Ulrichsweb Software Engineering & Applications is an approach to developing software that attempts to treat it as a formal process more like traditional engineering than the craft that many programmers believe it is. Designing software is an exercise in managing complexity. The complexity exits within the software design itself, within the software organization of the company, and within the industry as a whole. In many ways, software bears more resemblance to complex social or organic systems than to hardware. All of this makes software design a difficult and error prone process. Software engineering is concerned with the development and evolution of large and complex software-intensive systems. It covers theories, methods and tools for the specification, architecture, design, testing, and maintenance of software systems. Todays software systems are significantly large, complex and critical, that only through the use of automated approaches can such systems be developed and evolve in an economic and timely manner. There have been many good ideas from computer science but they lack to meet with understanding among businessmen and scientists hardly care about the real-world needs and problems of the businessmen. This conference attempts to provide a description of the dilemma and aims is to provoke a discussion. There are no solutions but request to take note of the gap and do the best to cross the borders that divides us whenever and wherever possible. The Annual International Conference on Software Engineering & Applications provides opportunities for academics, researchers, experienced professionals and business people to share their research interests in the area of Software Engineering with the world. The Conference Proceedings (Print ISSN: 2251-2217, E-Periodical ISSN: 2251-2225) will be indexed by Ulrichsweb,EBSCO, CrossRef, ProQuest, PsycEXTRA and will be submitted to Scopus, ScienceDirect and amongst others, where applicable. Best Paper Awards and Best Student Paper Awards will be conferred at the conference (in order to qualify for the award, the paper must be presented at the conference). Journal: Depending on their importance, originality, quality, relevance and other editorial considerations, eligible research articles will be invited for publication which is indexed by EBSCO, CrossRef, Proquest, Ulrichsweb and Cabell's Directories. Book: Selected authors will be invited to contribute book chapters in "The ICT Age". This book will be edited by Dr. Edmond Prakash and co-edited by Dr. Anton Ravindran.

Prospective authors are invited to submit original papers (not being considered for publication elsewhere) in standard format (double column, single-spaced, 10-pt font) describing new theoretical and/or experimental research. Submissions are recommended to have no more than 10 pages (extra pages are subject to surcharge), including figures, tables, and references. Submissions will be judged on originality, significance, interest, clarity, relevance, correctness, and presentation.

All submitted papers will be sent to reviewers for a blind review. The reviewers use the following in evaluating research papers: 1. Novel Contribution 2. Originality in Thought 3. Inferences 4. Key Strengths 5. Key Weaknesses 6. Areas of Improvement 7. Presentation/Organization of Research GUIDELINES FOR PANEL PROPOSAL SUBMISSION
Panels entail presentation of prepared papers (distributed in advance to a discussant) on a specific topic or theme, followed by structured discussion of those papers at SEA 2013. Panels should be comprised by no more than three-four paper presentations, and at least one, but no more than two, Discussants and each paper should have a full abstract and author information.

Panels are guaranteed a 60-80 minute slot (individual paper presentations are expected to run 12-15 minutes). Each panel requires a chair, which can be self-nominated (during the submission process). They need to prepare a 400word rationale for the panel proposal and a 75-word panel description for the conference program.
