Meeting of Health Sciences Committee and Higher Technlal Edu~aUon Committee was called. Unfortunately secretaries of both the departments were absent. Earlier we have heard parents /students and colleges on two different dates to know their views on the norms for approval of fees for Academic Year 2013-2014.They are also asked to submit their views in writing. Some of them have done it. We hawe considered them in the meeting. Such submissions are mainly made by collages. They are more or less on the same lines. Therefore we are rnaMng reference to a few in representative character.
1 ) Health Science: I n case of post graduate courses suggestions were remipbied firom Dr. Punjabrao alias Bahusaheb Beshmukh Medical college. We reject it as it is not possible to have different criteria for different post graduate students and fee must be common for all. No suggestion was made with regard to norms at the time of open hearing. 2) Higher and Technical education : Considered the suggestions made i n the letter dated 10/1/13 written by the Under Secretary of the Higher and Technical Educations, Maharashtra State and Association of the Management of Unaided Engineering College (Ma h.) received on 18/3/13, Akktil Bhartiya Grahak Panchayat dated 19/3/13. Samiti has gone through them and also considered suggestions made at the time hearing with regard to norms.

Approved Norms For Hisher & Technical Courses For Academic Year

2013-14
1 . Interim fee and final fee

1.1

The interim fee to be collected at the time of admission in the academic year 2013-14 (if the final fee is not approved by that time) is the fee approved by the Samiti for the year 2012-13. I n the receipt issued to the students it is to be specifically mentioned it is only interim fee and it would be finalized by the Samiti in course of time which will be payable by the students. The interim fee is to be put up on the Notice Board of the respective colleges and on the website. Similarly the interim fee also to be put up on the notice board and on the website of the Samiti. The approval of final fee will be done after submission of accounts, duly audited for the financial year 2012-13 and scrutiny of the same and connected documents such as copies of service contracts entered into by the Institute, copies of TDS Challan about the salary of Professors etc and Provident Fund Challans The final fee for the year: 2013-14 for the students admitted in 2013-14 will be computed in the prescribed format by considering the permitted expenditure as per audited accounts of 2012-13 and increasing it by 10% to account for the increase in cost. The students admitted in the Academic Year 2013-14 and there after continuing their studies will pay an enhance fee of 8% till the completion of the course (during the stipulated period of the course). For example if the 1 " years onward till completion fee is approved is k. 1,00,080/- then from 1 of the course i.e. say 1 1 , I11 and IV year the fees will be Rs. 1,08,000/- per @. I n case the students take vthyears for completing the course then he shall pay the fee approved in that year. I n case a student joins the course direct in second year, then he shall be required to pay Rs. 1,08,000/-. I f any college does not approach the Samiti for approval of fee for 2013-14 then it can only charge fee as charged by Govt. Colleges. It is already decided in the meeting of the Samiti held on 9th January 2013 (Item No. 4).
It is to be noted that the fees approved for the students admitted in Academic Year 2009-10 or earlier will continue to remain unchanged except for the additional payment of VI Pay Commission to be approved separately by the Samiti. This information is to be put up on the website of Colleges/ Institutions.

College /institute should provide the details of teaching & non teaching staff as per the norms of GOVT.1 DTE/AICTE/PCI/UNIVERSITY, their salaries, no of years thcy~haveput in their service & TDS paid etc, and whether the f a c ~ ~ l appointed ty is as per norms. The Institutes need to submit the details along with the relevant documents such as TDS challan, P.F. amount payment etc. They also need to submit copies of contracts they have entered

into with various sewice agencies such as securiky etc. if any. The also need to submit details of legal expenses if any, they mjght have incurred during the said academic year. 2.1.4 The Additional payment on account of impjernentation of pay Cornmission pay scales, including arrears, if any will be borne equalsy by all Students in the Institution. I n case if any institute has paid during 2011-12for pait of the year then for remaining period of 12 months if the payment is made during 2062-83then that much amount wili be considefied as additional 6Oh Pay Sale component during 2013-14.

