PublicconsultationonpreliminaryoptionsforasouthernRuralUrbanBoundary (RUB)tookplacefrom6Novemberto10December2012.Therewasahighlevelof targetedengagementcarriedoutresultinginaseriesofwellattendedandhighly interactivestakeholdermeetingsandcommunityconsultationeventsthatproduced extensivedetailedfeedback.Engagementwascarriedoutwithlandowners,central government,iwiauthorityrepresentatives,infrastructureproviders,localboards, communityorganisations,growersandotherlocalbusinessesandprofessionals, ratepayergroupsandcommunityorganisationsinaconcentratedseriesofmeetings, workshopsandcommunitydropinsessionswithover500attendeestakingpart. 11,250lettersweresenttoaddresseswithintheinvestigationareaspromotingthe dropinmeetings.Inadditiontothefeedbackfromtheseengagementevents,110 publicsubmissionsonthepreliminaryoptionswerereceived. TheSouthernRUBGreenfieldInvestigationfocusesoninvestigatingthesuitabilityof ruralareastothesouthoftheexistingurbancoreandaroundthesatellitetownof Pukekoheforurbandevelopment,andtoringfencetheseareaswithaRUB.Itis intendedtocompletetheinvestigationofaproposedRUBforthesouthernareafor notificationintheSeptember2013ProposedUnitaryPlan.Thisengagementprocess feedsintotheUnitaryPlanandisintendedtomeetrequirementsoftheResource ManagementAct1991andtheLocalGovernmentAct2002inrelationto consultationonplandevelopment.

1.1 StatutoryObligationstoConsult
EngagementwithstakeholdersisakeypartofthedevelopmentoftheUP.Thereare anumberofstatutoryandnonstatutoryrequirementstoengagestakeholdersand thecommunitywhichneedtobetakenintoaccount. ResourcemanagementAct1991(RMA) Clauses24oftheFirstScheduleoftheRMAsetoutstatutoryrequirementsfor consultationwhichmustoccurbeforethenotificationofanyproposedplan. SpecificallyClause3(1)(d)oftheFirstScheduleoftheRMArequireslocalauthorities toconsultwithtangatawhenuawhenpreparingaplanorpolicystatement,ora changetoaplanorpolicystatement.TheActalsoreferstoconsultationwiththe MinisterfortheEnvironmentandthoseotherMinistersoftheCrownwhomaybe affectedbythepolicystatementorplan.TheMinisterofConservationwillalsoneed toapprovetheregionalcoastalplanpartoftheplan. LocalGovernmentAct2002(LGA)

UndertheLGA,councilsareexpectedtoconsultfollowingprinciplesofconsultation undersection82,whichrequiresthatpersonsaffectedby,orwithaninterestinthese matters:


beprovidedreasonableaccesstorelevantinformationincludingclearinformation abouttheconsultationandupcomingdecisions beencouragedtopresenttheirviewsandgivenareasonableopportunitytopresent thoseviews begivendueconsiderationwithanopenmind begiveninformationabouttherelevantdecisionsandthereasonsforthem.

1.2 Engagementapproach
Understandingtheinterestsandconcernsofpersonsandpartiesinterestedinand affectedbytheRUBisakeypartofinvestigatingandevaluatingpossibleareastobe earmarkedtoprovideforurbangrowth.Itwillalsobecriticalinmakingdecisionson theconfigurationoftheRUBwhichwillbeintheupcomingProposedAuckland UnitaryPlan. Thescaleofengagementwassignificantreflectingthescaleofpotentialchange beingcontemplatedintheseareasandpotentialimpactsoftheeventualoutcomeof theRUBoninvestmentdecisions,propertyvalues,thecostsandlogisticsof providingservicesandinfrastructure,andontheenvironment. Anumberofapproacheswereemployedtogetmaximumvaluefromthe consultation:

Plansforcommunications,consultationandexternalengagementwerepreparedto ensuretheRUBprojectengagedwithanappropriaterepresentationofcommunities andgroupsthatmighthaveaninterestin,orbeaffectedbytheRUB.Itwasalso importanttointegratetheengagementwiththewiderworkplanforengagementon therestoftheUnitaryPlanwhichinvolvedmultiplestakeholdereventsmanyof whichwererunbylocalboards. Notesweretakenatallmeetingsandcompiled,withkeymessagessummarised, reportedandmadeavailable. InformalengagementbeganbeforeNovemberhascontinuedsinceDecember,with meetingsandfeedbackinformingtheearlystagesoftheRUBproject,andwith furthercontactwithgroupsandindividualscontinuing. PaerataResidentsandRatepayersAssociation19September2012 ThismeetingwasfocusedprimarilyonaspectsofthenewUnitaryPlan,the PukekoheAreaPlanandOperativeDistrictPlanmatters(notdirectlyinvolvingthe RUBinvestigations).InrelationtotheRUBproposals,concernswereraisedover whatlandownerscandowiththeirlandwhileawaitingreleaseforurban developmentandthatrateswouldgoupwithpeopleleftinaholdingpatternfor longperiodsoftimebeforetheycandevelop.ConcernswereexpressedthatCouncil tendedtostallforlongperiodsoftimewhenproblemscomeupwithplanchanges. InareaslikePaeratasouthwhereplansandworkiswelladvanced,problemsneedto beworkedthroughratherthantryingtoprovideforsomuchgrowthinsomanynew places. KarakaResidentsandRatepayersAssociation18February2013 Thismeetingwasattendedbymorethan250membersofthepublic.Alarge numberofissueswereraisedanddiscussedwhicharelistedbelow.Notallofthe questionswereabletobefullyansweredonthenight,andalsobecausemanyofthe questionswereraisedatotherengagementevents,responseshavebeenprovided beloweachquestion: ConcernthattrafficisallreadybadgettingontoSH22andSH1.With Aucklandspoorrecordofprovidinginfrastructuretoaccommodategrowth, whywillthisbeanydifferent? Response:TheCouncilneedstobeconfidentthattransportinfrastructure(along withwastewaterandstormwaterinfrastructure)canbeaddressedinawaythat ispracticalandaffordablewaybeforeitmakesacommitmenttoplanningfor urbandevelopmenttotakeplaceintheseareas,whileothertypesofservice infrastructurecaninmostcasesbeprovidedaslongastheyareproperlyplanned andstaged.Weareverymuchawareoftheimportanceoftheconstraintson theexistingtransportnetworkandoftheimportanceofthoseconnections.We areworkingthrough,withAucklandTransport(AT)andNewZealandTransport Authority(NZTA),whatisgoingtohavetobeplanned,paidforandprovidedin thisarea. WithinthenewlyenclosedpartsoftheRUB,landvaluesand[therefore]rates aregoingtogorightupandthiswillbeanunfairburdenonpeopleinKaraka ifdevelopmentcouldtakeadecadeor2tohappen.Peoplehavealot investedintheseruralareasandshouldntberatedofftheirland.

