1.0

PURPOSE This document provides the details for Temporary Facilities and Infrastructure for the Yanbu Export Refinery Project site.

2.0

SCOPE This plan addresses YERP and Contractor-provided temporary facilities and infrastructure.

3.0

DEFINITIONS Company Project Management Team (PMT) The Company Project Management Team (PMT) is the group responsible for the management of the entire project and is dedicated to the overall success, development and execution of the work and to ensure alignment across the numerous project interfaces. The PMT consists of Aramco Services Company and ConocoPhillips team members, partner(s), agency personnel, and Contractors. These project management resources will form a cohesive, seamless team responsible for the project execution. Saudi Aramco (SA) Saudi Aramco as used in this document shall mean Saudi Arabian Oil Company and its affiliated companies including, but not limited to, Aramco Services Company. ConocoPhillips (COP) ConocoPhillips as used in this document shall mean ConocoPhillips Company and its affiliated companies including, but not limited to, ConocoPhillips Yanbu Ltd. Yanbu Export Refinery Project (YERP) The Yanbu Export Refinery Project (YERP) as used in this document shall also mean the Yanbu Export Refinery Company and its affiliated companies. It is also named as the COMPANY. Contractor or Contractors Any design, construction or service Contractor(s), manufacturer(s), vendor(s), government agencies, and other similar organization(s) having a contractual relationship or a prospective contractual relationship with the COMPANY.

GENERAL NOTES Temporary buildings, warehouse, shelters, etc. supplied by the Contractors/subcontractors shall be designed to remain functional based on the potential of over pressurization caused by activities outside the YERP site. The contractor supplying a temporary facility is responsible for complete removal of the facility, including any underground items, and returns the area to the final design condition on the main site and to original condition in other areas.

6.0 6.1 6.1.1

PMT FACILITIES PMT Offices YERP Site Development Offices The initial PMT personnel mobilized to oversee the early work activities for the project including the site development work will use office facilities provided by the MC-3 Site Development Package Contractor. This temporary office shall be fully operational prior to the start of site operations by the MC-3 Contractor. This office is to remain fully operational until the Project Directorate Site Offices are fully functional and the Site Development Package Contractor has completed its scope of work. The YERP Site Development Office is to be located next to the MC-3 Contractors offices on site. The exact location of the office will change as site development progresses through the site. For detailed information on the number and sizes of the offices and other items in the YERP Site Development Offices refer to Schedule B Attachment II of the contract.

6.1.2

Project Directorate Site Offices The offices to be used by YERP Project Directorate Organization during construction of the refinery will be designed, located, and built as a temporary facility by the EPC-1 Coker Package Contractor. The offices shall to be fully operational within 9 months of award of the EPC-1 contract. The offices are to remain fully operational until 18 months after the Mechanical Completion date for the EPC-1 contract. At which time, the EPC-1 Contractor will be responsible for removal of the offices.

The Project Directorate Site Offices are to be located in the PMT Area of the Temporary Administration Area designated on the Temporary Facilities Allocation Drawing (Document No. 100-YER-CM-C06-0037). For detailed information on the number and sizes of the offices and other items in the Project Directorate Site Offices refer to Schedule B Attachment II of the contract. 6.1.3 YERP Project Management Offices (COMPANY Main Site Offices) These individual offices to be used by YERP PMT personnel assigned to each contract during construction of the refinery will be designed, located, and built as a temporary facility by each contractor. The offices will accommodate the YERP PMT personnel assigned to the contract but not normally in the work area on a daily basis. The offices shall be fully operational when the Contractors Site Offices are operational but no later than 12 months after award of the respective contract. The offices are to remain fully operational until directed by the COMPANY to be removed which could be up to 12 months after the Mechanical Completion date for the contract. The COMPANY Main Site Offices are to be located adjacent to the Contractors Site Offices. These offices are located in the Contractors designated area in the Temporary Administration Area. See Temporary Facilities Allocation Drawing (Document No. 100-YER-CM-C06-0037) for exact location. For detailed information on the number and sizes of the offices and other items in the COMPANY Main Site Offices refer to Schedule B Attachment II of the contract. 6.1.4 Satellite Field Offices These individual office facilities to be used by YERP PMT personnel assigned to the contract during construction of the refinery will be designed, located, and built as a temporary facility by the individual Contractors. This office will accommodate the YERP PMT personnel assigned to the contract normally in the work area on a daily basis. These offices shall be fully operational when the contractors work area offices are operational. These offices are to remain fully operational until the mechanical completion date for the respective contract or until directed by the COMPANY to be removed. The Satellite Field Offices are to be located adjacent to the Contractors field offices in the Contractor area designated on Temporary Facilities Allocation Drawing (Document No. 100-YER-CM-C06-0037). For detailed information on the number and sizes of the offices and other items in the COMPANY Field Offices refer to Schedule B Attachment II of the contract.

