But the first was too expensive, while the US was reluctant to sell the Starfighter to India. The Soviet's attractive MiG-21 offer, along with licensed production, fit the bill for a cash-strapped India. The MiG-era then took off in India, also paving the way for New Delhi to align itself with the Soviet Bloc during the Cold War. It proved cost-effective. Even in the mid-1980s, it cost India only around Rs 3.5 crore to manufacture a MiG-21, while a Mirage-2000 or Jaguar fighter was worth at least 10 times more. NEW DELHI: India and China are in touch to resolve the situation arising out of deep incursion by Chinese troops who entered the Indian Territory in Daulat Beg Oldi (DBO) sector in eastern Ladakh and erected a tented post. Chinese intrusions: Feeble Indian response

The alarming regularity of Chinese intrusions should put anybody with an erect spine on a proactive mode. But Indian skin is so thick that it takes a deep stab to take notice. The 1962 war is not a remote history. India rose when it was deep stabbed by China and were within reach of cutting off whole of north east. Our leadership caught unawares, scurried to every power for help. Salacious comments on our pigmy political vision warmed the gossip mills of many elite drawing rooms all over the world. The elephant woke up but still more than five decades after our bitter defeat at the hands of Chinese, the country has not learned the lessons well. If it had, the Chinese would not have intruded repeatedly into our territory with audacity. Our response is meek, timid and not becoming of a nation that aspires to be a world power. The diplomats and the 'doves' among us can have long seminars and lectures on the need to keep cool. They are right to an extent but when things go beyond and the country is given regular needling, is it worth our salt to sit still and suffer the inveterate Chinese every day? Wrong are our ambitions and misplaced are our convictions. Today India is seen a timid country which faces bullying by all neighbours. Lately Maldives and Sri Lanka too have joined the bullying club. India stands harried with all sorts of insinuations. The Chinese did the same with us prior to 1962 and then mauled us at the time of their choosing. Has our foreign policy gone literally to winds that nobody takes us seriously? The boldness with which the Chinese intruded into Daulat Beigh Oldi in Ladakh, painted our rocks with Chinese letters, stayed put by raising tenements makes it clear that the platoon or company commander cared two hoots about good Indian presence only few miles away. The Chinese up to the level of a company commander perhaps knows that Indians are a cake and it is a good party to nibble at them. There is always an unwritten doctrine in such situations. I shall do to you what you do to me. Without firing a shot, the Chinese can be bullied the way they are intimidating us. Indians too can make seemingly casual forays into Chinese territory with choppers hovering. Hindi words painted on Chinese held area will be a welcome booster for the country. The northern neighbour is pressing with a new strategy. Intrude some kilometers into Indian area, pitch tents, remain there for a week, and leave unmistakable Chinese footprints. Then repeat the same. India on the other side is made to reconcile and watch helplessly. The Chinese pressure will continue in view of our weak political will. Pakistanis are more important to us than our own countrymen if the news reports are to be believed. Recently the government decided to grant visa on arrival to elder Pakistani tourists. Let us not go into the wisdom of this decision. But back home we have a rather disturbing situation on the cards. The Amarnath pilgrims are asked to register themselves at different counters in the country as if they have to travel to a place where the complete writ of the country does not work. The impression created about Kashmir and Amaranth pilgrimage is surrounded into controversies. First land was denied to the Amarnath Shrine Board then the frivolous issues of ecology were raised. Separatists usually raise eyebrows on the Yatra. The government put a cap on the number of pilgrims and now the devotees of Shiva desiring to have Darshan shall be registered only if the quota is available. It is common knowledge that in a rarity any quota is left as the rush for registration for the pilgrimage already crosses the number of pilgrims to be allowed per day. The common man is justified for his question. Why cap on pilgrims for Amarnath Darshan and an open visa policy for Pakistani tourists?

Govt earmarks 1.50 cr for Gangyal-Babliana road: Bhalla
JAMMU, APRIL 20Minister for Housing, Horticulture and Culture Mr. Raman Bhalla has said that objective of the Government is to develop all the areas of the State on modern lines adding that fulfillment of people's aspirations and developmental needs was the top agenda of the Government. This was stated by the Minister while interacting with the people of Gangyal after inspecting ongoing development works, here today. Mr. Bhalla asked the people to cooperate with the executing agency in completing the ongoing works within stipulated time frame, adding that people's cooperation is imperative in developing every corner of the State on modern lines. He asked the executing agency to use quality material on development works, adding Government is committed to provide durable assets to the people across the State. For providing relief to the people from flash floods, the Minister informed that Government has earmarked Rs. 2 crore for construction of 15.3 meter long motorable box type culvert over Gangyal nallah, adding that project is under progress and would be completed within prescribed time frame. Mr. Bhalla said Government has approved Rs. 1.50 crore for widening and upgradation of Gangyal-Babliana link road besides Rs. 15 lakh for widening of interior lanes.

