147 cops avail of local absentee voting


CAMP KANGLEON, Palo, Leyte One hundred forty-seven out of 355 or roughly 41 percent of the personnel of Police Regional Office 8 (PRO8) who registered as absentee voters casted their votes in the local absentee voting ahead of the May 13 midterm elections. Top ranking result of hard work, says Chiz


Senator Chiz Escudero said he is elated with the latest results of the latest Pulse Asia polls that showed him in a statistical tie for first place, attributing them the hard work he and his team had exerted during the campaigns. Change
realization has not stopped and discouraged people like Brillantes and some others to do what they can, a step at a time, despite challenges and criticisms. We all need to do our own share to ensure genuinely clean and honest elections and canvassing. We can join others to encourage all voters to cast their votes. We can join groups that guard the electoral process and results. We can offer and join hands in prayers for God to take full charge of our people and our country. Change may take time but starting now will bring change closer and at a much faster pace. Poverty, like electoral changes that the present Brillantes-led Comelec wants to implement, will take time to overcome. However, sincere steps taken immediately, now,

en days more, it will be election day. Will the signicant youth vote spell the end of dirty elections, traditional politicians, and political dynasties? Will the poor also vote for genuine public servants among the candidates? Will they be able to resist the temptation of vote buying? Will the present Comelec also play a truly cleansing role of ensuring free, honest elections and canvassing of votes? While critics may hurl their objections against Comelec Chairperson Sixto Brillantes, there are also those who cheer his decision to stay on and to see this years May elections push through as a clean and honest process. He has clearly shown his determination, through his rm policies, in ensuring a fairer campaign and clean honest elections this year and for years to follow even if he does not always get his way with the Supreme Court reversing a number of his attempts to rationalize campaign policies and ensure true election results. Change on our land will take time but that

soon-to-be concluded Year of Faith the wealth of the Catechism of the Church to all, especially the young and those who are still far from Church life. Its a pity indeed if all that richness of the Catechism would just go to waste, like pearls cast before swine. But how do we make that wealth reach all men? I suppose the question is like the economic or political question of how can we have equal distribution of wealth in our society? We just have to continue hoping and praying and working, wracking our brains real hard, doing some studies and consultations, not afraid to go into trial-and-error mode. The important thing is to do something, and not just to remain idle, baffled, confused and lost. Its said that many Filipinos who are pious and with a lot of devotions often are low and shallow in doctrine. There are also a few who seem to have a lot of doctrine but are rather lacking in piety and devotion. The ideal, of course, as one saint said, is to have the piety of little children while having the doctrine of the theologian. Nowadays, there are those, especially among the youth, who have neither piety nor theology, neither devotion nor doctrine. We need to reach out to them. This is where adaptability and versatility, firmness and consistency are most needed.

Now, I will stop telling my students that the world is flat. The same author announces that its a 401(k) world. Here is what I mean. In the last decade, there was the financial crisis and post-9/11. We went from a connected world to a hyperconnected world. I am always awe- struck that FB, Twitter, 4G, iPhones, iPads, high-speech broadband, ubiquitous wireless and Web-enabled cellphones, the cloud, Big Data, cellphone apps and Skype did not exist or were in their infancy a decade ago. All of that came since then, and the combination of these tools of connectivity and creativity has created a global education, commercial, communication and innovation platform on which more people can start stuff, collaborate on stuff, learn stuff, make stuff (and destroy stuff) with more other people than ever before. A few minutes ago, I retrieved Wennie P. communication web. I almost cannot believe that a teacher can oblige students to submit requirements online by simply dipping ones fingers on the keyboard. And Wennie is one of my most elusive post graduate student who rarely volunteers. This time, she has proven her contribution. I am scared that I will lose all of you and everybody becomes virtual. Polly, tells me online she cannot come home because her reliever has not come. Is this not bewildering? Even parenting has become daunting. The choice is ours. To connect and disconnect is very easy. My fave New York communist says: We now live in a 401(k) world a world of defined contributions, not defined benefits where everyone needs to pass the bar exam and no one can escape the most e-mailed list. Here is it. The e-platform empowers individuals to access learning, retrain, engage in commerce, seek or advertise a job, invent, invest and crowd source all online. If you are selfmotivated, wow, this world is tailored for you. I think

