The Menomonee Falls Village Board approved a conditional use permit April 1 which could result in a FBI facility coming to the community. The board approved a conditional use permit for a building at W180 N7950 Town Hall Rd. Village President Randy Newman abstained from the vote. The building was previously a medical office facility. Procacci Development Corporation made the request, which would would include renovating the interior and constructing a perimeter security fence, two security gate houses, and a secured covered parking area. Falls district to consider move to tax sheltered annuity

BY THOMAS J. MC KILLEN MANAGING EDITOR The School District of Menomonee Falls is considering creating a Tax Sheltered Annuity (TSA) retirement plan for its employees. The option was described by Human Resources Director Lori Blodorn during the March 25 School Board meeting. Blodorn said the district recommended going to a TSA to reduce the district other post employment benefit (OPEB) liability, make sure the district retains a competitive benefit in comparison to other districts and ensure compliance with the law and ensure that the benefit were providing is done in the least restrictive regulatory environment that we can. Blodorn said the recommendation presented to the board calls for moving from a pure health insurance benefit to the TSA. Blodorn said the defined benefits varied among employee groups, with teachers having a different benefit package than custodians. She said the health insurance benefit is subject to discrimination testing. Blodorn said discrimination testing is an animal both of health insurance and health insurance reform as well as tax law. She said under discrimination testing, an entity cannot discriminate in favor of highly compensated employees, or the top 25 percent of all employees who are eligible to receive any benefit. If the district failed the discrimination testing, the benefit would become fully taxable to the 25 percent of employees. By comparison, a TSA is a specific dollar amount given to an employee group given at a specific period of time, and which is not subject to discrimination testing because it is not a health benefit. Blodorn said the option was discussed at a School Board workshop, and the recommendation was made to retain the retirement age for all groups. The current retirement age is 57 years old and 20 years of service for administrator, teachers and professional/technical groups and 62 years old and 20 years of service for custodians and administrative assistants. Blodorn later said the 57 year old retirement age is being kept because it is similar to the retirement age in comparable districts. In addition, a district that attempts to change the retirement age runs the risk of a discrimination lawsuit from employees near the retirement age. In addition,educational assistants and school nutrition managers which Blodorn said have traditionally not had a retirement benefit will retain an equivalent sick leave payout, which is being eliminated for other employment groups. The district will save an estimated $6,124,508 by changing to the different benefit structure. Director of Business Services Jeff Gross later added that there is no trend built into the new plan, and the dollar amount is capped. In addition, the district claims costs would stay lower, which will keep premiums lower. Superintendent Patricia Greco added that as a result of changes to active health care since 2011, the transition to self-funding a high deductible plan along with previous changes have saved the district $2.3 million, employee contributions to the state retirement system have saved the district $1.5 million and the TSA proposal will result in the $6.1 million savings. Those have been the changes within the past two years, Greco said. Greco noted that with the changes, the districts health insurance costs will be reduced by 75 percent over the past two years. The board will consider the change at its April 8 meeting.

Challengers win seats on Falls Village Board

BY THOMAS J. MCKILLEN MANAGING EDITOR Two challengers beat two incumbents on contested seats on the Menomonee Falls Village Board April 2. In the election for seat 4, Jeremy Walz received 3,215 votes while incumbent Michael McDonald received 2,856 votes. In seat 5, challenger Bonnie Lemmer received 3,203 votes while incumbent Jeff Steliga received 2,825 votes. Im just thankful for the opportunity to serve the residents of Menomonee Falls, it feels good, Walz said a day after the election results. He added that my phone has been ringing constantly for the past 24 hours. Walz said the situation involving the development of the Radisson Hotel was a key issue in the campaign. The village provided $17.65 in bond funding for the construction of the hotel and began foreclosure proceedings in fall 2011 when the initial payment deadlines were missed. Thats the thing we have to get straightened out as soon as possible, he said. Walz also said he would seek to look out for the best interests of the taxpayers to make sure money is spent wisely. He also thanked the voters and the Menomonee Falls Taxpayers Association for their support. Walz said he hadnt had an orientation meeting but is learning as much as he can prior to starting his board duties. He noted that he would be meeting soon with Village Manager Mark Fitzgerald and Village President Randy Newman. When reached for comment April 3, Lemmer said its just beginning to sink in that she was elected to the board. Its exciting. Im happy and looking forward to serving the residents, she said. Lemmer said her special project would involve helping promote the downtown Village Centre area, since she resides close to the area. Lemmer cited her work with the Make-AWish Foundation and Muscular Dystrophy Association and said she would seek to use her work in public relations and marketing in her role as a trustee. Lemmer said the situation with the Radisson had a lot to the with the results. She said there is a concern that Menomonee Falls played banker in the development of the facility. The results end Steligas 19-year run on the board. I really wasnt surprised when I saw the low turnout, Steliga said afterward. He also thanked residents for allowing him to serve on the board for 19 years. I enjoyed it, he said. Steliga indicated he would probably not run for office in the future. I put in a lot of time on the Village Board and now its someone elses turn, he said. When asked about accomplishments for the community during his time on the Village Board, Steliga the village having the ninth largest valuation in the state and third largest manufacturing valuation.