Cabinet approves implementation of Victim Compensation Scheme


JAMMU, APRIL 20- The Cabinet which met here under the Chairmanship of Chief Minister Omar Abdullah today approved the re-instatement of study leave rules and deletion of SROnotification 299, dated 0310-2011, where under training courses beyond 8 weeks where not to be considered for deputation. Consequently, the Administrative Department will now be competent to sanction study leave within the State While GAD on recommendation of concerned Administrative Department and with the concurrence of the Finance Department would sanction the study leave outside the state within India and for foreign trainings, the prescribed Foreign Training Selection Committee with concurrence of the Finance Department shall consider the study leave cases. The Cabinet also approved implementation of Victim Compensation Scheme (VCS) in the J&K State. The decision was taken following Supreme Court's intervention in the matter wherein it had asked the State Governments in coordination with Central Governments to prepare schemes in terms of 357-A of the CrPC providing for compensation to the victims of Crime, particularly acid attacks and also consider making appropriate provisions for regulation of sale of acids. Accordingly, under the scheme the State Government has created Victim Compensation Fund (VCF) to pay compensation to the victim or his /her dependent, who suffer loss or injury due to crime and require rehabilitation. The Government will allot budget and the J&K State Legal Services Authority would operate funds. The Cabinet approved creation of 38 posts in Employment Department of various categories by corresponding reduction of 14 posts. The created posts include 4 posts of Management Executive/ Counsellor, 11 posts of Junior Assistants/Computer Operators, 2 posts of Section Officer, 3 posts of Sr Stenographers, 2 posts of Assistant Programmer,8 posts of Head Assistants etc. With the creation of these posts there would be one Management Executive Counsellor and one Junior Employment Officer in each district along with other support staff. This is expected to improve the pace of SKEWPY implementation across the State. The Cabinet also approved the creation of 3 posts of Superintendents of Police, Pay Scale (Rs 1560039100 + Grade Pay of Rs 6600) in the Ministerial Executive Cadre (Steno) by corresponding reduction of 3 posts of DySPs Pay Scale (Rs 9300--34800 + Grade Pay of Rs 4800) in the same cadre. The Cabinet also approved creation of 3 posts of Superintendents of Police Pay Scale (Rs 15600-39100 + Grade Pay of Rs 6600) in the Ministerial Executive Cadre (General) by corresponding reduction of 3 posts of Inspectors Pay Scale (Rs 9300-34800 + Grade Pay of Rs 4280) in the same cadre.

Divisional Commissioner Kashmir emphasized upon the officers work with coordination and enthusiasm to put in place all the arrangements upto June 10, 2013. He stressed for adequate stocks of essentials, medicare facilities and ensuring cleanliness enroute stations to the Holi Cave. The decision to this effect was taken at a meeting of the Officers of Tourism Department held here today. Minister for Tourism, Mr. Ghulam Ahmad Mir chaired the meeting attended by Managing Director, JKTDC, Mr. Satish Nehru, Special Secretary Tourism, Mr. Anil Kumar Gupta, Director Tourism, Kashmir, Mr. Talat Pervez, Director Tourism, Jammu, Mr. Soujanya Sharma and other senior officers of Tourism Department besides Vice President Software & IT Services of Navayuga Spital Technologies Pvt. Ltd, Hyderabad. During the meeting detailed discussion was held for developing software applications to enhance egovernance in Tourism Department and provide intending tourists requisite knowledge about tourism activities in the State. JAMMU, APRIL 20-Minister of State for Health, Mr Shabir Ahmad Khan said that spurious drug 'Amoxicillin Trihydrate' IP batch No.PBT-1583 supplied to Health institutions in the state was referred to Crime Branch for detailed investigation adding that in parallel the matter is being referred to Vigilance Department to ascertain the role of various officials involved. Speaking at a Press conference here today, the Minister informed that Drug Control Department through its drug testing laboratory revealed that Drug Amoxicillin Trihydrate IP batch 1583 manufactured in August 2012 supplied by M/S Life Line Pharmaco surgical has zero potency and hence failed the test. The Health Minister said that subsequently all medicines of this make and batches were seized and no further use was allowed. Principal Secretary to Chief Minister, B B Vyas, Commissioner Secretary Health and Medical Education, M. K. Dwivedi, Director Information, Zaffar Ahmad were also present during the Press Conference. The Health Minister informed the media persons that an inquiry committee was set up on April 4, 2013 to submit the fact finding report in this matter within 15 days.

