Program Eligibility and Guidelines


The following rebates are available to home owners in Idaho for residential energy efficiency measures. Weatherization offers apply to homes that heat primarily with Avista electric. Water heating offers apply to homes that heat water with Avista electric. Conversion offers apply to Avista electric resistance heat customers only.* Please see descriptions below for complete rebate requirements. All programs are subject to change and request for rebate must be submitted within 90 days of job completion. Offers apply to existing homes.

HIGH EFFICIENCY EQUIPMENT


Air Source Heat Pump (ducted)
A $100 rebate is available to Avista electric customers for the installation of a central, high efficiency air source heat pump of at least 8.5 HSPF (heating efficiency) and 14 SEER (cooling efficiency). For manufactured homes systems must meet 7 .7 HSPF and 13.0 SEER. Please check the box for manufactured home on the form. HSPF verification requires an AHRI Certificate.** Ductless Heat Pumps do not qualify for this rebate.

CONVERSIONS FROM ELECTRIC


Replacement of Electric Straight Resistance as Primary Heat
A $750 rebate is available to Avista electric customers who replace electric straight resistance as their primary heat (i.e. electric forced air furnace or electric baseboard heat) with a central natural gas heating system or central heat pump. This rebate may be claimed in addition to the high-efficient air source heat pump rebate. Customer usage will be reviewed and must demonstrate that a minimum kilowatt hour usage of electric straight resistance occurred during the previous heating season.*

WEATHERIZATION
Insulation
Rebates are available for Avista electric customers for the addition of new insulation that increases the R-Value by R-10 or greater (both fitted/batt type and blown-in). Insulation must be installed only where such cavities separate conditioned from unconditioned areas of the residence. Insulation must be contractor installed. Contractor must certify existing and new levels of insulation and your bill must be itemized. Square footage, R-Value ratings, and cost must be itemized on the invoice in addition to being listed on the rebate form. Customer usage will be reviewed and must demonstrate minimum kilowatt hour usage occured during the previous heating season.*

Variable Speed Motor


A $100 rebate is available to Avista electric customers for installation of a primary heating system that incorporates a variable speed motor. This rebate may be combined with a high efficiency air source heat pump rebate.

Electric to Natural Gas Water Heat


A $200 rebate is available to Avista electric customers who replace an electric water heater with a new natural gas water heater.

Ceiling/Attic
A $0.25/SF rebate is available if existing insulation level is R-12 or less.

Water Heater
A $30 rebate is available for installation of an electric water heater. For an electric tank type of 50 gallons or greater, the EF (efficiency) must be 0.93 or greater. EF verification requires an AHRI certificate.** Tankless and heat pump water heaters do not qualify for this rebate.

Wall and Floor


A $0.50/SF rebate is available if existing insulation level is R-5 or less. Any insulation installed outside the cavity, such as siding applications, does not meet rebate requirements.

Included copies of the AHRI (Air-Conditioning, Heating, and Refrigeration Institute) certificate of approval, contractors certificate or other supporting documentation as required.
* If you use electricity to heat your home, a review of your avista electric use must show at least 4,000 kilowatt-hours of space heat use during the previous winter heating season in order to be eligible for the conversion and insulation rebates. ** AHRI Certificate (Air-Conditioning, Heating and Refrigeration Institute: www.ahridirectory.org/) This certification confirms the HSPF (heating seasonal performance factor) for the heat pumps and the EF (energy factor) for the water heaters. This information can be located at the above website or by the contractor who installed the equipment.

Idaho ADDITIONAL CONDITIONS


The rebates listed are applicable to existing single and multifamily residences (up to a fourplex), including manufactured and modular homes. Rebates are not available for seasonal or recreational homes; homes must be primary living residence. Only new equipment qualifies. Primary fuel used for space heating must be Avista electric service to qualify. Primary fuel used for water heating must be Avista electric service to qualify. Rebates will not exceed 50% of the actual measure cost. Homeowners converting from electric heat may only receive one conversion rebate (either electric to heat pump or electric to natural gas). Rebates are paid directly to homeowner. Request for rebates must be submitted within 90 days of completion of energy efficiency measure. Avista reserves the right to verify installation of the energy efficiency measure(s) prior to payment and will coordinate inspection as applicable. Efficiencies for space and water heating equipment are verified according to the Air-Conditioning, Heating, and Refrigeration Institute (AHRI). Homeowners are responsible for complying with all applicable codes and regulations. Avista, and its agents, may upon reasonable notice, request access to customers premises after payment, for evaluation and measurement purposes. Allow 6 to 8 weeks for processing and payment of rebate. Tankless and heat pump water heaters do not qualify for water heater rebate. Ductless heat pumps do not qualify for the air source heat pump rebate.

ENERGY EFFICIENCY REBATE AGREEMENT

AVISTA MAKES NO AND DISCLAIMS ALL IMPLIED OR EXPRESS WARRANTIES (INCLUDING, BUT NOT LIMITED TO IMPLIED WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE) AND SHALL NOT BE RESPONSIBLE FOR ANY REPRESENTATION OR PROMISE WITH RESPECT TO THE EQUIPMENT, MATERIALS, OR LABOR REQUIRED TO INSTALL THE EQUIPMENT ON THE PREMISES, OR THE COST OF SUCH EQUIPMENT, MATERIALS AND LABOR, OR ANY ENERGY SAVING THAT MAY OCCUR FROM THE INSTALLATION OF SUCH EQUIPMENT. Avista is providing funding under this Agreement at the request of the Participant. Because of the variability and uniqueness of individual energy use, it is not possible to predict exact energy savings (if any) that may accrue to any particular Participant. Avista, by providing funding, does not warrant that the equipment will achieve any reduction in energy costs to the Participant. RELEASE. Participant shall release, indemnify and defend Avista from all claims, losses, harm, liabilities, damages and expenses (including attorneys fees) of any nature whatsoever arising directly or indirectly out of or in connection with the installation of measures applicable under this Agreement at the Premises or any material and labor required for such installation. www.avistautilities.com 2013 AVISTA CORPORATION. ALL RIGHTS RESERVED. ENTIRE AGREEMENT/APPLICABILITY/ASSIGNMENT. This Agreement contains the entire agreement between Avista and the Participant and may not be modified except by a written instrument signed by both parties. Furthermore, this Agreement will be binding upon the successors and assigns of such parties. Participants may not assign this Agreement without prior written consent of Avista, which consent will not be unreasonably withheld. Avista may assign this Agreement at its sole option. ATTORNEYS FEES. If any action is brought to enforce this Agreement, the prevailing party in such action will be entitled to, in addition to any other relief, an award of reasonable attorneys fees and costs incurred in such action. VERIFICATIONS. Avista has the right to verify equipment installed on the Premises at its option upon reasonable notice to the Participant. These Residential Energy Efficiency Programs are ongoing as part of Avistas continued commitment to energy efficiency and are subject to change without notice.
