since universities are entrusted with management of social transformation, they must respond through all three of their core functions; teaching, research and community engagement. The challenge for higher education in Pakistan is critical engagement of policy, infrastructure, human capacity development and investment. Perpetuating this cycle of challenges is the concurrent emergence of Knowledge Economy. Universities will have to appreciate and responded timely, which is now, to this challenge by expanding knowledge base in varying disciplines. A challenge still greater would be triangulating teaching, research and community involvement. The aim of this triangulation must remain to produce human capital for greater and integrated national development.

Seema Mughal, VC, Greenwhich University

Failure is not the falling down, but staying down. Time and again, nations have turned their fortunes around by investing in their future, by providing higher education to their youth. And now, more than ever, we find ourselves at a unique juncture. The Information Age is giving way to the Knowledge Era. With the world shrinking to a global village, and with the cloud democratizing computing resources, success is no longer determined by access to specialized equipment but by the strength and utility of ideas. Young countries have gotten on the road to progress by establishing themselves as knowledge economies. We in Pakistan were late to exploit the Information Age. But now, let us also not let the Knowledge Era go by. Let us prepare our citizens of tomorrow to be active contributors in the coming marketplace of ideas that the global society is poised to become.

Dr Naseem Khan, VC, Hamdard University

On the august event of publication of Dawn Higher Education Gazette, it gives me pleasure to recall Founder Chancellor Hamdard University, Shaheed Hakim Mohammed Saids following golden words: It has been my endeavor to prepare Pakistani youth for the Challenges of tomorrow. I would like to see the youth studying at our campuses to develop the qualities of devotion, love, determination and service to mankind. Higher education in Pakistan, should, therefore, be able to address the burning socio-economic problems being faced by the country today by creating much needed trends in education. Hence, there is a dire need to carve suitable research areas which can assist the country coming out of quagmire. Our Ph.D. and M.Phil students should undertake topics which may assist in resolution of Pakistans issues particularly in socio-economic sector. The Higher Education, in Pakistan, should also diversify its role by creation of research, innovation and commercialization centers to undertake research, innovation and commercialization activities befitting national needs as well as international demands.

Dr Akif Hasan, VP, Iqra University

Technology has revolutionized todays higher education. Soon we will be finding each university having global presence without brick and mortar. Marketing focus will shift to Faculty Brands rather than Institutions. There will be visiting students shopping for Faculty Brands to come on their CVs and transcripts. Fee will be for the faculty brands rather than Institutions. Industry will look for specialist graduates trained by specialist Faculty Brands. Faculty Brands ownership will not be confined to individual institutions but to a pool of Institutions. Survival in that era will be for those who are embracing the technology by foreseeing the changing dynamics of higher education.

There has been an incredible pace of change in the provision and delivery of higher education both within countries and in the field of international education. The key changes have been the increase in provision at a national and provincial level to meet the HRD demands of society, business, national infrastructure and development. Pakistan is a clear case of this with new Universities and colleges coming on stream and the increased understanding and will to have collaboration with international organization and institutions. Increased emphasis on high quality teaching and learning as the crucial area of importance for the core task of many universities - undergraduate teaching. In combination with this there has been a noticeable increase in the output of research both within Pakistan and internationally as universities strive to push the boundaries of knowledge forward. To meet the latent demand for accessible and affordable HE another changing dynamic has been the increased involvement of the private sector in HE provision and a noticeable increase in on line or distance learning provision.

