NATIONAL ALUMINIUM COMPANY, ANGUL 2 x 120 MW EXPANSION OF CPP MISCELLANEOUS-1C PACKAGE, LT CONTROL CABLE 01.00 INTRODUCTION M/s.

National Aluminum Company (NALCO), Angul, basically a dynamic and upright Public Sector Undertaking under Govt. of India, are in the process of expansion of their aluminium smelter plant. The smelter plant being a power intensive unit requires huge power for alumina processing. National Aluminium Company Limited (NALCO) already owns a Captive Power Plant (CPP) consisting of 8 units, each of 120 MW capacity. In first phase, 6 units of 120 MW each (unit 1, 2, 3, 4, 5 & 6) had been installed long back. As a part of expansion, NALCO have installed two more units, each of 120 MW (unit 7 & 8). NALCO now intend to expand the CPP and proposed to add two more units (unit 9 & 10), each of similar capacity of 120 MW as a part of second phase expansion. The power distribution package (Part-A) at CPP has been proposed for distribution of electrical power to various plant auxiliaries of these two units as well as of various common facilities and balance of plants. This specification covers the design, manufacture, testing, packing, loading, transport of 1.1 kV PVC insulated FRLS type control cables to be installed for Captive Power Plant Unit # 9 & 10 of National Aluminium Company Limited being set up at Angul in Orissa State.

NATIONAL ALUMINIUM COMPANY, ANGUL 2 x 120 MW EXPANSION OF CPP MISCELLANEOUS-1C PACKAGE, LT CONTROL CABLE 02.00 INTENT OF SPECIFICATION AND PROJECT INFORMATION This specification is intended to cover supply of LT control, PVC, FRLS cables for 2x120 MW Expansion of Captive Power Plant of National Aluminium Company Limited at Angul, Orissa. The specification covers design, engineering, manufacturing, offer for inspection, shop testing, packing, transportation, loading and delivery at site of all the cables. 02.01 DETAILS OF PLANT The entire Captive Power Plant has come up in two stages i.e. Stage - I and Stage - II. Stage-I of CPP consists of six nos. of units (Unit No. 1 to 6), each of capacity 120 MW. Stage-II of CPP consists of two nos. of units (Unit No. 7 & 8), each of capacity 120 MW. EXISTING POWER DISTRIBUTION AND EVACUATION SYSTEM The 8 nos. TG sets (TG # 1, 2, 3, 4, 5, 6, 7 & 8) of CPP generate power at 10.5 kV bus and evacuate the generated power at 220 kV outdoor switchyard through step up generator transformers. For internal unit auxiliary consumption, primary distribution level at 6.6 kV is available through one no. (per unit) 10.5/6.9kV step down transformer. Start up as well as station power is available from 220 kV through 5 Nos. 220/6.9 kV station auxiliary transformers. For internal LT unit auxiliary consumption, a secondary distribution level at 415 V is available at 415 V Unit Power Control Centre (PCC) through two nos. (per unit) 6.6/0.433 kV step down LT unit auxiliary transformers. LT start up and station power is available at 415 V Power Control Centre (PCC) from 6.6 kV station switchboard through two nos. 6.6/0.433 kV step down LT station auxiliary transformers. Similarly, for all other common facilities and balance of plants, LT auxiliary power is available at respective 415 V Power Control Centre from the respective 6.6 kV switchboard through two nos. 6.6/0.433 kV step down LT load centre transformers for each balance of plant/common facility. All the interconnections amongst various 415 V Power Control Centres (PCCs), 415 V Motor Control Centres (MCCs), Power Distribution Boards (PDBs), AC Distribution Boards (ACDBs), LT Motors, Electrical Actuators, Lighting networks, power receptacles, DC systems, etc have been realized with 1.1 kV, PVC, FRLS/non-FRLS cables. 02.02 NEW PLANT PROPOSED The expansion of existing CPP has been planned and shall be consisting of two units of 120 MW each. Each of the TG sets (TG # 9 & 10) shall generate power at 10.5 kV and evacuate the generated power at 220 kV outdoor switchyard through 10.5/235 kV generator transformers. Unit auxiliary power shall be available through one no. (per unit) 10.5/6.9kV step down unit auxiliary transformer. Start up as well as station power is