A COMBINATION to die for! We just have to work it out. Theres always hope, and chances to attain this goal as long as we are also willing to take what it requires. And for this, there can be nothing more needed than to be vitally united with Christ. For Christ is the epitome of how it is to be adaptive and flexible, while at the same time, firm and consistent. His adaptability and flexibility is shown in infinite ways. He, being God, emptied himself to become man. And that self-emptying went all the way as to die on the cross for all the sins of men. Before his death, he allowed himself to be buffeted, spat upon, crowned with thorns, mocked, scourged, pierced. Before his passion, he, being pure love and goodness, allowed himself to be misunderstood and hated. He put himself completely at the hands of men, God submitting to man, the Creator left at the mercy of his creature. I call this the extreme of adaptability and flexibility. When he went around preaching, he used parables and other literary devices, cultural and social norms of the time, to make himself understood. Sure, he performed miracles, and but these were made to support all the human means he used to reach out to everyone. Miracles came as subsidiary means. He was open to all, mixed with everyone, rich or poor, healthy or sick, saintly or sinful. Even those he castigated for their hard-headedness and self-righteousness, he treated with due respect. But in all these forms of adaptability, flexibil-

ity and versatility, he was never lost or confused. He did not stray from his aim and focus. To top it all, he managed to use all situations and circumstances to do what he was supposed to do. Even that casual meeting with the Samaritan woman at the well, he took advantage to make a conversion. The two distraught disciples on the way to Emmaus after Christs resurrection became objects of a very exquisite revelation. All these are indeed impressive, and can, as their downside on us, cast doubt as to whether we can also maintain such qualities, such combination. But, of course, if we have faith, we can always say we can, possumus, even if we dont know yet how it is going to happen. The crucial thing is faith, faith that is strong and expressed in deeds and not simply confined in verbal professions, sentimental feelings, intellectual exercises. It has to be a faith expressed in deeds, and taken to the streets and to the concrete, flesh-and-blood situations of all men and women in all variety of their conditions. We have to be wary of our tendency to become armchair experts. We have to go out and be willing to get dirty with the things of the world without compromising the spirit of God inside our soul. This is the challenge. Yes, while its true that each one of us will always have an area of specialization, we should neither forget that we need to learn how to work in tandem to be able to reach everyone. These thoughts came to mind as I participated recently in a discussion about how to bring in this

James was the son of Alphaeus whom Jesus chose to be one of the 12 pillars of his Church. Philip came from the same town as Peter and Andrew, Bethsaida, Galilee. Jesus called him directly, whereupon he sought out Nathanael and told him about Jesus. The yearning to know more about the afterlife is a strong instinct of our nature. When Jesus described himself as Gods Son, the apostle Philip pressed him to tell more. let us see the mysterious Father you talk about. That would satisfy us, is the tenor of what he said. Living in this world, it is not possible for us to see God as he is. But the amazing thing is that we can see God in the face and form of Jesus Christ. If we concentrate our gaze on Jesus, who lived among us in the days of Philip and James, and who lives among us in the Church today, then we can see God. It was this conviction that made Philip and James into faithful apostles of the Lord. Philips preaching ministry is recorded in the Acts of the Apostles while James, who was known to be the leader of the Church in Jerusalem, bringing many of his fellow Jews into the faith, was martyred in the Holy City in 62AD. These men lived in the company of Jesus, heard him, saw him die and were witnesses to his resurrection. Through them we come to know God, even in this life, in Jesus, the Son of God. While millions remain in poverty, it is heartwarming to know that in the present administration, there are those honest enough not to tamper with survey results, those truthful and humble enough to acknowledge that much more need to be done to assist millions more go beyond poverty. The change in poverty rates may be statistically insignificant but the same statistics show a number of households improving their lives as well. The

recent poverty rates did not decrease. It increased but not enough to lift millions beyond their basic needs and poverty.

