The problem arises from a decision of the European Court in the Irish Case I C o ~ s i o of n the European Communities (supportedby the Khgdom of Spaln. Intervenor)]v Ireland. The consequence of the above approach is that many Bills of uantitfes would then cease to have standard numbering and item descriptions for a large amount of their content. particularly reinforcement and plpework. and one of the major obJectlves of CESMM would thus be undermined.
A more pragmatic approach. therefore, may be for compuers of BUS of Quantities to include in their Preamble a statement to the &ect that:-

Any reference to BriUsh Standards appearing withirrthese Bills of Quantities shall be deemed to be foilowed by the worda 'or equivalent'. Provldlng that this is done. it should permit Bffl compllers to conUnue to use the standard item numbers and descriptions set out in CESMM wen where those contain a reference to a British Standard. It may also be prudent for a similar statement to appear somewhere within the speciacation but that i sa matter to be addressed in thedrafling of the speclflcation.

In 1964 the Councll of the lnstltutlon of Clvd Engmeers set up a Committee underthe Cha~rmansh~p of T A. L. (now SirAngus) Paton, CMG, BSc(Eng). FICE, to propose revlstons to the Standard Method of Measurement of Crvrl Engrneering Quantrtres.