NATIONAL ALUMINIUM COMPANY, ANGUL 2 x 120 MW EXPANSION OF CPP MISCELLANEOUS-1C PACKAGE, LT CONTROL CABLE available from 220 kV through 1No. 220/6.9 kV station auxiliary transformer For internal LT unit auxiliary consumption, a secondary distribution level at 415 V has been envisaged through two nos. (per unit) 6.6/0.433 kV step down LT unit auxiliary transformers. LT start up and station power has been envisaged from 6.6 kV station switchboard through two nos. 6.6/0.433 kV step down LT station auxiliary transformers. . Local 415 V Motor Control Centres (MCCs) have been envisaged to cater the requirement of various load centers of the units. The MCCs shall be fed from the respective PCC. Separate DC systems consisting of batteries, chargers and DCDBs have been envisaged for the critical DC drives, DC control power requirement and DC emergency lighting. Separate lighting networks have been envisaged for the plant illumination and shall be fed from the 415 V PCCs through various LDBs/SLDBs. Non critical loads like cranes/hoists, power receptacles, etc shall be fed through various PDBs/ACDBs/DBs. For common facilities and balance of plants, LT auxiliary power has been envisaged from the 6.6 kV associated switchboards through two nos. 6.6/0.433 kV step down LT load centre transformers for each of the balance of plants/common facilities. Local 415 V Motor Control Centres (MCCs) have been envisaged to cater the requirement of various load centers of the common facilities and balance of plants. The MCCs shall be fed from the respective PCC. Dedicated DC systems, lighting networks and feeding arrangement for non-critical loads have also been envisaged at each of the common facilities and balance of plants. All the interconnections amongst various 415 V Power Control Centres (PCCs), 415 V Motor Control Centres (MCCs), Power Distribution Boards (PDBs), AC Distribution Boards (ACDBs), LT Motors, Electrical Actuators, Lighting networks, power receptacles, DC systems, etc shall be realized with 1.1 kV, PVC, FRLS cables at main plant as well as all the common facilities and balance of plants. 02.03 PLANT LOCATION & METEOROLOGICAL DATA Location of the Site NALCOs existing Captive Power Plant is located at Angul, Angul District, in the State of Orissa. The plant is located adjacent to National Highway NH-42 and near NH-23 connecting to Talcher. Angul Town is located on NH-42 which is connected to Cuttack to its east. Work Terrain The topography of the proposed plant site is more or less having an average ground level of 97m above MSL, with a mild downward slope towards East. Meteorological Data The equipment offered shall be suitable for following climate condition.

The plant is situated in a region falling under border of earthquake Zone-II & Zone-III as per IS-1893. All other relevant details about site condition shall be obtained by the tenderer from the client/ consultant. Railways/ Roads / Seaport / Airport The South East Railway Line connecting Cuttack and Talcher is within 4.5 KM of the plant site. The CPP site is located adjacent to national Highway NH-42 and NH-23. The nearest seaport is at Paradip. The nearest Airport is at Bhubaneswar.

NATIONAL ALUMINIUM COMPANY, ANGUL 2 x 120 MW EXPANSION OF CPP MISCELLANEOUS-1C PACKAGE, LT CONTROL CABLE 03.00 03.01 SPECIAL INSTRUCTIONS TO TENDERERS Compliance with Specification The cables covered under this specification shall conform to `Technical Specifications' given in this document. The tender for cables under this specification shall be complete in all respects and any items/accessories not specifically mentioned in this tender document but considered essential for efficient and satisfactory operation of cables as a whole shall be included in the offer. Incomplete offers shall not be considered. The Tenderer shall study the entire specification carefully and satisfy himself thoroughly regarding the workability of the cables specified and shall take full responsibility for the guaranteed performance of the cables as regards ratings, performance and smooth reliable working. If the Tenderer feels that any design data for the cables described hereafter are in his opinion unsuitable, he shall indicate the same and submit an alternative proposal on the basis of the design he considers suitable and capable of meeting the duty and operational requirements. However, such alternative shall be subject to the approval of the Purchaser. The cables shall be suitable for voltage/frequency variations and other data given in Electrical System Design. 03.02 Standards and Regulations The cables shall be designed, manufactured and tested in accordance with the relevant standards of the Bureau of Indian Standards, IEC 332 Part-I, BS 4066, IEEE-383, IEC-754-1, ASTM-D 2863, IEC 332-3, and Swedish chimney test SS424-14-75 class F3 in order that specific aspects under Indian conditions are taken care of. Following Indian standards (Latest amendments) shall also generally be applicable; IS- 3961 (Part-2) IS-8130 : 1984 IS 5831 : 1984 IS-1554 (Part-1)