Response:NodecisionshavebeenmadeaboutwhichareaswillbeintheRUBor whentheywillberezonedatthisstage.Thefutureratespolicyintheseareasis alsounknown.Currentapproachestoratesarebasedontheusesallowedona siteanditscapitalvalue.Thismeansthatrisinglandvaluesfromlivingonthe peripheryofafastgrowingcitycouldflowthroughtorisesinrateseventhough theproposalatthisstageistogivethelandafutureurbanzone,whichprovides foronlyruralactivities,andforanydifferentialonruralratesthatmightapplyto continue(e.g.theratesofpropertiesinruralzoneshaveadifferentialwhich reducestheirrates,andpropertiesinbusinesszonesareratedwithapositive differentialreflectingtheirdifferentpotentialusesandincomestreams). Becausewearetalkingaboutearmarkingsomuchlandasfutureurbanaspartof theRUBprogramme,,theCouncilisthinkingverycarefullyabouthowbestto allowpeopletocontinuetofarmandenjoytheirrurallifestylesuntilsuchtimeas itisappropriateforsitestobeassembledfordevelopment,howtoavoidland beinglandbanked,orleftderelict.
Whatabouttheimpactsofallthestormwaterandsedimentfromdevelopmenton theManukauHarbourthePahurehureinletandthewadingbirds?

Response:Studiesarebeingcompletedassessingthepotentialimpactsofthis thesedevelopmentproposalsontheecologyoftheseareas,whichwillhelp developappropriateresponses.Examplesofhowthisinformationwilladdress thisissuecouldberequiringsubstantialdevelopmentsetbacks,protectionof streamsandtheheadwatersofstreams,higherthannormallevelsofstormwater detentionandtreatment,carefulstagingofthereleaseofland,andpossibly reducedlevelsofdevelopmentinsomeareas. Theareaswearelookingatdrainintoshallowinletsthatprovideimportant habitatforanumberofendangeredbirds.Environmentalmonitoringdataand contaminantmodellingfortheManukauHarbourshowsthatconcentrationsof contaminantsintheseareasarelikelytoincreaseintheseareasovertime,even withoutthesepotentialdevelopments. Thecoastalsetbacksshownontheoptionsmaparemuchmorethanthe queenschain[standardesplanadewidth],whydidwedothat,andhowdo weproposetoachievethatsortofsetback.

Response:Aspartofpreliminaryworktocalculatethecapacityoftheareas beingstudiedinordertoknowifwewillmeettheexpectedgreenfieldland supplyneedsforthisarea(whichweredevelopedaspartoftheAucklandPlan), anindicativesetbackof100mfromthecoastlinewasprovided.Therecouldbe areasthataresetbackfurtherthanthisandareaswhereitcouldbelessandthis wouldbedeterminedthroughstructureplanning.Considerationwasgivento potentialsealevelrise,possiblefuturecoastalparksandwalkwaysaboutwhich wedontyethaveinformation.Thiswasnotonlyaboutprotectionofcoastal

characterandfeaturesofthecoastalenvironment.Itisalsoaboutprotecting someofthestreamswiththehighestecologicalvalues,wheretheirprotection didnotinvolvehugeareasofland,whichiswhythesetbackaroundpartof KarakaNorthwaslargerthanotherareas.Initialcapacityworkindicatedthatin theorderof30%ofthelandintheseareascouldneedtobesetasidefor protection. Whatistheassumednumberofhouses(theoreticaldwellingcapacity)in eachoftheproposedRUBareaswereplanningfor?

Response:Thepotentialnumbersandareasofhouses,jobsandmixtureof housingandlandusetypesfortheseproposedfutureurbanareashasonlybeen plannedatahighlevelinordertoknowifwehaveidentifiedenoughlandto meettheexpectedgreenfieldlandsupplyrequirementsinthispartofAuckland. Thedetailedworktostructureplantheurbanformandlanduseoftheseareas willfollowonfromtheprocessofdefiningtheRUB.Thecapacitiesofthenew proposalsfortheRUBwhichhavecomefrompublicsubmissionshavenotbeen analysedyet. AbridgetoWeymouthisneedednowasthekeyconnectionsareoverloaded alreadyandpeoplecouldbetrappedduringanemergency.Ithasbeen talkedaboutformanyyears;whyarentyouplanningforit?

Response:InitialworkonthisproposalsuggestsabridgetoWeymouthwouldbe averyexpensiveinfrastructureproject($200m+),whichwouldhavemajor funding,environmentalandculturalimplicationsandhelpstimulatemajor changesallthesoutherncoastlineoftheManukauHarbourandtoWeymouth peninsula.Itisnotpartofthesetoffuturetransportprojectsagreedaspartof theAucklandPlan,orothercurrenttransportplansfortheRegion. PreliminarytransportmodellingbyATandNZTAoftheresidentialand employmentgrowthenvisagedfortheseareas(upto55,000dwellingsand 35,000jobs)showssubstantialcongestiononSH1,SH22,HingaiaRoadandat Druryinterchange,evenwiththeMillRoadupgrades,railnetworkupgrades, greaterpublictransporttripshareandhigherlocalemploymentrates.This wouldcausesignificanttripsuppressionfromcongestionandimpactonthe interregionalconnectionandfreightcorridorfunctionsoftheStateHighways.In ordertoretainthefunctionalityofStateHighway1inparticular,amajornew northsouthcorridor(mostlikelyaKarakatoWeymouthbridgeconnection)will beneededatsomestagetoaccommodatethelevelsofgrowthproposedforthe south. Finaldecisionsabouthowmuchgrowthshouldbeplannedforintheseareas needtotakecarefulaccountofalloftheseissues. WhatsortofhousingareweplanninghighdensitylikeKarakaLakes?

Response:TheexistinghousingstockatKarakaLakeswouldntnormallybe describedashighdensity.Thedevelopmentbeingplannedfortheseareasisnot lifestyledevelopmentorlowintensityhousing,itispredominantlymedium densityurbandevelopment.Weenvisagetheseareaswillbedevelopedwith

smallerareasofapartmentsatcentresandtransportnodes,substantialareasof predominantlyattachedandsemidetachedhousingaroundcentres,andsome areasofpredominantlystandalonefamilyhouseswithalotofthesectionssizes fallingbetween180m2and500m2.Ourinitialplanningassumesthatlandwithin theRUBwillprovideforhousesbutwillalsoincludeeducationinstitutions, healthcarefacilities,parks,environmentalprotectionareas,towncentresand commercialland,providingforafullrangeoflocaljobsandactivities.Theterm mediumdensityhousingdoesntmeanthehighriseapartmentsfoundinthe Aucklandscitycentre;thetermnormallydescribes26storybuildings. TheHobsonvillePointandAddisonexamplesyouvesitedarenotmedium densityforpeoplearoundhere[theimplicationwastheydbeconsidered highdensityandinappropriateinaKarakacontext].

Response:Developingwithacompactformispreferredascompactdevelopment makesbetteruseofinfrastructurespending,improvestheviabilityofpublic transport,protectsAucklandsruralhinterlandfromsprawl,createsgreater socialandculturalvitality,minimisesthespreadofeffectsfromurbanactivities anddensercitieshavegreaterproductivityandeconomicgrowth.Aucklands remainingrurallandisafiniteandshrinkingresourceanditshouldnotbeused inaninefficientway. WhyhasdevelopmentstalledinHingaiawhatistakingtheCouncilsolong togettherestofthatareatohappen?

