BOY SCOUT PISTOL PILOT APPLICATION

Please complete this Boy Scout Pistol Pilot Application and submit it, along with other pertinent information, to Pat Wellen, Pat.wellen@scouting.org, of the Research & Program Innovation Department. To be considered for the additional slots in this pilot, completed and signed applications must be received by November 15, 2012. These requirements cannot be changed or amended by the council. Failure to comply with any or all of the requirements will disqualify your council from continuing in the pilot and may result in a shutdown of the pilot in your council. If you have any questions about any of the requirements below please contact Pat Wellen for clarification before submitting your application. Instruction and safety training will follow established BSA Shooting Sports and National Camping School guidelines for the use of pistol shooting in resident camps. This training will be delivered through a National Camping School/NRA Trained Shooting Sports Director, with pistol certification, or an NRA pistol certified instructor. Level 2: Pistol Open Shooting Experience Purposes: Shooting sports training provides fun and adventure for young people. It teaches skills, discipline, self-reliance, sportsmanship, conservationall elements of good character that Scouters strive to instill. The Open Shooting Experience will allow interested Scouts to learn and have fun in a safe and fun environment. Youth. Boy Scouts who are 13 years of age and have completed the 8 th grade or older. Pistols. .177-caliber air pistol with a minimum 2.5-pound trigger pull; open, scope, or dot sights; air, CO2, or pre-charged pneumatic. .22-caliber pistol with a three-pound trigger pull; open, scope, or dot sights. Ammunition. Correct ammunition for the pistol being fired. Tracer, armor-piercing, and explosive ammo are not allowed.

Range. A BSA-approved range for air pistol and cartridge-firing pistols or a public or private commercial range or club. For air pistol, a portable range, shooting trailer, temporary safety enclosure, or a public or private commercial range or club may be used. Training. BSA 30-minute pistol briefing due to 1-to-1 ratio of shooter to instructor, with the instructor loading the pistol for the shooter. Taught by a National Camping School shooting sports director currently certified as an NRA certified pistol instructor or an NRA certified pistol instructor or NRA/USA Shooting/CMP certified pistol coach. Safety. Eye protection is required for air pistols. Cartridge-firing pistols require eye and hearing protection. Range supervision. A certified NRA range safety officer is to directly supervise live fire on the range. Additionally, the instruction offered must be done by a currently certified National Camping School shooting sports director certified as an NRA pistol instructor or an NRA certified pistol instructor or NRA/USA Shooting/CMP certified pistol coach. These must be two separate individuals. Ratio. One NRA range safety officer per three shooters. One NRA pistol instructor or NRA/USA Shooting/CMP certified pistol coach per shooter while shooting. Course. Bench rest or two-handed standing positions. Targets may be paper, resetting metallic targets, balloons, and other fun breakable targets. You can also use the Winchester/NRA Marksmanship Qualification Program. Course of Instruction. Program will be guided by Winchester/NRA Marksmanship Qualifications program to allow youth to improve proficiency and earn awards. Level 3: Pistol Ongoing Shooting Sports Program Purposes: Shooting sports training provides fun and adventure for young people. It teaches skills, discipline, self-reliance, sportsmanship, conservationall elements of good character that Scouters strive to instill. For those Scouts with a desire to explore handgun marksmanship on a higher level, the Ongoing Shooting Sports Program will allow them to test themselves. (This program can be compared with existing Boy Scout Resident Camps that offer open shoots and rifle shooting merit badgeone is an introduction, the other is a more advanced program to improve/demonstrate proficiency in the requirements). Youth. Boy Scouts who are 13 years of age and have completed the 8 th grade or older. Pistols. .177-caliber air pistol with a minimum 2.5-pound trigger pull; open, scope, or dot sights; air, CO2, or pre-charged pneumatic. .22-caliber pistol with a three-pound trigger pull; open, scope, or dot sights.

As a part of the pilot evaluation process your council will need to provide Research & Program Innovation with a list of youth and adult leader e-mail addresses for all youth attending the camp where the pilot is held. This will be used to send an online survey to gather information from participants and non-participants about their camp experience and about the pilot. Councils will have the opportunity to see the survey and to add additional questions specific to their camp.