Dynamics of Higher Education

Better educated and skilled human capital is an essential precursor for the country's economic growth and poverty reduction. Access to education offers the single most important opportunity of upward mobility to the country's youth. It is thus the most reliable means to achieving social integration, ethnic harmony, and political stability as factors that enable evolution of a prosperous, peaceful, and progressive society. It needs no emphasis that with educaDr. Saqib Rizavi, tion the locus of power shifts from the entrenched vested interests to the enlightened individuals which allows the President, SZABIST economy, society, and the polity to modernize. Middle-and low-income countries urgently need to build their own knowledge bases. The challenge is greatest for the poorest states, which are striving to achieve the Millennium Development Goals (MDGs). In the context of Pakistan, it further means that the dynamics of higher education should be such that they should lead to a peaceful, prosperous, and progressive country while providing context-relevant education with marketable skills. To achieve these objectives, universities should pursue an anticipatory approach towards trends in global academic and research developments with a focus on the creation of knowledge leaders enabling them to fit seamlessly into the business and industry once they graduate. Education is a strategic priority to power economic progress and engineer a forward-looking tolerant and inclusive society. Education is an "expectation builder" and a "force multiplier." Promoting the youth in higher education means their capacity building to meet the present and future exigencies of the society more skillfully having multiple choices to solve emergent as well as unforeseen challenges being faced by the society.
the programming of cells towards specific organs that can breathe new life into damaged tissues of the body. Thus, SCRC hopes to establish laboratories that focus on the tissue culture of human tissues/cells, with particular focus on cancer. Another Research Centre of SZABIST is Centre for Renewable Energy Research (CRER). In a country like Pakistan, where the energy crisis remains unabated, a renewable energy source would prove to be highly beneficial. Therefore, the CRER is geared towards creating energy from natural sources such as sun, wind, water, geothermal, and biomass resources. Most importantly S u s t a i n a b l e Development Research Centre (SDRC) has been developed for research on a variety of policy initiatives for the promotion of renewable energy in the country along with generating awareness about the same. Balancing academic pressures with healthy colors of life, students at SZABIST are continuously encouraged and are very proactive in a number of extra-curricular activities. Seminars, workshops, projects, off and on-campus luncheons and dinners are a regular part of life at SZABIST. In fact, it is the SZABIST Student Council (SSC) that oversees the functioning of all societies and clubs. Not only this, but also students come together in times of national crises and disasters and are actively involved with raising funds for various causes (for example, flood relief drives). Furthermore, the Institute also publishes newsletters that detail activities and events taking place from its various campuses. Furthermore, Executive Development Center (EDC) at SZABIST, facilitates students in the completion of their degree requirements, personal grooming, job placements and keeping in touch with the Alumni for relation building, corporate networking & profile update. In collaboration with the industry, EDC arranges on-campus recruitment drives and management trainee programs at reputable local and multinational companies. Annual job fair is also held at campus where leading companies are invited to discuss their recruitment policies and criteria, current and future vacancies, exploiting the opportunities to interact directly with the students. To bridge the gap between classroom and work situation, SZABIST has instituted a mandatory internship program. SZABISTs vision is to be a competitive institution meeting the intellectual and professional demands of the future. The plan is to consolidate our success and build on it by diversifying curriculum, strengthening faculty, indigenizing the generation of knowledge, intensifying our research agenda and distinguishing SZABIST as a symbol of excellence and professionalism.

The existing infrastructure of colleges is also wide and huge. In fact many government colleges in various cities reflect aesthetic architecture but poorly maintained. here is hardly any phenomenon in Pakistan that needs more emphasis than education today without which all efforts to build the nation will collapse. Fortunately, Pakistan is rich in young human resource that has the potential to lead Pakistan out of the shadows of pessimism and status quo to the light of optimism, change and progress. To enable them to do so we need a coherent education system from primary, secondary, higher secondary to highest level developed on the basis of rational analysis of our needs of today

centers and encouraging women to start small scale business at home. The activation of existing resources in rural areas not only is cost-effective, but also can pave the way for bigger projects. Women who make more than 50% of our population must be facilitated to get education for today and tomorrows generation. Primary education has been badly neglected that leads to unfruitful results at secondary and higher secondary levels. Unless a concrete foundation at primary level is laid, no desired results can be produced since there is a

With the grace of Allah our children have potential to achieve greater landmarks. They need to be given right direction to move and spend their energy, only then we can remedy the chronic problem of neglect and gradually adopt and develop a healthy system of education. To improve the situation we can make use of wide network of schools sprawling across the country by providing them with basic facilities and infrastructure. By the grace of Allah our children are so motivated to learn that if a closed school reopens they throng