Secular mask

he Gujarat government's decision to seek death penalty for 10 convicts, including a former state cabinet minister Maya Kodnani and a senior Bajrang Dal leader, in the Naroda Patya massacre case will not be seen as prompted by a sense of justice but by politics. The government has also decided to ask for enhancement of the prison terms awarded to 22 other convicts and appeal against acquittals of some others. They had been found guilty last year and convicted for their roles in the massacre of 97 Muslims in the post-Godhra violence in 2002. Though it may be claimed that the government's decision is largely procedural, as it is the SIT which decided to appeal the verdict, chief minister Narendra Modi's prime ministerial ambitions probably have much to do with the government's move. Modi's biggest handicap in the campaign for acceptance as the BJP's prime ministerial candidate is the taint of the 2002 communal killings. He faces charges of not only not doing enough to prevent and control the attacks on Muslims but also inspiring them. Many NDA partners, and some leaders even in the BJP, are uncomfortable with the communal image of Modi. The JD (U) has clearly said that it would support only a secular leader for the prime minister's office. The decision to seek harsher punishment for the Naroda Patya convicts might be intended to project Modi as a secular leader. It would show Modi as a leader who is fair and just and ready to invoke the provisions for maximum punishment for those involved in communal killings. Who could claim greater secular credentials? But the attempt at image makeover will not appeal to many as convincing. Maya Kodnani was a minister in the Modi government even when she faced serious charges. The government had supported her and the other accused during the time of investigation and trial. The sudden realisation of their guilt and the move to seek stronger punishment for them will be considered opportunistic and even treacherous in some quarters. The credibility of a leader who is willing to sacrifice his supporters in order to promote his personal interests is bound to be questioned. On the other side, the secular image being projected will also be dismissed as sham. Modi might end up alienating at least a section of the Sangh parivar following without getting value in return in terms of a secular image. Delayed raj dharma is alloyed raj dharma.

A HISTORIAN'S HISTORIAN - Histories that endure


By Ramachandra Guha nlike 1919 (the year of the Rowlatt satyagraha), 1920 (Congress-Khilafat alliance), 1921 (non-cooperation movement), or 1922 (the burning of the police station at Chauri Chaura), 1923 is considered a somewhat quiet year in Indian history. But it was a significant year for Indian historians. On May 23, 1923, Ranajit Guha, the founder of the subaltern studies school, was born. Exactly a month earlier, on April 23, a historian who founded no school but still (or perhaps thus) commands our attention came into this world. His name was Sarvepalli Gopal. Ranajit Guha (no relation of the present writer) was born in a middleclass home in East Bengal. He studied history in Calcutta, where he became a communist. Active in the student movement, he left the party after the invasion of Hungary in 1956. He published a specialized study of colonial land policy in 1963, but really became known only in the 1980s, through his editorship of the Subaltern Studies volumes and his own magnificent book, Elementary Aspects of Peasant Insurgency (published in 1983). In subsequent decades, he has acquired cultic status, his name and his work genuflected to by left-wing academics all across the world. Guha's near-exact contemporary, Sarvepalli Gopal, came from a family of the same economic class but much higher social status. As the son of the distinguished philosopher, Sarvepalli Radhakrishnan, he was thrown into the company of famous politicians, writers and thinkers from an early age. He studied in Oxford (where his father served as Spalding Professor of Eastern Religions), and later also taught there. In the 1960s he published some excellent studies of viceroys and viceregal policy. In 1971 he returned to India, to take up a teaching post in New Delhi. Over the next decade-and-a-half, he published the three volumes of what remains the

standard life of Jawaharlal Nehru. Then, in 1989, he published a penetrating, warts-and-all biography of his father, which may be the best among the seven books he published in his lifetime. Gopal was a historian of power and of policy. He wrote of viceroys and of prime ministers, of the states they shaped and the countries they led. Guha, on the other hand, was principally a historian of the lower orders - of peasants, tribal people, workers. Yet despite this divergence in subject matter they shared some key attributes. Both were extremely industrious researchers, working long hours in the archives. Both wrote English with uncommon elegance. And both recognized that history was a branch of social science as well as a branch of literature. Unlike the popular narrative histories that now flood the bookshops, the works of Guha and Gopal were analytically powerful as well as richly readable. The insights of political theory, sociology, anthropology, and even psychology were used to good effect in locating the actions of individuals and communities in their wider social and historical setting. While both wrote extremely well, these were serious scholars, not mere story-tellers; professional historians, not part-time antiquarians. Since radical ideologies attract passionate support, Ranajit Guha has attracted a devoted cadre of men (less often women) younger than he, ever willing to proclaim him as a prophet and an oracle. There is no such cult around Sarvepalli Gopal, for two reasons: first, that political history and biography are now out of fashion; second, that the principles of dialogue and reconciliation that undergird liberalism have never really appealed to the young, who are attracted more to the extreme Right and the extreme Left, whose leaders and ideologues promise quicker and more complete results.