In the event of any conflict between stipulations of different standards, the most stringent stipulation shall be applicable. The cables shall be manufactured with high quality materials and workmanship. In case where the offer deviates from the specified standards, the Tenderer shall indicate clearly in his offer the standards proposed to be adopted by him with details thereof.

03.03

Make & Interchangeability The tenderer shall consider cables of his own make. The cables of same sizes shall be exactly identical in all the features.

03.04

Safety All the cables and their packaging in cable drums must be equipped with all the applicable safety features conforming to the recognized standards, safety codes and statutory regulations. Special care shall be taken during manufacturing, packaging and transportation accordingly.

03.05

Compliance with rules & regulations All the cables and cable drums shall be supplied in accordance with the requirements of relevant standards, Indian electricity Rules, Indian Electricity Act, 2003 and also the Factory Act. It shall be the responsibility of the tenderer to prepare and submit all necessary documents, drawings, test certificates and relevant details.

03.06

Quality and Workmanship Workmanship and finish shall be in accordance with the best and latest engineering practices. All materials used for the manufacturing of cables by the successful Tenderer and the workmanship shall be good quality and suitable for the purpose intended and in accordance with the highest standards acceptable, as per Indian Standards or as per other approved standards and code of practices for cables of the class covered in the specification.

NATIONAL ALUMINIUM COMPANY, ANGUL 2 x 120 MW EXPANSION OF CPP MISCELLANEOUS-1C PACKAGE, LT CONTROL CABLE 04.00 04.01 SCOPE AND DESIGN CRITERIA The specification covers design, basic engineering, detailed engineering, manufacture, offer for inspection, shop testing, packing, transportation, loading and delivery at site of the 1.1 kV PVC insulated FRLS armoured control cables. This specification is being issued for procurement from indigenous sources only. All quotations shall contain a statement that the cables offered are in conformity with the enclosed technical specification and wherever any exception/ deviations are taken, reference must be made to definite parts of this specification and complete description given of each exception and reason thereof. In the absence of such statement of exclusion/deviation, it will be presumed that the tenderer has adhered to the specification fully in words and spirit. The project shall be executed on Item Rate Basis and quantity may increase or decrease during detailed engineering as per requirement at site. Addition/deletion shall be based on unit rate furnished by the tenderer in his tender. Quantity of any individual item may vary to the any extent. 04.02 During detailed engineering, successful bidder shall furnish complete technical data sheet of the cables for approval of the owner/consultant. Tenderer shall also provide all technical inputs required for further engineering of cable installation by the owner in separate contracts. The scope of supply for LT Power cables covered under this specification shall comprise interconnection of the following: 1. One (1) lot 1.1 kV grade, multicore PVC insulated, PVC sheathed armoured FRLS control cables of different sizes with copper conductor conforming to IS1554 (Part-1) and suitable for solidly earthed neutral system. 2. One (1) lot 1.1 kV grade, single core PVC insulated, PVC sheathed unarmoured FRLS cable of different sizes with Copper conductor conforming to IS-1554 (Part-1) and suitable for solidly earthed neutral system (AC). The requirements for different sizes of cables are indicated in the enclosed Schedule of Quantities in Annexures-I. Tenderer shall furnish unit rates if each and every size of the cable and the same shall be valid and applicable for additions/deletions during engineering stage. Unit rate quoted by the tenderer in above Annexure-I for different sizes of the cables shall remain valid till the contractual period is over. If required, owner may place repeat order any time within the contractual period for additional quantities depending upon the further site requirement of cables. In such case, the successful tenderer shall supply immediately the cables required by NALCO at the same rate, terms and conditions of the tender documents. Quantity of individual size of cable may vary to the any extent in this case.