6.2

YERP Medical Treatment Facilities During the Site Development phase first aid for YERP personnel will be accommodated in the YERP Site Development Office. Appropriate first aid supplies will be stocked and dispensed to the PMT personnel by a PMT staff person trained in first aid skills. During the main construction phase the PMT Medical Treatment Facilities, for YERP personnel, will be included in the Project Directorate Site Offices. The facility will provide offices for the staff including a PMT doctor and first aid personnel, first aid/medical supplies, examination and treatment rooms, and facilities to perform triage to stabilize injured persons prior to transport to local hospitals. An ambulance will be stationed at this facility in a suitably shaded garage. For all phases of the work, any major injury treatment will be handled by transport to the local hospital.

6.3

Training Facilities During the Site Development phase necessary training and employee induction for the PMT personnel will be conducted in the conference rooms in the YERP Site Development Office. During the main construction phase, necessary training and employee induction for the PMT personnel will be conducted in the conference rooms in the Project Directorate Site Offices.

6.4

Construction Guard Houses There shall be a Construction Guard House at each entrance to the main site and at each entrance to the Remote Laydown Area. Adequate area lighting at the guard houses and related road entrances shall be included for night operations. These construction guard houses and lighting are to be supplied and maintained by the EPC-1 Contractor. The guard houses shall be fully operational within 6 months of the award of the EPC-1 contract. The guard houses for the main site will remain operational until the permanent guard house for a particular gate is in operation or until final Mechanical Completion for the plant is achieved. The guard houses for the Remote Laydown Area will remain operational until 6 months after final Mechanical Completion of all facilities. The Construction Guard House will contain at least 10 sq meters of floor space, have 360 degree visibility, HVAC, and have an adjacent restroom.

6.5

Fuel Facilities Current plans are to provide no on-site fueling facilities. Fueling will be provided by fuel trucks from outside vendors. Fueling for PMT vehicles will be off-site.

6.6

Parking Areas Each PMT office, listed above, shall be provided with adjacent covered parking spaces for PMT vehicles. These covered parking spaces will be provided by the contractor providing the office.

6.7

Fire Protection A covered paved parking area, installed by the EPC-1 contractor, shall be provided near the YERP Project Office for the YERP-supplied fire truck and ambulance. This area will be completed when the YERP Project Office is made operational.

7.0 7.1

CONTRACTOR FACILITIES Contractor On-Site Facilities Contractors for the main construction work will be allocated areas on the main site for temporary facilities. These areas include space for Contractor/subcontractor: Contractors Site Office Located in Temporary Administration Area Contractors Field offices, including medical facilities Prayer Areas Tool cribs Eating and rest area Ablution and toilet facilities Short-term material and equipment staging

For allocation of space refer to Temporary Facilities Allocation Drawing (Document No. 100-YER-CM-C06-0037). Contractor/Subcontractor facilities located outside of the Temporary Administration Area on the north side of the site have to be removed within two weeks of the Mechanical Completion for the portion of the plant they serve.

As underground services may pass through the on-site laydown areas, the Contractors must be prepared to move facilities, equipment, and\or materials to accommodate their installation. 7.2 Remote Laydown Facilities Contractors shall be allocated an area within the remote laydown to be used during their contract period. The allocated area provides space for offices, warehouses, fabrication shops, material lay down, and equipment staging. The MC-3 Site Development Contractor will be responsible for clearing the area and installing a primary, all-weather road grid within the remote laydown area. Any grading, leveling, paving, area lighting, utilities, additional road construction or surface treatments within a Contractors assigned area will be the Contractors responsibility. Each Contractor shall remove his temporary facilities and permanent materials from the remote laydown area within six months after his last Mechanical Completion. For allocation of space refer to Remote Laydown Allocation Drawing (Document No. 100-YER-CM-C06-0043). 7.3 Training Facilities Contractors will be required to provide suitable training/orientation facilities within their temporary facilities. The Contractors training and site induction programs will be reviewed by the PMT and oversight will be provided throughout the construction program. 7.4 Contractor Off-Site Facilities Additional Contractors requirements for temporary facilities area and/or laydown area in excess of those provided on-site or in the remote laydown area are the responsibility of the Contractor. 7.5 Port Area Contractors Facilities Contractors responsible for works constructed in the King Fahd Industrial Port area will be allocated area(s) for temporary facilities at the worksite. 8.0 8.1 YERP INFRASTRUCTURE Fencing During the site development phase a combination of permanent and temporary site security fence will be installed to enclose the entire site. There will be