National seminar on writing, publishing research papers


SALCEDO, Eastern Samar -- A national seminar on writing and publishing research papers was held on April 25-26, 2013 at the Farmers Training Center, Eastern Samar State University, Salcedo Campus, Salcedo, Eastern Samar. A total of 145 participants composed of academic researchers, faculty members and graduate students from various SUCs and some DepEd personnel attended the first day session on this panoramic and picturesque campus of ESSU Salcedo. Dr. Elpidio Cabacaba, college administrator of ESSU-Salcedo, delivered the welcome address which was followed by the presentation of participants given by Dr. Hilarion Odivilas, director of research and development services of ESSU. An inspirational message was shared by the guest of honor, Dr. Libertad Garcia, director IV of Commission on Higher Education-8 who underscored the need and urgency to embark on cutting-edge research endeavours in the country. Three distinguished and renowned resource speakers namely: Dr. Daisy Palompon, research director of Cebu Normal University; ESSU president Dr. Edmundo Campoto, who is an alumnus of Queensland University and UPLB respectively; and Dr. Felisa Gomba, doctorate degree holder in engineering from UP Diliman and presently, the VP for planning, research and extension of the Samar State University, talked on the latest pedagogical trends in conducting and publishing research papers. The significance of academic research work is materialized when it is published, said Gomba of SSU. Based on the feedback of its participants, the first national seminar of its kind ever held in ESSU has proven to be a success as mentioned by Dr. Emilia Baquilod, VP for academic affairs, planning, research and extension of ESSU in her closing remarks. RAFC coordinator Benedict Montera, facilitated the event and recognized the initiative of Dr. Paul Cabahit, regional director of the Agricultural Training Institute-8 (ATI8), who conceptualized and proposed the conduct of the said activity. In his message, RAFC chair Edgardo Codilla meaningfully shared the beginnings of the DA and the AFC, his experiences as well as his observations in his stint as chair for several years now. It has always been my honor and privilege to serve the farmers and fisherfolk in Region 8 through my chairmanship for quite a time now. We, the AFCs, are very proud to be recognized as real partners of the DA, he said. CEBU CITY -- Elderlies, pregnant women and persons with disabilities (PWDs) dont have to worry about long queues in polling places on May 13 elections as express lanes will be made available to them, a Commission on Elections (Comelec) officer said Tuesday. Lawyer Dominic Ian Marigomen, Cebu City north district election officer, said they will set up two lines for each designated polling place -- a line for able-bodied voters and an express lane for elderlies, pregnant women and PWDs. They will be provided with the so-called express lane for their benefit, Marigomen said, adding that all election officers are mandated to set the polling place at the ground floor of a building, purposely, to provide accessibility. Republic Act (RA) 10366, or an Act Authorizing the Commission on Elections to Establish Precincts Assigned to Accessible Polling Places Exclusively for Persons With Disabilities and Senior Citizens, defines accessible polling place as the venue where the Board of Election Inspectors (BEIs) conducts election-related proceedings and where the voters cast their votes. According to RA 10366, the accessible polling place shall be located at the ground floor, preferably near the entrance of the building, and is free of any physical barriers and provided with necessary services, including assistive devices. Marigomen said, however, that he will instruct the BEIs not to necessarily concentrate on the express lane alone. The BEIs should exercise discretion and determine the flow (of the lines)...that the flow will not stop, Marigomen added. He also said that there will be no express lane for illiterate voters, unless that illiterate happens to be a senior citizen or a person with disability. Omega was referring to Keppel Philippine Marine Incorporated that has a shipyard in Batangas and Subic that is into shipbuilding, ship repair and conversion. But there is a specific competencies that we need to meet that is very specific for their company which they are willing to help us to attain that particular competencies including training our trainers, said Omega. Six competencies are needed by Keppel, according to Omega. Among the skill workers they need are wielders and pipefitters. We are looking at partnering with them so that our graduates will be provided with training with them for the competencies that they need until such time that they will hire the graduates, said Omega. Omega added that they also asked the official of Keppel to help them by providing additional input to the present curriculum of TESDA to ensure that graduates will reach the level of knowledge and skills that the company needs. Omega also revealed that in the recent graduation of KEITECH students out of 139, more than 90 students were automatically hired by Keppel to work for their company. The TESDA official added that the official of Keppel will be coming back again to discuss with them the plan and also to look for additional worker as the company is really in need of workers for their shipyard in Batangas and Subic.