04.05

Design Criteria General The cables shall generally be laid exposed on brackets, cable trays, racks/hooks in concrete tunnels/trenches, cable cellars/basements/galleries/trestles, over head trays, etc., The current carrying capacity of cables shall conform to IS-3961 (Part-2). Climatic Conditions The cables offered shall be suitable for smooth, efficient and trouble free service in the climate prevailing at Angul. The cables shall be designed to withstand the operating conditions in the plant and the atmospheric conditions at the site as mentioned. The power cables shall be capable of operating at the required capacity in ambient air temperature of 500C maximum and 450C average over 24 hours and ambient

Standard Voltage levels The electrical LT power distribution system is 415V, 3 phase, 4 wire, solidly earthed. Permissible variations The cables shall be designed suitably for following variations; Voltage Variation : + 10 % Frequency Variation : +5% Combined variation of voltage & frequency :+ 10 %

Symmetrical short circuit rating The three phase symmetrical short circuit rating at 415 V level is 50 kA. The rated short circuit withstand duration for 415 V is 1 sec. System earthing 415 V system is solidly earthed.

NATIONAL ALUMINIUM COMPANY, ANGUL 2 x 120 MW EXPANSION OF CPP MISCELLANEOUS-1C PACKAGE, LT CONTROL CABLE 05.00 PERFORMANCE REQUIREMENT AND GUARANTEE The tenderer shall study the specification and satisfy himself thoroughly regarding the workability of the cables specified and also take full responsibility for the guaranteed operation and performance of the same as well as for their smooth, safe and reliable working. The cables shall be guaranteed for workmanship, materials design and satisfactory performance to the parameters in accordance with the specification document and relevant clauses of the General Purchase Conditions. The earth conductors of the cables shall also be guaranteed for workmanship materials used in manufacturing. The guarantee for performance shall cover for all the technical parameters including their ratings (normal as well as short time), etc. All the type and routine tests on the cables shall be included for the performance parameters required as per specification.

The FRLS (Fire Retardant Low Smoke) cables shall not propagate fire and shall have low smoke and low halogen emission characteristics. TYPE : 1 1.1 kV PVC insulated armoured, FRLS PVC sheathed, multi core copper conductor cables 1.1 kV, heavy duty control cable, circular stranded, multi core, annealed copper conductors, PVC insulated of type C PVC compound suitable for 85 degree centigrade operation as per IS-5831, core stranded together provided with a common covering of FRLS PVC inner sheath of type ST2 PVC compound, galvanized round steel wire armoured and FRLS PVC outer sheathed of type ST2 PVC compound conforming to IS-5831 as amended up to date. The number of cores are given in the Schedule of Quantities. The cross sectional area for the control cables shall be 2.5 sq.mm with copper conductor. All control cables shall be stranded type. Type of cable : YWY with FRLS characteristics TYPE 2 1.1 kV PVC insulated un-armoured, FRLS PVC sheathed, multicore copper conductor cable 1.1 kV, heavy duty control cable, circular stranded, multi core, annealed copper conductors, PVC insulated of type C PVC compound suitable for 85 degree centigrade operation as per IS-5831, core stranded together provided with a common covering of FRLS PVC inner sheath of type ST2 PVC compound, unarmoured and FRLS PVC outer sheathed of type ST2 PVC compound conforming to IS-5831 as amended up to date. The cross sectional area for the cable shall be 2.5 sq.mm with copper conductor. The cable shall be stranded type. Type of cable : YWY with FRLS characteristics TYPE 3 1.1 kV PVC insulated un-armoured, FRLS PVC sheathed, single core copper conductor cable 1.1 kV, heavy duty control cable, circular stranded, single core, annealed copper conductor, PVC insulated of type C PVC compound suitable for 85 degree

The cross sectional area for the cable shall be 2.5 sq.mm with copper conductor. The cable shall be stranded type. Type of cable : YWY with FRLS characteristics The following standards shall necessarily be applicable for all the above types of cables; The cable shall designed, manufactured and tested in accordance with IS-1554 (Part-1) as amended up to date. The PVC compound used for sheathing shall conform to IS-5831. Thickness of sheathings shall conform to IS-1554 (Part-1) Armouring shall be of single layer galvanized steel round wire as laid down in IS-1554 (Part-1)