Response:PlaceslikeHingaiaarebeinglookedataspossiblepriorityareasfor worktohelpfacilitatedevelopment.TheRUBproposalsshouldassistinthisas theremainingareasofthepeninsulaoutsideofthecurrentMetropolitanUrban Limit(exceptingtheislands)areproposedtobeinsidetheRUB. Todate,alotoftheCouncilsplanningresourceshavegoneintoproducingthe AucklandPlanandUnitaryPlanandresolvingexistingdistrictplanappealsin ordertoprovideacleardirectionandtherightplayingfieldforplanningand developmentacrossallofAuckland.Prioritisationofstafftimeandbudget resourcesoversuchalargeareahasmeantthatanumberofthesmaller developmentareasandhardertoresolveplanning/infrastructure/funding challengeshavehadtowait. WhyissomuchdevelopmentbeingearmarkedforKarakaandwhyisso muchworkgoingintothisarea,whentheworkshouldbegoingintotheeast ofAucklandandlandaroundTakanini/ArdmoretocoincidewiththeMill RoadtoRedoubtroadworks.

Response:TheAucklandPlanprioritisestheinvestigationofanumberof greenfieldareasthoughttobesuitabletoprovideforthescaleofdevelopment neededtomeetAucklandsmediumtermhousingneeds.Someoftheareas aroundTakaninihavemorethantheirshareofchallengeswithextensiveareasof peatsoilswhichmakethemproblematicforintensivedevelopment,substantial areasoflandwithinthe100yearfloodplain,andlandaroundArdmoreairport whichproblematicfornoisesensitivelanduseslikehouses.Aucklandneedsan

ongoingpipelineoflargeamountsofsuitabledevelopablelandcomingto marketfromplaceslikeKarakaandPukekoheandwhileTakaniniclearlyhas attractiveopportunitieswhichshouldbeworkedon,theAucklandPlan prioritisesaddressingthebigpicturechallengeatthistime. Whenwillweknowwhetherornotweregoingtogetabridgeto Weymouth?WhenwillweknowifweregoingtobeintheRUBorout? Within1yearor10years?Whatshouldwedoaboutinvestmentsin agriculturalequipmentandpropertyetcinthemeantime?

Response:YoullhaveaclearideabeforetheendofthisyearwhattheCouncils proposedRUBforthisarealookslike,butdecisionsontheseproposalswillbe madebycommissionersseveralyearslaterandchallengestodecisionspursued throughthecourtscouldchangemattersagain. Uncertaintyaboutthefutureisafactoflifeforanybusinessandbusiness decisionandruralbusinessesarenoexceptiontothis.Wewilltrytocontinueto ensuretheCouncilisupfrontandtransparentasitcanbeaboutwhatitisdoing andsharethebestinformationwecantoassistyou. Whyareyouplanningfor55,000dwellingsinthesouth.Itsjustaridiculous numberbasedonwhatexactly?

Response:ThescaleofAucklandsgrowthchallengeishugeandAucklandis projectedtoneed400,000newdwellingsby2040toaccommodategrowth.In thegreenfieldinvestigationareasinthesouthweareinvestigatingopportunities forapproximately55,000newhomesingreenfieldareas. TheAucklandPlandevelopmentstrategypromotesaqualitycompacturban environment,sowhilethescaleofchangeinthesouthisconsiderable,itis intendedtolocate70%offuturedwellingsinsidetheexistingurbanareaover30 years.55,000dwellingsrepresentsapproximately14%ofprojectedgrowthto 2041. AlotoftheareasaroundAucklandhavevariousconstraintsthataffecttheir suitabilitytoaccommodatethesortsofdevelopmentAucklanderswillwantand need.Thesouthhassubstantialareaswithsomewhatfewerofthese constraints. ManyresidentschoseKarakaasaplacetolivetogetawayfromurban Aucklandanddothingslikeridinghorses.Wewanttheareatoremainas beautifulcountryside.Whydoesithavetochange?

Response:NodecisionsaboutincludingKarakaorotherareasinthese investigationareashavebeenmadeyet.Itisimportantthatpeoplegivethe Councilfeedbackontheoptionsasitwillhelpensurethattheexistingvaluesof theseareasareunderstoodandconsidered,aswellaslookingatthesuitabilityof theseareasforpossiblefuturedevelopment.

Response:TheRMAallowslandownersandaffectedpartiestopursuetheirrights andconcernsaboutplanningintheirareathroughthecourtsandwhenthis happensthematterisinthehandsofthecourtsandtheproceedingsonly involvethosewhohavetakenstepstobeinvolved.Thedecisionmakingthat comesoutofsuchproceedingsoftenoccursovermanymonthsandinpieces, whicharesometimeshardtofollow,evenforthosedirectlyinvolvedbuttheyare notsecret.BecausetheRUBproposalsandtherelatedprovisionsinthedraft UnitaryPlanhavesuchsignificantimplicationsandaremattersofwidepublic interest,theCouncilwilltakestepstopubliciseandpromotetheprogressionof thedifferentaspectsofthePlan.

2.2 MeetingswithKeyInfrastructureProviders
Transport PreliminaryfeedbackfromAucklandTransport(AT)andtheNewZealandTransport Agency(NZTA)highlightssomekeyconcernsabouttheimpactofgrowthonthe functionofthetransportnetwork(particularlyStateHighway1)inthesouthern area.ATandNZTArecognisetheneedforsignificantareasofgreenfield developmentandrecognisethatasignificantamountoftransportinvestmentwillbe requiredtosupportthisgrowth.Locatingandsequencinggrowthinawaythat

WaterandWastewater WatercareadvisedthatservicecapacityforwastewatertreatmentattheMangare treatmentplantwaslargelycommittedtogrowthinexistingurbanareas.Asa consequence,significantnewgreenfielddevelopmentnorthofPukekohewillrequire anewlargewastewatertreatmentplant,withdischargingintotheManukau Harbour.Theyadviseditcouldtake1015yearstoconstructaplantatthisscaleand thatinterimtreatmentoptionsinthePahurehureInletwerelikelytobeproblematic toconsentandexpensive.GrowthinandaroundPukekohehadsignificant advantagesoverareastothenorthbecauseoftheflowcharacteristicsofthe WaikatoRiverflowcomparedtotheupperreachesoftheManukauHarbour, althoughthegrowthproposedwouldrequirefurtherexpansionofthePukekohe wastewatertreatmentplantwithassociateddischargeconsents.Watersupplycould beprovidedtonewurbandevelopmentintheinvestigationareasprovideditwasof sufficientscaleandrolledoutinalogicalsequence. BothWatercareandViolaWaterareverykeentoseethatdevelopmentis appropriatelystagedandsequencedandthatthereleaseofsmallareasneeding theirownpumpstationsisavoided.