Rebels killed peace talks


MANILA -- The National Democratic Front (NDF), the political wing of the Communist Party of the Philippines-New Peoples Army (CPP-NPA), has killed the peace process, a Malacaang official said Wednesday. Presidential spokesperson Edwin Lacierda, quoting Presidential Adviser on the Peace Process Teresita Deles, reiterated that the Aquino government would no longer return to the regular track (formal negotiations) with the communist rebels because it is going nowhere. In our discussion with our Norwegian facilitator last month when he was here, we mutually established that the NDF killed the special track (of negotiation) that they had themselves proposed, Deles said, referring on the peace process, which CPPNPA-NDF founding chairman Jose Maria Sison proposed to government to fast-track the peace talks. While the government accused the NDF of killing the talks, the CPP, in a statement, decried the Aquino administrations unilateral termination of the peace negotiations. By completely abandoning the path of peace negotiations, the Aquino regime has chosen the path of the purely military approach which has repeatedly been proven to be a failed strategy in addressing the raging civil war in the Philippines, it said. The CPP said it is the general policy of the organization and the revolutionary forces to engage in principled negotiations with any ruling regime that is willing to work with the NDF to achieve a just and lasting peace. Despite the Aquino regimes unilateral termination of peace negotiations, the CPP and the revolutionary forces remain steadfast in its call for the resumption of formal peace negotiations between the NDF and GPH (Government of the Philippines) with the aim of addressing and resolving the socio-economic roots of the armed conflict, the group said. Deles said the Aquino government is ready to resume talks with the Maoist group under a new approach, which will offer a better chance of bringing us to the peace our people desire and deserve. We are currently undertaking discussions toward this new approach, she said. Meanwhile, Malacaang ordered a heightened police and military operations against the communist rebels following the latest attack in Compostela Valley province where a policeman was abducted by the insurgents. The attack happened last Sunday when the rebels blocked the convoy of Compostela Valley Governor Arturo Uy, who was with six board members and Senior Police Officer 1 Allan Pansoy. The rebels took Pansoy, a resident of Pantukan and assigned at Maco Municipal Police Station. Tuluy-tuloy ang operation natin sa mga ganyang mga element, we will not cease our efforts to curb these activities, Lacierda said on Wednesday. Nangyari yan but we will continue. I was in prison but I remained free