All the cables shall be provided with FRLS characteristics. The test certificates shall be furnished for the following; Fire retardancy Low smoke emission Low emission of corrosive gases/vapours Reduced toxicity of combustion products Circuit integrity in fire situation Flexibility and ease of installation

Requirements of FRLS cables FRLS cables shall meet the following requirements; Critical oxygen index, temperature index and smoke density tests shall conform to the requirement of ASTM-D 2863. Oxygen Index of minimum 30 %, minimum Temperature Index 250 0C and minimum average light transmission of 40 % Acid gas generation limit shall be as per IEC 754-1 (Hydrochloric acid gas released 20 % maximum) Ignition resistance and flame propagation shall conform to IEC 332-1 and fire resistance test shall conform to IS 5831 Flammability test and flammability test on group of cables (in installed condition) shall conform to requirement of IEEE 383 and IEC 332-1. Swedish chimney test as per SS-424-14-75 class F3.

NATIONAL ALUMINIUM COMPANY, ANGUL 2 x 120 MW EXPANSION OF CPP MISCELLANEOUS-1C PACKAGE, LT CONTROL CABLE Additional tests on cables To prove the FRLS characteristics, the following additional tests shall be conducted at works on each type and size of cable in presence of owner/consultant; Oxygen Index Test as per ASTM-D 2863 (Minimum value of Oxygen Index shall be 30) Flammability tests on finished cable as per the requirement of IEEE-383 and IEC-332-1 Smoke generation by inner/outer sheath fire as per ASTM-D 2843. The cables shall meet the requirements of light transmission of minimum 40 % after the tests.

Identifications required to be marked on cables The manufacturers identification on the cables shall conform to clause 17 of IS 1554 (Part -1). The following information shall necessarily be marked on outer sheath of cables at regular intervals for easy identification, termination & laying. Indian standard No. Voltage Grade FRLS, PVC Manufacturers name. Year of Manufacturing No. of cores & size of cable. ISI mark. Sequential length marking. NALCO CPP Cable code (YWY or as applicable)

In addition, all multicore control cables shall have core numbering (1, 2, 3, ) to be marked continuously on the insulation of each core for the ease of identification during termination. Drum Lengths for the cables The cables shall be supplied in drum lengths as per the Owner's requirement to minimise the number of joints. The drum lengths shall be mutually agreed upon. Separate drums shall be provided for different type/size of cables. For details, refer Section-VII Marking & Packing Instructions of Volume-I. The 90% drums shall be wooden. 10% drums subject to minimum one number for each type/size of cables shall be metallic to keep the surplus cables for longer duration. The wooden/metallic drums shall be as per GA drawings furnished by the

The successful tenderer shall supply cables in drum lengths to be mutually agreed upon, for which written approval shall be taken from the Purchaser before commencing manufacture. Over and above the agreed drum lengths, each drum shall contain extra length which may be required to be cut for inspection. INSPECTION All inspections shall be carried out on the basis of QAP dully approved by owner/ consultant. All the tests shall be inspected by the Owner/Consultant. Dispatch clearance shall be given by Owner/Consultant after the equipment is inspected and found as per requirement and as per TS. All types tests certificates shall be submitted by the tenderer in this case. Inspection will generally comprise of three different stages of activities; 1. 2. 3. PRE-INSPECTION ACTIVITY 1. Inspection and test procedures shall be finalized for the cables to be supplied in the prescribed formats. All tenderers shall confirm their acceptance of the Inspection procedure, for all cables under his scope of supply, as enclosed herewith. Inspection will generally be carried out for cables listed in Contract / PO specification and / or approved billing schedule. Cables not covered in this list, but envisaged at a later date shall be covered by an additional inspection procedure, to be agreed upon, prior to offering such cables for inspection. No inspection shall be carried out for cables for which inspection and test procedures have not been agreed upon. All the cables included in the Schedule of Quantities shall be inspected for routine and acceptance tests as per relevant IS. Type tests shall also be carried out to conform the requirements for FRLS properties as specified in this tender specification.