Electricity CountiesPowerhaveadvisedthatduetopreviousinvestmentinitsnetwork,itis wellplacedtosupplyelectricitytomostoptionsincludingtheOphaekeDruryarea,, PaerataandPukekoheortheCore. However,furtherinvestmentwouldlikelybeneededtoservicetheKarakaNorth area,dependingonthedensityofdevelopmentproposed.Additionalcostsmayalso beincurredtosupplytheRailFocusedKarakaSouthandWhangapouriareas dependingonthelevelofdensityproposed. Inaddition,CountiesPowerhavealsocommentedthatthecoastalregionsbetween KarakaandClarksBeachcouldbeservicedwithelectricityatalowercostKaraka SouthandWhangapourigiventheirproximitytoasubstationatKingseatand proximitytothetransmissionlinetoGlenbrook. Regardlessofthefinaloption,CountiesPowerhavehighlightedthatfurther infrastructureinvestmentwillbeneeded,includinganewsubstationandsub transmissionlines.Furthermore,utlilitycorridorsshouldbeprovidedtoassistinthe rolloutofinfrastructureinvestment. TranspowerhavecommentedspecificallyontheCoreOptionandtheRailFocus option.WithregardtotheCoreoption,Transpowerhaveidentifiedthatthecore overlaystheBombayOtahuhuA110kVandHuntlyOtahuhuA200kVhighvoltage transmissionlinesandthattransmissioncorridorcontrolswillbeneededtoprotect thesevitalassets. TranspowerhavealsoidentifiedthattheRailfocusoptionistransversebythe doublecircuit220kVGlenbrookDeviationhighvoltagetransmissionline,which supplieselectricityto10,000CountiesPowercustomers.Thistransmissionlinealso connectstheGlenbrookSteelMilltotheNationalGrid(thesteelmillcancontribute 115MWtotheNationalGrid).Thistransmissioncorridorcouldalsoprovidethe opportunitytoconnectanyfuturewindgenerationatAwhitubacktotheNational Grid.Giventhesefactors,Transpowerconsidersthatthelandfeaturedinthisoption shouldremainrural. ChorushavestatedthattheRUBboundarieslargelycoincidewiththeultrafast broadbandinitiativeboundariesto2020,whilethoseareasoutsidetheinitiatives boundarieswillbeservicedbytheRuralBroadbandInitiativeRBIandtheexisting coppernetwork.ChorushavealsohighlightedforCouncil,utilityoperators,andthe developmentcommunitytoworktogethertodevelopthebestinfrastructure options.

2.3 LocalBoards
Franklin AseriesofbriefingsandworkshopswereheldwithFranklinLocalBoardastheboard containingmostofthelandrelatingtotheinvestigationareas.Questionswere raisedaboutlevelsofdemandfrompeoplewantingtoliveinthesoutherncluster, andeducationandemploymentopportunitiesforthesepeople.Howwouldtheland bereleasedtomeetdemand,andhowwouldtheCounciladdressrequestsforearly developmentintheseareas? Theprotectionofsignificantecologicalareaswasraisedasanimportantissue.The balancebetweenintensificationofexistingurbanareasandnewgreenfieldland supplywashighlighted,withsomesuggestingthatgrowthwasbeingpushedtothe south.GrowtharoundsmallsettlementsandvillagescouldhaveaRUBaround them;thetimetableforthiswasunclear. Itwouldbehelpfultounderstandthebiggerpictureintermsofplannedgrowthand howitrelatestothesouthernarea,including,Beachlands,GlenbrookandKingseat etc.QuestionswereraisedabouttheplannedgrowthforTakaniniandhowthis fittedin. OftheRUBoptionsputoutforconsultation,theboardexpressedapreferencefor theCoreareatogether(andtheimplementationofareasidentifiedforfuture growthinFranklinDistrictGrowthStrategy)togetherwiththenortheastPukekohe option.Theydidnotfavourtheoptionsthateffectivelyclosethegapbetween AucklandandPukekoheandalsodidnotfavouranyoptionsextendingthewestern extentofPukekoheandthebestlandforagriculture.Theyexpressedsupportfor consultationonadditionaloptionswhichcamefromtheinitialconsultationbutdont favourtheirinclusionintheRUB,statingapreferenceforavoidingadhocurban developments.TheydidnotexpressaviewontheWeymouthbridgebutitwas notedthattheydidnotagreewiththereasonsinfavourofabridgetoWeymouth. Papakura Papakuraexpressedconcernthatalotofpeoplearenotfullyawareofthe implicationsoftheseproposal:thescaleofchange,theextentofinfrastructure costs,thepotentialimpactsontheManukauHarbouranditsinletsandwadingbirds. TheboardwasinterestedinthediscussionswithManaWhenuaandwouldlikean opportunitytotakepartinsuchdiscussions.

Manurewa Manurewawerenottargetedforengagementinitially,asnoneoftheRUBproposals developedforthesouthcontemplateddevelopmentdirectlyaffectingthe Manurewaarea.Whenfeedbackfrommeetingsandsubmissionsrepeatedlyraised theissueoftheneedforabridgefromKarakatoWeymouthtoaccommodatethe levelofgrowthproposedtheneedtoconsultresidentsinManurewawasidentified. SubsequentfeedbackfromManurewaLocalBoardisstronglyopposedtoabridge fromKarakatoWeymouthandseeksurgentprioritisationofengagementwith peopleinManurewawhoarepotentiallyaffected.Detailedfeedbackisattachedas Attachment4.

2.4 AucklandPlanCommittee
HousingNZwashighlightedasakeystrategicpartnertocontinueworkingwith. LocalBoardsneedtounderstandtheprocessesfortheRUBinvestigationsbetterin ordertoengageeffectively. Concernwasexpressedthatdevelopingalongtherailcorridorwouldonlymake senseifnewdevelopmenthadeasyaccessrailstations.Theassumptionsbehindthe levelsofgrowthenvisagedfordifferentareasrelatetoexpectedpopulationgrowth andphysicallandfeaturesthatsupportanurbanresponseasopposedtolowdensity landuse. Questionswereaskedaboutthelevelofflexibilityingrowthlevelsbetweenthe south,westandnorthareasofinvestigation.Itwasnotedthatiftimeallowedsome ofthegrowthnumberscouldbeshiftedaroundbutonlyifenoughwasknownabout therelativecostsanddifficultiesofdevelopingineachoftheinvestigationareas. LinkswithproposalsforgrowthinWaikatodistrict(PokenoandTuakau)arebeing explored.Thebalancebetweenurbanintensificationandthereleaseofgreenfield landwasraised,withthepreferenceexpressedforintensificationandmanaged releaseofgreenfieldland.

Itwasnotedthattheoptionsseemedtoavoiddevelopmentinthenorthwestern partofthearea,withnoclearexplanation.TheFranklinGrowthStrategyand

AucklandPlanfuturetransportnetworkproposalswerereferredtowhichhas informedthebackgroundinvestigationsanddevelopmentofoptions. ClaritywassoughtaboutwhetherRUBgrowthfiguresincludedgrowthexpectedin PukekoheoraroundthePukekoheareaandstaffconfirmedthatitwasthearea aroundPukekohe.ThepotentialforabridgetoWeymouthwasraisedasitseemed ithadbeenruledout.KarakaNorthisnowanoperativezone.Theissueofhowto managedevelopmentoutsideoftheRUBwasdiscussed,referringtotheUnitary Planhavingthepoliciesandrulestohelpmanageanddirectfuturedevelopment. Densityassumptionswereexplainedanddiscussed. Concernwasexpressedabouttheoptionsfocusingdevelopmentaroundexisting infrastructurewhenthiswasalreadyat,ornearcapacity.Inrelationtotransport,a newmajorlinkwassuggestedtoaddressissuesofresilience.Highspeedtransport linkswereidentifiedasnecessaryfortheeffectivefunctioningofnewsatellite centres.TheopportunityforwatertransportacrosstheManukauHarbourwas raised.Preservationofrurallifestylewasalsoraised. Feedbackincludedcommentsthatgrowthwasnotopposedbutthedesignof optionsbasedaroundexistinginfrastructurewasnotsustainableinthelongterm.