I am Joselito Dans Quitangon, a.k.a., Bro. Chito as I was commonly addressed by my co-resident inmates at Tacloban City Jail, a duly registered resident of Brgy. 03, Upper Nulatula, Tacloban City in the Province of Leyte/Region 8 here in the beautiful archipelago of the Philippine Islands. Though I was truly born in Maragondon, Cavite and grew up in Sta. Mesa, Manila, I was happily married to a Leytenia by the name of Aileen who two years after the untimely demise of my parents, Chem. Eng. Antonio Angeles Quintangon and CPA-Diplomate Benita Adao Dans Quitangon last 1994, brought me and my three children to her hometown in the Eastern Visayas Region. My well founded Basic and Formal Education as well as my God-given talents have in a way helped me to establish a good reputation in Tacloban City having been actively engrossed in all civic and social activities to the point that I was even elected by my co-constituents in Brgy. 03, Upper Nulatula to become one of their Elected Barangay official and given the prestigious award of Recognition by no less than then-Mayor Alfredo Bejo Romualdez for being one of the TEN OUTSTANDING GPTCA (GENERAL PARENTS TEACHERS COMMUNITY ASSOCIATION) OFFICERS of Tacloban City. Job openings as well were quite easy and though I could very well say that my family was doing quite well in spite of the constant inflation of costs of living allowances, I was content. Until one day, in the midst of the rising fame and hard-earned reputation that I have duly established on my own strife in the barangaycommunity, everything in my life was shattered by a seemingly nightmarish tragic incident. I was arrested without the merit of a Warrant of Arrest on August 2, 2010 at around 4:15 am while I was sleeping inside my house by operatives of the CIDG-R8, Tacloban City who forcibly barged their way in through the front gate of my residence, entered my main dwelling and without warning handcuffed my wrists behind my back and dragged me there-from to their headquarters only to undergo what military personnel would commonly call Tactical Interrogation. Simply put, I was brutally manhandled and tortured by eight to nine operatives including one particular Intel-asset of theirs who pronouncedly manifested his very participation as being the principal inducer of the whole coercive but futile attempt of his co-principals by execution and co-conspiring CIDG Operatives to perforce me to admit to a crime I purportedly and allegedly committed. I was then arbitrarily detained at said CIDG Headquarters from Aug. 02-Nov. 16 of 2010. Consequently, I had no knowledge that I was already under Preliminary Investigation for the alleged crime of Rape in accordance with violation of Article 335 of the Revised Penal Code of the Philippines and my detention were in clear violation of my rights to due process of law. I was even denied of my rights to confront my accuser and was not able to present evidence in behalf of my defense. As a result, two information for violation of Article 335 of RPC were filed against my person and the order of the then incumbent presiding Executive Judge of RTC/Reg-8 to have me transferred from CIDG detention cell and committed to Tacloban City Jail under BJMP custody without the benefit of a preliminary conference with my accusers all the more perpetuated the illegal arrest and detention of my captors and unjustly rectified the lawless acts as I was never caught IN FLAGRANTE DELICTO to deserve suffering. In all of these I remained steadfast and held on to my faith in our Lord and GOD Almighty whom I felt was my only refuge through-out all these trials and tribulations that have dimmed my very well-being as well as that of my very family who themselves were the silent victims of injustice brought about by a well-conspired malicious fabrication of lies and intriguing of honor, unfounded allegations which have caused the sudden separation from them of the head of their family as they at that time were truly dependent upon me for their daily sustenance and living allowance. Given the three (3) months of arbitrary detention since my unlawful arrest and being transferred to and held at Tacloban City Jail has truly been a different but remarkable experience as I very well took into consideration that it has occurred to become a true test of my faith in God, my personal disciple and my morally based convictions and principles in life, the way my parents had conservatively instilled upon my bearing since childhood. Yes my over-all detention had been one that has challenged my very pride and dignity as a person. My first few months at Tacloban City Jail had seemed but a daily battle for survival and only when it was time to sleep that I could rest my weary mind and body, praying each night that the following day would just pass by smoothly and quickly until the next sleeping and on occasions I would have sleepless nights crying to God in my bed to end all of this, my trials and tribulations, one way or another. Days turned into weeks and weeks turned into months, a gruelling wait as even my expectations of a speedy trial had for reasons known only to the Prosecution, had been utterly marred with improvident postponements and resetting which all the more added insult to the injury caused by my preventive detention for almost over two years since my transfer from CIDG last Nov. 15 of 2010 to Tacloban City Jail. While under the custody of the BJMP employees, I was through some sort of Divine Intervention introduced to a Religious Coordinator who then was assigned to take the cudgels of guiding me towards all daily religious activities which all the more strengthened my unwavering relationship with God and most especially HIS Begotten Son, our Lord Jesus Christ both of Whom I personally found myself admitting to have neglected at the time I was more focused on finding ways and means to support my familys daily needs before the said tragic and untoward incident in my life. I became an engrossed and active participant of almost all social, civic and religious activities that the good office of the Bureau of Jail Management and Penology Inmates Welfare and Development Officers had to offer all interested inmate-residents of Tacloban City Jail. I enrolled, went through and completed the primary-course offered by the World Evangelism Bible College/Jail Outreach Bible School headed by no less than a reverend-pastor, Bro. Ferdinand Consebido during my said over-two years of incarceration, until I was invited to join the V.I.P.S.-S.L.T.S. (VOLUNTEERS IN PRISON SERVICE/SERVANT LEADERSHIP TRAINING SEMINARS) duly headed and presided over by Sister Tita B. Sierras, our V.I.P.S. Coordinator in the Vacariate of Tacloban, Archdiocese of Palo. It was then through Sister Titas ever-patient and painstaking motherly guidance and supervision that I truly realized Gods purpose for having allowed the devil to induce those responsible for sending me in prison. His Will to have me live a PURPOSEDRIVEN LIFE, a life in accordance with the Will of HIS Begotten Son, Our Lord Jesus Christ and I did pass with flying colors. Little did I know that that all of my active participation and works of service had somehow caught the very attention of the TCJ/BJMP Management? Until one day to my joyful awe and surprise, I was awarded by no less than the BJMP Tacloban City Jail Warden, Chief Inspector Ramil S. Vestra for my Outstanding Performance and in Recognition of my support and active participation to all the various programs of reformation and rehabilitation instituted by the BJMP and without the guidance of the HOLY SPIRIT of GOD