In truth, any student of modern Indian history has much to learn from both scholars. For human life is about the (arbitrary, erratic, brutal, compassionate) exercise of power as well as the (individual, collective, violent, non-violent) resistance to power. Some years ago, I read and much enjoyed the collected essays of Ranajit Guha, published under the title, The Small Voice of History. And I have just read Sarvepalli Gopal's own collected essays, called Imperialists, Nationalists, Democracts, and edited for Permanent Black by the fine young historian, Srinath Raghavan. In political terms, Gopal inclined slightly towards the Left without ever being seduced by the totalizing vision of Marxism. One might I suppose call him an egalitarian liberal. There is an essay here which shows a heightened self-awareness of the roots of his own privilege. Some scholars from Cambridge had claimed that the nonBrahmin movement of the 1920s and 1930s was a product of careerists and opportunists. Gopal, in spite of being a Brahmin himself, disagreed, going on to document the massive dominance Brahmins exercised in the economic, political, administrative, ritual, and cultural life of the Madras Presidency. The book has several essays on Jawaharlal Nehru, which emphasize his contributions to the nurturing of democracy and secularism in India. Gopal admires Nehru, but sees very clearly that Gandhi was the greater man. He thus writes: "The Mahatma, though he borrowed much from the West, had the advantage of internalizing all his ideas and actions in the Indian experience, whereas Nehru was always in a way the outsider. He was always conscious of this, and it was one of the main elements in his deference to Gandhi." Again, speaking of Nehru's love of speaking to crowds, Gopal observes that, "unlike the Mahatma, who was a

strong man, providing strength to others, Nehru drew strength from popular idolatry." Gopal robustly defends Nehruvian secularism and its relevance to India today. He speaks of the conviction, which Nehru shared with Gandhi, "that the communalism of the majority community was far more dangerous than that of any minority in India". For "Hindu communalism could masquerade as nationalism and could well degenerate into the Indian version of fascism". Writing shortly after the lifting of Indira Gandhi's Emergency, Gopal remarked that "the developments of the two years from 1975 to 1977 have made the name of Nehru almost a dirty word in this country". The name of Nehru has been further dirtied by the events of 1986-8 (namely, Rajiv Gandhi's capitulation in the Shah Bano case and the Bofors scandal), and the events of 2009-13 (as in the incompetence of Sonia and Rahul Gandhi, the corruption promoted by their United Progressive Alliance government, and the crooked land deals of Robert Vadra). Nehru's name has been so besmirched by his unworthy descendants, that it is good to have a robust defence of the core values he himself lived by. The real revelation of this book is a previously unpublished essay on "The Paradoxes of Subhas Bose". Gopal recognizes that history dealt Bose a hard, and even cruel, hand. In 1939, he was hounded out of the Congress presidency, and out of the Congress itself. Later, when "independence in some form or other became a certainty", Bose was done out of what would have been a hero's return to India by a plane accident. In the circumstances, writes Gopal, "it is understandable that his admirers should be aggressive in defence and resent even the slightest hint of anything other than fulsome praise". Then he adds: "Yet Bose does not need emotional sympathy and has earned

critical scrutiny." This Gopal then goes on to provide. He argues that Bose's admiration for European dictators was a product of exile, which has "a wearing effect on the mind" and attracts one to "the discipline and authority of totalitarian rule". He notes that unlike Gandhi, who subjected traditional institutions such as purdah and untouchability to searching scrutiny, Bose had a nostalgia for India's past glories, real or alleged - pushing him towards a sometimes "indiscriminate acceptance of tradition". In an illuminating aside, Gopal observes that the West appealed to Bose for organizational rather than ideological reasons. What he loved and admired about Europe was not personal liberty or intellectual freedom, but party discipline and volunteer corps. Ninety years after his birth, and a decade after his death, Sarvepalli Gopal's work as a historian endures. We should read him for the quality of his prose, for the depth of his research, and for the sheer contemporaneity of his concerns. Halfway through this book, Gopal quotes the closing lines of Rabindranath Tagore's novel, Gora, where the hero says: "I am, above all, an Indian. In me there is no conflict of communities, no struggle between Hindu and Muslim and Christian. They all belong to me and I belong to them all." A hundred and more pages later, Gopal speaks of Tagore's "broad humanism and repudiation of all sectarian barriers and prejudices". For the poet had written, hopefully, of an India in which "high and low, Hindus and Muslims and Christians, all without exception can come together, mingling heart with heart, effort with effort". A historian's choice of quotes can tell us much about the historian himself. These remarks from Tagore capture and echo Sarvepalli Gopal's own lifelong commitment to a plural, inclusive, caring and compassionate India.

