ClLy Pall bulldlng. 1hese sLudles also concluded LhaL
reLromng ClLy Pall Lo address only Lhe selsmlc declencles
would cosL approxlmaLely $82 mllllon (ln 2006 dollars),
lncludlng Lemporary relocauon and so cosLs. Powever, a
full renovauon (lncludlng LenanL lmprovemenLs and bulldlng
code upgrades) would lncrease Lhe cosL Lo approxlmaLely
$119 mllllon (ln 2006 dollars). ln currenL dollars, Lhls
reecLs a cosL of approxlmaLely $170 mllllon Lo reLroL and
upgrade a bulldlng LhaL ls over 40 years old, and suers from
funcuonal obsolescence. Accordlngly, Lhe conslderauon of
developmenL of a new clvlc cenLer complex ls warranLed.

1he ro[ecL lnvolves Lhe nanclng, deslgn, consLrucuon, operauon and malnLenance of a new
ClLy Pall and Maln Llbrary and revlLallzauon of Llncoln ark lnLo a desunauon park. 1he ro[ecL
may also provlde opporLunlues for prlvaLe developmenL on properLy noL needed Lo fulll Lhe
goals of Lhls SollclLauon, and may furLher lnclude a permanenL headquarLers bulldlng for Lhe
orL of Long 8each. 1he SollclLauon represenLs boLh a slgnlcanL masLer plannlng opporLunlLy
as well as an opporLunlLy Lo enLer lnLo a publlc-prlvaLe parLnershlp Lo explore varlous nanclng
dellvery mechanlsms, lncludlng buL noL llmlLed Lo 6320 nanclng, new MarkeL 1ax CredlLs, Lax

lacks human scale and ls obllvlous Lo lLs surroundlngs. 1he Clvlc CenLer ls dlmculL Lo access, has