2. Advertisement related to admissions to the college. I n case any common advertisement is issued for many inst!btions then it wild be required to be shared proportionately. 2.2.2 2.3 Hostel expenses to be excluded. College to state Hostel expenses separately and not to be induded in nsn-salary expenditure. The basic infrastructure in the form of building and equipment is required to be provided by the Trust before starting of the CollegeJJnsMtute. Therefore any expendit~rq~ic~k~rred in providing the infrastructure can not,& passed on to the students. Therefore no interest on loans taken, if any, for any purpose whatsoever, is permissible as expenditure

However, these rates are to be applied on Straight Line basis. The assets as in the financial year 2007-08 will be frozen as it is for the pwrwse s f depreciation. Additional depreciation for the new assets add& in the financial year 2008-09 and thereafter will be allowed on str-aight line basis at the above the necessary mentioned rates. The CoIlegesJInstitutes are required to prowi~de details.. These depreciations are to be claimed only until the tl;kal mst is recovered, viz. for the life duration. 2.4.1 The college shall be allowed usage charges for the building a t the rate of iRs. 3,000/- per student per year as per sanctioned intake as the area of building is to be provided as per sanctioned intake. Develo~ment fee: Reasonable surplus, meant for development or expansion of the College/Institution is fixed on the basis ~f 8Ol0 of h e tuition fee. This should be kept in a separate fund and utilized for incentive for research and innovation purpose. 2.8 The Colleges/Hnstitations are strictly prohibited from collecting any excess fee/charges other than those approved by the SSS and any fee levied by the University concerned. Serious view will be t,aken against those who violate the directives. Such defaultjng CollegeJSnstitute may be punished suitably whjch may include reduction in fees up to 5 0 9 ' 0 , recommending to the Pravesh Niyantran Samiti for stopping of admission process and to the University for Deafiliation, etc. The Colleges/lnstitutions are required to provide the details of tcheir infrastructure and facilities/amenities on the! r website before effecting the admission of students

2.10 The Colleges which are running 2 shifts should give details and the devisor factor would be total number of sanctioned or actual strength which is more. 2 . 1 The Colleges should submit along with fee proposal, budget for the year 2013-14 as approved by the Governing Council of the College. It should be signed by the Principal. Sheet made by the college should be displayed at the notice board 2.12 Computi~tion of the college and on web site immediately on submission of proposal. 2.13 The fee proposal submitted to the Sarniti to be made available by each college in the of8ice for perusal of the students/parents. 2.14 The Colleges should also state separately if any income is earned by using the college property/infiastructure during 2.1362-13 other than fees and how. 2.15 It is made mandatory to put it whole fee approval proposal on fie website of the CollegeJInstitute at the time of submfssion 05 proposal to the Samiti. N(on compliance thereof may be penalized by redudng fee by 20%. 3.1 Revision can be filed before the Sarnfti only by studen&j'parents or Colleges/Institutes as they are directly interested in the approval of fees by the Samiti. Revision to be filed within 30 days of the declaration of fees on the website of the Samiti. The time may be extended further by 60 day in case an application is filed giving cogent reason for condonation of delay.

I f any college does not approach the Sam%! for approval of fee for 2013-14 then it can only charge fee as charged by God. ColJeges. It is aireadly decided in the meeting of the %miti held on 3dst January 2013 (Hem Wo.5).

I n the case of more than one course is run in the same premises/building/campus, then the Institute/College to give number of students for each course and time spent for such course every day.

2.11 The Colleges should submit along with fee proposal budget for the year 2063-14 as approved by the Governing Council of the College. It should be signed by the Principal. 2.12 2.13 Computation Sheet made by the college should be displayed at the notice board of the college and on web site immediately on submission of proposal. The fee proposal submitted to the Samiti to be made available by each college in the office for perusal of the students/parents. The Colleges should also state separately if any income is earned by using the college property/infrastructure durjng 2012-13 other than fees and how.
It is made mandatory to put it whole fee approval proposal on the website sf the College/Institute at the time of submission of proposal to the Sarniti. Mon compliance thereof may be penalized by reducing fee by 20%.

As regards the Hospital deficit, the Samiti decides to follow the earlier res0cPluQon passed during the meeting heid on 2othApril 2009 under Item Mo.7. 'The Samiti to take into consideration the deficit to the extent of 75% for first five years and then reduced to 50/o for 6thyear and 25% for 7 ' year. There shall be no consideration of hospital deficit from 8th year onwards as it is expected that the hospital should be self-sustained by then.

Revision can be filed by before the Samiti only by students/pa~rerent.s or Colleges/Tnstitutes as they are directly interested in the approval of fees by the Samiti. Revision to be filed within 30 days of the declaration of fees on the website of the Samiti. 'The time may be extended further by 60 days in case an application is filed giving cogent reason for condonation of delay.