and tomorrow. Education at home in the form of environment, behavior and practices leaves an everlasting impression on childs mind. In fact a childs character to a great extent forms even before he starts going to school. Home is childs first nursery and mother is the first teacher who has a lions share in molding a child as he spends his formative years in her lap. An educated mother at home makes a difference as she caters to her childs mental growth and realizes her responsibility towards her child beyond his physical needs. To educate a girl is to educate a mother of future. Thankfully, the social stigma of girls education is fading at least in urban areas where girls are encouraged to go to schools, colleges and universities. However, girls education in rural areas is still labeled as taboo. Sincere efforts need to be made to fill the void of ruralurban divide in every sphere of life specially in education. Lets not make it an undoable task by asking for billions of rupees for such educational projects. We can talk of its practical aspect by activating existing schools, opening vocational training disconnect at a higher level. It is high time we stopped working at different levels in isolation. Instead a coherent and cogent strategy is to be adopted that fills the void in between them that connects primary education to secondary, to higher secondary and finally to higher education like links in a chain. I believe primary education is a broken link which is repaired every now and then separately resulting in failures and loss of funds. Furthermore, there should be one syllabi for all schools and colleges whether government or private. The disparity between government and private institutes has done more harm than good. We must have uniformity in syllabi and testing that will create equal opportunities for all the young people of Pakistan to compete in an open environment locally and globally. Despite difficulties our students from both government and private schools have done exceptionally well and achieved laudable landmarks. It is their combined strength I would like to suggest which can be attained with one system of education that will be useful for their individual growth and nations collective progress. the school. Take the example of Swat, a striferidden area, where law and order was at its worst, attracted many children specially girls who came pouring out of their homes once law and order was restored. Malala Yousafzai a student of grade 8 is known for her motivation for education that led her to write for the childrens right to education. National Peace Award, which she won, is an award for all young girls in Pakistan and Malala stands for their nobility, courage and determination. We hope that her message spreads to each home across Pakistan and encourages parents to send their children specially girls to schools. The existing infrastructure of colleges is also wide and huge. In fact many government colleges in various cities reflect aesthetic architecture but poorly maintained. None in private sector matches its architectural magnificence that accommodates spacious libraries, labs, auditoriums, classes etc. What they need is maintenance and due importance it deserves to provide cost-effective education to the youth of Pakistan. Parents complain that environment at colleges is not conducive to learning and that classes are not held regularly due to which they have to send their children to tuition centers. Parents concerns are justified as the interference of political organizations has disturbed the academic atmosphere at colleges that should be free from any political activity. As a result the classes are either hampered or parents become reluctant to send their children to colleges. This has the domino effect and encourages the mushroom growth of tuition centres where teachers from various colleges come and teach. Although experienced teachers are able to cover syllabi at these tuition centres, it further deserts the colleges. Education at college level too lacks effective management that otherwise could be productive in linking the higher secondary education to University education. Private sector has played a positive role in providing higher education to maximum number of people in the country. Under the aegis of Higher Education Commission, private universities have developed themselves into a lifestyle that encourages and facilitates research and development in the areas where we as a nation need to build ourselves. The HEC has also played a pivotal role in that by chalking out a check and balance system for the private sector, introducing evaluation methods that they carry out on regular basis. The funds for scholarship programs allocated by the HEC for the needy and deserving students have enabled thousands of Pakistani graduates to pursue M.Phil and Ph.D in various fields. The centralized body of High Education Commission has helped the private sector to provide support to the government universities by providing space to more and younger people in diverse fields. Today our young generations have more options, diversity and opportunities than yesterday without compromising on quality. Pakistan is endowed with innumerable resources including human capital which is stronger today than anytime in the history. Education for them is too important as they will become tomorrow what they learn today. We must trust our capabilities and take measures immediately which are practicable and within our reach. The concept of education for the sake of a degree should be discouraged as I believe that in the final analysis the essence of education is to become a man of value rather than a valuable machine. We must encourage an education system that stimulates independent thought, critical thinking and instills in young minds empathy for mankind. As Aristotle says, the ultimate value of life depends upon awareness and the power of contemplation rather than mere survival. Universities are the highest seat of learning in the education system where students obtain their last degree before they step into practical life. Not all Pakistanis reach this top level of academic journey and most of them start their professional life without a university degree. Nevertheless, a large number of students in Pakistan are attending university despite shortage of resources and facilities. This is a source of relief and encouragement that in spite of difficulties a lot of young people realize the importance of university education and invest time and money in it. Q