several controlled access points, with temporary fencing, established to facilitate movement of personnel and materials to and from the site. The MC-3 Site Development Package Contractor will install a perimeter fence at the remote laydown area. Each Contractor may erect interior fencing and gates to secure their individual assigned areas. Contractors fencing on the main site has to be at least 20 meters away from any SSD/1 fencing. Permanent fencing for the new loadout facility located in the King Fahd Industrial Port area will be included in the scope of the SP-3 Contractor. All temporary fencing on the main site shall be removed by the responsible Contractor prior to mechanical completion. All temporary fencing at the remote laydown area and other work area shall be removed by the responsible Contractor during the removal of his other temporary facilities. 8.2 Roads On The Main Site The Site Development Package Contractor (MC-3) shall install the Heavy Haul Roads and some of the other primary and secondary roads for the main site. The Interconnecting Systems Package Contractor (SP-6) shall be responsible for maintaining these roads during the construction phase of the project. Various other Contractors shall be responsible for the remaining roads for the main site. The Contractors installing these roads will be responsible for maintaining them during the construction phase. The MC-4 Contractor shall be responsible for installing the asphalt wear surface and completing the shoulders on all roads for the site. The installation of the asphalt wear surface will not take place in an area until all the tracked construction equipment has left the area and road excavation/backfill is complete. 8.3 8.3.1 Utilities Electrical Power The local utility provider will not provide any temporary electrical power to the site. The production and distribution of all temporary electrical power required at the site and in the remote laydown area is the responsibility of the individual Contractor. Each Contractor providing PMT offices, as listed above, is responsible for providing and maintaining required electric power to the offices. The design of the electric power to the PMT offices shall have necessary installed back-up production capacity to limit any disruption in power supply to less than 30 minutes except for the Construction Guard Houses. For the Construction Guard Houses the EPC-1 contractor shall have at least two replacement generators that

can be delivered to the Construction Guard House and be fully operational with one hour. All temporary power requirements for construction activities in the King Fahd Industrial Port, and outside of the YERP site, and remote laydown area shall be the Contractors responsibility. 8.3.2 8.3.2.1 Communications Internet Connections and hardwire telephone connections. The MC-8 Temporary Communication Package Contractor shall install and maintain main distribution cables to hubs/drop points for the other Contractors to connect to. This will be during both the early work and the main construction phase. During site development the MC-3 Site Development Package Contractor will be responsible for installing and maintaining the data and voice from the hub/drop point to the PMT Site Development Office he is providing plus any internet service the MC-3 Contractor requires. During the main construction period the Contractors shall be responsible for installing and maintaining the data and voice connections from the assigned hubs/drop points to the respective PMT Offices he is providing. The Contractor shall also provide any data and voice service the Contractor himself requires. Any servers required to accomplish the above is the responsibility of the Contractor. Each Contractor is responsible for the costs of these services provided to the buildings they supply. At the remote laydown area, infrastructure for voice and data connection will not be installed. Each Contractor will be responsible for his requirements. Permanent Communication facilities and systems are not included in this scope and are defined in other project documents. 8.3.2.2 On-site Voice Communications During the Early Work and Construction phases on-site voice communications will be by individual cell phones. 8.3.3 Potable Water The supply, storage, and distribution of all temporary potable water required at the site and in the remote laydown area is the responsibility of the individual Contractor. Each Contractor providing PMT offices, as listed above, is responsible for providing, storing, and distributing potable water to the offices and maintaining the potable water system.

All potable water requirements for construction activities in the King Fahd Industrial Port, outside of the YERP site, and remote laydown area shall be the Contractors responsibility. 8.3.4 Sanitary Sewer The collecting, storage, transport, and disposal of all sanitary waste from the site and the remote laydown area are the responsibility of the individual contractor. Each Contractor providing PMT offices, as listed above, is responsible for collecting, storage, transport, and disposal of sanitary waste from the offices and maintaining the sanitary waste system. The collecting, storage, transport, and disposal of all sanitary waste from construction activities in the King Fahd Industrial Port, outside of the YERP site, and remote laydown area shall be the Contractors responsibility. Contractors will meet the requirements of all applicable codes and standards. 8.3.5 Hydro-test Water Each Contractor is responsible for the provision and disposal of water for hydrotesting per project specifications, including YERP-SAES-A-007, Hydrostatic Testing Fluids and Lay-Up Procedures (document No. 100-YER-PE-YSS-0023). 9.0 TRASH, SURPLUS AND WASTE MATERIALS The collecting, storage, transport, and disposal of all trash, surplus, and waste material from the site and the remote laydown area are the responsibility of the individual Contractor. Each Contractor providing PMT offices, as listed above, is responsible for collecting, storage, transport, and disposal of trash and waste materials from the offices and maintaining the sanitary waste system. The collection, storage, transport, and disposal of all trash, surplus, and waste material from construction activities in the King Fahd Industrial Port, outside of the YERP site, and remote laydown area shall be the Contractors responsibility.