2.6 StakeholderWorkshop:DevelopersandLocalBusinesses8 November2012


Thewiderdevelopmentcontextwasdiscussedintermsofthefitwithother proposalsincludedintheFranklinGrowthStrategy;supportwasexpressedforthe existingproposals.Itwasclarifiedthatthiswasnotamasterplanningexercise,but determiningaclearruralurbanboundarytoaccommodateurbangrowth. TheWeymouthcrossingwasraisedandtherewasclearsupportfromsome attendeestoovercomecurrentcongestionissuesatDrury.Theextentoffurther growthwasquestioned,addingfurtherpressuretoanexistingpinchpoint.There wasdiscussionaroundthepotentialtohaveafurtherstationatDruryandhowthis mightimpactonperformance.Peopleshouldbeencouragedtoliveandwork locally. Concernwasexpressedthaturbandevelopmentwouldintrudeontherurallifestyle andimposingurbanformwouldimpactonexistinglifestyleblocks.GrowthAreas outsideofAuckland,suchasTuakauandPokenoweresuggestedforconsideration. Therewasfurtherdiscussionaboutexistingruralvillagesandsettlements,and

potentialcapacityTakaninimighthave.ItwasrecognisedthatKarakaisoneofthe mostsensitiveareasinAuckland. Thetimingoflandreleasewasraised;landshouldnotbereleaseduntilafter structureplanshavebeenpreparedandapproved,withfinancingandinfrastructure isinplacetosupportit.Itwasnotedthatinreality,landislikelytobedripfedto themarkettomaintainprice. ClarificationwassoughtaroundMaorihousing. Thetransportationnetworkwillneedtosupport55,000newdwellings,theRUB workandtransportnetworkplanningwillneedtobedevelopedtogether.The projectedemploymentfigureof35,000jobswasconsideredtobelow.

2.7 StakeholderWorkshop:Landownersandassociatedgroups15 November2012


TherewassupportfordevelopmenteastofPukekohe,asithaslessproductive farmland,isagoodplacetolive,andtheadvantagesassociatedwithSH1links.It wasconsideredthatPukekoheneedstobedevelopedasaplacewithitsown economyandjobs. ThePapakura/KarakaNorthoptionwasnotsupportedduetotheneedforanew wastewatertreatmentplantandadditionalstormwaterinfrastructure.Therewere questionsabouttheaffordabilityofpropertygiventheassociateddevelopment costs.AlsosubstantialareasofclasstwosoilswhichtheAucklandPlanwantsto protect.Supportwasexpressedforthecoredevelopmentoption(Option1)but developmentbeyondthatwasconsideredunfeasible. ApreferencewasstatedfordevelopmentstartingatMangereandmovingsouth fromtheretolinkupwithexistingwastewatertreatmentplant. TheoptionforCore+developmentaroundDruryreceivedsupportasbeingasound basetostartfrom.Therewasalsosupportfordevelopmenttotheeastofthe motorwaytoavoidthepinchpointatDrury.Questionsaboutwhytheoptionsdid notextendsoutheastofPukekohe,althoughthisisoutsidetheAucklandboundary extendingintoWaikato.TheFranklinDistrictGrowthStrategywasacknowledgedas providingagoodheadstartandcontainingusefulinformationandresearch.

NorthEastofPukekohehasadvantagesintermsofbeingabletodirecttraffic outsideofthetowncentre,toavoidthrutraffic,whilethewestofPukekohehas disadvantagesintermsofurbanisingelitesoilsthatneedtobeprotected. Thekeyconsiderationsincludedtheimportanceofrail,linkinggrowthinPukekohe tothewiderregion,avoidingclass1and2soils,andprovidingaccessible,local businesslandandassociatedemployment.Concernswerealsoexpressedabout changingtheruralnatureofPukekoheandadesiretokeepitsruraltowncharacter, ratherthanasuburbofAuckland.Issuesaroundthepotentialforlandbankingand thepatternofdevelopment(wheelpreferred,ratherthanribbon)werealsoraised. Paeratashouldbeconsideredforindustrialdevelopmentfirst.Thebridgeto Weymouthwouldimpactonaculturallysensitivearea,withclass2productiveland; thecombinedinfrastructurecostandenvironmentalconstraintswouldmakeittoo expensive. Furtherkeyconsiderationsidentifiedincluded:usingexistinginfrastructureto supportacompacturbanform,maximisingopportunitiesforrail,andwalkingand cycling,andrecreationalreservesandwalkways.Theboundarybetweenurbanand rural,andthewesternboundaryinparticularwereviewedascritical,intermsof protectingproductiveland.Thestrategicroadnetworkneededtobesuitableto copewiththeimpactsofgrowth,andtheneedtoalleviatetheeffectsofheavy trafficthroughPukekohewasraised.Employmentandbusinessopportunitiesneed tobeadjacenttokeyroads. Conflictingviewsaroseabouttherailfocusoption,withsomewantingtokeep PukekoheasseparatefromAuckland.TheoptionofdevelopmentatKarakaNorth wasseenasseparate,withitbeingdifficulttoaccessjobsfromthere,andachieving compacturbanformbeingachallengeinthislocation.TheoptionforPukekoheto providetertiaryeducationwassuggested,asthereisgoodrailaccess.Landusenext totheraillineshouldbeconsideredcarefully,withthepotentialforasecondstation atBuckland,withina30yeartimeframe.

Questionswereaskedaboutthelevelofroadinfrastructurerequiredgiventhe numbersofdwellingsproposed,inparticularthecostimplications.Itwassuggested thatthemajorityofPukekohetrafficgoesthroughtheBombayinterchange.Roads andrailnetworkswouldneedupgrading.

Theuniquecharacteristicsofthelandwerediscusseditsversatilityforongoing cropping,closeproximitytoportsandlabour,afrostfreeclimateanddescribedasa preciousresource.Concernsoverreversesensitivitywereraised;elitesoilswould stillbeneededtoproducefood,thelocallandproducesmostofNewZealands produceforfourmonthsduringwinter/spring.Futurefoodsecuritywasdiscussed, andtheproximityofgrowerstothemarketwasidentifiedasanissue.Population growthandadditionaldevelopmentwillmeanmoredemandforfood.Theimpacts oftheproposalsontheruraleconomyshouldbeconsidered,itwasfeltthiscould haveanationalimpact,inparticularonexports. Concernsovertheproposedlossofcroppinglandrequiredforurbandevelopment wereraised;onceurbaniseditcannotbereplaced.Thereisaneedtoconsiderthe watersupplyforcropsandfarming;thereseemtobemoreandmorerestrictionson farming.Concernwasexpressedoverproposalsforgrowthoveraquiferrecharge areas. ConcernwasraisedthatCouncildidnotknowthebestareasforgrowingandwould bemakingdecisionswithoutexpertlocalknowledge. ApreferencewasexpressedfordevelopmenttobelocatedbetweenDruryto Bombay,ratherthanbetweenDruryPukekohe.Urbandevelopmentshouldbe focusedalongmajorcorridors,especiallySH1;easieraccess,existingservices;fewer elitesoils;andlessneedforfeederroutes.Itwasrecognisedthatdevelopmentis harderwhenlandisinmultipleownership. Theimpactofurbanisationonlandwasdiscussed,includingimplicationsforfarming andrurallivelihoodsandwayoflife.Therewassupportforsomemediumdensity highrisetobeaccommodatedinPukekohe,ratherthanmorespreadingout development.Largelotscouldactasabufferbetweenruralandurbanareas. AreassupportedforgrowthwereKarakaNorthandtheRuncimanTriangle. Itwasfeltthateducationneedstobeafocusandtherewasasuggestionthata universitybeplannedforthearea.

