STUDENT SENATE MINUTES April 16, 2013 The Senate President called the meeting to order at 7:30 pm and

announced that the meeting may be filmed or audio taped and may be available to the public. The Pledge of Allegiance was recited. ROLL CALL: Roll was called and quorum was established with 77 senators present. Not there for roll call: Alonso Knowlton Bokzam Larkin Bottone Louis Bouhid Olivieri Claude Rabre Gangrade Rawool Goldman Samani Grasso Spinazzola Hood Yanes

AMENDMENTS TO THE AGENDA: - A motion was made to hear R&A recommendations as a block. No objection was made. - A motion was made to approve R&A block recommendations. No objection was made. - A motion was made to hear SG Nominations as a block with the exception of Accent, Chomp the Vote, SGP, and Gators Going Green. No objection was made. - A motion was made to approve SG Nomination block. No objection was made. - A motion was made to add SB 2013-1029: Health Outreach Assembly Allocation of Reserves to SG Administration to the agenda. No objection was made. AMENDMENTS TO THE PREVIOUS MINUTES: There were no amendments to the previous minutes for April 09. PUBLIC DEBATE: - Senate Pro Tempore Yeffet: took a moment to remember the three people who passed away at the Boston Marathon. A moment of silence was taken for them. - Jacob Fischer: never got a chance to give his good-bye speech so he gave a brief one. Said that is was a great first year in Senate as well as at UF. - Senator Kaplan: gave her formal resignation as a District A senator. Encouraged the remaining District A Senators to continue to represent and work hard for the student body. - Senator Shifrin: gave his formal resignation as a District A senator. Thanked everyone for all of their hard work and said he is looking forward to his new position as Executive Secretary of Finance and Fees. - Senator Dwyer: gave a short speech about the tragedy and violence that happened at the Boston Marathon. Encouraged everyone to treat others with respect and dignity.

Senator Vollrath: echoed the sentiments of Senator Dwyer. Also spoke about the flaws of some of the cabinet nominations and how they are selected based off of organizational memberships. Senator Saetta: Thinks that it is the job of the Senate to review all nominations and not just pass them all through. Hopes that the Senate can have a full and open debate about the nominees.

OFFICE OF THE STUDENT BODY PRESIDENT - Final Report of Action SG by Chairman Sean Quinn: gave overview of everything that Action did this year. Announced that Action will continue tabling at Preview. Said that it was an honor and pleasure to serve. - Student Body President, TJ Villamil, gave speech about supporting CITF: encouraged everyone to help make phone calls and post on social media about this issue to get the attention it needs. Said that unless this issue gets attention, the Union and Newell Building will lose funding. - Jayce, Student Body Treasurer-Elect announced his assistant treasurers: David and Jamal. STUDENT GOVERNMENT EXECUTIVE COMMITTEE NOMINATIONS - ACCENT: o 5 minutes of questions: 7 o Pro Con Debate Round 1: Pro- 4 Con-3 Round 2: Pro- 2 Con- 1 A motion was made to end debate. The motion was seconded. No objection was made. A voice vote was made and ACCENT Chairman Daniel Landesberg was approved. - Chomp the Vote: o 5 minute presentation and 5 minutes and questions: 4 o A motion was made to forego debate. No objection was made. o A motion was made to approve Sydney Kaplan for Chomp the Vote. The motion passed. - SGP and Gators Going Green: o 5 minute presentation and 5 minutes of questions: 11 o Pro Con Debate Round 1: Pro- 4 Con-3 Round 2: Pro- 2 Con-2 A motion was made to end debate. 5 minutes of closing time by President-Elect Bonarrigo o A voice vote was made and SGP Chairman Daniel Levin was approved. o A voice vote was made and GGG Chairman Frank Plageman was approved. PRESIDENTS REPORT: - Announced that next week is the last Senate meeting of the semester. - Congratulated Quinn of winning the drag show at DM

COMMITTEE REPORTS: REPLACEMENT & AGENDA: - Met last week for interviews - Congratulated nominees - Announced 2 open seats 1 District A and 1 District D - Announced 3 open District A seats that will open during the summer - Reminded everyone to fill out the summer replacement forms BUDGET & APPROPRIATIONS: - Announced an open committee seat - Thanked the Senators who are leaving for all of their hard work ALLOCATIONS: - Meeting Sunday at 3pm Room 272 of the Reitz JUDICIARY: - Reviewed FLC bill at meeting, decided to table it until summer - Working on Judiciary pamphlet RULES & ETHICS: - Thoughts and prayers for Boston - Welcomed Katie Backstrand to committee - Reminded Senators that Spring absences carry over from Fall if you were appointed in the Fall INFORMATION & COMMUNICATION: - Encouraged everyone to apply for committee seats, especially during the summer - Reminded new Senators to get a New Senator binder from her ELECTION CODE REFORM AD-HOC: - Met this weekend and started rewriting some of the language. - Encouraged everyone to come to meetings - Questions: 2 SECOND READING: None FIRST READINGS: - SB 2013-1029: Health Outreach Assembly Allocation of Reserves to SG Administration. o A motion was made to forego debate and pass bill. The motion passed. ANNOUNCEMENTS: - Senate President Verno announced that there will be no Fallen Gator resolution this semester because there have been no fallen Gators. - President Villamil clarified CITF phone calls.

Christian Arrango congratulated Kelly Vidal on Nightlife Navigators Chairwoman Senator Bonti announced the FLC event from 5-7:30pm on Thursday Senator Yang announced that he is setting up Senate Preview tabling Senator Michaels announced a Preview session on Friday. Will be tabling from 8-9:30 and encouraged Senators to join ROLL CALL: A motion to use voting records for final roll call passed.