INFATUATED WITH FOREIGN BRANDS


By Arindam Chaudhury fish rots from the head. That is precisely the reason for India's innovation lag. Our policymakers never bothered to roll up their sleeves for the cause. There is hardly any constructive policy to encourage such activities in the country. The opening of the first Starbucks outlet in South Mumbai in October last year triggered some frenzy among the Mumbaikars, with long queues of venti-mocha-frap verve translating into a major rock concert hysteria. And it was all for a coffee shop. Imagine the burst of marketing energy from Starbucks to take advantage of this excitement. Within five months of opening its first outlet, four each were opened in Mumbai and Delhi (taking the footprint of the coffee chain to nine outlets in India). It reminded me of the kind of madness that was witnessed during the launch of Pepsi and the relaunch of Coke in India, way back in the early 1990s. Here's the simple truth - our craze for foreign brands has never ceased, despite our progress in almost all dimensions of socio-economic parameters. Why? Because as a nation, experience has taught us that our brands have never quite had the gumption of American, British, European or even Japanese brands. The halo was and is missing. This lack of unique proposition in our brands is due to the shoddy products and services offered in the name of Indian brands! In this new age of globalisation, our brands need to compete globally and not just nationally. In the past, so many Indian brands - from the Ambassadors to the Vimals - were whipped and almost but sent off packing when foreign brands came knocking. These foreign brands piggybacked on their global popularity and our lack of

he granting of four weeks' time to actor Sanjay Dutt to surrender, by a special bench of the Supreme Court, raises troubling questions about the yardsticks adopted in deciding such issues and about delivery of equal justice in such situations. The court had convicted Dutt in the 1993 Mumbai serial blasts case, awarding five years' jail term to him. He and other convicted persons had been told to surrender by April 18, and Dutt had to serve the remaining three-and-a-half-year term of his sentence. But the court seems to have taken a very liberal and magnanimous view of his request for granting of more time to surrender. He wanted time to complete his film commitments and sought six months' time. According to reports he needed only three weeks to complete the pending work but that is not the issue in question. The ground that was cited for extension was that Rs 278 crore of film business was riding on him, and the court took a 'humanitarian' view to concede the request. But what was involved was only commerce, affecting some film producers, and it is difficult to understand any humanitarian situation in it even by a stretch of imagination. These movie commitments should not have been a consideration in deciding the merits of his request. It has unfortunately given the impression that rich and well-connected people get a better treatment before the law. Old age, disease, bereavements or marriage of close kin are all grounds for humanitarian treatment but possible financial loss of the convict or others doing business with him cannot be considered so. After Dutt got his extension, seven others who were also convicted in the case, were granted the relief. Of them three much older, ailing and poor people, including a woman, Zaibunnisa Kazi, who suffers from cancer, had been denied extension only the previous day. Kazi applied again and was given extension probably because Dutt had already been granted it. The court has the discretion in granting such requests but the rationale should be convincing and the standards should be the same for everyone. When the law makes an exception there should be ample justification for it. If justice is generous, it should aid the deserving. These principles came under a cloud in Sanjay Dutt's case which hopefully will not become a precedent.

If India has to reverse the ongoing trend of the influx of foreign brands into its market, it has to invest on innovation on a large scale, and frame and implement comprehensive policies to support innovation. It is true that a fish rots from the head. That is precisely the reason for India's innovation lag - because our policy-makers never bothered to roll up their sleeves for the cause. There is hardly any constructive policy in place to encourage innovation in the country. This year, our Prime Minister announced $880 million towards upgrading our innovation books, which he termed as a "game changer", but then no concrete holistic innovation policy was either drafted or designed! China moved ahead steadily but surely to achieve its innovation goals. It started by adopting foreign technologies and became competitive globally on the manufacturing front through price undercutting. When 'Made in China' products began to taste success, it rightfully moved on to the next level of innovation. In its 12th Five Year plan (2011-2015) the country has categorically stated that it would encourage indigenousness and innovation to replace foreign direct investment with investments made by homegrown industry. China is on a systematic path of progress to achieve technological, operational and marketing superiority. A few decades back, China was no more a developed nation than India. In fact, it was far behind on the development scale. The country began with manufacturing products on assembly lines; and today manufactures global brands. Today, it boasts of a number of globally respected brands like Lenovo, Haier and many others. Look at Japan. The country carried an image