Falls scholarship foundation increases giving

Building on the success of the annual dinner auction, the Menomonee Falls Scholarship & Educational Foundation is increasing its scholarship donations this year by $5,000. The Foundation will contribute $47,000 for scholarships, up from $42,000 last year. Community donations overall last year eclipsed $170,000. Including other scholarships from colleges, companies and other organizations, Falls graduating seniors earned more than $1 million toward furthering their education. The Foundations increase can be directly attributed to the growth of the annual dinner auction in fall. Last year, the event raised $39,000, up $10,000 from the year before, and drew 300-plus people, up more than 80 from 2011. The boosting numbers allow the foundation to increase its own giving and to continue its goal to award between $40,000 and $50,000 per year in scholarships for Menomonee Falls High School graduating seniors. "Were so pleased with the renewed interest and participation in the Scholarship Dinner Auction, and were thrilled that this allows us to help more students offset the costs of college," said Foundation President Kent Smith. "We are grateful the Menomonee Falls community cares so much about its students and recognizes the value of higher education." Since its inception in 1989, the Foundation has been able to amass over $1.1 million dollars to benefit the graduating seniors of Menomonee Falls High School. Scholarships will be presented at the annual Scholarship Program, this year held at 7 p.m. on June 5 in the high school auditorium. The public is invited and encouraged to attend. On Friday, Nov. 8, 2013, the Foundation will be hosting its largest fundraising event, the 23rd Annual Scholarship Auction and Dinner Fundraiser, at the Hilton Gardens in Menomonee Falls. Washington County to hold Clean Sweep collection May 11

Washington County will hold its next Full Service Clean Sweep Saturday, May 11, 8 a.m. to noon, at the Washington County Highway Facility, 900 Lang St., West Bend. This is an opportunity for county residents to properly dispose or recycle unwanted hazardous chemicals, electronic goods, pharmaceutical medication and used tires. There will be drive-through collection stations for convenience. A $10 pre-registration fee is required for the hazardous waste and electronic goods; participation is limited to 250 vehicles per event. Pre-registration is not required for the drug collection. The used tire collection is also unlimited; however, a maximum of 20 tires will be accepted per participant, and per tire disposal fees apply. To pre-register, one can download a form from www.co.washington.wi.us/cleansweep; stop in at the Land and Water Conservation Division, 333 E. Washington St., West Bend to submit cash or check; or by calling (262) 335-4808. The following items will not be accepted: television sets, appliances, latex paint, oil, batteries, needles/sharps; radioactive items; smoke detectors; cylinders; and gas grill propane tanks. This is the fourth consecutive year this event has been coordinated by of the Planning and Parks Department, partnering with the health, sheriffs and highway departments.