bottleneckontothemotorway.Roadcorridorstokeeptrafficvolumeawayfrom ruralareaandpreventlightpollution. PlanningforPukekohetostopitbecominganunplannedsprawltothesouthofthe towncentre.AbridgetoWeymouthwouldmeannoholdupsonmotorway. Moreinformationwasrequestedonthetypeofhousing/subdivisions,andthe sectionsizesandplannedoccupancylevels.Itwasfeltthatpropertieswithinwalking distancetotownsshouldhavepriorityforurbansubdivisions. Roadcorridorstoprovideadequateinfrastructurebeforeweneeditandbeforeit getstooexpensivetobuythelandrequired. Attentionwasdrawntothesealevelriseof12mprojectedwithin50years. AdistinctivegreenbeltwassuggestedbetweenPukekoheandPapakura/Druryofat least10km. ItwassuggestedthatsettinglandasideintheDruryareaforfutureuniversityand polytechnictocaterforextrapopulationwouldsaveyoungpeopletravellingto Aucklandfortertiaryeducation.Itwouldneedtohaverail,busandmotorway connections. Communitymemberswereaskedtoratehowimportanttheythoughtdifferent factorswereindecidingwhereadditionalgrowthshouldbelocated.Feedback variedbetweenthethreeeventsbutwasbroadlyconsistentinthekeymessages. Strongsupportwasgivenfornewgrowthbeinglocatedclosetopublictransport routes,andprotectingenvironmentalvaluesandavoidingnaturalhazards.The protectionofculturalvaluesdidnotrateashighlyasothervalues,althoughmore peopleagreedthandisagreedthatitwasanimportantfactor.Theprotectionofsoils forfarmingandcropping,andaccesstotheroadnetworkwereconsideredtobe important,whileproximitytotowncentresandjobsreceivedsupport,withsome membersofthecommunitydisagreeing.

ItwasnotedthatengagementwithManaWhenuaontheRUBwasnothappeningin isolation,butwouldstartatanddrawfromthefeedbackandconsultation undertakentodatefortheAucklandPlan,UnitaryPlanaandAreaPlansinthearea.

TheroleofManaWhenuainthedecisionmakingprocessandtheweighttobegiven totheirviewswasdiscussedincludingthecontextoftheongoingworkonTreatyof WaitangiclaimsettlementnegotiationsunderwaybetweentheCrownandiwi authoritiesinthisareawasdiscussed.Concernwasexpressedthatdecisionsabout theRUBwhichhavesignificantimplicationsfortheManukauHarbourcouldcut acrossthisprocessandthatthiswasnotacceptable. Itwasnotedthattheviewsofiwishouldhaveconsiderableweightinmaking decisions,butitwasnotedthatthereweremanyissuestoconsider.Allassumptions madebytheCouncilandusedinanalysis,shouldbedisclosed. TheroleoftheIMSBMoriPlanintheRUBinvestigationswasquestionedanditwas notedthatthiswouldbeclarifiedbutitisyettobeformallyreceivedandendorsed byCouncil,whichmayclarifytheroleofthisdocumentinimplementingCouncil strategies.Itwasnotedthatthesemattersalsoneedtobeconsideredinthecontext oftheTreatyandtheMoriResponsivenessFrameworksetoutintheAucklandPlan. Existingcapacity(thereisunservicedcapacityforgrowthinruralareas),for developmentwiththeMetropolitanUrbanLimitwasaskedabout;thisisnotenough tomeetpopulationprojections.Thetypesofdwellingsbeingconsideredwere clarifiedasbeingarangeofurbanresidentialdwellingtypesincluding,individual dwellings,townhousesandterracedhouses,withsomescopeforapartments. Integratedcatchmentplans,andeffectivestormwaterpondsarerequiredbefore landreleasecanbecontemplated,withculturalandenvironmentalissuesgiven significantweight,aswellasManaWhenuaissuesandconcerns.Concernswere expressedabouthowthisprocessfitswithManaWhenuaissues,particularlynoting thatthroughtheUnitaryPlantheremaynotbeappealrights. TheMoriInformationdatabases,CulturalHeritageInventoryandNZHistoricPlaces databasesarenotreliableandculturalheritageassessmentsareneeded,thetiming ofsuchassessmentsshouldberealistic. Concernswereexpressedabouthowdevelopmentwouldbemanagedinruralareas outsidetheRUB,assubdivisionwasnotaprohibitedactivity.Theimportanceof highclasslandforfoodgrowingwasstressedtheseshouldbeavoidedandnot identifiedforfuturedevelopment. Provisionforcoastalsetbacksshouldbemadeintheseplans.Furtheriwi/hapu contactisneededduetothesignificantimpactofdevelopmentintheinvestigation area.AtHingaia/Karaka,ferriescouldbeconsideredratherthanabridge.

Alloftheoptionsraisesignificantrisksofenvironmentaldegradationtothereceiving areas.Developmentwasnotviewedasbenefitingtheenvironmentbutleadingto increasedpollution.Concernswereraisedthatthetrackrecordofachievingthe environmentalmitigationswhichgetpromisedbytheproponentsofdevelopment wasverypoor.

2.11 MeetingwithWaikatoDistrictCouncilStaff
TheFranklinGrowthStrategyidentifiedurbanlandrequirementsto2050and consideredpotentialgrowthareassouthofPukekohe.Urbangrowthintheseareas wasseenaspositivebyWaikatoDistrictCouncil,andpartofsubregional collaboration.TheMemorandumofUnderstandingbetweentheAucklandand Waikatomayorspromotescollaborativeandcrossboundaryplanning.Suchgrowth wouldseektomaintaintheseparateidentitiesofeachareaanddistinctiveness, throughbuffersand/oragreenbelt. Itwasnotedthatresidentialgrowthwillbedirectedtosomeextentbywherepeople wanttolive.SometrendsindicatepeoplemovetotheWaikatoandcommuteto Auckland.ThereisfundingidentifiedforastationupgradeatTuakaufor2013/14in theWaikatoDistrictCouncilLongTermPlan. Atthisstage,theRUBprojectteamarelookingtoaccommodateupto55,000 dwellingsintheGreenfieldAreasforInvestigationinthesoutherncluster.Itwas notedthattheRUBworkdoesntaddresshousingaffordabilityatthisstage,other thanbyaddingtolandsupply. InrelationtoTuakau,whiletherearesomeadditionalcapacityconstraints,Waikato DistrictCouncilindicatedfurthergrowthwouldbesubjecttostructureplanning.The scaleofthisadditionalgrowthdependedonanumberoffactors.Otherlanduses wouldalsoneedtobeplannedfor.Theurbanboundarymightextendfurtherthan thatidentifiedintheFranklinDistrictGrowthStrategy. Pokenoisapproximately20minutestoManukau,withTuakaubeingapproximately 30minutesdrive.Theelectrificationofthetrainlineandthepossibilityofpassenger railtoTuakauwasseenascriticaltofurthergrowthbutisnotyetplanned.NZTA haveplanstoincreasethenumberoflanesonSH1toDruryby2030.Itwasnoted thatasdevelopmentincreasesaroundPukekohe,thepressureoneastwest connectionsandlinkstoSH1becomemoreimportant.