of being a copycat up until the 1950s. When Japanese products entered Western markets for the first time, consumers in the West laughed in the face of the Japanese brands. Why? The Japanese products were shoddy, poorly designed and carried malfunctioning engines. However, persistent investments over decades that followed saw the country rise on the innovation barometer. Today, Toyota, Honda, Canon, Toshiba, Panasonic, Nikon, Sharp, Suzuki, Bridgestone, Fujitsu, Yamaha, Sony, Nissan and many other Japanese names are brands that every consumer is proud and happy to own whether American or Japanese. What is noteworthy is that the Japanese were unabashed about following the American model of innovation. And this was emphasised in their official policy that their model of innovation was based on US model - a country that had always been the king of innovation for the last 100 years. Our on-the-rocks brands coupled with the colonial hangover, have given Indian consumers a Western complex that is too difficult to shed. This syndrome has affected most Asian and African nations in the past. But unlike many other countries (say Japan, China and South Korea), India has not been able to overcome it. Our movies run well when they feature foreign locations; are considered apt for class audiences when Western culture and habits are shown even the usage of foreign brands apparently lifts a movie to a higher class. Our music, our restaurants, our economic policies and our education are blindly aping the West in the belief that everything of theirs is superior to ours. Both were impoverished in the aftermath of the World War II, but through their self-belief and aggressive Government policies that were pro-innovation, today, they can boast of some of the hottest brands in the world. The emphasis of research concentration and research and development forms the cornerstone of their ability to produce world class brands like Samsung, Hyundai, Kia, LG (all four are Korean), HTC, Acer, Asus, Transcend (all four are Taiwanese), and many more. Innovation shapes economies. There is many an example that proves it. The problem is not that India did not realise this truth in time. It was that the country relied too much on foreign investments and ignored the potential of homegrown entrepreneurs. Yes, there are aberrations on the radar - like Infosys, L&T and Reliance. But these are too few to mention or feel proud about. Most critically, these big brands are also finding it very uncomfortable to survive with the Western helping hand. Today, there is no Indian automobile company that can produce a vehicle that in true sense can be called an Indian innovation. There is virtually no Indian company that produces a 'truly Indian' brand. India would be reacting incorrectly if it depends too much on foreign brands to lift itself out of the current rut, instead of encouraging indigenous innovation. Encouraging innovation and entrepreneurship are the only two failsafe ways in which policymakers can pump growth into the Indian economy. There is much talent in India available to make our country an innovative powerhouse over the next decade - if not in the next few years.

Hype over Modi


Dear Sir Narendra Modi is a master craftsman as far as the art of using the media to his advantage is concerned. He is quite often at the centre of controversy. A large section of the media, both print and electronic, has been influenced by "Moditva". A Chief Minister, who was despised in 2002, has now gained prominent slots and column centimetres in terms of coverage. He uses the social networking sites to the extent possible. The media, that had once tried him, is now focused on his prospects of becoming the next Prime Minister. Thanks to the hype that has been generated, Mr Modi has been able to change the style and substance of political discourse. This is the change that has come about in the decade since 2002.

No new project to NHPC


Dear Sir Chief minister, Omar Abdullah recently said that his government would not assign any new power project to the National Hydroelectric Power Corporation (NHPC) until it concedes his demand for transfer of the ownership of all the existing projects located in Jammu and Kashmir to the state. This issue has been hanging fire for the last four years although it dates back to earlier times. It was Omar's coalition government which raised the pitch and went on a high decibel offensive to 'strip' the NHPC of its local assets. Four years down the line, nothing has changed. Nor is there

any indication of any such change in the foreseeable future. Time and again, the NHPC has been reiterating its position that there was no question of transferring the ownership of J&K-based power projects to the state as that was not permissible under its charter. Why then is Omar Abdullah duping himself and his people is not that difficult to understand? Yet, the chief minister is displaying his machismo, this time on the issue of the ownership of the state-based hydel power projects. It is high time that Omar reflects upon his immediate track record and acts more realistically than eroding whatever little might still be left of his political credibility. Yours Etc. Child rape: Protests across Delhi against police laxity


NEW DELHI, APRIL 20: The brutal sexual assault on a five-year-old girl here has again brought protestors out on the streets, with crowds assembling at various places, including Police Headquarters, AIIMS and residences of Home Minister Sushilkumar Shinde and Congress chief Sonia Gandhi. The protests started in the morning at Police Headquarters near ITO with members of Aam Aadmi Party (AAP), Students Federation of India (SFI) and Akhil Bharatiya Vidyarthi Parishad (ABVP) demanding resignation of Delhi Police Commissioner Neeraj Kumar. They were also joined by members of several women groups. The protestors, numbering over 300, contended that Neeraj Kumar had failed to tackle rape crimes in the city. They also demanding death penalty to accused Manoj Kumar, who was arrested in Bihar's Muzaffarpur early Saturday. Some of the protestors sought to enter the police headquarters but were stopped. A police official said one protestor, who entered the headquarters forcibly, had been detained. More than 200 police personnel, including women officers, were stationed near the police headquarters and were equipped with water canons and tear gas to deal with the India Progressive Women's Association, said case should be registered against the three police officials who had been suspended and they should be arrested. "The government should clarify over delay in where the five-year-old victim is under treatment, and then gathered outside Shinde's residence, giving police a tough time. Protestors were able to bring down some barricades but were prevented from occurred, also witnessed protests and several shops were closed till the evening. Residents protested outside the Gandhi Nagar police station and burnt effigies of Delhi police commissioner.