Contractor shall submit a master chart in the prescribed format showing their proposed programme of offer of items for inspection. It is the Contractors sole responsibility to ensure that besides quality, cables offered for inspection are complete in all respects as per terms of the Contract and all facilities for testing are available at the time of inspection. Inspection request for cables shall be made only after approval of GA / Layout drg. / Data sheet / Cable schedule as relevant and finalization of Contract Technical Specification. The Contractor shall send their inspection requests eight days in advance in the prescribed format, duly completed in all respect. Calls with incomplete or erroneous information and without internal inspection report / test certificates etc. shall not be considered. Inspection request shall be sent to MECON LTD Ranchi Office along with complete documents with a copy to NALCO, Angul. The Contractor shall ensure full and free access of the Inspection Agency of Customer to the Contractors at their sub-contractors premises, any time during contract period, to facilitate him to carry out inspection and testing. The Contractor shall delegate a representative / coordinator to deal with Customer / Inspection Agency on all inspection matters. Contractors representative shall also be present during all inspection at his subcontractors work. The Contractor shall furnish the copies of calibration certificates, issued by the appropriate recognized authorities, for various measuring instrument gauges and testing machines etc. along with the inspection calls. Inspection & test procedure followed for the cables specified is enclosed in enclosed QAP proforma. This is for information and to give an idea about the type of inspection that shall be carried out by the Inspecting agency & documentation that shall be expected of the supplier. Inspection and test procedures shall be formally finalized with the successful tenderer for all cables under his scope of supply.

ACTIVITIES DURING INSPECTION 1. All instruments, apparatus, tools and tackles, gauges, templates, consumables etc. required for testing and inspection shall be arranged by the Contractor free of cost to the Purchaser/Inspection Agency. All tests shall be carried by the Contractor and Inspector will only witness such tests. Large quantity of cables offered at a time shall also be inspected on 100%

All the cables shall be subjected to type tests, routine tests, and acceptance tests witnessed by the owner/consultants. 3. A joint inspection report/ certificate will be prepared in the prescribed format enclosed herewith and signed by all concerned at the place of inspection on completion of inspection work. Accepted cables/cable drums shall be stamped suitably, if feasible, for identification.

POST-INSPECTION ACTIVITY 1. Inspection Certificate / Memo as per enclosed proforma will be issued by the Inspecting Agency indicating Acceptance or Rejection. In case of rejection, reasons will be mentioned on the Inspection Memo in the remarks column. No item shall be dispatched without obtaining Inspection Certificate from the Inspection Agency and Dispatch Clearance from the Owner.. 08.03 TESTING Test of all equipment shall be conducted as per latest BIS. Wherever no such standard exists, tests shall be as per International Standards like IEC/DIN/BS/IEEL/JIS, etc. All routine tests shall be carried out at manufacturer's works in presence of owner/consultant or his representative. The tenderer shall submit type test certificates (not more than 5 years old) for similar cables supplied by him elsewhere. In case type test certificates for similar equipment is not available, the same shall be conducted in presence of owner or his representative, without any financial implications to owner. The type tests certificates to be furnished or type tests to be conducted shall be for all the technical parameters specified in the specification. The tenderer shall be responsible for guaranteed performance of all the cables during testing. In addition to all the tests to demonstrate the technical parameters, the additional tests as specified in clause 06.00 shall also be carried out in presence of owner/consultant. The quantity of cables consumed during testing shall be free and to the suppliers account. The testing/inspection agency shall ensure that the drum length before and after inspection are documented in the inspection report.

The information furnished shall include the following. 1. Complete description of the cables offered specifying the salient features and materials of construction etc, to enable the owner to have a proper understanding of the cables offered and requirements for laying and operation. In addition, the specific information as called for in the specification/tender documents shall also be furnished with the offer. 2. The offer shall be accompanied by necessary tender documents as called for in Clause 07.0 of this specification. 3. The tenderer shall submit the information as called for in the enclosed questionnaire (required technical particulars as given below) duly filled in. Offers with incompletely filled in questionnaire are liable to be rejected. 4. Each exception or deviation from the specification or other parts of the tender documents shall be listed separately. The tenderer must clearly give the reasons for the deviations. If exceptions are not clearly listed, they will not be considered by the Owner. 5. List of tests proposed by the tenderer at works shall be as called for in clause 08.00 of this specification. 6. The tenderer shall submit with the offer reference list giving details of orders executed in the past for the cables.