ong Kong is one of the worlds safest, friendliest and most vibrant big cities. It is a global financial capital and, thanks to its political and geographical position, it also plays a unique and important role as a gateway to China. You can imagine in a metropolitan city where human is the most precious resources, education must be highly valued. In QS rankings in May 2012, three Hong Kong universities were among the worlds 10 best universities founded in the past 50 years, and four Hong Kong universities were among the top 20 in Asia. Housing a wrath of multi-national companies who chooses Hong Kong as their Asian headquarter, graduating in Hong Kong opens up plenty of working opportunities among the elite companies in the world. The HKSAR government also supports the retaining of talents by granting graduates to stay in Hong Kong for one year, visa free. The cost of studying in Hong Kong is modest compared with many places that offer quality education. It is generally estimated to be half to one third of the price compared to studying in the United Kingdom or United States of America, while the quality of education is no doubt comparable to the best in the world. Fees are generally estimated (at CityU) to be at around US$19,000 a year, including tuition

fee, double-occupancy residential accommodation on campus, and daily living expenses. International students are eligible to apply for many generous scholarships. Although it has not been the most popular choice in many parts of the world as universities in Hong Kong focus only on recruiting the elites, this lovely city stands to be one of the most highly rated study destinations by most education pundits around the world.

Hong Kong is a fast-moving city but people are very welcoming and warm, and I havent seen any racism in my two years in Hong Kong. When I got to City University of Hong Kong (CityU), they arranged halal food boxes for me, and you can find halal food all over Hong Kong. Adjusting to Hong Kong took maybe a week. The city is very systematic and its easy to get around. CityU gives you a buddy before you come and

There are a lot of opportunities to develop yourself professionally. In my department, they mentor you and arrange activities where I get to meet partners of big accounting firms. People in the banks say all the action is in Hong Kong because its a gateway to China. There are lots of opportunities in the finance sector. A Hong Kong accountancy qualification is recognised everywhere. But after I qualify, I would like to stay longer because Hong Kong is the best city Ive seen till now.

INDONESIA JESSICA KURNIA Bachelor of Business Administration (Accountancy)

Hong Kong is a very good city. Its lively and I like the atmosphere. It offers more opportunities for Indonesians than, say, Singapore or Australia, because those places are already packed with other Indonesians. I think we have a chance in Hong Kong for a future career and personal growth. The main challenges for me were the language barrier and the weather. Its hard when

you dont speak Cantonese at all but if youre friendly you can make local friends. You can ask them to help you with Cantonese and you can help them with English. As for the weather, you melt when its hot because its so humid and its hard when the temperature drops below 10C because in Indonesia we dont have winter. In my classes, they use real life examples and they teach us how to apply what we learn. I think classes in Indonesia are more theoretical. We can take courses outside our major. I took a visual literacy course offered by the School of Creative Media. It was lot of work but it was really fun. Come to Hong Kong, where you can really grow and to experience many different things.

Sukkur IBA is no more an institute, but a phenomenon

ducation over the centuries has been a lever of human progress and key to national development. Education is an empowerment which means an ability of making right decisions of own; which may be economic, social or entrepreneurial. Education equipped with modern knowledge leads towards the social wellbeing and economic development of societies. Sukkur IBA Contributing in Economic Development of Pakistan The role of a university as a leader for social change is being increasingly focused all over the world. In our country, the access of students, belonging to poor families, to quality education is quite small and scanty. Sukkur IBA is successfully addressing this problem and reducing the discrimination between rich and poor. Different measures have been taken to ensure that no one is denied access to the quality education because of his/her financial position. The poor have two barriers to cross for access to quality education, the first is academic and other is financial poverty. Sukkur IBA by introducing foundation program has successfully addressed this dilemma. To render its true services to the students of local and poor communities the foundation semester system was started in 2007. Sukkur IBA is the only pioneer and initiator of this program among all the public sector institutes. This program aims at supporting and preparing the students with poor academic background, providing them a chance of getting admission at Sukkur IBA and to compete with other students with sound schooling. Through this semester, students from far flung areas are selected and passed through a comprehensive teaching process for more than 4 months in basic subjects which cover the entry level curriculum. This program builds the capacity of those students which may not be accepted in any university due to their academic deficiencies. After passing this semester they are in better position to compete on merit and secure admissions for higher education which ultimately contributes towards the economic well being of the country. Lack of jobs in the market and economic hardships in the society made entrepreneurship the need of the time. This is one avenue of growth where there is

great potential for development. Sadly, it is an area which is very much neglected. To address this challenge Sukkur IBA has established a Center for Entrepreneurial leadership and Incubation center to educate, train and assists the people of this community to start thinking of innovative ideas and

and local resources utilization which will add value in local trade and industry. Sukkur IBA is a centre of excellence for less privileged and financially poor communities. Students with financial hardships are supported through award of different scholarships. Majority of the stu-