FLUSHING OF WATER MAINS

The Menomonee Falls Water Utility will be cleaning and flushing water mains from 7:00 a.m. to 5:00 p.m. beginning April 15th and continuing through May 17th. The flushing will remove most of the natural minerals that have settled in the mains such as iron, a harmless-reddish brown mineral that discolors the water. If you observe the Water Utility personnel working in your area, refrain from using water or use as little as possible for one-half to three-quarters of an hour to insure that the water has settled in the mains. This will also help prevent any iron from being drawn into your water piping system. If you do find that your water has become discolored, refrain from using it for an additional one-half to three-quarters of an hour. Then draw off the remaining discolored water through the COLD WATER FAUCET ONLY. Your cooperation during this flushing procedure will benefit all water customers. Assault A 50-year-old man was arrested for assault-domestic violence related March 28 as a result of an altercation with his live-in girlfriend at their residence in the W13000 block of Fond du Lac Avenue. Investigation revealed the man had pushed, bit and choked the victim. A 24-year-old Menomonee Falls man was taken into custody for assault-domestic violence related March 28 as a result of an altercation with his fiancee at a residence in the W13000 block of Fond du Lac Avenue. Investigation revealed he had shoved the woman, pushed her down a flight of stairs and put his hands around her neck in an attempt to strangle her. Drug violations A 20-year-old man and a 19-year-old woman, both of Menomonee Falls, were cited for possession of marijuana and drug paraphernalia at 12:12 a.m. March 31 after their vehicle was stopped for speeding at Good Hope and Lilly roads. A 24-year-old man was cited for possession of marijuana at 2:27 p.m. March 25 at his residence in the W15000 block of Cleveland Avenue. Police responded to the apartment after fellow tenants reported the odor of marijuana, The man admitted to police that he had been smoking the substance, and additional marijuana was located in his residence. Operating while intoxicated A 45-year-old Brookfield man was arrested for operating while intoxicated-third offense at 6:47 p.m. March 29 at 6:47 p.m. March 29 following a traffic stop in the 14000 block of Lisbon Road. A 38-year-old Menomonee Falls man was arrested for operating while intoxicatedthird offense at 1:13 a.m. March 29 after he was stopped for speeding at Appleton Avenue and Monroe Drive. A male subject was arrested for operating while intoxicated-first offense at 1:04 a.m. March 29 following a traffic stop at Main and Water streets. A 22-year-old Menomonee Falls man was arrested for operating while intoxicatedfirst offense police observed a vehicle at 2:50 a.m. March 28 in the ditch at Elder Lane and Maple Road. Officers obtained vehicle owner information and went to the mans residence; at the same time, the driver walked up to the home, intoxicated and covered in mud. He admitted to drinking and was taken into custody. Retail theft Two female suspects left Target, N95 W17707 Shady Lane, without paying for $806.72 worth of merchandise. Theft A debit card was stolenand used at various area locationsfrom a womans purse at Riverview Assisted Living, W176 N9430 River Crest Drive, March 27. Vandalism Two tires on a 2005 Dodge Ram parked in the W16000 block of Roosevelt Drive were slashed during the overnight hours of March 30-31. Two tires on a 2000 Toyota Camry parked in the N9000 block of Grand Avenue were slashed during the overnight hours of March 30-31.

McDonald said the contract will include work that will occur in the Cindy Circle and Jay Lane area, the Grand Avenue, St. Thomas Drive and Tamarack Trail areas and paving various other streets. McDonald noted the contract is under the village estimate. Village Manager Mark Fitzgerald added that because the capital budget is financing the work, the village would look to add streets to this year's schedule should funds become available. "We have no shortage of asphalt streets that could use it," he added.

Germantown Chamber presents civic awards to notable business, community members

The Germantown Chamber of Commerce announced the 2012 Community Awards winners at its annual dinner and meeting event held March 26 at Nardos Passport Inn in Germantown. The recipients are: Business of the YearHappy Hounds Doggie Daycare & Dog Training: In business for eight years, Happy Hounds was nominated for their participation in events through various organizations and charitable involvement in the community. They were the perfect fit for the award, said Germantown Chamber Executive Director Lynn Grgich. Whether a large or small business, Happy Hounds Doggie Daycare & Dog Training exemplifies the criteria that are looked at in choosing a winner for Business of the Year, she said. Citizen of the YearGermantown Police Chief Peter G. Hoell: Not just anyone can receive this prestigious honor, said Grgich. Qualifying to be Citizen of the Year isnt an award the recipients have aspired to, it comes out of simply seeing things that need to be done and stepping up to the task, she said, noting that Hoell has done exactly that, both in his role as police chief and as a community member. Not only is he a member of several local organizations, but the chief organized the Germantown Civic Group and donates his time to Mai Fest, Relay for Life and various Kiwanis events. In his unique position, he sees a lot that needs to be done, and even outside of those requirements he has stepped up to meet some of those needs, said Grgich. Lifetime Achievement Award winnerJohn Gehl: Gehl, who retired in November 2012 as President and CEO of Gehl Foods, Inc., was the third generation of this family-owned company that has been in Germantown since 1896. In the position since 1963, Gehl deserved this special honor, said Grgich. We did not want this occasion to pass without recognizing his contributions to both the business and the community, she said. The executive director expressed pride and gratitude for the honoreesthis year and in years pastthat have made the village a better place. Each year I am amazed and humbled by the accomplishments and dedication of the recipients, said Grgich. They are not motivated by glory, but by passion.

