Ratables decreased in
township reassessment
By KRISTINA SCALA
The Voorhees Sun
The recent township reassess-
ment shows a $700 million de-
crease in net ratables since 2006
and a $77,040 decrease in value of
the average assessed home.
Voorhees CFO Dean Ciminera
said the township performed a
revaluation in 1986 and waited 20
years to perform the next one at
the height of real estate market.
When it crashed, we could no
longer justify property values we
had in 2006, he said.
In a revaluation, the town-
ships property records are creat-
ed from scratch, according to the
township. A reassessment, mean-
while, only inspects certain prop-
erties.
This time around, the assessor
did not need to assess any proper-
ties that had been inspected with-
in the last four years.
Ciminera said the township
performed a reassessment to set
the property values as close to the
true value as possible.
Thousands of people were ap-
pealing assessments, and the
township must pay 100 percent of
the appeal on top of litigation
fees, he said. Taxes that go to the
school districts, county, fire and
police are not given back to the
township after an appeal.
According to Ciminera, the
most common misconception res-
idents have when it comes to a re-
assessment is the township is try-
ing to make money.
The amount of tax revenue is
independent of a reassessment,
he said.
He said the anticipated tax rev-
enue for 2013 is just more than $18

million, $722,775 more than last
year.
From 2009-2011, the township
lost $500,000 in appeals.
According to Ciminera, the
township paid $1.6 million in 2012
tax appeals, borrowing $1.2 mil-
lion to cover the cost. He said mu-
nicipalities are allowed to borrow
up to 75 percent to pay off debt.
The amount must be approved by
the state. At a .85 percent interest
rate, Ciminera said the township
would pay off the note in three
years.
But the future effect of the re-
assessment is unknown.
Its dependent upon the real
estate market, he said, adding
the township could see fewer ap-
peals next year.
With the reassessment setting
the property values at a more
accurate level, it would be easier
for the township to reject an ap-
peal. Ciminera said if the asses-
sor values a property at $100,000
and the resident claims the value
is actually $95,000, the tax asses-
sor could reject the appeal be-
cause its within 15 percent of the
current assessed value.
He said if the appeal was 15
percent or more below the as-
sessed value, that property value
could change.
That was the problem the town-
ship was having.
We are trying to make sure
proprieties are valued correctly,
he said.

Two weeks ago, I urged you to get out-
doors and enjoy the Voorhees parks. This
week I encourage you to hop on your bicy-
cle and ride the Voorhees bike path system.
There are 10.5 miles of existing bike
paths in our township. The Voorhees
Township Bicycle and Pedestrian Pathway
Committee works hard to promote our bike
paths and bike safety for the benefit of our
community.
Existing bike paths in Voorhees include
Centennial Boulevard from Old Egg Har-
bor Road to Evesham Road; Kresson Road
from Cooper Road to Route 73; Victor
Boulevard from Cooper Road to Haddon-
field-Berlin Road; Regency Drive to Dutch-
town Road; Dutch-
town Road through
Lions Lake Park;
Lucas Lane from
Britton Place to
White Horse Road;
Laurel Oak Road to
Centennial Boule-
vard in front of
Eastern High
School; Cooper
Road from Centen-
nial Boulevard to
the Berlin Town-
ship boarder; and
Somerdale Road
from Burnt Mill Road to Evesham Road.
Virtua has installed bike paths on its
new medical campus on Route 73, which
connect to Dutchtown Road and Lions
Lake Park. A map of the townships bike
paths is available at town hall or on our
website at www.voorheesnj.com under the
Directions and Maps link.
The township committee continues to
apply for grants to fund the improvements
of our bike paths through expansion and
connection throughout the township and
region. We are also working with sur-

MAYORS MESSAGE
I
n professional sports, winning is
everything. Winning is the only
thing. Second place is first loser.
As former NFL head coach Herm
Edwards famously said in a post-game
press conference when he was with the
New York Jets: You play to win the
game. You dont play to just play it.
Thats the great thing about sports:
You play to win.
Players, coaches and front office per-
sonnel are paid to produce success on
the field, and they are judged by the
level of that success.
Its not silly, and its not immature.
Professional sports rally cities, rally
countries. They are a source of great
pride and passion, and fans spend
handsome sums to support their
teams.
The more successful the team, the
more passionate the fan base. There-
fore, the more successful the team, the
more money it makes.
Unfortunately, this emphasis on win-
ning at all costs has seeped down to
amateur levels of sport. Collegiate
sports especially at the highest lev-
els have become about winning at all
costs, too, because they are big money
generators for universities. The more a
team wins, the more its players and
coaches are profiled, and the more like-
ly those players and coaches will earn
big contracts.
This was never more evident than
last week, when tapes of former Rut-
gers University basketball coach Mike
Rice surfaced, showing Rice who was
fired last week throwing balls at play-
ers heads, yelling at players and utter-
ing homophobic slurs during prac-
tices, all, apparently, because he want-
ed to win.
Debate has raged over whether colle-
giate athletes are really amateurs any-
more, or whether they should be paid
for their efforts, above and beyond
scholarship money. That debate is for a
different day. The dangerous part of
this story, is how this culture of win-
ning seeps its way further down the
chain to youth sports, at high schools,
travel teams or even Little Leagues.
The lure of big money in sports is
hard to ignore even this far down the
ladder, and its easy to lose focus on
what sports are really about building
leaders, fostering a sense of communi-
ty and teamwork, and simply having
fun.
So coaches, ADs, administrators and
players, never forget that winning isnt
everything, winning isnt the only
thing, and second place isnt first loser.

a.m.-2 p.m. Veterans employ-
ment workshops will precede
the hiring event, beginning at
8:30 a.m. The workshops for
veterans and military
spouses will focus on resume
writing, tips for successfully
navigating hiring fairs and
military skill translation into
jobs in the private sector or in
other parts of government.
The event is being sup-
ported by the Department of
Military and Veterans Affairs
(DMAVA), the Department of
Labors Veterans Employ-
ment and Training Service

We have always honored
our veterans and tried to

components and military
spouses.
The Office of Veterans Af-

throughout the year, offering

times, understanding the very na-