Creation of new business supports the economic engine of the country by creating more employment, training and increasing production. Network of Community Colleges As it is identified that students suffer from the academic poverty as well, therefore to address the challenge Sukkur IBA decided to start working through the network of community colleges which strengthens foundation of students on competitive basis at very affordable cost. Community colleges in Khairpur Mirs, Naushehro Feroz and Dadu are operating and rendering their services, whereas IBA Community College Jacobabad is in pipeline. What is an F-1 student visa?

The F-1 student visa is one of the most flexible Non-Immigrant Visas (NIV). It is a multiple entry visa. The F-1 student visa is for those who want to study or conduct research at an accredited American college or university. An F-1 visa gives students the freedom to work in order to finance their studies. F-1 students are allowed to work on campus for as many as 20 hours a week during fall and spring semesters and as many as 40 hours a week during summer semesters. F-1 visa students have to attend university full time during fall and spring semesters, but are not required to take any classes during summer. To qualify for a student visa, a student needs to demonstrate his/her qualifications as a student and should be prepared to discuss the reasons for studying in the United States and the details of the intended studies. Just as applicants for Visitor Visas, students also must establish that they are not intending immigrants to the United States. Students can find all the information they need to apply for a United States visa on the American Embassy Web site at http://islamabad.usembassy.gov/pakistan/niv_s tudent_visas.html We encourage students to begin the student visa process as soon as they are accepted in order to ensure sufficient time for visa application and processing.

Beyond the Ivy League

Many Pakistani students are in awe of the Ivy League. Most of them, however, are not even sure of what the Ivy League is all about or why they should think beyond it. Comprised of just 8 institutions, the term Ivy League was made official based on the formation of a NCAA athletic conference in the United States back in 1954. Since then, the term has evolved beyond just athletics to represent eight of the oldest schools in the country. Today, many believe that the term Ivy League represents educational excellence, prestige, and substantial funding. It is important to keep in mind though, that these institutions represent only 8 of the close to 4,000 accredited colleges and universities in the United States. Institutions such as Stanford, MIT, and Berkeley are not a part of the Ivy League. Surprised? Though the 8 Ivy League institutions are often ranked in the top 10-16 of all popular U.S. institutional rankings, these numbers would vary drastically if students were to search for top schools by field of study and other specific search criteria. Undergrad applicants should specially note that graduate programs give no real preference to students that have completed their bachelors from one of these eight institutions. Like employers, admissions committees focus on academic and extracurricular performance above brand name hype. One of the most common mistakes that international applicants make is to blindly apply to top ranked institutions without

Which standardized tests are required for admission?

TOEFL (Test of English as a Foreign Language) is required by most colleges and universities for admission of international students whose native language is not English. Many academic institutions have started accepting IELTS in lieu of TOEFL. The admissions offices of individual universities will know if they will accept IELTS. Good scores on standardized tests may help students get financial aid such as teaching or research assistantships. The SAT Reasoning Test (Scholastic Aptitude Test and Scholastic Assessment Test) is a standardized test for college admissions in the United States at the undergraduate level. The test is intended to assess a students readiness for college. How much does it cost to study in the United States?

The cost of tuition can range from as little as $7,000 a year to $40,000 or more a year. Dont let the cost prevent you from exploring your options-where there is the will, there is often a way. State (public) universities are generally, but not always, less expensive than private institutions. Community colleges are usually less expensive than colleges and universities.

Misconceptions about United States College Admissions

Many students express concerns about admission to American colleges and universities. Some think they need to have perfect standardized test scores and GPAs to even be considered by a United States institution. This is most definitely not the case! International students are admitted with a wide range of SAT, GRE, and other standardized test scores. Others think that only students with abundant financial resources could make it through. Again, this is not true! Financial aid is available for many students. It is often a question of finding the right program at the right community college, college, or university in the United States.

How do financial aid and scholarships factor in?

The terms scholarships and financial aid are sometimes used interchangeably, but are different. A scholarship is a financial award based on merit, including outstanding academic performance, special talent in sports or performing arts, or perhaps community service or leadership. Financial aid is a needs-based grant based on the students