Local salon owner lends services to cancer patients

A cancer survivor two times over, West Bend resident Barbara Justmanowner of BJ & Company, located at 446 S. Main Street in downtown West Benduses her personal story to be a mentor to others in need, but has a heart for people in general. I just like helping people, whether they be cancer patients or older people, or anyone, Justman said. Hairdressers are like bartenderswe listen to everyones problems. A graduate of the Adele Ballou Cosmetology and in the field for nearly 50 years, Justman is known as a trusted professional in cosmetology and wellness. While she has a special gift for making those going through cancer treatments feel beautiful, Justman offers her extensive services to everyone. BJ & Company offers the full line of beauty products and serviceshaircuts, coloring and styling; wigs, hair pieces and extensions; facials; body waxing; aromatherapy; body wraps; tanning; ear piercing; massages; manicures and pedicures and morehowever, the salons best asset is clearly its owner, who approaches every trial with a wry sense of humor. When diagnosed with colon cancer in 1998, she was running five minutes behind for an appointment with a client. I said, Sorry Im late, I just found out I have cancer, she recalled with a laugh. And when telling the story of how the beauty shop was gutted by a fire in 2009, Justman focuses on the positive, cheerfully explaining how a former employee offered the rental of part of her own building down the street until Justman could re-establish BJ & Company. The fire happened on Monday, we were open for business on Wednesday, said Justman. We didnt skip a beat. Aside from the business she has run since 1979, Justman also donates her aesthetic services to cancer patients, both as a trainer for theLook Good...Feel Better program for the past 22 years and, more recently, at the Small Stones Wellness Center located in the lobby of the Kraemer Cancer Center at Froedtert Health St. Josephs Hospital in West Bend. For Look Good, Feel Bettera free nationwide program for cancer patientsJustman trains other hairdressers in beauty options for women undergoing cancer treatment. We start out by putting makeup and wigs on the model and then everyone follows and does it on themselves, she said. It starts out serious, but pretty soon everyone is having a great time. Justman volunteers two afternoons each week at Small Stones, a new addition to the community that is slowly but surely attracting interest, she said. We can shave heads there, we have some wigs on display and can order wigs, we have make up, she said. People are starting to peek inside and see what were all about. The wellness center also offers books focusing on inspiration, self-help and nutrition, meditation CDs and unique jewelry and gift items. "It makes everything easier, more accessible (for individuals dealing with cancer), she said. This is something Justman can appreciate as nine years after her colon cancer diagnosis, in 2009, for which she underwent chemotherapy, Justman found out she had breast cancer and had to go through radiation. Justman said her difficult experiencesboth personally and with many family members who have faced cancergive her a unique perspective in helping others going through the same struggle. I think people feel more comfortable with me, she said. You live through it and its such a pain, but then you can help people and give them hope. Justmanwho has been married to husband Homer for 47 yearsstays busy and involved in many other ways as well. She is the past chairman and director of the Wisconsin Hair Fashion Committee; has served 30-plus years as an Ambassador for the West Bend Area Chamber of Commerce; and has been a West Bend Rotarian for more than 25 years. But more than anything else she identifies herself as a people person. I like being with people, she said. I feel like I am uplifting to the clients. Were always laughing about something. Germantown HS grad receives Academic All-America honor

Ben Averkamp (Germantown, Wis./Germantown), a senior forward on the Loyola University (Chicago) mens basketball team, has been named Capital One Second Team Academic All-America earlier this year. Averkamp is just the eighth Loyola individual, and the first-ever member of the mens basketball program, to garner Capital One Academic All-America accolades. Averkamp was joined on the Capital One Academic All-America Second Team by Matthew Dellavedova (Gonzaga), Nathan Healy (Appalachian State), Peyton Siva (Louisville), and Andrew Smith (Butler). Aaron Craft (Ohio State), Kelly Olynyk (Gonzaga), Mason Plumlee (Duke), Matthew Sullivan (Brown), and Cody Zeller (Indiana) comprised the first team. As a junior in 2011-12, Averkamp collected Second Team All-Horizon League honors to become the first Loyola player since 2007 to be a first or second team allconference pick after putting up 15.4 points per game and 7.1 rebounds per game, both career-best averages. The biology major is a two-time Capital One First Team Academic All-District V selection (2012, 2013), and also has been named to the Horizon League Mens Basketball All-Academic Team (2011, 2012), I-AAA Mens Basketball ScholarAthlete Team (2012), National Association of Basketball Coaches Honors Court (2012), National Jesuit Mens Basketball AllAcademic Team (2012), and Horizon League Academic Honor Roll (2010, 2011, 2012). During his career, the 6-foot-8 forward has been a four-time Horizon League Male Scholar-Athlete of the Month honoree and in addition to being a member of Loyolas Student-Athlete Advisory Committee (SAAC), he is also the president of the Horizon League chapter of SAAC.

Montag is a guard on the team. Emily Rostagno, a graduate of Kettle Moraine Lutheran High School, is a guard on the UW-Washington County women's basketball team. Leah Stapelman, a graduate of Hamilton High School, is at Carroll University and was member of the women's golf and swimming teams this past fall and winter. The golf team has made it to the National Meet due to winning their conference meet, which is to played in May in Florida. Stapelman swam the 500 yard freestyle, 100 and 200 yard fly. She placed 16th at the conference meet in the 100 butterfly.