GrowthinPukekohewillsupportalargerTuakauandmayleadtocostefficiencies forwaterandwastewatersupply.ItwassuggestedthattheroadbetweenPokeno andTuakaumayneedahigherstatus.ItwasnotedthatPukekohebypassproposals werelikelytobealongwayoff. Thedevelopmentanticipatedwillbeverymuchurban,ratherthancountryside living.Therewouldalsobethepotentialformirrorpoliciestobedevelopedon eithersideofthebordertoallowforconsistentapproachestobetakenatthe boundary.Arangeofdensitieswillbeencouraged,withamaximumofaround500 sqmsectionsizes.Terracedandtownhouseswillbepromoted,withapartmentsin largertowncentres,i.e.Pukekohe. ItwasagreeditwouldbehelpfultofindsomeevidenceofWaikatomeetingsomeof Aucklandsgrowth,thePrimaryFocusreportandtheCouncilspopulationmodel mayhelp.FurthercontactbetweentherespectiveCouncilswillbeencouraged.

EngagementwithinternalstaffhasbeencriticaltotheRUBprojectandhasbeen ongoinganditerative.Thishasalsobeendocumented,withthekeymessages summarisedbelow. The Rural Urban Boundary and the Unitary Plan


Aucklands population is growing rapidly. Over the next 30 years an additional million people are likely to live in Auckland. In the southern areas of Auckland, around 7000 babies are born each year. As Auckland grows, our children will need places to live and work. The Rural Urban Boundary (RUB) will identify greenfield land for urban development and the 30 years of growth projected in the Auckland Plan. It is part of an intention that the Unitary Plan provide for up to 40 per cent of new dwellings to be located in rural and coastal towns and villages, greenfield areas and other rural areas, as well as opportunities for the remaining growth to locate in existing urban areas. The need is to provide adequate room for growth while protecting the things that Aucklanders hold special, such as the natural environment, heritage, productive rural land, valued coastal areas and a sense of community. For the south, it means investigating which greenfield areas could best be used to provide up to 55,000 dwellings of the total 400,000 needed, along with business land for up to 35,000 jobs. The RUB will be included in the Unitary Plan, the rulebook determining where development will occur. We want to hear your views on a range of preliminary options for this long-term development.

Principles shaping the Rural Urban Boundary


We have based options for how Auckland might grow on a number of principles. These are illustrated below. Provide for quality compact development Residential development, providing a range of housing types, is focused around centres with diverse, walkable neighbourhoods, and local employment. Work with the rural production systems Limit impacts on key components of the rural economic systems to allow them to prosper i.e. avoiding elite soils and known aquifer recharge areas.

Protect sensitive environments including natural and cultural heritage Incorporate green finger buffers to protect streams, coastal margins and clusters of heritage sites. This could help to establish an open space network.

Invest in quality infrastructure Target development in locations that can achieve cost effective provision of network utilities and quality services.

Focus development around the future transport network Locate more intense development as part of centres served by frequent public transport services (bus and electric rail) and places with good motorway access.

Avoid risks Limit known risks associated with coastal inundation, sea level rise, land instability, flooding, liquefaction, fault lines and other hazards.

Options for future growth and a Rural Urban Boundary (RUB)

Applying these principles within the greenfields areas for investigation has resulted in a number of areas being identified as potentially suitable for inclusion within a 30 year RUB. These options each have their advantages and disadvantages. Single options could be selected or a combination of options which would give different urban form, environmental and capacity outcomes. These options are: Expanding the existing urban areas of Auckland and Pukekohe Expansion adjoining Auckland and Pukekohe urban areas enables new development to access existing community and transport infrastructure and utilities. Development is aligned with the rail line providing an opportunity for a new station south of Drury. State Highway 22 also traverses the area. While development drains into the Pahurehure Inlet, coastal and stream margins are protected from development. This also protects heritage sites located along stream edges, mitigates flooding risks and manages water quality. Focussing development along the rail line Further development is added along the rail line between Drury and Paerata. There would be potential for an additional station, as a focus for development, on the rail line. This would provide greater accessibility to rail services potentially lessening reliance on car based transport. In this option the urban area of Auckland joins up with the Paerata and Pukekohe urban areas.

Adding development in the Karaka North area An area of high amenity close to the Pahurehure Inlet and Hingaia is added. This area has accessibility via the Hingaia Peninsula, providing upgrades are made to road and bridge connections. Public transport connections by bus through Papakura could potentially lessen the impact on the transport pinch point at Drury.

Option 4 Core + Whangapouri

Adding development in the Whangapouri catchment An area of high amenity, close to the Pahurehure Inlet, is added; this would be more dependent on car based transport using SH 22. Existing development further upstream (the Pukekohe urban area) also drains into this catchment.

Option 5 Core + North East Pukekohe


Area subject to a seperate plan change process Alternate business location

Adding development to the Northeast of Pukekohe An area of rolling land to the north east of Pukekohe, bounded by Tuhimata and Runciman Roads is added including the edge of the Runciman countryside living area.

Frequently asked questions


What is meant by the Rural Urban Boundary (RUB)? The RUB will identify areas for potential urban development to 2042. This will include land within new greenfield areas that are being investigated for potential growth in the south, north and west of the region. The RUB will also be drawn around satellite towns (Pukekohe and Warkworth) and rural coastal towns and is intended to provide for up to 40% of new dwellings outside of current urban limits. The emphasis will be on well-planned, quality development. How will RUB boundaries be drawn? After careful technical analysis and in consultation with iwi, stakeholders and communities, the RUB will be developed in stages: determine and map a RUB for inclusion in the notified version of the Unitary Plan (September 2013). This will include areas found suitable for urban development as part of the southern, western and northern greenfield areas for investigation projects investigate a RUB around other rural and coastal towns and serviced villages and remaining greenfields and include it in the Unitary Plan through a plan change. What kind of development will occur in the greenfield areas? A range of activities will occur in the greenfield areas to support the development of new communities including housing, commercial and industrial development, mixed use, parks, community facilities and physical infrastructure (eg roads, public transport, water, and wastewater). What happens to land outside the RUB? Rural land that falls outside of the RUB will remain rural and will be subject to the provisions developed through the Unitary Plan 2013. When will detailed planning occur for areas identified within the RUB? Once a RUB has been identified and confirmed in the Unitary Plan, the next step will be to determine the form and staging of development. Staged and managed land release will occur in approximately 10 year steps. Operative zoning and bulk service infrastructure will need to be in place before land can be released for development and in order for this to occur, detailed structure planning, catchment management planning and plan changes to the Unitary Plan will need to be made to introduce new zones and planning provisions for the subject land. Once planning is complete land release could occur from late in the first decade onwards.

