REQUEST FOR EXPRESSIONS OF INTEREST

SAINT LUCIA HURRICANE TOMAS EMERGENCY RECOVERY PROJECT Credit No.:4871-LC Assignment Title: DETAILED DESIGNS AND SUPERVISION FOR CONSTRUCTION OF INFANT SCHOOL AT DENNERY Reference No. : SLU-HTERP-LCS-C-DDSPN-01-12 Saint Lucia has received financing from the World Bank toward the cost of the Hurricane Tomas Emergency Recovery Project, and intends to apply part of the proceeds for consulting services. The consulting services (the Services) includes two phases: Phase 1- Pre-Construction services and Phase 2- Construction and Post-Construction services and as such the consulting firm shall be responsible for providing technical assistance to the Ministry of Education, Human Resource and Labour in the preparation of detailed and final designs and technical information required for the bidding of the proposed works and supervision and certification of works of the Infant School at Dennery. The Consulting Firm will ensure that the school is constructed using the appropriate construction standards and methods so that it is resilient and better able to withstand the impacts of natural hazards in accordance with international engineering design norms and best practice, with a view to strengthen disaster management capacity at the national level. The consultancy is to be undertaken over a period of sixteen months. The first six months will be for carrying out the pre-construction services which includes preparation of the detailed design and the second phase will be for ten months for providing supervision services during the construction of the building. In addition, there will be a defects liability period of one year during which consulting Firm will be requested to participate in the inspection of works along with the Employers team. The Ministry of Finance, Economic Affairs, Planning and Social Security now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The minimum required qualifications and experience are: At least five years of experience in design and supervision of civil works contracts At least one successfully completed contract during the past three years for detailed design and supervision of construction of civil engineering structures such as public buildings with drainage and other complex concrete type structures with a value of the works of at least US$1.0 Million

Consultants may associate to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture or sub-consultancy; member in charge; other member/s and or sub-consultants). Joint ventures should submit letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above mentioned information for each member of the joint venture. A Consultant will be selected in accordance with the Least Cost Selection method in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in May 2004, and revised in October 2006 and May 2010.