Child rape victim needs reconstructive surgery: Doctors


NEW DELHI, APRIL 20: The five-year-old girl undergoing treatment here after she was brutally raped for two days has suffered severe injuries in her private parts, and will need reconstructive surgery, doctors said Saturday. Doctors said the girl's condition had stabilised, and she was talking. "She has suffered injuries in her private parts and will need to undergo corrective and reconstruction surgery," said D.K. Sharma, medical superintendent at the All India Institute of Medical Sciences (AIIMS). "Her condition is stable and she is out of danger. She has been under close observation and monitoring. She has been put on intravenous fluids and antibiotics," he added. The girl was shifted to AIIMS Friday. "She has been conscious, alert and all her parameters are normal. She is talking," he said. The medical bulletin issued by AIIMS says that a surgical procedure was done on her midnight. "She was shifted to AIIMS at 6.30 p.m. Friday. She was stable and no intensive care was needed. She was kept in the emergency section of the pediatrics department," Sharma said. The doctor added that a detailed examination has been done on the girl and a team of eight doctors from various departments has been constituted to look into her case. Sharma said Health Minister Ghulam Nabi Azad visited the hospital in the morning to see the child. "The minister visited the hospital in the morning at 11 a.m. to see the patient. LYON: US authorities have asked Interpol to provide any information its members around the world might have on bombs similar to the ones used in the Boston Marathon attack, the international police organisation said on Saturday. "Interpol has issued an international security alert, or Orange Notice, detailing the features of the improvised explosive devices used in the Boston marathon bombings to assist law enforcement across its 190 member countries detect any similarly configured bombs," it said in a statement. The alert included photos of the bombs and fingerprints of the two suspects in the case: 19-year-old Dzhokar Tsarnaev and his brother Tamerlan Tsarnaev, 26. Both were ethnic Chechens living in the United States for more than a decade. Interpol's notice to its members was issued after Tamerlan Tsarnaev was killed in a shoot-out with police but before Dzhokar Tsarnaev was captured after a day-long dragnet Friday in a Boston suburb. Obama declares state of emergency in Texas after plant explosion


WASHINGTON: US President Barack Obama has declared a state of emergency in Texas, where a huge and deadly explosion at a fertilizer plant has caused a crisis. Under the order that was issued on Friday, the US Federal Emergency Management Agency (FEMA) is authorized to "identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency." The blast took place on April 17 at West Fertilizer Plant in the Texas town of West, that is located about 32 kilometers (20 miles) north of Waco. At least 14 people, including volunteer firefighters, were killed in the explosion, which damaged buildings, including a middle school, within a halfmile radius. Local authorities have said that 200 people were also wounded in the blast. Meanwhile on Thursday, the mayor of West said 35 to 40 people might have died in the blast "because they are unaccounted for and still missing." Stimulus packages lead to fiscal deficit and inflation: FM P Chidambaram


WASHINGTON: Finance Minister P Chidambaram today said the three stimulus packages India had provided to the economyin the wake of the global financial crisis post 2008-09 lead to a higher fiscal deficit, inflation and slowdown in growth. He said the government is going to take more steps on the supply side to bring down the inflation and ensure 7 per cent growth rate next year. The three stimulus packages, which were undertaken by his predecessor, resulted in increase in fiscal deficit, inflation and slowdown in growth, Chidambaram said in his address to the Peterson Institute for International Economics, a Washingtonbased think-tank. He said five per cent growth rate "is unacceptable for us. Our potential growth rate is much higher. We are performing below potential, it is because we are doing wrong thing, we are not doing right thing." "Whatever it takes, we will cut the fiscal deficit by 60 basis point every year," he said. Describing the high inflation - raging at over 10 per cent - as "over outrageous", he said fiscal deficit is the main reason for this. The inflation, he said, is now trending downward, as a result of the steps being taken by his ministry. "We will continue to take more steps, on the supply side to ensure that inflation rate tends downwards," he said. Chidambaram said he would like to emulate the Chinese and Japanese in executing the projects. As many as 215 large projects are stalled today, he said, adding that each one of them is over $ 250 million. The recently constituted, the Cabinet Committee on Investment has cleared projects over $ 14 million. There will be another meeting, on his return, wherein he hopes to bring in 31 projects in the oil and gas sector for approval and would be cleared, he noted. Chidambaram said India would soon have regulator for the road sector, a new authority for the rail pricing. This and other measures he intends to take in the next few weeks. "A number of initiatives are under way. The idea is to go from five per cent growth rate to six per cent plus growth rate," he said. "In 2014, we hope to go to seven per cent growth rate and the year after achieve our potential of eight per cent growth rate," the minister said. Unless Europe gets its act together, and unless the green shoot seen in the US flower and become plant and unless Japan improves - major economic show lives and growth - how is that the developing economies can grow, Chidambaram asked, adding that India's growth depends on the health of the global economy. "There are difficulties ahead of us," he said, adding that India needs to get its act together. India, he said, needs a trillion dollar in the infrastructure sector. The domestic Indian consumption and domestic investment, must drive India's growth and get the country back to the eight per cent growth, he said.