GIZs EnRD gives importance to solving land use problem


TACLOBAN CITYThe Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH through its Environment and Rural Development Programs (EnRD) Natural Resources Governance (NRG) gives importance on solving land use problem in Eastern Visayas together with the Eastern Visayas Land Administration Management Consortium (EVLAMC) and Leyte Island Trainor Pool, Incorporated. Dr. Andreas Lange, chief advisor, Natural Resources Governance (NRG) GIZ Environment and Natural Rural Development (EnRD) said that they give importance on solving land use problems because there are land use problems in the Philippines which remain unsolved for how many years. He also said that they have supported financial requirements of various activity which focus more on solving land problem in our country such as the 5th land Use and Development Forum which was conducted last April 30, 2013 at Leyte Normal University which was participated by different Local Government Units (LGUs), Academe, NonGovernment Organization (NGOs), and Government Agency (GA). In region eight, Lange said that they have made progress since GIZ supported the government for the past years until the establishment of the EVLAMC which gives them a big step forward. The consortium supports multiple policies within the umbrella of environment and natural resources sector especially in the priority areas outlined in the implementation of national action plans on forest and watersheds, coastal and marine resources, climate change and disaster risk management adopting the Inte-

grated Ecosystem based Management as their major strategy, Lange said in an interview with Leyte Samar Daily Express. It is for this reasons that the consortium advocates the replication of the GIZ knowledge product Sustainable Integrated Management and Planning for Local Government Ecosystem (SIMPLE) in the region, Lange added. He emphasized that SIMPLE stands on two pillars ridge to reef planning as well as management and implementation. It is designed to help local government to plan and manage their land territory, be it public and private lands or ancestral domains. Exports recovery seen this year


MANILA - Outlook remains bright for the Philippine export growth this year on signs of recovery in the demand particularly for semiconductors, according to economists of First Metro Investments Corp. and University of Asia and the Pacific (FMIC-UA&P). The economists are optimistic about the sectors rebound despite the January and February decline in electronics exports, which is 40 percent of the countrys total exports. Lower electronics revenues pulled overall exports by -2.7 percent in January and -15.6 percent in February. These figures were in sharp contrast to expectations of a sound export recovery in 2013. In a report, FMICUA&P attributed the reduced electronics and export sales to political and economic turmoil experienced by Singapore, China, Japan and the United States, the major electronics production hubs. These countries are also the Philippines top four biggest markets. For one, it cited the US lower economic growth in the last quarter of 2012, issues on the fiscal cliff and job creation weakness that dampened the US demand for raw electronics in January. In the same month, the dispute between Japan and China over the Senkaku Island also took a toll on their respective electronics industry as trade growth between the two countries fell significantly. Positive news on the ensuing months, however, has caused demand for semiconductors to rise. In fact, more orders for semiconductor parts/ assemblies suggested by improvement in the book-to-bill ratio in these countries imply that orders may now be exceeding delivery, the report said. The economists also underscored the continued resilience of the countrys manufacturing products exported. They said that metal components and woodcrafts and furniture continued to be in the top 10 exports. Chemicals also rose by 333 percent after negative growth posted in September to December last year. Other manufactures regained its position in the top 10 export products of the country after it registered a series of remarkable growth rates. Mayor Alfred supports PNoys pro-poor programs, visions for good governance
TACLOBAN CITYFor Mayor Alfred Romualdez, party differences are not an issue when working towards good governance. The Tacloban City chief executive, who is currently running for a final term in office, has been vocal about supporting the efforts of President Benigno Aquino III in eliminating poverty and increasing the Filipino familys standard of living. Romualdez, who is instrumental in pursuing grassroots sociocivic and economic development in Tacloban, supports the administrations anti-poverty programs, including

the Pantawid Pamilyang Pilipino Program or 4Ps, which has already benefitted over 2.3 million families in the country in sustaining their basic needs. To back the Presidents pro-poor agenda, Romualdez has supported two different cash transfer programs to aid the indigent families in the city. The cash-forwork program, which provides a P1,890 cash grant to individuals to help them find sustainable jobs in exchange of community service.