Aucklands population is growing fast and how we provide for an additional million people by 2040 is a challenge for everyone.
As we grow, our children will need places to live and places to work. Most of this growth will be met through intensification within existing urban areas. Additionally, a new Rural Urban Boundary (RUB) will provide land for up to 40 per cent of new dwellings to be outside previous urban areas and in greenfield area that are being investigated in the south, west and north of the city. Investigations are most advanced in the south and we invite you to attend a local community drop-in event to give your feedback on preliminary options on where this growth may be located. The proposals in the Auckland Plan allow for up to 55,000 new dwellings over 30 years in the area around Drury, Karaka and Pukekohe which we acknowledge is a challenging level of potential change. Growth can produce great economic benefits to an area with more housing choices, more local jobs, and more services within easy reach reducing the dependence on expensive travel. The need is to provide adequate infrastructure for growth while protecting the things that Aucklanders hold special, such as the natural environment, heritage, productive rural land, valued coastal areas and a sense of community. It is important you have your say on the RUB proposals as a final RUB will be included in the Unitary Plan, the rulebook determining where development will occur. TheManurewaLocalBoardareaisalargelyresidentialareaofapproximately90,000but whichincludestheWiriBusinessDistrictatitsnorthernedge.Althoughtherearethree railwaystationsandtwobusinterchangeswithintheManurewaboundaries,largeareasare poorlyservedbypublictransport.Busroutesareindirectandinconvenientandthecostsof accessingemploymentandeducationopportunitiescanbeprohibitiveformanyofour residents. 2. Inrecentyears,growthanddevelopmentoftheWiriBusinessDistrict,aroundManukaucity centreandtothesouthofManurewahaveputincreasingpressureonroadswithin Manurewa.ThisisparticularlynoticeablealongHillRoadandroutesprovidingaccesstoand fromStateHighway1,wherenotonlythevolumeoftraffichasincreased,butthetypesof vehicleshavechangedaslargetrucksandcommercialvehiclesseektoavoidthecongestion atTakanini.AfternoonpeaktrafficdivertsthroughManurewatoavoidthepinchpoint causedbythemergingofSH20withSH1andthenthecongestionfromHillRoadwherethe motorwayreducestotwolanes.Routesthroughcentralandsouthernsuburbshavebeen affectedbytrafficmovingthroughtoWiriandbeyond. 3. TheManurewaareaisidentifiedintheAucklandPlanforfurthergrowthandintensification whichwillplacefurtherpressureonroadsandtransportsystems.Theupgradingofroadsin traditional,suburbanareastocarryincreasedtrafficfromoutsideManurewahasthe potentialtodivideexisting,closeknitcommunitiesanditisinthiscontextthatthe ManurewaLocalBoardraisesitsconcernsaboutproposalsfortheRuralUrbanBoundary. InNovemberandDecember2012anumberofinternalandexternalmeetings,workshops andcommunitydropinsessionswereheldbyAucklandCouncilwithinterestedexternal partiesandkeystakeholders(residents,developers,HNZ,landownersandinfrastructure providers),alongwithlocalIwi,onprojectedgrowthintheSouth. 5. Aseriesofkeyoutcomesfromthoseinteractionshasbeencompiled.

AtaworkshoponThursday10thFebruary2013,theoutcomesoftheRUBconsultationwere presentedtotheManurewaLocalBoardbyDavidClelland(Manager,Spatial& InfrastructureStrategy)andIanBayliss(PrincipalStrategicPlanner,Spatial&Infrastructure Strategy). 8. Atthatworkshop,theManurewaLocalBoardlearnedthatoneofthekeymessagesfromthe meetingsheldin2012wasthatimportanttransportlinksandupgradeswereneeded, includingtoStateHighway22,theDruryinterchangeandStateHighwayI,withanew KarakaWeymouthbridgeandferryservices. ManurewaLocalBoardresponse: 9. TheManurewaLocalBoardwouldliketoregisteritsconcernthattheBoardwasnotpartof theinitialconsultationroundontheRUB.Whilstacknowledgingthatthefocusisonthe moresouthernpartsoftheAucklandregion,theManurewaBoardsubmitsthatithasa vestedinterestindevelopmentinthesouthernpartsoftheregionandwouldpreferthatit beconsultedonallmattersofthisnature. 10. TheManurewaLocalBoardisalsoconcernedthattheredoesnotseemtohavebeenany accountoforacknowledgementbysubmittersorofficersoftheflowoneffectsontraffic, employmentopportunitiesandtheenvironmentthatwillimpactontheManurewaLocal Boardareawiththeincreaseinpopulationgrowth. 11. MoreimportantlytheManurewaLocalBoardisveryconcernedtonotethatinthekey transportmessagesthereisnoacknowledgementoftheneedforasignificantinvestmentin publictransport.MentionismadeofStateHighways,theDruryinterchangeandamajor newroadbridge,whichtendstoindicatethatthepushisformoremotorwayandroad development.TheresultingincreaseintrafficwouldhaveasevereimpactonManurewa transportandroadinginfrastructure. 12. TheManurewaLocalBoardspreferenceisforaninvestmentespeciallyintheshortto mediumtermintopublictransportalternatives,particularlyincreasedrailoptionsand dedicatedbuslanesonthemotorway.Researchandexperienceindicatesthatwhenmore lanesonmotorwaysarebuilttheyarefilledthenextday.TheManurewaLocalBoardhas hadextensiveexperiencewiththischallengewithStateHighway20,particularlywhereit linksintothemotorwayatManukau.TheboardismorethanhappytotalktoAuckland Transportstaffaboutthatproblemformotoristsandtheresultingratrunbehaviour adoptedbydriverstoavoidlengthydelays. 13. OfparticularconcernisthereferencetotheKarakaWeymouthBridge.TheManurewaLocal Boardunderstandsthatthiswillneedaninvestmentintheorderof$200million.Theboard believesthisisamajordeparturefromtherecognisedprioritiesofmovingpeopleefficiently andeffectivelyfromareasofhighpopulationdensityandprojectedgrowthtoareasof employmentandleisure.Thesitingofthisproposedbridgewouldindicatethatthethinking

ofdevelopersandplannersisforsignificantpopulationgrowthintothePukekoheareain relationtoothersareasthatmaywellexpand. 14. Theboardopposesanypriorityaroundtheconstructionofsuchabridge.Theproposalfora bridgeonekilometrelongwouldtotallydestroytheuniquecharacteroftheWeymouth area.TheWeymouthareahasanumberofhistoricandenvironmentalfeatures,anda uniqueseasidecharacterwhichisimportanttothelocalresidentsandshouldbe safeguardedthroughtheUnitaryPlan.TheManurewaLocalBoardendorsesanumberof commentsfromresidentstothateffect(andwhichareattachedinfull).Theremustbea widerconsultationwithresidentsonthismatterbeforeanyfinaldecisionbemade. 15. TheManurewaLocalBoardwantstoreiterateitsverydeepconcernthatthemostaffected existingcommunity,Weymouth,hasnotbeenconsultedontheseproposals. 16. TheRUBappearstobelookedatinisolationandtheflowoneffectsonsurroundingareas havenotyetbeenconsidered. 17. TheManurewaLocalBoardisoftheopinionthatifthisproposedbridgeconnectionisleftin theUnitaryPlanitwillskewallfuturediscussiononsoutherngrowth. 18. TheRUBisnotmerelyaboutdrawinglinesonamap.Amultimodalhighwayasproposedby theKarakaCollectivehasthepotentialtophysicallydividetheWeymouthcommunityand cutitsheartout. 19. TheManurewaLocalBoardishappytosubmitnamesofboardmemberswhowouldbepart ofanyfuturediscussionsonthedevelopmentoftheSouth,particularlyonthepotentially significantimpactstoourcommunities. 20. TheManurewaLocalBoardwillbemakingfurthersubmissionsontheseimpactsthroughthe UnitaryPlanconsultationprocess.