NEW DELHI: Stung by scams in acquisition from foreign vendors, the Defence Ministrytoday finalised a new procurement policyunder which Indian public and private sector will be given first priority for military procurements and will help in plugging loopholes that allow corruption. To avoid scams such as the AgustaWestland chopper deal and enhance transparency, the Ministry also approved a proposal under which Services headquarters would be required to freeze specifications of the desired products before they are approved by theDefence Acquisition Council (DAC). The new changes in the policy will also end the virtual monopoly of the PSUs and ordnance factories in the defence sector as they will not be automatically nominated for maintenance and repair of systems procured from abroad as the private firms will be allowed to take part in these contracts. "Preference for indigenous procurement has now been made a part of DPP through an amendment that provides for a preferred order of categorisation, with global cases being a choice of last resort. The first option would be to buy from India followed by 'buy and make India'," the Defence Ministry said here. Under the second category, private and public sector firms can tie up with foreign vendors and produce the equipment required by the armed forces within the country. The meeting of the DAC headed by Defence Minister A K Antony also made it mandatory for the armed forces to explain to the Ministry that why they are not preferring to buy from Indian sources or excluding the higher category, the ministry said. The other three categories include 'Buy and make with Transfer of Technology', 'Make' and the last option of buying the equipment from foreign vendors directly under the 'Buy (global) category.

India tops global remittances list; EU-US trade deal seen reaping rapid benefit received $69 billion in 2012
WASHINGTON: India is the largest recipient of remittances in the world, receiving USD 69 billion in 2012, the World Bank has said. India topped the list of countries receiving remittances, followed by China (USD60 billion), the Philippines (USD24 billion), Mexico (USD23 billion) and Nigeria and Egypt (USD21 billion each), it said on Friday. Other large recipients include Pakistan, Bangladesh, Vietnam, and Lebanon. According to the latest edition of the World Bank's Migration and Development Brief, officially recorded remittance flows to developing countries grew by 5.3 per cent to reach an estimated USD 401 billion in 2012. Remittances to developing countries are expected to grow by an annual average of 8.8 per cent for the next three years and are forecast to reach USD 515 billion in 2015, it added. "Migration and remittances offer a vital lifeline for millions of people and can play a major role in an economy's take-off. They enable people to partake in the global labour market and create resources that can be leveraged for development and growth. "But they are also a source of political contention, and for that very reason deserving of dispassionate analysis," said Kaushik Basu, the World Bank's Chief Economist and Senior Vice President for Development Economics. Officially recorded remittance flows to South Asia are estimated to have increased sharply by 12.8 per cent to USD 109 billion in 2012, the World Bank report said. This follows growth averaging 13. 8 per cent in each of the previous two years, it added. As a percentage of GDP, the top recipients of remittances, in 2011, were Tajikistan (47 percent), Liberia (31 percent), Kyrgyz Republic (29 percent), Lesotho (27 percent), Moldova(23 percent), Nepal (22 percent), and Samoa (21 per cent), the report said. Remittance flows to developing countries have more than quadrupled since 2000. Global remittances, including those to highincome countries, are estimated to have reached USD 514 billion in 2012, compared to USD 132 billion in 2000, the report added. "If they made a deal tomorrow, US and European companies are sitting on a boatload of cash and they'd be moving this thing up as fast as they can move," Thomas Donohue, president of the US Chamber of Commerce, said after a EU-US trade conference in Dublin. The 27-member bloc and the United States are likely to launch negotiations on a trade deal by the end of June, with discussions set to last at least two years, meaning an accord could enter into force by 2016. They'll be through the door before you know it," he said in an interview. Donohue said it was important politicians and trade officials move quickly and conclude a comprehensive deal as soon as possible. Design solutions for developing mega-cities by Mohsen Mostafavi


NEW DELHI: Rising population and rampant urbanisation have left Indian cities in a mess. Mohsen Mostafavi, dean of Harvard's Graduate School of Design, offers some solutions. The evolution of India's cities mirrors its economic growth - chaotic, largely unplanned and seemingly at the edge of a precipice. The deluge of urbanisation taking place in the country's megapolises has been left unfettered by a combination of poor governance, barely-there infrastructure, and fundamental lack of vision pertaining to civil planning. India's cities need a massive overhaul, and it has to be driven by partnership, according to Mohsen Mostafavi, dean of Harvard University's Graduate School of Design, and one of the foremost experts on the modes and processes of urbanisation. Mostafavi, who consults on a number of international architectural and urban planning projects, is currently the Alexander and Victoria Wiley Professor of Design. Edited excerpts from an interview: Looking at the Shanghai & Kuala Lumpur Models A number of these cities still rely on the concept of provision of infrastructure as the basic ground for urban development. But they don't actually have the mechanisms that are sufficiently nimble and go beyond roadways, and that can deal with the spaces between buildings or the way pedestrians operate. I think many of the examples of places that seem to work better than India have their own problems and raise certain challenges. Therefore, I'm not sure they should be seen as the ultimate solution. We can certainly learn from the experience of Kuala Lumpur, Singapore and others, but we must not see them just as a template. At the same time, China, in a relatively short period of time, has been able to fasttrack development in terms of provision of public services through certain central resources. This is something that can be replicated in India.
